Wholesalers Or Manufacturers That Are Subject to the Law and Who Should Submit the Required Certification CalRecycle’s 2019 Recycled-Content Trash Bag Program Wholesaler Compliance Report The following summary is based on Plastic Trash Bag Certifications received by the Department of Resources Recycling and Recovery (CalRecycle) for the 2018 reporting period. CalRecycle’s database may not include all wholesalers or manufacturers that are subject to the law and who should submit the required certification. The law does not provide for extensions. Wholesalers who are noncompliant, or who were non- responsive, may certify for the next reporting year. The list of Compliant Wholesalers is based on the submission of the self-certification meeting the requirements of the law. The list of Noncompliant Wholesalers is based on any of the following reasons: the wholesalers listed in this section did not submit their forms for the 2019 reporting year; submitted forms with insufficient information; or submitted their forms after the statutory deadline.
