Controversial issues have stimulated participation in political activities and have even split the tribe into political factions. The younger generations have challenged the leadership and power control of old line politicians. Within a short time, many members of the tribe have become skill-full parliamentarians, able speakers, shrewd party organizers, election managers, etc. Comparatively few, however, have ready knowledge of the treaties, legislative laws, and other legal regulations which directly and specifically regulate and affect the affairs of the Crow Tribe and its members. No other tribe, perhaps with the exception of the Osages, has been the subject of so many treaties, agreements, Acts of Congress, etc. than the Crow Tribe. The purpose of this booklet is to make available to the members of the Crow Tribe, and other interested parties, a ready reference or handbook on specific treaty and legislative laws and other legal regulations directly affecting the affairs of the Crow Indians. In order to keep it to a pamphlet size and easy to read and understand this handbook is written in outline or summary .form. -

A Buyer’s Guide To Montana Water Rights By Stan Bradshaw Trout Unlimited, Montana Water Project A Cautionary Tale his tale is based on real events. I’ve just changed the names, details of the water right, the specific facts of the dispute, T and the location to avoid undue embarrassment to anyone. In 2002, Michael Hartman looked at a ranch for sale on a major tributary in the upper Missouri river basin. It was 1100 acres with frontage on a trout stream, and it had an active sprinkler-irrigated hay operation on 160 acres. When Hartmann was negotiating the deal, the realtor produced a water rights document entitled “Statement of Existing Water Right Claim” (“Statement of Claim” for our purposes). It included a water right number, identified a flow rate of 10 cubic feet per second (cfs), and 320 irrigated acres, complete with a legal description of the acres irrigated. It seemed like a great deal—nice property right on a famous trout stream, and a whole lot of water rights to work with. What’s not to like? So he bought it. After moving on to the land, Hartman looked at the acres claimed for irrigation in the Statement of Claim, located the 160 acres that weren’t currently being irrigated, and embarked on plans to start irrigating them. When he walked the land, he didn’t notice any sign of ditches or headgates on the quarter section he wanted to irrigate, but he figured, “Hey, it’s listed on the water right, so I have the water for it.” He approached the Natural Resources Conservation Service (NRCS) about cost sharing a new center pivot on the land and putting a pump into the ditch serving the other 160 acres, and they seemed interested. -

The pain experience of traditional Crow Indian by Norma Kay Krumwiede A thesis submitted in partial fulfillment of the requirements for the degree of Master of Nursing Montana State University © Copyright by Norma Kay Krumwiede (1996) Abstract: The purpose of this qualitative research study was to explore the pain experience of the traditional Crow Indian people. An understanding of the Crow people's experience of pain is crucial in order to provide quality nursing care to members of this population. As nurse researchers gain understanding of these cultural gaps and report their findings, clinically based nurses will be better equipped to serve and meet the unique needs of the traditional Crow Indian. Ethnographic interviews were conducted with 15 traditional Crow Indians currently living on the reservation in southeastern Montana. The informants identified themselves as traditional utilizing Milligan's (1981) typology. Collection of data occurred through (a) spontaneous interviews, (b) observations, (c) written stories, (d) historical landmarks, and (e) field notes. Spradley's (1979) taxonomic analysis method was used to condense the large amount of data into a taxonomy of concepts. The taxonomy of Crow pain evolved into two indigenous categories of “Good Hurt” and “Bad Hurt”. The Crow view “good hurt” as being embedded in natural life events and ceremonies, rituals and healing. The Crow experience "bad hurt” as emanating from two sources: loss and hardship. The Crow believe that every person will experience both “good hurt” and “bad hurt” sometime during their lifetime. The Crow gain knowledge, wisdom and status as they experience, live through, and learn from painful events throughout their lifetime. -

His spiritual vision quest as a young man showed him that cooperation with the coming White settlers was the only way to survive, and he led the Crow people through the assimilation of the reservation period. -

In 1979, the State of Montana commenced a comprehensive, general, state-wide adjudication of the rights to the use of water within the State of Montana, including all federal reserved and appropriative water rights, pursuant to Title 85, Chapter 2 of the Montana Code Annotated. Reserved Water Rights Compact Commission Negotiation 2. In 1979, the Montana Legislature stated its intent that the State of Montana attempt to conclude compacts for the equitable division and apportionment of waters between the state and its people and the federal government claiming reserved waters within the state. -

MEETING NOTES Yellowstone River Compact Commission Technical Committee Spring Meeting Conference Call and Go To Meeting April 12, 2011 The meeting was called to order at 9:00 a.m. by Jodee Pring. 1. Introductions Those on the call introduced themselves to the group. A listing of those participating on the call along with their contact information can be found at the end of these minutes. 2. Additions to Agenda Mary Sexton requested that item 12 on the agenda “Forming discussion for December Commission meeting on Federal Chair role – voting” be moved to the beginning of the agenda. All agreed to this change. 3. Forming discussion for December Commission meeting on Federal Chair role – voting Mark Anderson, Federal Chair, stated he was preparing a presentation to be given at the December full Commission meeting and would like to defer this discussion until that time. Mary Sexton agreed and stated that Montana would bring the information they had concerning this topic to the December meeting. 4. Hydrologic Update - MT and WY USGS Wayne Berkas, with the MT USGS, gave a PowerPoint presentation on the different gages in the basin and discussed each one briefly. Cerda August 6, 2020 video The Evolving Legal World of Water: Judicial Rulings, Federal Regulations, and State Initiatives The set of videos from Western Water Resources Association began with a Table Talk Welcome and Comments by Commissioner Brenda Burman, Director of U.S. Bureau of Reclamation, she made opening remarks about the 90-year relationship between NWRA and BoR. The Bureau of Reclamation has focused on a multipurpose approach to water resource development that includes recreation. Reclamation projects include approximately 6.5 million acres of land and water that is, for the most part, available for public outdoor recreation. Reclamation also assists local communities in attracting recreation-related investments and involves local citizens in the decision making process. As a result, recreation developments meet public needs and expectations The BoR has a new hashtag, #waterheroes. Among some of the issue brought up: ● The cost of infrastructure is going up and reinvesting is a priority. ● To make water supply more available. ● The Bureau has dozens of water projects, 14-major projects on the Columbia River. Coley Dam, Cle Elum, to help fish go to Pacific Ocean; title transfers; ● St. Mary Canal in the Midwest, from Montana to Texas; ● Arkansas Valley Conduit; ● Drought Contingency Plans in case the water in Lake Mead fall below certain levels; ● The Oakes Test Area and Emery County Projects; ● Pojoaque Water Basin Project in New Mexico; ● Water supply more reliable in California on Klamath River; increasing storage in California Kern-Friant Canal; Los Vaqueros fo greater storage; WaterSMART Program with Congressional help across the West; Dam Safety is another priority The second part of the presentations was detailing some of the major water issues. -

INTRODUCTION While there is no doubt that water is a cornerstone of life,2 water to many North Dakotans has often been both a blessing and a curse.3 From floods, droughts, and the failure of municipal water systems, to arguments both for and against the diversion of water from some of the state’s major bodies, North Dakota is not a stranger to water conflict.4 The disputes have involved the Devils Lake outlet,5 proposals to divert water from the Missouri River to supply the Red River Valley,6 and addressing issues of water shortage in the western part of the state.7 The debates have occurred between neighbors,8 between North Dakota and 1. -
