MINUTES OF THE REGULAR COUNCIL MEETING OF THE COUNTY OF STETTLER NO. 6 HELD ON WEDNESDAY, OCTOBER 11, 2017 AT 10:08 A.M. AGENDA APPROVAL 284.10.11.17 Moved by Councillor Stulberg “that the agenda for the October 11, 2017 Regular County of Stettler No. 6 Council Meeting be approved with the following addition: 1. In Camera - Land – Public Sale of Land – Reserve Bids – FOIPP Act Section 25: Disclosure harmful to economic and other interests of a public body." Carried Unanimously MINUTES APPROVAL 285.10.11.17 Moved by Councillor Nibourg “that the September 13, 2017 Regular County of Stettler No. 6 Council Meeting minutes be approved as presented.” Carried Unanimously COUNCIL'S REQUEST FOR INFORMATION The following County of Stettler No. 6 items presented for the October 11, 2017 Council Meeting were identified and discussed as follows: Botha Rep on Housing Authority (Councillor J. Gendre): Councillor Nibourg indicated that clarification needs to be sought from the Minister regarding representation. Feels that the Authority will continue with one less member being Botha’s representative, however, a forthcoming letter from the Housing Authority will clarify the issue. Road Building Projects for 2018 (Councillor E. Gendre): 286.10.11.17 Moved by Councillor E. Gendre “that the County of Stettler No. 6 direct the Public Works Department and/or Administration to prepare a review of and prioritized list of all upcoming road construction projects, as a refresher, for the next Council to work on, and be presented to the November 8, 2017 County of Stettler No. 6 Council Meeting.” In Favour: Councillors E. Gendre, Jackson, Grover, and J. Gendre Opposed: Councillors Stulberg, Nibourg and Reeve Nixon Carried County of Stettler No. 6 Council Meeting Minutes October 11, 2017 Page 1 of 8 Hours Accumulated on New Yard Expansion for Equipment and Personal (Councillor E. Gendre): 287.10.11.17 Moved by Councillor E. Gendre “that the County of Stettler No. 6 report on hours accumulated on the new Public Works Facility Yard expansion for equipment and personal and identify these expenses in the financials, at the November 8, 2017 County of Stettler No. 6 Council Meeting.” In Favour: Councillors E. Gendre, Grover and J. Gendre Opposed: Councillors Jackson, Nibourg, Stulberg and Reeve Nixon Motion Defeated Erskine Subdivision Costs (Councillor E. Gendre): 288.10.11.17 Moved by Councillor E. Gendre “that the County of Stettler No. 6 direct Administration to prepare a report on the total cost of the Erskine Subdivision to-date plus all added expenditures relating to, and report at the November 8, 2017 County of Stettler No. 6 Council Meeting.” In Favour: Councillors E. Gendre, Grover and J. Gendre Opposed: Councillors Jackson, Nibourg, Stulberg and Reeve Nixon Motion Defeated DELEGATION Steve Gerlitz RE: Stettler Curling Club – Host Club for the 2018 Provincial Masters Curing Championships and the 2019 Jiffy Lube Scotties Tournament of Hearts: Steve Gerlitz and Joe Scheible joined the meeting at 10:30 a.m. noting that the Stettler Curling Club have been selected and will be hosting the 2018 Masters Provincial Curling Championships from February 20-25, 2018 and the 2019 Jiffy Lube Alberta Scotties Tournament of Hearts Curling Championships from January 23-27, 2019. Budgeting $125,000 to cover both events. Plans are to place a lounge and restaurant on the ice. Will require 200-250 volunteers and total community participation. Financial assistance was requested through Partnership Opportunities being: Exclusive PUB Partnership - $20,000 or negotiable; Gold - $10,000; Silver - $5,000 and/or Friends of the Stettler Curling Club - $2,000. Requesting that the County become a community partner for this event. Steve Gerlitz and Joe Scheible left the meeting at 10:39 a.m. NEW BUSINESS Parkland Regional Library 2018 Budget: 289.10.11.17 Moved by Councillor Stulberg “that the County of Stettler No. 6 approve the Parkland Regional Library’s 2018 Proposed Budget (per capita $8.12), as presented." Carried Unanimously Councillor J. Gendre being a member of the Erskine Cemetery Club declared a conflict of interest and left the meeting at 10:44 a.m. Cemetery Leases – Erskine and Byemoor: 290.10.11.17 Moved by Councillor Nibourg County of Stettler No. 6 Council Meeting Minutes October 11, 2017 Page 2 of 8 “that the County of Stettler No. 6 Council authorize administration to enter into Lease Agreements with the Erskine Cemetery Club and the Byemoor Cemetery Club for 10 years for the annual amount of $1.00." Carried Unanimously Councillor J. Gendre rejoined the meeting at 10:47 a.m. Award Demolition of Old Public Works Shop: Councillor Nibourg noted that he feels it is necessary that the Council views the references obtained. The RFP reference materials were made available for Council. 