Sai Kung District Council District Facilities Management Committee

The third meeting of the District Facilities Management Committee (DFMC) of Sai Kung District Council was held on 8 April 2008. The summary of discussion was outlined below:

(1) Short-term Improvement Works on Second Beach

While DFMC supported the improvement works, it raised its concern with the Civil Engineering and Development Department regarding the environmental assessment to be conducted before the works commenced. In particular, DFMC concerned about the need to assess the possibility of the loss of marine sand, exposure of crushed rocks, sea pollution and the safety problems during the execution of works.

(2) Decking of Fuk Man Road Nullah in Sai Kung

DFMC mainly discussed the Drainage Services Department’s (DSD) design proposal of the park constructed on the decking of the covered nullah. It supported DSD’s proposal to seek funding approval from the Legislative Council, but proposed to DSD a series of amendments to the park design:

- Covered access or covered seating should be provided in the park. - Bus lay-by at Po Tung Road should be extended. - Ship-shaped flower bed running from east to west was preferred, in order to acquire sufficient space for road extension in future and reduce the cost for demolishing facilities.

(3) Opening Hours and Operation Proposal of Temporary Cycling Park in Tseung Kwan O Area 74

DFMC agreed that the cycling park would initially be opened 12 hours per day and the Leisure and Cultural Services Department (LCSD) would review the park’s usage and report to DFMC should the opening hours need to be adjusted. As for the management of the park, DFMC supported that security guards should be employed by the Department and endorsed the relevant funding application.

(4) Safety Promotion Campaign for Temporary Cycling Park in Tseung Kwan O Area 74

DFMC supported the safety cycling campaign and hoped that LCSD would proceed with the design and cost evaluation of the promotional facilities as soon as possible for discussion at the next DFMC meeting.

(5) Temporary Community Garden in Tseung Kwan O Area 15

DFMC noted the diversified opinions among local organisations in respect of the construction of a community garden. LCSD noted Members’ proposal of additional facilities for the community garden and would take follow-up action. Regarding the organisation of a district consultation forum, the Sai Kung District Office (SKDO) would follow up accordingly.

(6) District Sitting-out Area in Tseung Kwan O Area 56

Members supported the design of the park in general but put forward a series of amendments to / opinions on the design:

- More seats should be provided in the park. - The inner railings along the upper deck of the park should be replaced with flower beds to prevent visitors from falling from height. - Additional entrance should be provided to link to the temporary park in Area 56. - It was hoped that the developer could explain the estimates on the future maintenance costs. - It was hoped that the Transport Department and Highways Department could build an overbridge linking to the park as soon as possible.

(7) Beautification of Roadsides and Pavements in , Tseung Kwan O

DFMC endorsed the above motion moved by Mr. CHAN Kwok-kai. SKDO would commission an engineering consultancy study on the specific plans to beautify the roadsides and pavements in Hang Hau, Tseung Kwan O.

(8) Design Plan of Sitting-out Area in Tseung Kwan O Area 77

DFMC discussed the revised design proposal of the sitting-out area and the estimated project cost submitted by the engineering consultant. As the estimate was nearly as high as $15 million, the engineering consultant should be required to reduce the cost by revising the design proposal. Further discussion would be conducted at the next meeting.

(a) Report of the District Works Working Group

DFMC endorsed the recommendations set out in the report.

(b) Report of the District Facilities Management and Community Involvement Working Group

DFMC had considered that expenses arising from the extension of service hours of public libraries should be paid out of recurrent funding of LCSD. The Report of District Facilities Management and Community Involvement Working Group was revised accordingly and the revised report was endorsed by DFMC.

(c) Report on Recreational and Sport Activities and Leisure Facilities Management in Sai Kung between January 2008 and March 2008 (d) Report on Free Local Cultural Programmes (e) Report on Public Libraries in Sai Kung District (f) Report on Community Halls/Centres

Members noted the above four reports.
