Zimmermann Zantech IT, Inc. 2 January 13, 2021 Call to order and welcome Dr. Bette Siegel, Executive Secretary of the Human Exploration and Operations Committee (HEOC), called the meeting to order, and provided details of the Federal Advisory Committee Act (FACA), which provides governance rules for the meeting. She introduced Mr. N. Wayne Hale, Chair of the HEOC. Mr. Hale noted to the public that this particular HEO meeting counts as the last meeting of 2020, and the next scheduled meeting in March/April will be the first meeting of 2021. Mr. Hale welcomed three new members, Ms. Lynn Cline, Mr. David Thompson, and Mr. Kwatsi Alibaruho. The present meeting is focused on an update on the HEO areas, and a joint meeting with the NASA Advisory Council (NAC) Science Committee. Mr. Hale asked if NAC Chair, General Lester Lyles, who was attending the meeting virtually, had any remarks to proffer. -

During the accompanying literature study, it was determined that the technology readiness level is sufficiently high for upper stage reusability. However, it was unsure whether a cost-effective system could be build. I have been interested in the field of Entry, Descent, and Landing ever since I joined the Capsule Team of Delft Aerospace Rocket Engineering (DARE). During my time within the team, it split up in the Structures Team and Recovery Team. In September 2016, I became Chief Recovery for the Stratos III student-built sounding rocket. During this time, I realised that there was a lack of fundamental knowledge in aerodynamic decelerators within DARE. -

Many different approaches towards realising a reusable rocket exist or are being proposed. This work focuses on the use of an optimisation method for conceptual design of non-winged reusable upper stages, thereby allowing it to take into account landing on land, sea or mid-air retrieval as well as landing the full stage or the engine only. As the optimisation criterion, the ratio of the specific launch cost of the reusable to the expendable version is used. The tool also provides for a Monte Carlo analysis, which allows for investigating the ruggedness of the design solution(s) found. The article will describe the methods implemented in the Conceptual Reusability Design Tool (CRDT) together with the modifications made to ParSim v3, a simulation tool by Delft Aerospace Rocket Engi- neering. Furthermore, it will present the steps taken to verify and validate CRDT. Finally, several example cases are presented based on the Atlas V-Centaur launch vehicle. The cases demonstrate the tools capa- bility of finding optimum and the sensitivity of the found optimum. However, it also shows the optimum when the user disables some Entry Descent and Landing (EDL) options. 1. Introduction To make space more accessible, one can reduce the cost of an orbital launch. -

The New American Space Age: A Progress Report on Human Spaceflight Lately, it seems the public cannot get enough of space! The recent hit movie “Gravity” not only won 7 Academy Awards – it was a runaway box office success, no doubt inspiring young future scientists, engineers and mathematicians just as “2001: A Space Odyssey” did more than 40 years ago. “Cosmos,” a PBS series on the origins of the universe from the 1980s, has been updated to include the latest discoveries – and funded by a major television network in primetime. And let’s not forget the terrific online videos of science experiments from former International Space Station Commander Chris Hadfield that were viewed by millions of people online. Clearly, the American public is eager to carry the torch of space exploration again. Thankfully, NASA and the space industry are building a host of new vehicles that will do just that. American industry is hard at work developing new commercial transportation services to suborbital altitudes and even low Earth orbit. NASA and the space industry are also building vehicles to take astronauts beyond low Earth orbit for the first time since the Apollo program. Meanwhile, in the U.S. National Lab on the space station, unprecedented research in zero-g is paving the way for Earth breakthroughs in genetics, gerontology, new vaccines and much more. -

(Preprint) AAS 16-113 ORION BURN MANAGEMENT, NOMINAL AND RESPONSE TO FAILURES Ryan Odegard,∗ John L. Goodman,y Charles P. Barrett,z Kara Pohlkamp,x and Shane Robinson{ An approach for managing Orion on-orbit burn execution is described for nom- inal and failure response scenarios. The burn management strategy for Orion takes into account per-burn variations in targeting, timing, and execution; crew and ground operator intervention and overrides; defined burn failure triggers and responses; and corresponding on-board software sequencing functionality. Burn- to-burn variations are managed through the identification of specific parameters that may be updated for each progressive burn. Failure triggers and automatic re- sponses during the burn timeframe are defined to provide safety for the crew in the case of vehicle failures, along with override capabilities to ensure operational control of the vehicle. On-board sequencing software provides the timeline coor- dination for performing the required activities related to targeting, burn execution, and responding to burn failures. INTRODUCTION The trend of increasing automation and autonomy of NASA’s crewed spacecraft continues with Orion. The exploration mission flight profiles, communications time delays, and a requirement for vehicle return in the event of loss of communications drive a need for a greater level of on- board automation (no human interaction with the flight computer or spacecraft) and autonomy (no Mission Control interaction with the spacecraft or crew). Management of on-board systems for burns is a major factor in the design of the Orion automation and sequencing. The design must also accommodate crew or Mission Control override of automated burn sequencing. -
