Taufik H. Simatupang was born in Sibolga, North Sumatera, on March 21, 1973. He completed his Bachelor of Law from the Islamic University of North Sumatera (1996), Master of Law from the University of (2003), currently pursuing a Doctorate in Law from . Working at the Center for Research and Development of Policy, Research and Development Board for Law and Human Rights, Ministry of Law and Human Rights of the Republic of Indonesia with the position of Associate Researcher, Rank/Group of Junior Administrator (IV/c). Has written in the De Jure Legal Research Journal, Legal Policy Scientific Journal, Human Rights Journal of the Research and Development Board for Law and Human Rights, Lex Jurnalica Scientific Journal and Indonusa Esa Unggul University Scientific Forum. Has written a book entitled Assessment of Creation Registration Certificate as Objects of Fiduciary Guarantee in Banking Credit Application with the Approach of Welfare State Theory (Published by BALITBANGKUMHAM Press, 2020), Research Methods and Legal Writing in Designing Proposals and Thesis and Introduction to Intellectual Property Rights Law (Published by the Legal Research Center, Faculty of Law, Attahiriyah Islamic University, , 2018), Legal Aspect of Advertising in the Perspective of Consumer Protection (Published by Citra Aditya Bakti, Bandung, 2004), Extraordinary Lecturer in Communication Studies Program, Indonesian Institute of Business and Informatics (2006-2009), Faculty of Law, Attahiriyah Islamic University (2005- 2020) and Faculty of Law, Air Marshal Suryadarma University (2004-2019). Aju Putrijanti was born in Semarang on March 15, 1969. Completed her Bachelor of Law at the Faculty of Law, in 1992, then completed the Master of Law Studies Program at the Master of Law Studies, Diponegoro University in 2003 and completed her Doctoral education at the Doctoral Program of Law Studies at Diponegoro University in 2015. Currently in the Bachelor Program (S1), she teaches Introduction to Indonesian Law, State Administrative Court Procedural Law and State Administrative Court Legal Efforts, and teaches Professional Code of Ethics courses at the Master of Notary Program at Diponegoro University, as well as conducting research and service pursuant to her field of competence. Muhaimin was born in Jakarta on April 9, 1983. Bachelor of Law from the Faculty of Law, Islamic University of Jakarta in 2001. Junior Researcher at the Research and Development Center for Law, Research and Development Board for Law and Human Rights of the Republic of Indonesia, Ministry of Law and Human Rights of the Republic of Indonesia. As a researcher, he was a Member and Secretary of the Legal Research Team. Participated in the editorial board of the National Accredited Journal. Joined as a member of the Indonesian Legal Researchers Association (IPHI), and also joined the Indonesian Researchers Association (HIMPENINDO) as of January 2017. As a researcher, he has written 2 books published by Mahara Publishing as a member of IKAPI with the title, “Notary Accountability for Authentic Deeds Indicated as Criminal Acts” and “Criminal System for Money Laundering from Narcotics Crime in the Criminal Justice System”. In addition, he received a Satyalencana Karya Satya X Year xxxx honorary award from the government of the Republic of Indonesia. Djamilus was born in Tanjung Ampalu on November 28, 1957. He currently lives at Perumahan Lembah Nirmala I Blok D/10 Mekarsari Cimanggis, Depok. Education: Bachelor of Law at the Islamic University of Jakarta in 1987 majoring in Civil Affairs and Master of Law at the in 2003 majoring in Economic Law (Business Law). Occupation: Civil Servant since 1981, since 1992 he has been active as a functional Legal Researcher at the National Law Development Planning Center, National Law Development Board (BPHN). Then, from 2012 to 2015, he was active as a Researcher at the National Legal Research and Development Center of the National Law Development Board and at the end of 2015 he was transferred to the Legal Research and Development Center, Research and Development Board for Law and Human Rights, Ministry of Law and Human Rights until now. The researcher completed his undergraduate education at the State Islamic University of Sunan Gunung Djati Bandung, Faculty of Tarbiyah and Teacher Training in 2008, then continued his Masters studies at the Postgraduate program of the State Islamic University of Sunan Gunung Djati Bandung, the Faculty of Tarbiyah and Teacher Training which was completed in 2011, then in 2015 the author completed the Doctoral Program at the Postgraduate School of the Indonesian University of Education, General and Character Education Study Program, concentration of Religious Studies. Currently, the researcher serves as a Lecturer of PAI (Islamic Education) and SPAI (Islamic Religious Education Seminar) at the Department of General Education, Faculty of Social Sciences Education, Indonesian University of Education since 2016 until now. In addition, the researcher is also active as a guest lecturer at several campuses in Indonesia. Mohammad Rindu Fajar Islamy, Lc, M.Ag. was born in Bandung on November 24, 1987. He completed his undergraduate education in Al-Quran and Interpretation Studies at Al-Azhar University, Egypt, Cairo, then continued his postgraduate studies in Masters in Al-Quran and Interpreation Studies at the State Islamic University (UIN) of Sunan Gunung Djati, Bandung in 2015. Currently, he is studying for his doctoral degree at the same university majoring in religious studies. Currently, he serves as a lecturer at the Department of General Education, Faculty of Social Sciences Education and is active as a reviewer of journals including the Taklim Journal and the Religio Education Journal. The fields he is involved in are related to Islamic Religious Education, Al-Quran and Interpretation Studies, as well as Islamic studies. Ilham Kurnia Gustavakuan was born in Bandung on August 14, 1999. He is currently pursuing a Bachelor’s Degree in Korean Language Education Study Program, Faculty of Language and Literature Education, the Indonesian University of Education. The researcher is also involved in the Student Activity Unit of the Institute for Intellectual Research and Studies of Students (LEPPIM UPI) and is active in the field of Outreach Program at the Student Executive Board of the Korean Language Education Student Association (HIMABARA UPI). Faiz Rahman is a Lecturer at the Department of Constitutional Law, Faculty of Law, . His research interests include Judicial Power, Local Government Law, Digital Government, and Privacy and Personal Data Protection. Dian Agung Wicaksono was born in Blitar on January 11, 1989. He earned a Bachelor of Law (S.H.) from the Department of Constitutional Law, Faculty of Law, Gadjah Mada University, Yogyakarta in 2011 with Cum Laude predicate. In 2011, he was selected as the Best Young Researcher at the MOST UNESCO LIPI Award 2011. In 2012, he was selected as the recipient of the Ministry of Education and Culture Excellence Scholarship to continue his studies at the Master Program in State Law, Faculty of Law, Gadjah Mada University, in collaboration with Den norske Ambassaden i Indonesien (The Royal Norwegian Embassy in Indonesia). In 2013, he graduated and received a Master of Laws (LL.M.) with Cum Laude predicate with a perfect grade point average. In 2019 he began taking doctoral studies at the Doctoral Study Program in Law, Faculty of Law, Gadjah Mada University with the support of the PNS/TNI/Polri Doctoral Program Scholarships managed by the Educational Fund Management Institution (LPDP) of the Ministry of Finance of the Republic of Indonesia. Currently serving as a Lecturer at the Department of Constitutional Law, Faculty of Law, Gadjah Mada University.

