    March 19, 2020 Submitted electronically European Commission Rue de la Loi / Wetstraat, 170 B-1049 Bruxelles/Brussel Belgique/België Re: Financial services – improving resilience against cyberattacks (new rules) Dear Sir or Madam: The European Network of Credit Unions (ENCU) appreciates the opportunity to comment on the European Commission’s initiative on improving resilience against cyberattacks in the financial services sector.1 Credit unions are consumer-owned, not-for-profit financial cooperatives that promote financial inclusion in underserved European communities by offering their members affordable and easily understandable financial products. There are approximately 1,000 credit unions in the European Union (EU) with more than EUR 20 billion in total assets and 7 million physical person members.2 ENCU supports the European Commission’s (Commission) effort to amend existing rules, specifically the Network and Information Security (NIS) Directive, which is a new law on digital operational resilience for financial services. We further agree with the Commission’s objective to harmonize requirements to address Information and Communication Technology (ICT) security risks through “effective monitoring of compliance by regulated financial entities with (increased) operational resilience provisions”3 ENCU respectfully requests, however, that the weight of any new rules do not disproportionately impact credit unions and other financial cooperatives compared to their larger banking counterparts. We caution that regulators do not insist that any definitive or narrowly construed system be required as that can be prohibitive for smaller institutions. Extending limited resources on cybersecurity expertise, training, staffing and programs are expensive and are a large investment that require careful consideration before implementing; therefore, credit unions need proportional rules that are tailored to the size, risk, and complexity of the institution.

Our aim is to invite the Commission, when tabling a new circular economy package, to adopt a strategic approach to the reduction of food waste within the EU. This proposal was initiated by the United Kingdom House of Lords. As well as inviting you to adopt the approach to food waste set out in the proposal in the new Circular Economy package, we hope that this initiative will establish a new and closer political dialogue between national parliaments and the European Commission. Such a dialogue, often referred to as a ‘Green Card’, will allow national parliaments to contribute positively and constructively to the development of policies at EU level. Follow the signs for Bruxelles Centrum (continue straight ahead) and once inside Brussels, follow the lane for Institu- Brucargo tions Européennes (entering a tunnel). After the tunnel, Brussel Zaventem take the second exit at the Schuman roundabout, onto Brussel Nationaal the 4-lane Rue de la Loi / Wetstraat, where you should stay in the left-hand lane.     March 22, 2016 BSI Special Alert: Supply Chain Impact of Security Controls Following Brussels Attacks Delays to freight transport and other supply chain disruptions are expected as a result of increased security measures in Belgium and neighboring countries following multiple terrorist attacks in the Belgian capital this morning. The security measures and movement restrictions follow a pattern similar to what BSI observed following the November 2015 attacks in Paris, France, which contributed to costly delays to cross-border shipping. These new security measures come on top of border controls imposed in European countries due to the migrant crisis, exacerbating the impact of delays and other disruptions and creating significant added costs for shippers in the region. Under parliamentary reservation I hereby send you the reaction of the Netherlands government to the Green Paper on the European Workforce for Health. The Netherlands sees the measures proposed in the Green Paper as a good complement to the Netherlands labour-market policy in the healthcare sector, as set out in the letter of 5 November 2007 from the Minister and State Secretary for Health, Welfare and Sport concerning labour-market policy and training in the healthcare sector (Lower House, session 2007-2008, 29 282, No 46, see attachment). The Netherlands welcomes the links established by the Commission between demographic trends, training and public health capacity and the impact of new technology (Chapter 5 and paragraph 4.2). Changes in the skills required of health professionals as a consequence of new treatment methods and new technologies are priority issues in the Netherlands too. There are implications here for the training capacity and training requirements of carers and clinicians in particular. An important factor is that the supply of new technologies may cause methods of treatment to change. The Netherlands requests that you also devote attention to the design phase of new medical technology.
