FELICITATION BY THE SPEAKER

HON'BLE SPEAKER: Hon'ble Members, on 7 December, 2016, our country successfully launched Polar Satellite Launch Vehicle (PSLV C-36) carrying an earth observation satellite 'Resourcesat-2A' from Sriharikota in Andhra

Pradesh.

With this our country has once again exhibited its prowess and potential in the domain of space endeavours. This accomplishment by our space scientists has done us proud.

The House conveys its felicitations to the scientists at the Indian Space

Research Organization and also wishes them success in their future endeavours.

ANNOUNCEMENT BY SPEAKER

Re: Cancellation of sitting of the House

HON'BLE SPEAKER: Hon. Members, I have to inform the House that in the sitting of Business Advisory Committee held on Wednesday, the 7th December, 2016, some Members had requested for cancellation of sitting of the

House fixed for Monday, the 12th December, 2016 on account of Milad-Un-Nabi or Id-E-Milad (Birthday of Prophet Mohammed) being celebrated in some parts of

India. The Business Advisory Committee, accordingly, recommended that the sitting of the House fixed for Monday, the 12th December, 2016 may be cancelled on account of Milad-Un-Nabi or Id-E-Miland. I hope the House agrees to this.

The House agreed.

STATEMENT BY MINISTER

Re: Alleged banning of singing of National Anthem by the management of

a Private School in Sadiyabad locality of Allahabad in Uttar Pradesh.

THE MINISTER OF STATE IN THE MINISTRY OF HOME

AFFAIRS (SHRI KIREN RIJIJU): I am making this statement in response to the matter raised by Dr. on 09.08.016 regarding alleged banning of singing of National Anthem by the management of a private school in Sadiyabad locality of Allahabad in Uttar Pradesh. S/Shri Sharad Tripathi, Bhairon Prasad

Mishra, Kunwar Pushpendra Singh Chandel, Kumari Shobha Karandlaje, Rodmal

Nagar, Chandrakant Khaire, Alok Sanjar, Rabindra Kumar Jena, Daddan Mishra,

Jayshreeben Patel, Darshana Vikram Jardosh, Jagdambika Pal, ,

Bhavana Pundalikrao Gawali, Adhalrao Patil Shivajirao, Shrirang Appa Barne, and Dr. Shrikant Eknath Shinde associated themselves with the matter raised by Dr. Kirit Somaiya.

Taking cognisance of newspaper reports, my Ministry on 08.08.2016 itself requested Government of Uttar Pradesh for a detailed report in the matter. As per the report received from the Government of Uttar Pradesh, a written complaint was made by the Block Education Officer (BEO), Govt. of Uttar Pradesh that during the rehearsal for the celebration of 15th August, 2016, the manager of a school in

Sadiyabad locality of Allahabad District asked the teachers that the children of a particular group may not be asked to sing Saraswati Vandana and National Anthem on 15th August. After this decision of the management, the Principal of the school and eight teachers resigned from their post in protest.

This school was being run without being recognized by the concerned authorities and without any valid registration but was awarding Educational

Certificates illegally for the last 15 years.

An act of prevention of singing of Indian National Anthem is punishable under Section 3 of the Prevention of Insults to National Honour Act, 1971, which prescribes that whoever intentionally prevents the singing of the Indian National

Anthem or causes disturbances to any assembly engaged in such singing shall be punished with imprisonment for a term, which may extend to three years, or with fine, or with both. Taking cognisance of the written information of the Block Education

Officer, the concerned Police Station (Colonelganj) registered a case no. 708/16 on

07.08.2016 under Sections 419/420/467/468/471 of IPC and under Section 3 of the

Prevention of Insults of National Honour Ac, 1971.

In the evening of 07.08.2016, police received information that the manager of the said school was giving a T.V interview and some persons started opposing the same, which created a law and order problem. The Police Station, Colonelganj, therefore, also registered a case no. 709/16 under Sections 143/147/323/152 A and

CLA Act against 7 persons and other unknown persons including the manager of the School.

