Mr Damien Ryan President Local Government Association of the NT PO Box 2017 PARAP NT 0804

I write to acknowledge your letter dated 19 July 2019, and your request for the inclusion of ‘Heatwaves as an Identified Hazard’ in the Territory Emergency Plan.

Heatwaves have been identified nationally as a significant hazard, and a National Heatwave (Time-limited) Working Group is being established to develop a set of national standards for defining heatwaves and communicating related warnings to the public. This working group will consist of representatives from all states and territories, and is being co chaired by Emergency Management Australia and the Bureau of Meteorology.

The (NT) representative for this working group is the Northern Territory Government, Chief Health Officer, Dr Hugh Heggie. The first working group meeting is scheduled for August 2019, and it will have twelve months to report to the Australian, New Zealand Emergency Management Committee with its recommendations.

The work of this national working group will inform the Territory Emergency Management Council on how best to treat Heatwave as a threat to Territorial.

Government agencies will continue to monitor weather and environmental conditions and provide guidance and advice to the public

Thank you for bringing the Local Government Association's concerns on this issue to my attention, and your ongoing support in keeping our communities safe.

Damien Ryan President Local Government Association of the Northern Territory PO Box 2017 PARAP NT 0804

Dear Mr Ryan

Thank you for your correspondence of 4 March 2019, regarding the Local Government Association of the Northern Territory’s request for a stamp duty exemption for councils in the Territory.

Local government councils play a vital role in delivering the high quality services that Territorians deserve and I understand the many challenges all levels of government face in the current economic environment.

I am pleased to advise that councils are currently provided with a stamp duty exemption on conveyances and leases of real property in recognition that these transactions involve significant upfront expenditure by the relevant council and are generally for the long-term benefit of the broader community.

Finally, there are no general exemptions available for duty on insurance, including for non-profit organisations. The obligation to duty in that regard lies with the insurer rather than the individual policy holder, notwithstanding the insurer will generally pass that cost on as a component of the premium it imposes.

Thank you again for raising this issue with me. I wish you and your fellow members well for the future.

LOCAL GOVERNMENT ASSOCIATION OF THE NORTHERN Local Government Association TERRITORY of the Northern Territory

PROCEDURES FOR LGANT REPRESENTATIVES ON COMMITTEES

LGANT representatives on committees are required to provide the Association with regular reports and an annual report for its Annual General Meeting in November of each year.

The Association also requires the minutes of each meeting attended to be emailed to the CEO’s Personal Assistant, [email protected].

Representatives are required to supply the Association with contact details such as mobile phone number, email address, postal address and the council they are a member of.

The Association will supply information to nominees of committees, including their Terms of Reference.

If a LGANT representative resigns from a committee, he/she is requested to inform the Association in writing, by letter or email, so that an alternative representative can be nominated to the committee.

The Association may remove its endorsement of a representative on a committee if that representative fails to deliver regular reports or misses meetings without just cause. It would then be up to the committee to decide whether or not the representative remains on that committee if the representative is without LGANT endorsement. The Mayor and Councillors Alice Springs Northern Territory. 0871.

I am writing following our recent 6 week visit to Alice Springs during which time my wife and I spent considerable time visiting the town library with our 3 grandchildren during the local school holidays.

My wife and I want to express out deep appreciation for the staff and the services they provided during our visits there. Each day the library was very busy, made particularly so as so many people from the communities came in each day to attend the programmes the staff conducted, coinciding with Territory Day, the local show and NAIDOC Week. The patience of library staff in catering for all the demands upon them spoke very highly of their commitment to their roles there and their knowledge of all the facilities on offer there.

The visits to the library were one of the several things that made our visit to Alice Springs one that we will always remember. We would be grateful if you would pass on our gratitude to the library manager and each staff member.

Yours Sincerely ATTACHMENTE Adelaide Base 1 Tower Road T 08 8238 3333 SA 5950 F 08 8238 3395 PO Box 381 E [email protected] Royal Flying Marleston SA 5033 > www.flyingdoctor.org.au/sant Doctor Service

Dear Mayor Ryan Thank you > ... for it is due to your support that we can continue to provide more than 20 emergency aeromedical transfers throughout South and Central Australia every day - over 100 across the country. In addition to our aeromedical transfers, we also conduct remote area fly-in health clinics, taking doctors, nurses and other health specialists to isolated communities to provide essential primary health care to those who would otherwise be forced to drive hundreds of kilometres just to see a doctor. But we can't do this by ourselves. We rely on the continued support of members of the community like you to meet shortfalls in operational funding, and to purchase and medically-equip our replacement aircraft - at a cost of more than $7 million each. So, on behalf of the tens of thousands of people (and their families) who will call on the Flying Doctor again this year, we thank you for your support at the 2019 Pets on Parade event. With my sincere thanks,

Kristen Newlyn Community fundraising Specialist
