Dear USA Cycling members and friends:

The year 2010 was another remarkable one for the sport of cycling in the .

As membership in USA Cycling has continued to increase, marking the organization’s eighth consecutive year of growth, the nation’s top athletes have continued making their marks at the international level with victories in major competitions around the globe.

In 2010, USA Cycling realized a 5.9% increase over its 2009 membership with 69,771 licensed athletes, coaches, mechanics and officials. Our 2,414 member clubs and 2,933 sanctioned events are helping to make cycling more welcoming and accessible for athletes of all ages and abilities.

In addition to the growth of our sport the home front, American cycling maintained its status as a dominant force on the world stage with 12 junior and elite medals earned in world championship competitions. Three of those medals were world titles! These great elite and junior results were complemented by an additional 84 amateur and 22 Paralympic medals brought home from world championship events.

The dramatic and consistent international achievements of our athletes are due in large part to our focus on European-based development and to the USA Cycling Development Foundation, the fundraising arm for USA Cycling, which provides the financial means for us to sustain our National Development Programs. Over the last decade, our National Development Programs have led to the re-emergence of American talent in cycling’s professional ranks. In 2010, these programs provided over one hundred development athletes with more than 2,600 European race days, and, as a testament to the success of these programs, the United States held the number one ranking in the world for its junior men.

The future continues to bright for American cycling both on the world stage and here at home. Special thanks to our members and to the donors and supporters of the USA Cycling Development Foundation. We wouldn’t be where we are without you!

9 OUR VISION & MISSION Recognized by the United States Olympic Committee (USOC) and the Union Cycliste Internationale (UCI) as the national governing body of competitive cycling in the United States, USA Cycling has an ambitious vision for the future and a two-part mission statement.

VISION The vision of USA Cycling is to be the preeminent country in the world of competitive cycling.

MISSION STATEMENT The mission of USA Cycling is to achieve sustained success in international cycling competition and to grow competitive cycling in America.

WHO WE ARE & WHAT WE DO USA Cycling is the official national governing body for all disciplines of competitive cycling in the United States, including road, track, mountain bike, BMX, and cyclo-cross. As a membership-based organization, we strive to grow the sport domestically and also foster the identification, development, and support of American cyclists in international competition. Sources of revenue for USA Cycling include annual license fees, permit fees, event surcharges, grants from the USA Cycling Development Foundation and the United States Olympic Committee, corporate sponsorship, and generous gifts from individual donors. Unlike most other national cycling federations across the globe, USA Cycling receives no government funding. 10 Sustaining International Success As the body responsible for identification, development, and support of American cyclists, USA Cycling strives to breed competitive excellence at the world-class level. To accomplish these objectives, we maintain a proven, consistent athlete development pathway for men and women in all disciplines of competitive cycling. This pathway consists of several programs, including talent identification camps, instructional clinics, European-based programming, regional development camps, direct athlete funding initiatives, and access to superlative equipment, facilities and coaching. USA Cycling is also responsible for the selection and organization of national teams that represent the United States at major international events like the , World Championships, , Continental Championships and World Cup races. Growing Cycling In America As a membership-based organization, USA Cycling is comprised of clubs and teams, officials, coaches, mechanics and competitive cyclists of all ages and abilities across the sport’s five disciplines. In an effort to grow the sport on the domestic front, USA Cycling supports grassroots initiatives at the local level by reinvesting a significant portion of its membership dollars into its 34 local associations. The national governing body also works to grow the sport by working with a comprehensive network of certified coaches and officials, administering eight national-level calendars, and managing 17 national championship events for all ages and skill levels. We provide regulation, education and structure to our many constituents, which include amateur and professional athletes, race promoters, coaches, clubs, officials, mechanics and local associations. Ultimately, with the goal of growing bicycle racing in America, USA Cycling strives to provide its members with impeccable service, valuable benefits and a second-to-none racing experience.

11 GROWTH OF COMPETITIVE CYCLING For almost a decade, participation in competitive cycling in America has increased in many measurable aspects. The sport’s popularity in the U.S. is at an all-time high, thanks not only to a successful American presence abroad, but also to a strong selection of domestic races, a dedicated group of local associations and grassroots organizers and a committed network of volunteers and staff who are passionate about sharing cycling with others. USA CYCLING MEMBERSHIP 2010 was the eighth consecutive year that USA Cycling saw growth in its membership. The 69,771 licenses sold in 2010 represents a 5.9% increase compared to 2009. NATIONAL RESULTS & RANKINGS PROGRAM One of the valuable benefits USA Cycling provides to its members is a National Results & Rankings program. 17 LOCAL ASSOCIATIONS Each year, USA Cycling supports grassroots cycling initiatives at the local level through it 34 Local Associations, which are comprised of passionate volunteers that drive local racing across the country. USA Cycling’s Local Associations are in the best position to monitor, implement and manage cycling programs specific to local environments. Through the Local Associations, USA Cycling annually reinvests a significant portion of its membership dollars back into these locally-driven programs. Since 2003, USA Cycling has given $2.5 million to its Local Associations for the betterment of competitive cycling at the local level. Each Local Association determines exactly where to invest its financial allocation from USA Cycling to best meet the needs of its members.

