MINUTES APPROVAL 285.10.11.17 Moved by Councillor Nibourg “that the September 13, 2017 Regular County of Stettler No. 6 Council Meeting minutes be approved as presented.” Carried Unanimously

COUNCIL'S REQUEST FOR INFORMATION The following County of Stettler No. 6 items presented for the October 11, 2017 Council Meeting were identified and discussed as follows: Botha Rep on Housing Authority (Councillor J. Gendre): Councillor Nibourg indicated that clarification needs to be sought from the Minister regarding representation. Feels that the Authority will continue with one less member being Botha’s representative, however, a forthcoming letter from the Housing Authority will clarify the issue.

Road Building Projects for 2018 (Councillor E. Gendre): 286.10.11.17 Moved by Councillor E. Gendre “that the County of Stettler No. 6 direct the Public Works Department and/or Administration to prepare a review of and prioritized list of all upcoming road construction projects, as a refresher, for the next Council to work on, and be presented to the November 8, 2017 County of Stettler No. 6 Council Meeting.” In Favour: Councillors E. DELEGATION Steve Gerlitz RE: Stettler Curling Club – Host Club for the 2018 Provincial Masters Curing Championships and the 2019 Jiffy Lube Scotties Tournament of Hearts: Steve Gerlitz and Joe Scheible joined the meeting at 10:30 a.m. noting that the Stettler Curling Club have been selected and will be hosting the 2018 Masters Provincial Curling Championships from February 20-25, 2018 and the 2019 Jiffy Lube Alberta Scotties Tournament of Hearts Curling Championships from January 23-27, 2019. Budgeting $125,000 to cover both events. Plans are to place a lounge and restaurant on the ice. Will require 200-250 volunteers and total community participation. Financial assistance was requested through Partnership Opportunities being: Exclusive PUB Partnership - $20,000 or negotiable; Gold - $10,000; Silver - $5,000 and/or Friends of the Stettler Curling Club - $2,000. Requesting that the County become a community partner for this event.

NEW BUSINESS Parkland Regional Library 2018 Budget: 289.10.11.17 Moved by Councillor Stulberg “that the County of Stettler No. 6 approve the Parkland Regional Library’s 2018 Proposed Budget (per capita $8.12), as presented." Carried Unanimously

Councillor J. Gendre being a member of the Erskine Cemetery Club declared a conflict of interest and left the meeting at 10:44 a.m.

Award Demolition of Old Public Works Shop: Councillor Nibourg noted that he feels it is necessary that the Council views the references obtained.

The RFP reference materials were made available for Council.

UNFINISHED BUSINESS Omega Circle Cemetery - Regional Water Hook-up: 293.10.11.17 Moved by Councillor Jackson “that the County of Stettler No. 6 offer Omega Circle Cemetery a connection through the County of Stettler No. 6 Rural Water program, based on present guidelines, with the option of paying $15,000 and any remaining costs to be drawn from the County of Stettler No. 6 Rural Water budgetary fund, providing funds are available in the Water budget; and if the purchaser wishes to pay the whole amount that is acceptable." CONSENT AGENDA ITEMS Village of Donalda RE: Water Wells: Councillor Grover noted that Red Deer River User’s Group have indicated that for back-up water in drought situations it is suggested to leave underground wells.

304.10.11.17 Moved by Councillor Nibourg “that the County of Stettler No. 6 respond to the Village of Donalda that the County of Stettler No. 6, at this time, does not have an interest in obtaining the three water wells located on NW 29-41-18 W4M that are scheduled to be decommissioned.” Carried Unanimously

Gendre “that the County of Stettler No. 6 (Lessee) offer a five year (2018 through 2022 supply years) extension to the existing Sand and Gravel Lease Agreement to the Lessor(s) being the registered owners of NW 12-42-21 W4M, with annual inflation increments of 2.5% as provided for in the existing lease terms." Logic Energy Ltd.: 310.10.11.17 Moved by Councillor Stulberg “that the County of Stettler No. 6 authorize administration to decline the Logic Energy Ltd., , Alberta, request for a discount on their municipal property taxes, as invoiced for the 2017 year, and relief in the payment schedule to pay 40% of the revised balance by October 31, 2017; 20% by November 30, 2017, 20% by December 31, 2017 and the remaining 20% by January 31, 2018." 312.10.11.17 Moved by Councillor J. Gendre "that the County of Stettler No. 6 seconds the County of Paintearth No. 18's Objection to the Builder Licensing Program resolution:

WHEREAS the Government of Alberta regulates the residential construction industry through the Alberta Safety Codes program, and the Alberta Building Code; and

WHEREAS the Government of Alberta further regulates the residential construction industry with the implementation of the New Home Buyers Protection Act; and

WHEREAS the Government of Alberta is furthering its attempt at constricting the ability of journeymen carpenters and residential home builders by the proposed implementation of the Builder Licensing Program; and

WHEREAS the municipalities of Alberta ensure conformity to all residential construction regulations by the diligent and competent enforcement and inspections of Safety Codes officers:

THEREFORE BE IT RESOLVED that the AAMDC request that the Government of Alberta delay the implementation of the Builder Licensing Program until such time it can reasonably demonstrate that the impacts of such a program will yield a positive impact on the residential construction industry and its participants.

FURTHER BE IT RESOLVED that the AAMDC request that the Government of Alberta recognize and resolve the negative impacts of the New Home Buyers Protection Act on rural Alberta tradesmen, municipalities, and home owners.

BACKGROUND: Many residential carpenters and framers in rural Alberta have had their livelihoods affected by the implementation of the New Home Buyer’s Protection Act where they were unable to secure Home Warranty coverage due to the size of their operation, inability to post large and cumbersome bonds with insurers, and have removed themselves from residential building projects unless those were under owner-builder exemptions. Thus making home building a more onerous and expensive process in rural Alberta. The implementation of the NHBPA was fraught with irregularities, problems with processing applications, and generally turned the program into a nightmare or bureaucratic red tape for new home owners.

The proposed builder licensing program – without due diligence and thorough review and neutrality of process – will undoubtedly shape up to the same extent and cause further damage to the small builders and carpentry operators. The extent that the program will evaluate County of Stettler No. 6 Council Meeting Minutes October 11, 2017 Page 7 of 8 builders’ performances with a lack of qualitative or quantitative criteria shows the program is fraught with problems at the outset. Much more thorough review and oversight by those within the construction approving and permitting process would be a wise road to follow prior to implementing such a potentially disastrous program."
