Mayor Clarkson called the Regular Meeting to order at 1:00 p.m. and Councillor Pearson led Council in prayer which was followed by the National Anthem.

1. Adoption of Minutes a) Regular Council Meetings of May 7, 2013 and May 14, 2013

4. Delegations a) Ken Doherty and Brigid Ayotte, Sustainable Peterborough Re: Sustainable Peterborough Update

Ken Doherty distributed copies of the 2012 Sustainable Peterborough Report Card. Brigid Ayotte and Ken Doherty provide the history of Sustainable Peterborough and noted there have been a number of accomplishments in 2012. Ken Doherty provided an overview of the implementation structure and explained the roll of the Coordinating Committee. Brigid Ayotte advised that the 2012 Annual Report highlights the sustainable activities of the City and County noting that this report will be used as a marketing and communication tool. She explained that there is much more information availalble from the Sustainable Peterborough website. She complimented the Township on their success in waste management reduction in 2012.

Brigid Ayotte and Ken Doherty highlighted the priority actions for agriculture and local food, climate change, cultural assets, economic development and employment, energy, healthy communities, land use planning, natural assets, transportation, waste and water and provided key accomplishments for each area. Mr. Doherty encouraged Trent Lakes to create a municipal cultural plan. He explained that a working group is being formed with participants from various municipalities who will be working together to create a cultural plan for each municipality.

Mr. Doherty noted the success of the low flow toliet rebate program in Peterborough and Mayor Clarkson requested information on the program. Ms. Ayotte highlighted the sustainable opportunities for 2013.

6. Staff Reports and Committee Minutes

6-1 Public Works Reports a) Ivan Coumbs, Public Works Superintendent Re: Departmental Update

Ivan Coumbs, Public Works Superintendent, explained that roadway sweeping should be completed by end of next week, gravel has been placed on North Salmon Road and brushing continues in the Sumcot area. Council noted there is still quite a bit of dust on the roads even after sweeping. Mr. Coumbs confirmed that water as part of the sweeping process but rain is needed to wash the final dust off the road. Council noted the gravel build up along the side of the road is resulting in the edges being higher than the road. Mr. Coumbs explained that these areas will be graded and the excess gravel removed.

Carried b) Steve Brockbank, Deputy Fire Chief Re: February, March and April Statistics

Deputy Chief Brockbank explained that their were 96 calls in April. He explained that the statistic report is being revised to include the total number of calls to date.

6-3 Administration Reports a) Pat Kemp, CAO Re: Buckhorn Regional Health Centre Committee

Pat Kemp, CAO, explained that the Office Manager had taken on many of the responsibilities that were previously looked after by the Buckhorn Regional Health Centre Committee. The Committee has advised that there is no longer a need for this committee.

That Council receive the report from the CAO and authorize the Mayor and Clerk to execute a By-law to repeal By-law B2009-10. Being A By- law to Establish the Buckhorn Regional Health Centre Committee, and further

That the appointment By-law be amended to delete the representatives of the Buckhorn Regional Health Centre Committee, and further

That the Committee members be invited to attend the next Council meeting to be formally recognized for their efforts..

Carried b) Pat Kemp, CAO Re: Terms of Reference - Economic Development Committee

Pat Kemp, CAO, explained that Council requested that the Terms of Reference for the Economic Development Committee be provided for their review. Council expressed concern that the document refers only to tourist businesses and should reflect all businesses as there are many that are not related to tourism. It was noted that the purpose of the Committee should include providing a link to the GPAEDC. Ms. Kemp explained that the GPAEDC does have a representative on this committee.

That Council receive the report from the CAO respecting the Terms of Reference for the Economic Development Committee for their information.

Carried. c) Pat Kemp, CAO Re: 9-1-1 Project

Pat Kemp, CAO, explained that Council directed staff to investigate the issues regarding 9-1-1 addresses. It was felt that if Canada Post was requiring residents to change their mailing address, this would be the appropriate time to make changes to the 9-1-1 system. Council expressed that according to the By-law, only habitable dwellings are to have a 9-1-1 number but emergencies can happen at non-residential locations as well. Council determined that 9-1-1 numbers will remain at any place of business and any signs currently located on vacant

property will be removed..

Council discussed the high, medium and low priority issues noting that the low priority issues involve correcting the odd/even numbering. The Fire Department only has time to correct the high and medium priority issue in the areas affected by the Canada Post changes prior to the June 21, 2013 changeover date. Council determined that in this area if there are high and medium priority issues on a road the numbering will be corrected. Any roads that only require renumbering will not change at this time.

That Council directs staff to undertake to correct only the high and medium priorities in the area affected by the Canada Post change, namely RR 1 Peterborough and Lakefield, and that all 9-1-1 signs be removed from vacant properties and remain on non-residential properties.

Carried. d) Pat Kemp, CAO Re: Revenue Sharing

Pat Kemp, CAO, explained that the County of Peterborough is proposing revenue sharing for the WEEE program. The municipality could receive $10,880.00 in revenue in 2013. Mayor Clarkson requested that the CAO find out where the WEEE material is stripped.

