    MARYLAND PARKWAY CORRIDOR TRANSIT-ORIENTED DEVELOPMENT Existing Conditions and Needs Assessment April 27th, 2020 Foreword The Maryland Parkway Corridor Existing Conditions and Needs Assessment was developed in early 2020 prior to the broader spread of COVID-19 and the declaration of a global pandemic. As such, the report accurately reflects the conditions that existed within the study area prior to March 2020, but does not necessarily reflect the existing conditions or the “new normal” that is expected as the Las Vegas Valley, the nation and the globe emerge from the current crisis. Moving forward, it will be critical to supplement the observations and findings included within this report with observations, data and community input with regards to how behavior, public health provisions, and market conditions will be different over the coming months. The TOD Plans will also need to make assessments of what changes are likely to be temporary and what shifts may permanently impact how we live, work and play in this important corridor. Tropicana Ave. Las Vegas, NV APN#: 162-29-101-019 Dear Mr. Lerud: Pursuant to our meeting with you and the engineers at the Hampton Inn we are making a formal response to the proposed I-15/Tropicana Intersection conceptual plans. After reviewing your conceptual plans and overlaying the property lines, it shows our property is being reduced by over 30% in size. Moreover, we are losing a huge part of the south half. We are truly surprised why NDOT would not choose to contact us prior to starting any plans to get our input and find out what we have planned for the site. Prior to any notification from NDOT we have entered into a long-term 60-year commercial land lease to develop the property. The property is zoned H-1, MUD-1, Gaming Overlay. In the past we have had an unlimited gaming license in place and with the new development, it is preliminary, but will have a high-rise, full service hotel/casino/resort with unlimited gaming, race and sports book. In addition, and prior to any notice from NDOT we have entered into a long-term flag and management agreement. NDOT’s proposed conceptual plans make it impossible to develop our property to its highest and best use, and if implemented would render the entire site useless. Your conceptual design poses several problems to our development.

    YESCO Centennial Highlights 1920-2020 • 1920 Thomas Young borrows $300 from his father and creates the Thomas Young Sign Company. The company specializes in wall-painted advertisements, gold-leaf window lettering and coffin plates. • 1932 YESCO begins servicing Las Vegas. First clients include the Boulder Club, with its sign depicting a stein of flowing beer. Young would become credited with pioneering the use of neon in storefront advertising and building a national reputation for creativity. • 1942 Thomas Young, Jr., second generation, joins YESCO. • 1945 YESCO opens a branch in Las Vegas. • 1955 YESCO acquires Rainbow Sign Company of Southern Utah. • 1958 Silver Slipper and Golden Nugget neon spectaculars are designed and built by YESCO; the massive Stardust sign and fascia cover the entire front of the building with flashing light bulbs, neon tubing, simulated stars and planets against a painted lunar background. • 1959 A massive sign is designed, manufactured and installed for The Mint Hotel and Casino. Acknowledged as the electrical engineering classic sign of its time, the majestic sign’s curved and arched form towered 96 feet above “Glitter Gulch,” as Las Vegas’ Fremont Street was known. • 1962 YESCO designs, builds and installs a new sign for Snelgrove’s Ice Cream in Salt Lake City, featuring a fabulously popular rotating ice cream cone. • 1964 YESCO acquires Sierra Neon and Western Neon (which created the Welcome to Fabulous Las Vegas sign), and YESCO Reno installs the Palace Club and Harrah's Club spectaculars. • 1965 Three-dimensional Dee Burger clown signs designed by YESCO appear in Salt Lake City. • 1969 YESCO opens branch offices in Idaho Falls and Twins Falls; Thomas Young, Jr., is named president of YESCO.
