Re-assumption of Assessment Valuation Services for the Town of Pursuant to: (a) subsection 22(8) of The Assessment Management Agency Act; (b) SAMA Board Order dated July 7, 2006, respecting SAMA’s Reassumption of Assessment Valuation Services for a Municipality; and (c) the Town of Kerrobert having met the requirements of the Board Order referred to above, for SAMA’s consent to re-assume the responsibility for carrying out the municipality’s valuations and revaluations; the Board of Directors of the Saskatchewan Assessment Management Agency hereby provides its consent to SAMA’s re-assumption of the responsibility for carrying out the Town of Kerrobert’s valuations and revaluations, as of January 1, 2010. increaseD weight limits — Provincial highway No. 23 Reference: Increasing weight limits on sections of Provincial Highway No. 23.

Pursuant to clause 35.1(1)(d) of The Highways and Transportation Act, 1997. For the purpose of managing traffic on and protecting provincial highways, NOTICE IS HEREBY GIVEN that effective 12:01 AM, November 1, 2009, unless restricted by a Minister’s Order issued under clause 35.1(1)(a) of The Highways and Transportation Act, 1997, this Order authorizes any person, vehicle or class of vehicles to operate at the weights set for primary highways by The Vehicle Weight and Dimension Regulations, 1999, on Provincial Highway No. 23 from the junction with Provincial Highway No. 3 to the west boundary of SW1 48-12-W2M (south‑west quarter section of Section 1, Township 48, Range 12, West of the 2nd Meridian) east of Arborfield, with the exception of April, May and June of each year. This Order will remain in effect until June 30, 2012, unless sooner varied or rescinded.

The Municipalities Act [sections 53, 56, 57, 59, 61, 62 and 63] ______

Alteration of boundaries — between the town of DUCK LAKE and the rural municipality of DUCK LAKE NO. 463 1 Pursuant to sections 53, 56, 57, 59, and 61 of The Municipalities Act, the Council of the Rural Municipality of Duck Lake No. 463 has submitted an application to alter its boundaries to the Minister of Municipal Affairs. 2 Upon consideration of the application, the Minister is of the opinion that the municipalities affected will be viable entities following the alteration of boundaries. Therefore, the undersigned hereby orders, pursuant to sections 61, 62, and 63 of The Municipalities Act, that: (a) the boundaries of the Town of Duck Lake and the Rural Municipality of Duck Lake No. 463 be altered by withdrawing from the town and adding to the rural municipality the territory described in Schedule A; (b) Schedule B is conclusively deemed to be the legal description of the boundary of the Town of Duck Lake; and (c) the alteration shall take effect on and from the date of this Order. The Regional Health Services Act [section 10] ______

DESIGNATION OF FACILITIES OPERATED BY REGIONAL HEALTH AUTHORITIES AND HEALTH CARE ORGANIZATIONS Order No. 2009/32 1 Section 10 of The Regional Health Services Act provides that: 10 The minister may designate all or part of a facility operated by a regional health authority or a health care organization to one of the categories of facilities established in the regulations. 2 Section 3 of The Facility Designation Regulations provides that: 3 For the purposes of section 10 of the Act: (a) the following categories of facilities are established: (i) addiction treatment centre; (i.1) complex care centre; (ii) health centre; (iii) hospital; (iv) residential treatment centre; (v) special-care home; and (b) with respect to the hospital category, the following subcategories are established: (i) community or northern hospital; (ii) district hospital; (iii) regional hospital; (iv) provincial hospital; (v) rehabilitation hospital. 2236 THE SASKATCHEWAN GAZETTE, November 6, 2009

3 Subsection 13(2) of The Facility Designation Regulations provides that the Minister shall annually publish in Part I of the Gazette a notice setting out all amendments to the list described in subsection (1) that have been made within the preceding calendar year including, without limiting, the generality of the foregoing: (a) all additions of facilities or parts of facilities to the list; (b) all removals of facilities or parts of facilities from the list; and (c) all changes in the categories or sub-categories to which facilities or parts of facilities are designated. 4 For the purposes of section 10 of the Act, the facilities or parts of facilities operated by a regional health authority or health care organization listed in Column C of the attached Schedule “A” are designated to the corresponding category or subcategory of facility as set out opposite in Column F. 5 This order takes effect on October 19, 2009. EXTRACTS FROM THE RULES AND PROCEDURES OF THE LEGISLATIVE ASSEMBLY OF SASKATCHEWAN RELATING TO PRIVATE BILLS ______