19 USA CYCLING CLUBS USA Cycling’s 2,400+ affiliated clubs and teams provide amateur cyclists with fun, social and competitive environments in which to participate in the sport of bike racing. At the end of the year, USA Cycling recognized eight “Club of the Year” recipients for outstanding programs that support USA Cycling’s mission. Clubs are judged on key areas, including race direction, membership composition, instructional clinics and seminars, club activities, charitable contributions, and racing performance. 20 COLLEGIATE CYCLING Collegiate Cycling is the division of USA Cycling responsible for administering competitive bicycle racing in 11 unique collegiate conferences, each of which is managed by a volunteer conference director that coordinates racing seasons for track, mountain bike, cyclo-cross, and road cycling disciplines. USA Cycling conducts national championships for student-athletes across these four disciplines and recognizes collegiate athlete achievements with the Stenner and Kuck scholarships each December. COACHING PROGRAM With 1,464 licensed coaches nationwide, the USA Cycling coaching certification process begins with an online examination covering the basic fundamentals of cycling-specific principles, resulting in Level -3 certification. Licensed coaches progress through the ranks by attending additional instructional clinics designed to further their knowledge base, eventually attaining Level-2 status, followed by Level-1. Throughout the year, USA Cycling also conducts several other coaching education activities such as online webinars, seminars, and specialty clinics. These activities are designed for educating coaches at various

21 levels of certification, training them for specialty certifications, or simply providing the coaching community with unparalleled instruction and the opportunity to network and share ideas with their peers.

OFFICIALS PROGRAM Like all sports, competitive cycling needs officials to ensure safety, fair play and enforce the rules. USA Cycling’s Officials Program provides introduction and instruction to 1,770 + licensed officials around the country. To become an official, an individual must first attend one of USA Cycling’s official seminars, purchase a license and pass an examination. The initial seminar results in Level-C status and results in a basic understanding of road, track and . After attaining Level-C status, officials can continue their progression by achieving Level-B, Level-A, National Commissaire and International Commissaire designations. In addition to the general categories, USA Cycling also provides specialty instruction in order to become a motorcycle referee, track or race secretary. 2010 saw USA Cycling welcome 351 new officials.

22 MECHANICS PROGRAM The USA Cycling Mechanics Program was designed to build a community of mechanics that are qualified to provide the best possible support to American cycling athletes on both the national and international levels. In 2010, there were 229 licensed mechanics. In order to become a USA Cycling licensed mechanic, one must attend a USA Cycling Bill Woodul Mechanics Clinic held annually in Colorado Springs.

CONFERENCES & SUMMITS USA Cycling brought together industry stakeholders on several occasions in 2010 to offer continuing education, share best practices, and discuss the advancement of the sport.

LOCAL ASSOCIATION SUMMIT USA Cycling held its sixth annual Local Association summit in November of 2010 at the Olympic Training Center in Colorado Springs. The three-day conference attracted 44 individuals from 27 of USA Cycling’s 34 LA’s. Not only did the gathering allow grassroots leaders from around the nation to discuss the opportunities and obstacles faced in their respective areas, but it gave them a chance to exchange best practices.

NATIONAL COACHING SUMMIT In October, more than 100 USA Cycling-certified coaches attended the bi-annual USA Cycling Coaching Summit at the U.S. Olympic Training Center. The gathering gave coaches from across the country the opportunity to network while participating in educational forums from leading experts in various cycling-related fields.

23 USA CYCLING BILL WOODUL RACE MECHANICS CLINIC The 2010 edition of the USA Cycling Bill Woodul Race Mechanics clinic was held in December and it gave 61 mechanics the opportunity to learn from industry experts, receive hands-on experience, and network with cycling industry leaders.

NRC AND MOUNTAIN BIKE RACE DIRECTORS SUMMIT The third annual NRC and Mountain Bike Race Directors Summit was held in November where NRC and mountain bike leaders gathered to discuss their thoughts on the nation’s premier Pro-Am road racing calendar , as well as their thoughts on the growth of in the U.S.

CYCLO-CROSS RACE DIRECTORS SUMMIT In April, the national governing body held its first annual Cyclo-cross Race Directors Summit where attendees discussed the future of the discipline that has enjoyed such healthy growth in recent years.

MEDICINE OF CYCLING CONFERENCE USA Cycling held its first annual Medicine of Cycling Conference in November of 2010, offering medical professionals a platform on which to collaborate and establish common standards of care for competitive cyclists.

USA CYCLING-SANCTIONED EVENTS The 2,933 competitive and non-competitive events that USA Cycling sanctioned in 2010 represents a significant increase of 11% over 2009 event sanctions. With healthy growth across all disciplines of the sport, and with a growing number of events around the country, it has never been easier to get involved in cycling, no matter the age or ability level.