xvi Mustafa, S.H., M.H. was born in Meuredu on June 01, 1974. Completed education at MIN Kuta Batee in 1986, then completed MTsN Meureudu in 1989, and enrolled State Senior High School 1 Meureudu in 1989, completed in 1992, and continued Bachelor’s Degree at the Faculty of Law, Jabal Ghafur University in Sigli in 2013 and completed in 2016. Then continued his Master Program at Faculty of Law, , completed in 2021. Currently as President Director in one of the private companies in Banda Aceh, namely PT. ROYAL CIPTA DIRGANTARA. Dr. Suhaimi, S.H., M.Hum. was born in Jeunieb in 1966, graduated from State Elementary School 1, State Middle School 1 and State Senior High School 1, all of which were completed in Kota Juang Bireuen. With this diploma, he continued his studies at the Faculty of Law, Unsyiah, in 1985 and completed in 1990. In 1991, he was appointed as a Lecturer in the Faculty of Law, Unsyiah, then continued his Master Program at UNHAS Makassar in 1997 and the Doctoral Program at UNPAD in 2009. After his studies, he returned to serve as a permanent lecturer at the Faculty of Law, Unsyiah, both in the Bachelor’s Degree Program, Master Program and Doctoral Program in Law, and from 2010 to 2016 he was entrusted as the head of UPT-MKU Unsyiah. Dr. Darmawan, S.H., M.Hum. was born in Simpang Tiga on May 25, 1962. He is the fifth child of the couple (the late) Abdurahman and Dairah. The researcher married Hulliyah in 1991 and was blessed with four children consisting of three sons and one daughter: Sukhrian Muhda, Syahran Yasri, Sharfan Rifki, Syafitri Naila. The researcher has attended education from elementary school to college level. Elementary school education Negri 1 sp.tiga and graduated in 1975. Junior High School graduated in 1979. High School Graduated in 1982, completed in the capital of Takengon. Higher Education (Bachelor of Law) pursued in Faculty of Law of Shia University Kuala Banda Aceh and graduated in 1987. Then finished his Master’s Degree in Law (M.Hum) at University of North Sumatera Medan, graduated in 1995. Since 2012 until now, he is attending the Doctoral Program at TPs USU Medan. Dr. Zainuddin, S.H., M.H., or usually called Zai Kumar Gayo, was born in Arul Kumer on April 18, 1979. He completed his Bachelor of Law education at the Faculty of Law, Muhammadiyah University of North Sumatera (UMSU) in 2002, Master in Law Studies at the UMSU Postgraduate Study Program in 2010 and Doctoral Program of Law Studies at the Faculty of Law, Islamic University of Sultan Agung in 2021. He currently serves as Deputy Dean III of the Faculty of Law, UMSU. Off campus, his activities include; Chairman of the Muhammadiyah Youth Center for the 2018-2022 period, Treasurer of the Law and Human Rights Council for the Muhammadiyah Regional Leadership of North Sumatera since 2015 until now, the Regional Supervisory Council of Notaries for Labuhan, North Sumatera Province. Rahmat Ramadhani, S.H., M.H., was born in Medan on August 11, 1980. Completed his Bachelor’s Degree at the Faculty of Law, UMSU in 2003. Master’s Program in the Master of Law Studies Program at the Faculty of Law, in 2014. Currently is a Lecturer of Agrarian Law at the Faculty of Law, UMSU. GUIDELINES FOR WRITING DE JURE LEGAL RESEARCH JOURNAL

