Note on Water Conservation

1 Efforts of Irrigation Department in Water Conservation Haryana had already created three entities in the year 2001 for Integrated Water Resources Management (IWRM) and for water conservation. The three-tier structure was constituted as given below:-

1.1 State Water Resources Council The State Water Resources Council has been constituted vide Govt. of Haryana notification no. 3/18/2001-1IW, dated 29.08.2001 with Hon’ble Chief Minister, Haryana in Chair and Ministers & Secretaries of related departments as members. Engineer-in-Chief, Haryana Irrigation Department is the Member Secretary of the council. The agenda of the first meeting was approved by the then Hon’ble Chief Minister, Haryana but the meeting could not take place. The council was constituted with following objectives:- i. To oversee and coordinate the planning of Water resources for various purposes. ii. To take policy decisions in respect of utilization of available water resources & to lay down the State Water Policy and to review it from time to time. iii. To recommend acceptance or water plans with such modifications as may be considered appropriate and necessary. iv. To direct carrying out such further studies as may be necessary for further consideration of the plans or components thereof. v. To advise on practices and procedures administrative arrangements and regulations for the fair distribution beneficiaries keeping in view, optimum developments and the maximum benefits to the people. vi. To make such other recommendations as would foster expeditions and environmentally bound and economical development of water resources in various regions of the State. vii. To consider and decide any other matter relating to developments, implementation, review/revision of Haryana State Water Plan. 1.2 Water Conservation Mission The Water Conservation Mission was constituted vide Govt. of Haryana notification no. 3/18/2001- 1IW, dated 30.08.2001 under Principal Secretary to Chief Minister Haryana with Principal Secretary Irrigation as the convener of the mission. The Mission has so far conducted four meetings and the major work of the Mission is to monitor the progress of the member departments on their action plans on water conservation. The following are the functions of the mission:- i. To devise policy framework for holistic approach on water conservation. ii. To bring all stakeholders on one platform for collective action on water management. iii. To coordinate, harmonize and synergize roles and functions of various stakeholders. iv. To approve plans for conservation of water resources and its optimum utilization. v. To promote conjunctive use of surface and ground water. vi. To allocate periodical priorities among various water users. vii. To devise methods for effective regulation, fair distribution, conservation and utilization of water resources by different groups of users. Water conservation would be regularly monitored and the procedures and practices enforced and viii. To approve conductance of specialized studies as may be necessary for preparation of any plan or project for water conservation in the State. ix. To approve conductance of specialized studies as may be necessary for preparation of any plan or project for water conservation in the State. 1.3 Special Water Conservation Cell Secretary Irrigation heads the Special Water Conservation Cell constituted vide Govt. of Haryana notification no. 3/18/2001-1IW, dated 30.08.2001and Chief Engineer (Coordination) is the Member Secretary of the Cell. Three meetings have so far been conducted. The mandate of the cell is:- i. The Special Water Conservation Cell will meet at least once in every quarter of the year to take stock of the existing water conservation practices being adopted by different groups of water users and the innovative methods of water conservation. ii. The Cell will assist and facilitate the functions of the Water Conservation Mission constituted vide Haryana Govt. Notification No. 3/18/2001, dated the 29-08-2001 and will provide necessary input for formulation of policies and strategies to the Mission. 1.4 Water Resources Directorate Haryana Irrigation Department has Water Resources Directorate, which is headed by Director level officer. The Directorate handles all the issues related to water resources which include support to the three entities for water conservation, IWRM, Environment, Water Regulation, Data Processing, etc.

2 Steps initiated for special campaign for water conservation As regards the strategy to launch a special campaign for Water Conservation, the following steps have been taken by the department:- i. Haryana Irrigation Department is already undertaking works such as lining of canals and watercourses, groundwater recharging schemes, restoration of water bodies, etc., which are directed towards water conservation. ii. The Haryana Irrigation Department & Haryana Irrigation Research & Management Institute, (HIRMI) celebrated World Water Day on 22.03.2011 in Kurukshetra by organizing a one day seminar and the main theme of the seminar was water conservation. iii. 4th Meeting of Special Water Conservation Cell was held on May 13, 2011 under the chairmanship of Financial Commissioner & Principal Secretary to Govt. Haryana. The issue was water conservation was taken up as the priority agenda and all the member departments have been asked to provide suggestions for effective & quantifiable water conservation measures, which are measureable. Another area considered was to make an assessment of the availability of treated water in the state, which could be reused. Technical & practical feasibility of supplying recycled/treated water for all the thermal power plants in the state for thermal plants needs to be explored which will save substantial amount of precious water. iv. All the members of Water Conservation Mission have been requested to send their action plans for water conservation and a meeting of the Mission is being convened shortly. v. The Haryana Irrigation Department has prepared ‘State Water Policy’, which is under consideration of the Govt. The draft policy was based on the National Water Policy, 2002 and approval of the State Water Policy by the State Water Resource Council is being considered.