In a sequel to the said event, Colonelganj Police Station registered another case No. 710/16 under Sections 354/323 on 07.08.2016 wherein a local Councillor allegedly misbehaved, abused and resorted to physical violence to a group of women protesting the ban on singing of the National Anthem.

After the investigation in these matters, the owner of the said School in

Sadiyabad, Allahabad and six other persons were arrested by the local police on

10.08.2016 and thereafter sent Judicial custody. The room of the manager and class rooms of the said school were sealed. The local police have filed the Charge

Sheet against the accused persons in the case before the Hon'ble Court on

11.10.2016. The case is sub-judice. I want to assure this August House that it is the endeavour of our

Government that every citizen of our country takes pride, upholds the dignity and respects our National Anthem.

(i) DR. UDIT RAJ laid a statement regarding need to ensure adherence

to protocol norms by civil servants towards Members of Parliament.

(ii) SHRI HARI MANJHI laid a statement regarding need to construct a

flyover in Gaya city, Bihar.

(iii) SHRI LAXMAN GILUWA laid a statement regarding need to

establish a postal division in Chaibasa in West Singhbhum district,

Jharkhand.

(iv) SHRI PRAHLAD SINGH PATEL laid a statement regarding need

to give environmental clearance to road and reservoir projects in

Damoh parliamentary constituency in Madhya Pradesh.

(v) SHRI KAPIL MORESHWAR PATIL laid a statement regarding

need to undertake developmental programmes in Minority

* Laid on the Table as directed by the Speaker. Concentration Districts in under Multi-Sectoral

Development Programme.

(vi) SHRI RAVINDRA KUMAR PANDEY laid a statement regarding

need to undertake renovation of water canal from Tenughat dam to

Bokaro Steel Plant, Jharkhand.

(vii) SHRI BHANU PRATAP SINGH VERMA laid a statement

regarding need to impress upon Government of Uttar Pradesh to

protect the crops from roaming cattle abandoned by cattle owners

under 'Anna Pashu Pratha' in Jalaun parliamentary constituency, Uttar

Pradesh.

(viii) SHRI HARIOM SINGH RATHORE laid a statement regarding

need to conserve the archeological remains of Ahar-Banas culture

near Udaipur, Rajasthan and develop the area as a tourist place.

(ix) YOGI ADITYANATH laid a statement regarding need to provide

permanent land pattas to Vanya Gram (Van Tangia Gaon) set up in

forest areas in Eastern Uttar Pradesh and include them in the category

of Revenue villages.

(x) SHRI NARANBHAI KACHHADIA laid a statement regarding need

to provide compensation to farmers under Pradhan Mantri Fasal Bima

Yojana for damage to their crops caused by wild animals. (xi) SHRI KODIKUNNIL SURESH laid a statement regarding need to

incorporate Raja Ravi Varma College of Fine Arts under Central

University Kasargod in Kerala.

(xii) SHRI R. DHRUVANARAYANA laid a statement regarding need to

make separate budgetary provisions for fire-management in

Chamarajangar parliamentary constituency, Karnataka.

(xiii) DR. MAMTAZ SANGHAMITA laid a statement regarding need to

provide funds for modernisation of public sector steel plants

particularly Alloy Steel Plant, Durgapur, West Bengal.

(xiv) DR. PRABHAS KUMAR SINGH laid a statement regarding need to

consider Gram Panchayat as the Unit of Crop Insurance under

National Agricultural Insurance Scheme.

(xv) SHRI PRATAPRAO JADHAV laid a statement regarding need to

construct a Railway Over Bridge at level crossing near Jalamb village

in Shegaon tehsil of Buldhana district, Maharashtra.

(xvi) SHRI KESINENI SRINIVAS laid a statement regarding need to

establish a new Railway Zone in Andhra Pradesh.

(xvii) SHRI JITENDRA CHAUDHURY laid a statement regarding need

to establish six Kendriya Vidyalayas in Tripura. (xviii) SHRI JOSE K. MANI laid a statement regarding need to review the

divestment plan for Hindustan Newsprint Ltd. at Kottayam in Kerala.