291.10.11.17 Moved by Councillor J. Gendre “that the County of Stettler No. 6 award the contract for the demolition of the old Public Works shop located at 6602-44 Avenue, Stettler, Alberta, to Wally’s Backhoe Services’ Ltd., Stettler, Alberta in the amount of $55,000 + GST.” In Favour: Councillor J. Gendre Opposed: Councillors E. Gendre, Jackson, Grover, Nibourg, Stulberg and Reeve Nixon Motion Defeated 292.10.11.17 Moved by Councillor Nibourg “that the County of Stettler No. 6 award the contract for the demolition of the old Public Works shop located at 6602-44 Avenue, Stettler, Alberta, to Visco, Edmonton, Alberta in the amount of $48,500 + GST." In Favour: Councillors Jackson, Nibourg, Stulberg, J. Gendre and Reeve Nixon Opposed: Councillors E. Gendre and Grover Carried UNFINISHED BUSINESS Omega Circle Cemetery - Regional Water Hook-up: 293.10.11.17 Moved by Councillor Jackson “that the County of Stettler No. 6 offer Omega Circle Cemetery a connection through the County of Stettler No. 6 Rural Water program, based on present guidelines, with the option of paying $15,000 and any remaining costs to be drawn from the County of Stettler No. 6 Rural Water budgetary fund, providing funds are available in the Water budget; and if the purchaser wishes to pay the whole amount that is acceptable." Carried Unanimously AGENDA ITEMS None BYLAWS Bylaw 1582-17 - Closure, Rezoning and Disposal of a Portion of Lot 38MR Blk 1 Plan 9924620: 294.10.11.17 Moved by Councillor J. Gendre “that Bylaw 1582-17 for closure, rezoning and disposal of a portion of Lot 38MR Block 1 Plan 9924620, be given first reading and that a Public Hearing be set for 1582-17 on November 8, 2017 at 1:00 p.m. .” Carried Unanimously County of Stettler No. 6 Council Meeting Minutes October 11, 2017 Page 3 of 8 Mr. and Mrs. Greg Hayden joined the meeting at 11:35 a.m. IN-CAMERA SESSION 295.10.11.17 Moved by Councillor Nibourg “that the County of Stettler No. 6 enter into an in-camera session at 11:24 a.m. to discuss items referred to in the Freedom of Information and Protection of Privacy Act as: 1. Land - Bylaw 1580-17 - FOIPP Act Section 25: Disclosure harmful to economic and other interests of a public body.” Carried Unanimously Members of the Gallery left the meeting. 296.10.11.17 Moved by Councillor Nibourg “that the County of Stettler No. 6 Council exit out of in-camera at 11:59 a.m.” Carried Unanimously Bylaw 1580-17 – Amend Land Use Bylaw 1443-10 as Amended by Rezoning a Portion of the SW 21-40-20 W4M from the Agricultural (A) District to the Country Residence Agricultural (CR-A) District: Reeve Nixon read out loud the Memorandum of Understanding. 297.10.11.17 Moved by Councillor Nibourg “that the County of Stettler No. 6 approve the Memorandum of Understanding between the members of the Buffalo Lake Intermunicipal Development Plan (BLIDP) being Counties of Camrose, Lacombe and Stettler; and the Summer Villages of Rochon Sands and White Sands, attached and forming part of these minutes." Carried Unanimously 298.10.11.17 Moved by Councillor Stulberg "that County of Stettler No. 6 Council gives second reading to Bylaw 1580-17 proposing to rezone a portion of the SW 21-40-20 W4M (new lot numbers Lot ___, Block ___, Plan _______) from the Agricultural (A) District to the Country Residence Agricultural (CR-A) District, as amended, and notifies Camrose County accordingly." Carried Unanimously 299.10.11.17 Moved by Councillor Grover “that County of Stettler No. 6 Council gives third reading to Bylaw 1580- 17 proposing to rezone a portion of the SW 21-40-20 W4M (new lot numbers Lot ___, Block ___, Plan _________) from the Agricultural (A) District to the Country Residence Agricultural (CR-A) District, as amended.” Carried Unanimously The meeting recessed at 12:15 p.m. with Mr. and Mrs. Greg Hayden leaving the meeting. The meeting reconvened at 1:00 p.m. PUBLIC HEARING None REPORTS Chief Administrative Officer’s Report: 300.10.11.17 Moved by Councillor J.
