INTRODUCTION Capital punishment, one of America's most prominent vestiges of slavery and racial violence, is flourishing once again in the United States. After a moratorium on executions in the 1960s and '70s, the execution of human beings by the state has become "routine." Over 3,000 men, women and children are on death rows throughout the nation waiting to be electrocuted, injected, shot, hung or gassed.1 Those being executed and awaiting their deaths are no dif- ferent from those selected for execution in the past: virtually all are poor; about half are members of racial minorities; and the overwhelming majority were sentenced to death for crimes against white victims.2 Many suffer from severe mental impair- ments or limitations and many others were the victims of the most brutal physical, sexual and psychological abuse during their childhoods.3 The death penalty was declared unconstitutional in 1972 due to arbitrariness and discrimination against racial minorities and the poor.4 New capital punishment laws, supposedly designed to prevent arbitrariness and discrimination, were upheld by the 1. -

Kelly Christopher Marlowe and the Golden Age of England Poet, spy and playwright, Christopher Marlowe was the embodiment of the Elizabethan Golden Age. Marlowe’s work was the product of his ‘Erasmian,’ or Christian humanist, education, the state of affairs in England and his own ability and readiness to satirize the world around him. Marlowe and his fellow contemporaries were a testament to the development of English drama, its pinnacle at the end of the English Renaissance and its eventual decline and suppression at the outbreak of the English Civil War. Their work is historically important because it illustrates, in addition to the development of English theatre, the dramatic political and social events of the time through the public medium of the playhouse. Specifically, the development of the theatre helps explain key features of the English Renaissance such as the creation of English self-identity, adoption of humanistic ideal, the advancement of English over Latin, the role of religion, the intellectual development of a people and parliament and their gradual alienation from the monarchy, the ultimate assertion of parliamentary power, and Civil War. Furthermore, the development of commercial playwriting, acting, stage management and private investment in theatres, an aspect of life today taken for granted, began during this Golden Age in English drama. The history of English playwriting and performance stretches back to at least the ninth century trope ‘Alle Luia’ sung at Easter masses. However, post-classical Christian ritual performance itself probably developed from the ritualistic repetitions of the Empirical Roman Senate.1 This tradition, established in the Church at some point during the early formation of Roman successor states, likely spread to England from Spain, via Ireland, through missionaries. -

Crime and the fear of crime rank as the most important issues in public opinion polls. Some communities resemble war zones where gunshots ring out every night. Other cities struggle to create islands of civility amid threats to public order posed by low-level criminal behavior that eludes traditional measures. Appropriately, public policymakers and administrators in the criminal justice system are responding to the issue of crime in all its complexity. Every aspect of the infrastructure of our traditional criminal justice policy is undergo- ing fundamental rethinking. Our approaches to policing, adjudication, sentencing, imprisonment, and community corrections are changing in significant ways. Indeed, communities that are suffering from crime are changing their interactions with the agencies of the criminal justice system as the concepts of community policing, community prosecution, and community justice take on real meaning in cities and towns around the country. This combination—a sense of urgency on the part of the public and a rapidly changing policy response—creates a compelling need for policy-relevant research. When Attorney General Janet Reno addressed the American Society of Criminology at its annual meeting in November 1994, she challenged Society members to translate their re- search findings into recommendations that would benefit the practitioners and policymakers who confront the issues of crime and justice. The reports presented in these pages are the response to that challenge. -

Kit Marlowe Each term when I teach early modern non-Shakespearean drama and we get to the unit on Christopher Marlowe, I suggest Charles Nicholl's riveting bookThe Reckoning (1992). Bleary-eyed students curse me for it the next week, having found themselves unable to sleep or do any other homework until they have read it breathlessly through. Park Honan's Christopher Marlowe: Poet and Spy will not have readers paging through it in a similar fever. Rather Honan's is a book to be pored over, as he attempts to paint, in words, a portrait of the fleering--perhaps atheistic, perhaps homosexual--poet-spy to complement the mysterious painted one that constitutes the frontispiece to his book. That portrait of a gentleman in fashionable dress, with a shock of unkempt hair and an arrogant demeanor (found in 1952 at Marlowe's alma mater, Corpus Christi College, Cambridge University), occasions one of Honan's many digressive attempts to ferret out any aspect of the young man's brief but violent life that may reveal something about his origins as poet and/or spy. In the introduction to the chapter devoted to Marlowe's entry into espionage, under Elizabeth's I's spymaster, Sir Thomas Walsingham, Honan abruptly shifts into an eight-page discussion of the history of the painting and the case both for and against it as a representation of Marlowe. -

CELEBRATING HERITAGE CELEBRATING HERITAGE Andrew Dawson, The Marlowe’s Head Of Artistic Production, talks about the importance of bringing the voice of the past into our own age. “The dead are not absent, they are just invisible”. These were the deliciously haunting words of St Augustine that Hillary Mantel invoked to begin her recent Reith lectures, indicating how the voices of the past continue to whisper invitingly to artists of our own age. Or so it would seem. Perhaps to be more exact, we should note that, while their writings and great works may have come down to us, preserved by careful custodians, most conversations and interactions with the everyday are inevitably absent. It is this absence, therefore, that gives space to the imagination. As Mantel goes on to point out, in her stirring defence of historical fiction, “history is not the past but the method we have devised in organising our own ignorance about the past”. Creed Of Spies started with the listed facts drawn from the tireless work of heroic historians like William Urry and then imagination was used to fill in the gaps, this was not to claim verisimilitude or historical accuracy, but to bask and revel in the wonders of exploring history’s unknowns. History’s inevitable gaps and its partial nature - invite our imagination into these breeches. History and creativity are complementary disciplines and it is this driving conviction that lies behind The Marlowe’s work to champion the celebration of heritage, ensuring that the voices of tomorrow are fired by the muses of yesteryear.