SUPPLEMENTARY DEMANDS FOR GRANTS (GENERAL), 2016-2017

AND

DEMANDS FOR EXCESS GRANTS (GENERAL), 2013-2014

DR. KIRIT SOMAIYA initiating said: I rise to support the Supplementary

Demands for Grants presented by the hon. Finance Minister on behalf of the

Government. The additional demand of Rs.59,000 crore by the Government is another step forward towards the implementation of the Modi Government's policy. In this Supplementary demands, a mention has been made about the Metro for the department of Urban Development. A project amounting to Rs. 1 lakh crore has been sanctioned to ensure providing complete connectivity through metro services in Mumbai. Permission for additional funds, additional expenditure and capital investment has been sought hereunder. More attention should be paid on transport infrastructure. GST should be implemented at the earliest.

SHRI B. VINOD KUMAR: I rise to support the passing of Supplementary

Demands for Grants (General) for the year 2016-17. With regard to the transfer of fund to the State, the Ministry is asking for utility certificate for every quarter. Ours is a new State. We are facing some problems. I would like the hon. Minister to consider that while releasing these Grants, let it be on a yearly basis instead of quarterly basis. Telangana has requested to grant funds for laying of the new highways. Because the State of Telangana was having less number of highways than the national average number of highways. I request all the Members to pass these demands.

SHRI ABHISHEK SINGH: Globally there has been a decline in investment as well as private consumption. I would like to congratulate the hon.

Prime Minister and the Minister of Finance that inspite of this our economy in the quarter ended in September grew by 7.3 percent. This government took the boldest and historic decision to demonetize Rs. 500 and Rs. 1000 currency notes to end black money, corruption, fake currency and undeclared income which were harming the nation. This historical decision was taken by the hon. Prime Minister and the hon. Minister of Finance. Make in , Skill India, Apprentice Act would create new opportunities for employment and the country would certainly progress rapidly. On the initiative of the Prime Minister, 1.5 crore consumer voluntarily gave up their LPG connection for the poor. The people of the country have taken a decision to stand by the Government on the issue of demonetization of 500 and 1000 rupees notes. SHRI RABINDRA KUMAR JENA: Our hon. Chief Minister, Shri Navin

Patnaik has all along supported the move of demonetization which is against the black money and we all stand here to support that. But we find that there is a very difficult situation at the ground level. We all have to come together irrespective of party politics to see that the economic difficulty which the people of our country are facing is handled. Today India is the only country in the world which is growing at the highest rate i.e. 7.6 per cent but it is not a job-led growth. Almost one million youngsters enter the job market in India every month but we are not able to create jobs. It is important that GST has to be rolled out from 1st April,

2017. As per the recommendations of the 14th Finance Commission, the divisible pool share was increased from 32 per cent to 42 per cent. But the State of Odisha remained in loss because the share of divisible pool in respect of Odisha came down from 4.78 per cent to 4.62 per cent amounting to loss of Rs. 4600 crores. I would urge upon the hon. Finance Minister to compensate Odisha for that. I would like to urge the hon. Finance Minister not to make any budgetary provision for supporting the Polavaram Project in the larger interest of the people of Odisha.

Health sector in our country has been passing through one of the most difficult times. I would urge upon the Union Government to make higher budgetary provisions for health sector. SHRI DUSHYANT CHAUTALA: We all are discussing demonetization here. If the Government is truly willing to lessen the pain of the farmers then it should try to waive off the farmer loans in wake of the additional funds which have come to the government on undertaking this exercise of demonetization. The

Government should set up a special corpus to develop the sports infrastruxcture in the schools in rural areas. There is a need to make a provision under the additional grants for the construction of Satluj-Yamuna Link Canal so that war over water could be averted in the country and the construction of this canal could be completed within one year.

