Heatwaves have been identified nationally as a significant hazard, and a National Heatwave (Time-limited) Working Group is being established to develop a set of national standards for defining heatwaves and communicating related warnings to the public. This working group will consist of representatives from all states and territories, and is being co chaired by Emergency Management Australia and the Bureau of Meteorology. The Northern Territory (NT) representative for this working group is the Northern Territory Government, Chief Health Officer, Dr Hugh Heggie. The first working group meeting is scheduled for August 2019, and it will have twelve months to report to the Australian, New Zealand Emergency Management Committee with its recommendations. The work of this national working group will inform the Territory Emergency Management Council on how best to treat Heatwave as a threat to Territorial. Government agencies will continue to monitor weather and environmental conditions and provide guidance and advice to the public Thank you for bringing the Local Government Association's concerns on this issue to my attention, and your ongoing support in keeping our communities safe. Local government councils play a vital role in delivering the high quality services that Territorians deserve and I understand the many challenges all levels of government face in the current economic environment. I am pleased to advise that councils are currently provided with a stamp duty exemption on conveyances and leases of real property in recognition that these transactions involve significant upfront expenditure by the relevant council and are generally for the long-term benefit of the broader community. Finally, there are no general exemptions available for duty on insurance, including for non-profit organisations. The obligation to duty in that regard lies with the insurer rather than the individual policy holder, notwithstanding the insurer will generally pass that cost on as a component of the premium it imposes. Thank you again for raising this issue with me. I wish you and your fellow members well for the future.