PETITIONS 14(1) A petition to the Assembly may be presented by a Member at any time during the sitting of the Assembly by filing the same with the Clerk of the Assembly. 14(6) Petitions may be either written or printed; provided always that when there are 3 or more petitioners, the signatures of at least 3 petitioners shall be subscribed on the sheet containing the prayer of the petition. 14(9) No petition can be received which prays for any expenditure, grant or charge on the public revenue, whether payable out of the Consolidated Fund or out of moneys to be provided by the Assembly. NOTE: A form of Petition can be obtained on application to the Clerk of the Legislative Assembly. COMMITTEE RULING In cases where the proposed bill provides that the property to be used or occupied by the petitioner be exempt from taxation, either in whole or in part, the petitioner must file with the Clerk of the Assembly, along with the petition, a written statement from the local municipal authority in which the said property is situated approving the intent of the provisions of the proposed bill which provide for the exemption from taxation. PÉTITIONS 14(1) Les députés peuvent toujours présenter des pétitions à l’Assemblée pendant les séances en les déposant auprès du greffier de l’Assemblée. 14(6) Les pétitions sont écrites ou imprimées; s’il y a plus que 2 pétitionnaires, au moins 3 de ceux-ci inscrivent leur signature sur la feuille qui expose la requête. 14(9) Ne sont pas recevables, les pétitions qui demandent que soient faites des dépenses, des subventions ou des charges sur les revenus publics, y compris sur le Trésor ou sur des sommes allouées par l’Assemblée. AVIS — Un formulaire de pétition est disponsible sur demande auprès du greffier de l’Assemblée législative. PROJETS DE LOI D’INTÉRÊT PRIVÉ 75(1) Deux exemplaires des pétitions introductives de projets de loi d’intérêt privé sont déposés auprès du greffier de l’Assemblée dans les vingt jours de séance de l’ouverture de la session. 75(2) Seules sont recevables par l’Assemblée les pétitions introductives de projet de loi d’intérêt privé qui sont présentées dans les vingt-cinq jours de séance de l’ouverture de la session. 75(3) Les projets de loi d’intérêt privé ne peuvent être déposés à l’Assemblée que dans de les trente jours de séance de l’ouverture de la session. 76(1) Les personnes qui demandent un projet de loi d’intérêt privé déposent auprès du greffier de l’Assemblée, outre la pétition connexe, 2 exemplaires du projet de loi qui portent les notes marginales ainsi qu’un chèque visé payable au ministre des Finances, au montant de deux cent cinquante dollars si le projet de loi est composé d’au plus dix pages; ce montant est majoré de quinze dollars par page supplémentaire. Une page est réputée renfermer quatre cent cinquante mots. 76(2) Si le projet de loi prévoit la constitution d’une société, le récépissé des droits réglementaires donné par le registraire des sociétés par actions est également déposé auprès du greffier de l’Assemblée. 77 L’Assemblée ne peut ordonner la remise totale ou partielle des dépôts relatifs aux projets de loi d’intérêt privé, sauf recommandation du comité chargé d’étudier le projet en question ou si celui-ci est retiré ou rejeté ou encore n’est pas rapporté. Les dépenses réelles sont déduites du dépôt avant de le remettre. 79(1) Toutes les pétitions introductives de projets de loi d’intérêt privé à l’adresse de la Législature nécessitent un avis qui expose clairement la nature et l’objet de la demande et qui est signé par les requérants et en leur nom, avec mention de l’adresse des signataires. Les dispositions de ces projets de loi qui ne se conforment pas à la formule-type sont indiquées et imprimées entre crochets. 83 Une copie conforme de l’accord est annexée aux projets de loi portent ratification d’un accord, qui sont déposés auprès du greffier de l’Assemblée. dÉcision en comitÉ Dans les cas où la proposition de projet de loi prévoit que les biens devant être utilisés ou occupés par le requérant soient exempts d’impôts, que ce soit dans leur ensemble ou partiellement, le requérant devra déposer au bureau du greffier de l’Assemblée en plus de sa pétition, une déclaration par écrit des autorités municipales locales où se trouvent les biens en question approuvant l’objet des dispositions de la proposition de projet de loi qui prévoit l’exemption d’impôts. Le nom du député qui présentera la pétition et le projet de loi doit être fourni au greffier de l’Assemblée lors du dépôt de la pétition. Il est entendu que le député en question ne peut être un membre du Cabinet.