SHRI JAYADEV GALLA: The Government has announced a special package for Andhra Pradesh. I just want to ensure in this discussion that sufficient funds are available with the government to fulfill all the promises it made to

Andhra Pradesh. My second point is on demonetization. I know that the cash supply situation is improving but it needs to improve further so that we can improve the confidence levels of all the people in this country. Every person in this country, right from top to bottom, is going through different levels of inconvenience, but nobody is saying that they do not support this move. The reason why they have supported it is because they are looking forward to a country where the corruption levels go down. If it does not go down and everything comes to square one, then people will not accept the result. Therefore, result is important. With these words, I would like to support the Supplementary Demands for Grants

(General).

SHRI Y.V. SUBBA REDDY: The General Budget (2016-17) presented by the Finance Minister in February this year has provided impetus to investment in infrastructure, particularly in transport and national highways, and also had some focus on agriculture. Agriculture plays a pivotal role in the economy of a country and better performance of this sector is vital for inclusive growth for a developing country like India. Planned, balanced and harmoniously developing industry and agriculture are essential for employment generation and economic development.

Farmers are falling victim to unnatural deaths. Natural calamities are adding to their losses and pushing them into difficulties. The Government should waive the loans given to the farmers. It is a matter of shame that India's rank is as low as 97 of 118 developing nations in the Global Hunger Index. Hence, we should provide enough funds so that we can provide all young children a nutritious breakfast and quality lunch in schools as is being provided in several countries. At the same time, I would request the Government to kindly implement the assurance of granting Special Category status to Andhra Pradesh, as promised in this august

House. I would also request the Government to set up a Railway Zone at

Visakhapatnam. SHRI SUBHASH CHANDRA BAHERIA: The major share of the grant demanded is meant for rural development. Rupees 8,000 crore has been demanded for rural development. Some states of the country are generating large amount of power and some of the states are facing the shortage of power. Hence, infrastructure should be developed for the transmission of power from the power- rich states to the power-starved states. I would like to thank the Prime Minister for the historical move he has made. The measures taken to weed out black money during the last two and half years could not have been taken during the last 70 years of Independence.

SHRI VIRENDRA SINGH: After the Independence, this is the first government which has provided such a huge amount for the farmer community in its Budget. Through Pradhan Mantri Sinchayee Yojana, agriculture fields are being irrigated. Similarly, through Pradhan Mantri Fasal Bima Yojana farmers are being compensated for their damage. Moreover, our country is the largest milk producing country in the whole world. I would also like to submit that

Government of India has taken a great step by providing separate electricity lines for irrigation through Deen Dayal Gram Jyoti Yojana.

THE MINISTER OF FINANCE AND MINISTER OF CORPORATE

AFFAIRS (SHRI ARUN JAITLEY) replying said: Major changes have taken place in the financial structure, budgetary provisions of this country. After many years, Government has spent more money in the revised estimates than the budget estimates. This time, amount likely to be spent on the development, will be 8 per cent more than the budget estimates. Today, India has turned into a bright spot in the global economy and for the third consecutive year India is going to be the fastest growing economy. Expenditure is being increased in this budgetary grant and approximately 60,000 crore rupees would be spent, of which approximately

36,000 crore rupees would be a part of extra expenditure. If we consider the extra expenditure, then it will be the first time in the history that 47,000 crore rupees would be spent in MNREGA. Apart from that, this will be spent on Fasal Bima

Yojana, Price Stabilization Fund for farmers, Swachh Bharat, Health related schemes. As far as black money is concerned, today Opposition is raising slogans that Union Government has provided an opportunity to the people by providing 50 per cent tax facility. Here I would like to say that this is not only 50 per cent but half of that i.e. 25 per cent amount would be locked in with the Government. If we add interest on that amount then it would be approximately 65 per cent. Whereas,

8 per cent was the effective rate of taxation under the Congress Government. With regard to demonetization step taken by the Government on 8th November, 2016, our hon. Prime Minister has said that situation will be normalized by 30th

December, 2016. Efforts are being taken to mitigate the hardships being faced by the common people. Every day, Reserve Bank of India is infusing currencies in certain quantities through the banking system and it is a part of our endeavour to make the economy more cashless and along with that the large scale digitalization process is also going on. With these words, I would urge upon the hon. Members that these Supplementary Grants be passed.
