The project will be implemented in mission mode through World Bank support and is aligned with the overall objectives of the NSDM. The main objectives of the project include strengthening institutional mechanisms at both national and state levels, building a pool of quality trainers and assessors, creating convergence among all skill training activities at the state level, establishing robust monitoring and evaluation system for skill training programs, providing access to skill training opportunities to the disadvantaged sections and most importantly supplement the Make in India initiative by catering to the skill requirements in relevant manufacturing sectors. SANKALP is an outcome oriented project supported by World Bank. The project will focus on the overall skilling ecosystem covering both Central (MSDE, NSDA and NSDC) and State agencies, and outcomes will be measured through Disbursement Linked Indicators (DLIs) agreed between MSDE and the Bank. A DLI verification protocol has also been established to measure DLIs on a periodic basis Page - 6 As – Is Scenario 3.2-Pilibhit District The district of Pilibhit is the north-eastern most district of Rohilkhand division which is situated in the sub Himalayan belt on the boundary of Nepal. It lies between the parallels of 28o6′ and 28o53′ north latitude and the meridians of 79o57′ and 80o27′ east longitude. On the north are the district Udhamsingh Nagar and the territory of Nepal, on the south lies the Shahjahanpur district, on the east the district is flanked for a short distance by district Kheri and for the remaining distance by the Shahjahanpur district and on the west the district of Bareilly. According to the central statistical organization, the District Pilibhit had an area of 3,504 sq km on July 1, 1971, occupying 49th position in the state. Major part of Pilibhit District is covered by dense forest. Total 78478 hectare is forest. The Sharda canal is the main canal of the district, the others being its branches. Total length of canals in the district is 938 Km. Though Pilibhit District is a bit backword in the area of industry. The main crop in this area is sugar cane. So there are four sugar factories at Majhola, Puranpur, Bisalpur and Pilibhit. Other major units are three solvent plants, one flour mill, one steel plant and one Alcohal Distillery. Small scale industries are Rice mills, engineering units, brick klins, candles and mainly bansuri (flute) manufacturing. Page - 7 3.3-Demographics As of the 2011 India census, District Pilibhit had a population of 2,037,225. Pilibhit district is the 46th most populous Districts of Uttar Pradesh. Pilibhit City has 197,455 people. Males constitute 52.94% of the population and females 47.06%. Pilibhit has an average literacy rate of 63.58%, lower than the national average of 74.04%. Male literacy is 73.46%, and female literacy is 52.43%. In Pilibhit, 14.58% of the population is under 6 years of age. Studies reveal that the poverty level in the district is associated with the social identity, source of livelihood, landless and level of education of the head of the household. Education is a crucial instrument for raising income levels of people and moving out of the vicious circle of poverty. A study done by Delhi-based NGO, Nav Bharat Nirman indicates a strong correlation between educational attainment and poverty levels among various social classes in the district. The incidence of poverty is much higher among scheduled castes (SC) and scheduled tribes (ST) households in Pilibhit. Nearly 60 percent of SC households were below the poverty line in Pilibhit in 1999–2000. However, this proportion came down to 45.23 percent in 2007–08. Climate Pilibhit experiences winter from November to February. It experiences pleasant windy days, clear skies and cool nights from November to the end of February. The day temperature hovers around 14 °C (57 °F) while night temperature is below 7 °C (45 °F) for most of December and January, often dropping to 3 °C (37 °F) or 4 °C (39 °F). Rain is very expected in February. Reported climatic variations: The highest temperature recorded in Pilibhit was 48.5 °C (119 °F) on 29 May 1989. The lowest temperature recorded in Pilibhit was −1.2 °C (30 °F) on 17 January 1949. Page - 8 3.4- Etymology According to the Imperial Gazetteer of India, Pilibhit was once known as Hafizabad after the Rohila leader of the area, Hafiz Rahmat Khan, but later took its current name from a nearby village According to a document from the British Library, 'the city Pilibhit' existed in the late 18th century (1770–1780) when Marathas invaded the Rohilkhand region. With this invasion, the Kurmi community came to this region and over time, the city Pilibhit enlarged it boundaries. Another evidence of the city's existence is found in Nepali literature, which mentions a city named as Pilibhit, which provided shelter to the last king of the Shah dynasty, Deepa Shah, who was attacked by the Gorakha king in 1789 AD. Sugar-cane and oilseeds are the chief non-food crops. Sugar-cane is grown and processed in this district, forming the backbone of the local economy Secondary Sector No Cluster in the district Service Sector National Banks, Private Banks, Tourist Spot available in District Flute (Bansuri)- The raw material used to make Flute (also known as Bansuri) comes from Pilamat.

Their collective reporting has yielded rich birding data which can go a long way in promoting national and international bird tourism, as well as strengthening bird conservation of globally critically endangered vultures and other threatened bird species in Uttar Pradesh. Proposal The proponents propose delisting of Dalbergia sissoo DC., from CITES Appendix II as it does not meet the listing criteria set out in Article II [(paragraphs 2(a)]of the Convention text or the criteria laid down in Annex 2(a) of Resolution Conf. 9.24 (Rev. CoP17). The species is widely distributed and in India it is found abundantly in wild and on cultivation as well. The species has very fast growth rate and capacity to become naturalized outside of its native range, even it is invasive in some parts of the world. The regulation of trade in the species is not necessary to avoid it becoming eligible for inclusion in Appendix I in the near future and the harvest of specimens from the wild is not reducing the wild population to a level at which its survival might be threatened by continued harvesting or other influences.
