University of New York began a se- sics of project planning, accounting and other building-related issues. SBS spends about $3.5 million a year on such outreach. The programs have real results. When contractor Robert Parch- ment launched his plumbing and heating business in 1993, he tried drumming up business by word-of- mouth in his Harlem community. “I think the largest job I had was $35,000,” Mr. Parchment says. But after participating in the School Construction Authority’s mentor- ship program—which provides training, business contacts and bid- ding opportunities—he has won contracts as large as $2.8 million. His eponymous firm, which has about 15 employees, does $3 million worth of business in a typical year; projects include work at York Col- lege, PS 105 in Brooklyn, a police tow pound and an office building in Harlem with Forest City Ratner. “The mentorship program gave us an understanding of the way the construction industry actually works,” Mr. Parchment says. The biggest challenge now, he adds, is “establishing relationships outside of the SCA.” Good community relations of course, the city can’t require pri- vate companies to share its minori- ty contract goals unless it has a di- rect stake in the project, such as use of public land. Additionally, pub- licly bid projects must go to the low- est qualified bidder. Nonetheless, big developers have found it in their best interest to set targets for minor- ity contractors.

But it is not SALONS ARE HAIR TO STAY FANTASTIC SAMS HAIR SALONS has 174 franchises in Los Angeles, and at least 50% are minority-owned. That makes sense, given the city’s diverse population. The company has a similar goal as it tries to break into the New York City market. It’s not just diversity that drives Fantastic Sams. It’s business strategy. Industry studies show that Hispanics and African-Americans are potentially a more profitable consumer market than whites because they frequent salons more often and tend to buy more products. Also, purchasing power for African-Americans, Asians and Hispanics has tripled to $2.2 trillion from $700 billion in 1990, and by 2050, minorities will represent 50% of the U.S. population, according to U.S. Census data. “If we’re not targeting minority communities, shame on us,” says Scott Colabuono, chief executive of Fantastic Sams International Corp. of Beverly, Mass. In one case, an African-American Fantastic Sams franchisee in Lawrenceville, N.J., diversified his all-white clientele by hiring two black stylists, spreading the word in his own community at church and basketball games and using more minority-targeted marketing materials in the shop. “From September 2006 to May 2007, we had a $100,000 increase in revenue, and 75% of that bump came from new African-American clients,” says the franchisee, Boynton Weekes. Fantastic Sams is scouting for 60 locations across the five boroughs and another 70 in the region over the next five years, many in minority www.db.com neighborhoods. “We want to recruit franchisees who are in the communities we are targeting because insiders know how to get things done, they have street smarts, and they understand the culture of the community,” says Mr. Colabuono, who is working with developers to identify real estate Deutsche Bank Securities Inc., a subsidiary of Deutsche Bank AG, conducts investment banking and securities activities in the United States. Bedford-Stuyvesant and Crown MINORITY SUPPORT WAS CRITICAL WHEN MARK ELLIS went shopping for a franchise, one of his prime requirements was to find a company that was friendly to minorities. As a minority—he’s a native of Guyana—Mr. Ellis wanted to make sure that the franchise he invested in was going to be supportive and sensitive to his needs. That’s a challenging task, because most franchisors don’t have a long history dealing with minority franchisees. “Very few franchises, particularly the more affordable ones, have minority representation,’’ Mr. Ellis says. “Most are accustomed to dealing with one particular profile—white males—but I wanted to find a company that embraced diversity.” Mr. Ellis, 37, bought a ServiceMaster Clean janitorial and commercial cleaning franchise in Brooklyn last June after meeting an African- American franchisee. “He told me that the franchisor is actively trying to attract more minorities, and that he felt supported,” says Mr. Ellis. “That meeting cemented my decision.” ServiceMaster Clean, a 50- year-old Memphis, Tenn., franchisor with 4,500 outlets nationwide, has about 100 minority-owned franchises, with a handful of those in the New York City area. The franchisor sweetens the deal for minorities with a 15% discount on the $29,000 franchising fee. The company also offers a seven-year loan that covers up to 80% of the fee and the additional $12,000 startup costs. By day, Mr. Ellis is a New York City police officer, so he tends to his janitorial business at night. So far, he has signed up 10 clients and is grossing about $3,000 monthly. “There is a societal bias that a black male can’t be a successful entrepreneur,’’ says Mr. Ellis. “You’ve got to prove them wrong, and the best way to do that is to align yourself with a company that shares this philosophy.”

Echo Design Group Inc., which was included in the Top 25 list in 2006, declined to respond. New York area includes New York City and Nassau, Suffolk and Westchester counties in New York, and Bergen, Essex, Hudson and Union counties in New Jersey. Crain’s New York Business uses staff research, extensive surveys and the most current references available to produce its lists, but given the confidential nature of the information for many privately held women-owned companies, it is not possible to identify and include every company that would qualify for the list. To qualify for this list, a company must be a privately owned business headquartered in the New York area, and 51% or more of the business must be owned by a woman. Travel agencies are excluded. Information was supplied by the companies. In case of tied figures, companies are listed alphabetically under the same ranking number. Revenue figures are for calendar year except where noted. 2006 revenue figures are estimates for companies with fiscal years ending in May through December of this year and are actual for companies with fiscal years ending in January through April. 1-Full-time and full-time-equivalent, as of Dec. 31. 2-Florette Ungar Shaashua, Joan Ungar Levy, Denise Ungar Stern, Rita Ungar Moser. 3-Company estimate. 4-Fiscal year ends Sept. 30. 5-Fiscal year ends March 31. 6-Fiscal year ends April 30. BUSINESS CORPORATE LADDER Forest City exec gets Atlantic Yards gig on short notice PAGE 33 buck ennis

GOTHAM GIGS Mini-mascot DAVE PAYTON, 26, is 5-foot-3 and weighs about 115 pounds. That makes him perfect as Pee Wee the Seagull, the cartwheeling sidekick to Sandy the Seagull, the principal mascot of the Brooklyn Cyclones, the New York Mets’ minor league team. Mr. Payton earns $65 per appearance; he’s also a ticket taker and assistant tour guide at KeySpan Park. HEY, MACARENA! An actor for the past 17 years, Mr. Payton contacted the Cyclones for an office job. He was soon dressed as Pee Wee and doing the macarena in an audition. “I’m open to pretty much anything,” he says. HE OR SHE? According to the Cyclones, Pee Wee is Sandy’s adopted son. But Pee Wee’s gender is ambiguous. That’s fine by Mr. Payton, who says he likes to keep people guessing. BRING YOUR WIFE Mr. Payton enjoys his Coney Island gig, but like all minor leaguers, he longs for a call-up. “Mr. Met’s lonely—he’s been there since ’62,” he says. “It’s time to get him a bride.” —adrianne pasquarelli EXPERT OPINIONS WHAT’S NOVEL ON THE SUMMER BAR MENU?
