    Environmental Conditions Environmental Conditions Appendix II The unique geology, hydrology and climates of the Deschutes River Subbasin create a diverse mix of habitat conditions for fish and wildlife. These populations are linked to the ecosystems in which they live and their health, individual characteristics and abundance reflect the diversity ― and quality ― of their environments. Fish populations, for instance, developed complex life histories through time that responded to the subbasin’s considerable variation in habitat conditions. Stream flows, water temperatures, substrate characteristics and other combined attributes affected anadromous fish distribution within the subbasin and timing of migration. Wildlife population abundance and distribution also developed in response to habitat conditions. Native grasslands once covered vast areas and supported species such as sage grouse, which once occurred exclusively in this habitat. Loss of grassland habitat greatly reduced such populations. Today subbasin habitat conditions continue to influence fish and wildlife production, distribution and survival. These habitats and their attributes ― as well as the aquatic and terrestrial populations they support ― are affected by both natural watershed processes and human activities that influence flow, water quality, upland and riparian conditions and instream habitat. This chapter examines how environmental conditions in the Deschutes watershed affect the subbasin’s fish and wildlife populations. Building on the more general review provided in the Overview, the discussion characterizes the environmental conditions within three watershed areas: the Lower Deschutes watershed (below RM 100), Crooked River watershed, and Upper Deschutes watershed (above RM 100). It characterizes the natural watershed environments, such as geology, climate and hydrology, and the focal fish species they support.

Deschutes County family See p. 4 See p. 2 The Homesteader Deschutes County Historical Society Newsletter—March 2021 A Brief Retrospective of Land Surveying in Deschutes County by Mike Berry On March 21-27, surveyors around the nation will celebrate National Surveyors Week, a week set aside by the profession to promote public recognition of surveying and honor the role surveyors play in the nation’s economy. Both the national land surveyors’ society, The National Society of Professional Surveyors (NSPS), and the Oregon society, The Professional Land Surveyors of Oregon (PLSO), are actively involved in this celebration. The purpose of these groups is to advance the protection of public welfare relative to surveying and mapping issues, encourage high standards of ethical and professional behavior and promote public faith and confidence in the profession. Additionally these groups support new practical methods of surveying, promote good business practice, monitor national and state laws and regulations, encourage improved higher education curricula and provide continuing education for surveyors. In today’s world land surveyors’ work is crucial to responsible land development, infrastructure, property management and the stability of property boundaries and land ownership. Surveyors determine property boundaries and features, identify easements and encroachments, and map and monument newly created land divisions. Surveyors are involved in the planning and execution of most forms of construction such as roads, homes, dams, canals, skyscrapers and utilities. They work with and advise planners, architects, developers, attorneys, realtors, title companies, home builders, heavy construction companies, Federal, State, County and City government, law enforcement, the military, utilities and home owners.

Instead, please join us at the annual COF picnic on Thursday, August 18 at Aspen Hall in Shevlin Park, 6:30PM. Random Casts River access rights and ground water pumping continue to be a “hot button” issue in the State and Central Oregon. One proposed piece of legislation was stopped in committee that would have guaranteed a piece-meal approach to river management. There would have been different rules throughout the State, and rules could change in different reaches of a river. The conflict for river rights would have continued with a convoluted management process that could diminish access over time. The maintenance of this right is important to any river user, but we must recognize this right comes with responsibilities and demands respect for the adjacent land owners. The high water mark is only a boundary, and we must leave the banks clear of debris and trash. DO NOT venture on to other people’s property. In a quick few days, the legislature passed a law to circumvent a recent court ruling that had limited ground water pumping in the Upper Deschutes basin.
