Aspect Ecology has been commissioned by Manor Oak Homes to undertake an Ecological Appraisal in respect of proposed development of the site, located west of Ravensden Road, Salph End in Bedfordshire. ii) Proposals. The proposals are for development of the site to provide up to 400 new dwellings, land for a new primary school and associated open space and access. iii) Survey. The site was originally surveyed by Aspect Ecology Ltd in June 2017, with further update survey work undertaken in August 2019. Surveys were based on standard extended Phase 1 methodology. In addition, a general appraisal of faunal species was undertaken to record the potential presence of any protected, rare or notable species, with specific consideration and surveys conducted in respect of bats, Badger and Great Crested Newt. iv) Ecological Designations. The site itself is not subject to any statutory or non-statutory ecological designations. The ecological designation is Putnoe Wood LNR and CWS, which is located approximately 0.3km west of the site. All of the ecological designations in the surrounding area are physically well separated from the site and are therefore unlikely to be adversely affected by the proposals. v) Habitats. The site itself is dominated by intensively managed arable land within 2 fields with associated boundary hedgerows and vegetation. Other habitats are limited to the existing residential property at 25 Hookhams Lane in order to provide access to the site. The proposals have sought to retain and protect habitats of elevated ecological value, namely the existing field boundary features, with considerable buffers of open space provided to ensure these corridors remain fully protected and indeed strengthened and enhanced under the proposals. vi) Protected Species. The site generally offers limited opportunities for protected species, with no specific evidence of any such species present, albeit suitable habitats are present within the surrounding area that could potentially support Great Crested Newt, whilst it is likely that birds nest within suitable habitat at the site and could therefore potentially be adversely affected by the proposals. Appropriate mitigation measures, will minimise potential for adverse effects on faunal species, including Great Crested Newts, whilst careful timing of works be implemented to safeguard nesting birds during relevant site clearance works. vii) Enhancements. The proposals present the opportunity to secure substantial ecological benefits, including additional native habitat planting, new roosting opportunities for bats, and more diverse nesting habitats for birds. viii) Summary. In summary, the proposals have sought to minimise impacts on biodiversity and subject to the implementation of appropriate avoidance, mitigation and compensation measures, it is considered unlikely that the proposals will result in significant harm to ecological receptors. August 2019 Page|1 Land west of Ravensden Road, Salph End Ecological Appraisal 1 Introduction 1.1 Background and Proposals 1.1.1 Aspect Ecology has been commissioned by Manor Oak Homes to undertake an Ecological Appraisal in respect of proposed development of the site, located west of Ravensden Road, Salph End in Bedfordshire, centred at grid reference TL 074 528 (see Plan 5175/ECO1). 1.1.2 The site is proposed for strategic development, including up to 400 new dwellings, land for a new primary school and associated open space and access, for which an outline planning application is proposed, relating to the proposed parameters plan (Appendix 5175/1). 1.2 Site Overview 1.2.1 The site is located west of Ravensden Road and north of Hookhams Lane, at the north west of Salph End. Accordingly, much of the southern and eastern site boundaries are marked by existing residential curtilages associated with individual properties along Ravensden Road and Hookhams Lane, with further development within Salph End beyond. West of the site is Mowsbury Golf Course, whilst north of the site is a small area of woodland with a number of further residential properties along Ravensden Road situated beyond, within Renhold. 1.2.2 The site itself is formed by agricultural land in the form of two large, intensively managed arable fields, with associated boundary vegetation, along with the existing residential property at 27 Hookhams Lane, which is proposed for access from Hookhams Lane. 1.3 Purpose of the Report 1.3.1 This report documents the methods and findings of the baseline ecology surveys and desktop study carried out in order to establish the existing ecological interest of the site, and subsequently provides an appraisal of the likely ecological effects of the proposals. The importance of the habitats and species present is evaluated. Where necessary, avoidance, mitigation and compensation measures are proposed so as to safeguard any significant existing ecological interest within the site and where appropriate, opportunities for ecological enhancement are identified with reference to national conservation priorities and local Biodiversity Action Plans (BAPs). August 2019 Page|2 Land west of Ravensden Road, Salph End Ecological Appraisal 2 Methodology 2.1 Desktop Study 2.1.1 In order to compile background information on the site and its immediate surroundings Bedfordshire and Luton Biodiversity Recording and Monitoring Centre (BRMC) was contacted, with data requested on the basis of a search radius of 2km around the site. 2.1.2 Information on statutory designations was obtained from the online Multi-Agency Geographic Information for the Countryside (MAGIC) database, which utilises data provided by Natural England, including an extended search radius (up to 25km in relation to relevant international level ecological designations). In addition, the MAGIC database was searched to identify the known presence of any Priority Habitats within or adjacent the site. 2.1.3 Where information has been obtained from the above sources, this is reproduced at Appendix 5175/2 and on Plan 5175/ECO2, where appropriate. 2.1.4 In addition, where available the Woodland Trust