The De Jure Legal Research Journal is a scientific magazine that publishes scientific papers on research results in the field of law. The De Jure Legal Research Editor accepts scientific papers from research in the field of law that have never been published or are being submitted for publication in other publication media. The submitted paper will be discussed by the Editorial Board together with experts pursuant to the scientific field to determine its eligibility for publication. The paper shall be written in Indonesian language, submitted in the form of a soft copy from Microsoft Word application program using Times New Roman font in a maximum number of 20 sheets (two columns), with A4 paper size (Paper template can be downloaded in the menu bar on the right). The paper shall be submitted online via http://ejournal. balitbangham.go.id/index.php/dejure/. We do not accept and process papers/writing sent via editor’s email.

Writing Systematics:

Title The title shall be written in 2 languages; the Indonesian version shall use Times New Roman font in capitals (uppercase), font size: 13; the English title shall use lowercase letters (Capitalize Each Word) in Times New Roman font, italic, font size: 13. The title shall be written in a maximum of 14 words.

Researcher’s Identity Shall be typed under the title and include the researcher’s name without title, place of work, work unit address, as well as telephone and/facsimile number, and the researcher’s email address, shall be typed using bold font style.

ABSTRACT The Abstract shall be written in two languages: Indonesian language and English, accompanied by keywords of at least 3 (three) words and a maximum of 5 (five) words. The Abstract shall contain background, objectives, uses, methods, discussion and analysis, conclusions, and suggestions without pictures, tables, or references. The Abstract shall be typed in one space; 150-200 words (one (1) paragraph), typed in Times New Roman font; font size: 11; typed in Indonesian language (regular font style) and English (italic font style). Keywords Describing the problem domain that is researched and the main terms that underlie the implementation of the indexed research. Shall be typed in Times New Roman font, size: 11, in Indonesian language (regular font style) and English (italic font style).

INTRODUCTION The introduction shall include the background of the problem, the statements of the problem (question sentences in the form of a narrative) as well as the objectives and benefits of the research, and a summary of theoretical studies relating to the problem which is researched. Citations (references) shall be inserted using Mendeley tools, Turabian 8th edition (full-note style). The maximum length of the introduction is 4 pages using a special first line 1 cm paragraph format (Times New Roman font, font size: 11, spacing: 1).

RESEARCH METHOD The method shall contain the type or characteristics of the research, data sources, techniques and procedures for data collection and data analysis. Citations (references) shall be inserted using Mendeley tools, Turabian 8th edition (full-note style). The maximum length of the research method is 1 page. The paragraphs shall use special first line 1 cm paragraph format (font: Times New Roman; font size: 11; spacing: 1).

xvii DISCUSSION AND ANALYSIS The discussion and analysis in the article shall aim to answer the statements of the problem and research questions, show how the findings were obtained, explain the meaning of the research results, how the research results can solve the problems and the possibility of its development. The discussion and analysis must answer the research problems and objectives. Sub-sections can be made pursuant to the subject matter. Citations (references) shall be inserted using Mendeley tools, Turabian 8th edition (full-note style). The maximum length of the discussion and analysis is 10 pages. The paragraphs shall use special first line 1 cm paragraph format (font: Times New Roman; font size: 11; spacing: 1).

CONCLUSION Containing matters that state the relationship between the variables which were researched. Made in paragraph form, not in bullet points. The conclusion must answer the research’s problems and objectives. The conclusion is not a summary and is not a rewrite of the discussion. The first paragraph shall be written left aligned, parallel to the chapter title. The maximum length of the conclusion is 1 page. The paragraphs shall use special first line 1 cm paragraph format (font: Times New Roman; font size: 11; spacing: 1).

SUGGESTION Containing suggestions that need to be conveyed in relation to the proposed paper theme. Made in paragraph form, not in bullet points. The maximum length of the suggestion is 1 page. The paragraphs shall use special first line 1 cm paragraph format (font: Times New Roman; font size: 11; spacing: 1).

BIBLIOGRAPHY Shall be inputted by using insert bibliography on Mendeley tools. The main references are journal articles and books (published in the last 5 years), excluding laws and regulations and other sources. Additional references are laws and regulations and other sources. The maximum length of bibliography is 2 pages. The paragraphs shall use special first line 1 cm paragraph format (font: Times New Roman; font size: 11; spacing 1).
