H.C. Pentland and Continuing Education at the University of Manitoba: Teaching Labour History to Trade Unionists Gerald Friesen HISTORY TEACHERS in Canadian universities spend very little time at professional meetings discussing die design of their courses. This is true of most disciplines in the humanities and social sciences. Scholars in these subjects rarely investigate formally why one course seems to have considerable impact upon students and another does not. Nor do they debate the long-term contributions of various types of course and program to a student's development. At the University of Manitoba, where numerous workshops consider techniques of teaching, the content and scope of the courses are rarely addressed. The conventional approach to course design stems from a discipline-centred concern to explain a "field" rather than from an attempt to fulfill some other definition of a student's needs. Is this appropriate? In order to consider this question, I have organized this paper around three subjects: the first concerns the Manitoba Federation of Labour-University of Manitoba certificate program and the students who participate in it; the second reports on some interviews I conducted with several graduates as a means of assessing the program and its distinctive labour history course designed by the late Clare Pentland; third, in view of the striking response of the students to my questions, I would like to comment on the content and purpose of such a labour history course within the broader context of continuing education and Canadian labour history. Department of The University of British Columbia 2075 Wesbrook Place Vancouver, Canada V6T 1W5 Abstract The years 1949 to 1956 saw a period of constant warfare between two factions within the British Columbia Co-operative Commonwealth Federation. These groups repre• sented basically the right and left in the party. The left wing challenged what they considered to be a continuing rightward drift of the party. Fearing that the party was on the road to becoming "Liberals-in-a-hurry" the left attempted to organize an opposition to this rightward drift, and to rally support for socialist policies within the party. As early as 1949, the right wing was trying to blame the left for the party's failure in the provincial election of that year. -

A University at War: Japanese Canadians at UBC During World War II ELAINE BERNARD The September 1939 school session at the University of British Columbia coincided with the outbreak of World War II. It was not yet known how the war would affect life on campus. President L. S. Klinck in an address to the freshmen assured them that the university would "carry on" but that there would not be a policy of "business as usual." Dr. Klinck pledged the manpower, brains and research potential of the university to the service of the country. Outlining the policy of the university during World War I, Dr. Klinck tried to prepare the students for a mobilization of all the resources of the university for the war effort. The details of this mobilization would be revealed progressively as the war continued. Beyond pledges of support for the war effort, the changes the war would bring to the university were not immediately apparent. Much of this would depend on government policy, in light of the duration and demands of the war. One measure the war's effect on the university was the student newspaper The Ubyssey. The first edition of the session, 22 September 1939, contained President Klinck's address to freshmen stu dents on what the war would mean for the university. Other than this lead article, there was not much else on the war. References to the war were notably absent from the editorial pages. For the remainder of 1939 the daily orders of the Canadian Officers' Training Corps, UBC Contingent, were published in The Ubyssey along with the occasional article about parades, the growth and other activities of the COTC.