    DRAFT 2019 Bedfordshire Butterfly Report destined to be published in Bedfordshire Naturalist The photographs herein are only to illustrate this DRAFT – others will be sought for publication Butterflies 2019 Keith Balmer With no exceptionally warm days in January it was a quiet month for butterflies with just a Red Admiral seen on the 8th and a Peacock on the 28th. February was a much warmer month which elicited a lot more activity. The first Small Tortoiseshell was seen on the 5th, Brimstone on the 9th and Comma on the 15th. By the 24th the balmy weather had also brought out a Large White and three Small Whites. The counts by the end of February were extraordinary: Brimstone 245, Comma 54, Large White 1, Peacock 14, Red Admiral 30, Small Tortoiseshell 61, Small White 4, making a total of 409 adults and seven species! March was another warm month resulting in an advanced start to the season for four more species: Speckled Wood on the 2nd, Orange Tip and Holly Blue on the 24th, and Green-veined White on the 29th. On the 30th a Painted Lady was seen in the van of a strong migration which saw large numbers arrive in the UK later in the year. 12 species and 706 butterflies were reported during March. April opened with another early sighting, a Green Hairstreak on the 1st. Small Copper showed next on the 15th, followed by Grizzled Skipper on the 19th, Duke of Burgundy on the 20th, Small Heath on the 21st and Dingy Skipper on the 22nd. Fine weather in week 16 (16th to 22nd April) produced a large volume of sightings and resultant spike in the weekly data.

Honorary Research Officer Bedfordshire Bird Club Bedfordshire Natural History Society Purpose of this document This document justifies the inclusion of certain bird species on the county Red List of Breeding Birds, using international, national and county criteria. It is a working document, in that the listed species will be monitored on an annual basis in order to show their state; i.e. the number of records, the number of sites where species were recorded, whether species are declining or increasing. This will be achieved by extracting information from British Birds , annual BTO Breeding Bird Survey reports and annual Bedfordshire Bird Reports . National assessment of extinction risk The International Union for Conservation of Nature (IUCN) generates Red List guidelines. In Great Britain, the Species Status programme produced IUCN Red List assessments for 289 bird species; 208 breeding, 81 non-breeding. The emphasis is on extinction risk, determined by species’ rarity, range restriction, and the rate of recent decline measured over the last ten years or three generations, whichever is longest. The assessment of extinction threat levels, are defined as follows: • CR = Critically Endangered. • EN = Endangered. • VU = Vulnerable. • NT = Near Threatened. Population estimates of birds in Great Britain and the UK. The Avian Population Estimates Panel (APEP) is a collaboration between UK statutory conservation agencies and non-government organisations. The panel collates the best estimates of breeding and non-breeding bird populations. This process is endorsed by the Joint Nature Conservation Committee (JNCC) and acknowledges a quality-assured source of population estimates for statutory conservation purposes.

This is the fifth Annual Monitoring Report the Council has produced. 1.2 This fifth AMR sets out how the documents that have been adopted as part of the Bedford Development Framework (BDF) have performed in the period 1st April 2008 to 31st March 2009. The documents that have been adopted to date are: • Statement of Community Involvement • Land North of Bromham Road Design Guide Supplementary Planning Document (SPD) • Community Safety Design Guide SPD • Shopfronts and Advertisements in Conservation Areas SPD • Core Strategy and Rural Issues Plan • Bedford Town Centre Area Action Plan • Climate Change and Pollution SPD 1.3 The AMR also monitors those policies in the Local Plan (2002) that have not been superseded by BDF documents. 1.4 On 1st April 2009 Bedford Borough Council became a Unitary Authority. The Council is now solely responsible for all planning issues within the borough, including inheriting the previous County Council’s 4(4) status, meaning we are now a statutory consultee on regional spatial issues).

    Bedfordshire and Luton Habitat Action Plan: Floodplain Grazing Marsh Updated September 2015 Grazing marsh at Sandy Smith Nature Reserve Photo by Richard Woolnough Foreword We are fortunate in Bedfordshire to have a fantastic range of habitats and species within a relatively small geographical area. It is a county of marked contrasts, with the chalk habitats of the North Chilterns, the heathland and acid grassland of the Greensand Ridge and the woodlands and rolling countryside of the Ouse Valley. The fact that species such as adders, dormice and otters are all now expanding their ranges to varying degrees is something we should be proud of and testament to the work of the organisations and individuals involved, but we should not be complacent. There is much to be done, and these Biodiversity Action Plans set out the scale of that challenge very clearly. Only by continuing to work in partnership, putting the case for nature ever more strongly and clearly, can we hope to build on recent progress, bring the natural environment to the fore of the thinking of key decision- makers and reverse long-term declines. It summarises the status of the most threatened habitats and species in the UK and then sets out a series of actions to halt their decline and then reverse it. There are National Action Plans for 1150 species and 65 habitats.