2010 WORLD CHAMPIONSHIP MEDALISTS

The 2010 season saw many USA Cycling members travel the globe to race the world’s best in hopes of earning the prized rainbow jersey. USA Cycling athletes brought home a total of 110 medals from these UCI elite, junior, amateur, and Paralympic world championship competitions in 2010. Junior and elite-level cyclists earned 12 of these medals, three of which were world titles, and amateur riders brought home an additional 84 medals, 40 of which were gold. Additionally, Paralympic cyclists brought home 14 medals, six of which were gold. Congratulations to all of our 2010 world championship medalists!

51 ATHLETICS & THE USA CYCLING NATIONAL DEVELOPMENT PROGRAM Thanks to the support of the USA Cycling Development Foundation, USA Cycling’s National Development Program is able to maintain a proven development pathway for men and women in all of the sport’s disciplines. This development pathway assists the national governing body in its efforts to identify, develop and support American cyclists in top international competition. The goal of USA Cycling’s National Development Program is to provide promising young athletes with the tools they need to excel at the highest levels of professional cycling, including opportunities to race against the world’s best talent while receiving support from world-class coaches, mechanics and soigneurs. To meet these goals, USA Cycling maintains development programs for all disciplines of the sport, including ones for men’s and women’s espoirs and junior road, mountain bike, track (endurance and sprint) and BMX. 57 OUR HISTORY The USA Cycling Development Foundation was established in 2000 as the fundraising arm for the national governing body of American cycling sports, USA Cycling. During the last eleven years, the Foundation has provided significant and consistent funding for USA Cycling’s young athlete development programs. Thanks to the generous donations and support from our constituents around the country, the Foundation remains one of the largest contributors to American athlete development programs in cycling. The Foundation Board has a keen interest in the future of the sport, with three of the Directors filling USA Cycling Board Director positions.

YOUR SUPPORT From the smallest gift to the Champions Club major donor program, Foundation donors are a unique group of people who share a very common interest in the love of cycling. Our Foundation constituents truly understand the importance of sport development and sport heroes in our culture, and the importance of competitive cycling and international results as a catalyst in the overall domestic growth of the sport.

WHAT WE FUND The Foundation funds USA Cycling athlete programs that develop the future champions in cycling, beginning with junior athletes at the entry level, to elite athletes preparing for the Olympic Games. In 2010, the Foundation granted $768,288 to fund athletic programs managed by USA Cycling. These programs are outlined in the “Athletics & USA Cycling National Development Pathway” section of this annual report. Additionally in 2010, the Foundation awarded $39,800 in grants and scholarships directly to athletes, clubs and teams. The Foundation will continue to fund the development of our emerging American cycling talent to the Olympic and World Championship level with sustained international success from our future champions the ultimate goal.

58 SPECIAL CAMPAIGNS Edmund R. Burke Fund for Cycling Development The Burke Fund awards grants to U23 and junior age group athletes based on financial need and athletic achievement to assist with travel costs for USA Cycling athlete development camps and select competitions, including World Championships. In 2010 there were 29 athletes awarded grants totaling $13,200. More than $223,000 has been granted to 439 athletes over the last ten years ensuring that all deserving young riders have a chance to advance in the sport, regardless of financial means. Centers of Excellence The Centers of Excellence program annually awards grants of $20,000 to programs that meet specific structural requirements with the potential and ability to develop junior and U23 athletes into international- level competitors. Award recipients consistently produce national results and coordinate with USA Cycling’s National Development Program. Since the program’s inception eight years ago, USA Cycling has distributed over $180,000 to grass-roots development programs thanks to generous donations to the USA Cycling Development Foundation.

USA Cycling and the Foundation recognized programs during 2010. Two new organizations, which were previously unrecognized by the Centers of Excellence program, made the list: The NOW-MS Society team and the Sho-Air/Rock’n Road Junior Team.

John Stenner Collegiate Cycling Scholarship Recipients Each year, the Foundation awards the Stenner Scholarships to students based on academic achievements, athletic accomplishments, and service to the community with an emphasis on collegiate team involvement and leadership. Congratulations to 2010 Kuck Scholarship winners Devon Simpson (Kirkland, Wash.) of the University of Washington and Blake Anton (San Luis Obispo, Calif.) of the California Polytechnic State University. 59 FUNDRAISING The Foundation accepts private and corporate donations, and as a 501(c)(3) corporation registered in the State of Colorado, offers donors the opportunity for tax benefits as a not-for-profit organization. Fundraising occurs at several levels, with the primary resource for annual funding being the Champions Club major donor program. Each of the members of this special group of individual contributors has the option to sit on the Foundation Board of Directors if they choose, and all Champions Club members and their families annually participate in unique special events developed specifically for the group which revolve around cycling events, at their cost. Additionally the Foundation raises annual funds from individual donors through direct mail campaigns, USA Cycling annual licensing appeals, web-based gifts, planned giving, the annual Combined Federal Campaign, corporate employee matching gift programs, merchandise sales and other special events, like the Marin Classic. Individual donors are recognized at three levels below the Champions Club: Patrons, Friends, and Supporters of the Foundation.