3 Special campaign for water conservation In addition to the above, the following actions are being considered for special campaign for Water Conservation:- i. The technology in the field of water conservation in many advanced countries is quite advanced. Haryana needs to learn from the experiences of such countries. For example Israel has pioneered in the field of water conservation by using various technologies of water management & agricultural practices for varying conditions geographically & climatologically similar to Haryana. Hon’ble Chief Minister, Haryana led a high level delegation comprising senior officers & stakeholders to Israel for firsthand experience & explore possibilities of technology transfer of various irrigation & Head wise budget of Plan Works for the year 2011-12

agricultural practices followed by Israel. ii. Haryana Irrigation Department will plan seminars/workshops on water conservation with the institutions engaged on research in water conservation/management technologies throughout the year & will become a regular feature as well. iii. Similarly Agriculture & Horticulture Departments can also plan workshops/trainings on advanced technologies in the field of agriculture and horticulture, which will be effective in water conservation. iv. No policy or action plan on water conservation can be successful without active participation of all the stakeholders as the conservation of water is to be resorted by the users. It is therefore proposed to prepare and launch a mass awareness programme on water conservation in the State, focused towards all the users. For this purpose some of the measures are suggested as under:- a. The mass awareness programme needs to be launched by using various available media such as radio, television, print media, banners, hoardings, etc. b. For mass awareness of water conservation, the Public Relations Department, Haryana may be asked to prepare & perform programmes of plays, one act plays, street shows, folk songs (Raginis), etc. on water conservation, which will have mass appeal. c. Hoardings with slogans on water conservation can be placed on Buses & other strategic locations. d. Haryana State already many sponsors programmes on radio on various issues, particularly on health, education,population control, etc. Similarly sponsored programme for water conservation can also be prepared & aired on radio. e. To bring awareness among farmers (Agriculture is the major user sector of water), a massive campaign at village level can be planned by the concerned departments such as Irrigation Department, Agriculture Department and Horticulture Department as a collective efforts. For better results, the existing setup of Panchayat Institutions can be effectively used. f. The Ministry of Power, Govt. of organizes school level painting competition on energy conservation, which has been able to sensitize children, teachers & general public for energy saving techniques. Similar painting competition can be organized for water conservation in the State.

FUNCTION OF THE HARYANASTATE FLOOD CONTROL BOARD. 1. a) To approve long range plans and specific schemes for flood control measures and their priorities recommended by the Technical Advisory Committee. b) To assess the flood problems in the State and to deal with questions of policy in connection with floods, flood relief and measures for flood control and protections. c) To consider and approve the arrangements and programme for carrying out surveys, investigations and collections of data for flood control works. d) To watch the progress of implementation of the approval scheme and to issue suitable directives to the departments concerned. e) To approve measures proposed for coping with emergent situations. f) To examine and approve proposals for effective flood warning system for the state. g) To give such other directives to the departments concerned as may be considered necessary in regard to flood problems. 2. All anti-water logging schemes would also be approved by the Haryana State Flood Control Board before being implemented. 3. The non-official members of the Board will draw T.A. as under:- a) The legislators in their ex official capacity under the Punjab Legislative Assembly (Allowance of Members) Act, 1952 and the rules made their under as in force at present or may be amended hereafter. b) The travelling Allowance admissible to a Member of Parliament, will in respect of Journeys performed by rail be the same as is admissible to the Members of the State Legislature appointed in an ex-official capacity less one Ist class fare for journeys by rail to and fro. c) Non-official other than M.L.A./M.P.s at one Ist Class Railway fare plus incedential allowance and road mileage as admissible to a Ist Grade Government employed drawing a pay of Rs. 1,000/-. d) The expenditure on account of T.A. Bills of the Member of the Legislature shall be paid by the Irrigation Deptt. Direct.