Carried. e) Pat Kemp, CAO Re: Property Standards Bylaw

Pat Kemp, CAO, explained that the Economic Development Committee

passed a resolution requesting Council to review the Property Standards By-law. She explained that if the municipality is to be more pro-active with Property Standards more staff time is needed. Council expressed that the By-law Enforcement Officer should have the authority to act even if there is not a complaint and this should be added to the By-law. The CAO was directed to revise the By-law to include a process for proactive property standards enforcement.

That Council directs staff to revise the Property Standards By-law to include a process for proactive enforcement, allowing the By-law Enforcement Officer to act on a property standards violation without a complaint being received in addition to acting on property standard complaints.

Carried. f) Pat Kemp, CAO Re: BRHC Garden and Lawn Maintenance

Pat Kemp. CAO, explained the proposal from Claudette Vanstone for the maintenance and revisions to the gardens at the Buckhorn Regional Health Centre. In addition, the lawn at the Buckhorn Regional Health Centre needs to be cut. Mr. Richardson has indicated he will cut the grass.

That Council concur with the recommendations of Claudette Vanstone for the maintenance of the gardens at the Buckhorn Regional Health Centre as outlined in the report from the CAO, and further

That both Ms. Vanstone and Mr. Richardson be paid $17.00 per hour for the garden maintenance and grass cutting respectively at the Buckhorn Regional Health Centre.

Carried. g) Pat Kemp, CAO Re: Buckhorn Sports Pad Grant (Verbal Report)

Pat Kemp, CAO, explained that the Township was successful in obtaining $6,000 in funding for the blinds at the Buckhorn Sports Pad. Funding was not approved for the basketball nets. Due to the potential for non-sporting events at the sports pad, there is a need for additional exits and security lighting. There is an opportunity for additional funding for this work and Council direction is required whether or not to apply for this funding.

Mike Zimmer, CBO, explained that the Buckhorn Sports Pad will also require a change of use as required in the Building Code in order to permit non-sporting events at this facility. A list of all possible events at this facility has been requested from the Sports Pad Committee in order that the occupancy can be established for each type of event as required under the Building and Fire Code.

Council discussed the list of items as proposed at the meeting with the Lakehurst Hall Board. Council was advised that the first priority is the parking lot which will proceed this year. The balance of the list will be prioritized by the Board and brought back to the Committee this fall for further discussion.

A BY-LAW TO CONFIRM THE PROCEEDINGS OF THE REGULAR MEETING OF COUNCIL HELD MAY 21ST, 2013

The Council of The Corporation of the Municipality of Trent Lakes hereby enact as follows:

1. That the actions of the Council at the Regular Meeting on May 21st, 2013, in respect to each motion, resolution and other action being passed and taken by the Council at its said meeting are, except where prior approval of The Ontario Municipal Board is required, hereby adopted, ratified and confirmed.

2. That the Mayor and proper officers of the Municipality are hereby authorized to do all things necessary to give effect to the said action or obtain approvals where required, and to execute all documents as may be necessary in that behalf and the Clerk is hereby authorized and directed to affix the Corporate Seal to all such documents.

WEEKLY TASKS

• Cut grass on weekends when Center is closed so as not to disturb staff and patients • Trim edges of grass around gardens and parking area • Rake excess grass and leaves as required • Blow driveway and sidewalk clear of grass, sand and any debris • Empty cigarette stand • Take action to tidy up or remove anything that shouldn't be there

TIME LINE

• Approximately 1.5 hours a week

ADVANTAGE OF MY SERVICES

• Supply gas mower, blower and trimmer • Charge only for the time I am at the job and not for my travel time • Pro-active to do other tasks as needed in order to keep the facility looking neat and tidy

SALARY REQUIREMENTS

$20.00 an hour. I will submit a bill for my hours at the end of the season. This covers the cost of my labour and the wear and tear of my equipment and fuel costs

The meeting was held at the Galway Hall. Visitors and members began arriving around 2.00 p.m. and were encouraged to look at the genealogy display prepared by Barbara Cain. It was well worth looking at and Barbara’s Cain family tree was prominently displayed and showed what information can be found regarding your ancestors. At 2.30 p.m. Rhonda Smith welcomed the visitors and members to our Annual Meeting. She introduced Guy Scott. After a couple of interesting stories, Guy introduced our speaker, Dorothy Duncan, who’s topic for the meeting was “From Cork to Canada – Challenges and Celebrations of the Peter Robinson Settlers”. She spoke about the food they gr ew, how they prepared it and also had prepared some tasty samples. Her talk was very interesting and enjoyed by all in attendance. After Dorothy Duncan’s talk, refreshments were served.

The meeting was called to order at 3.40 p.m. with 14 members attending. MINUTES OF THE ANNUAL MEETING HELD ON MAY 6, 2012 – Gerry Lescombe Motion by Gerry Lescombe that the minutes be accepted as read. Seconded by Madeline Pearson. Motion carried.

BUS TOUR - September 21, 2013 It was suggested that the tour be of the Peterborough area. Madeline Pearson will check and see if Lang Pioneer Village could be opened for the tour as they normally close after Labour Day. Jeannette Caswell suggested the Curve Lake Cultural Centre. Al Brunger proposed that we have Elwood Jones, of the Trent Valley Archives who has been doing tours around Peterborough do our tour re: Industrial Sites.

He was also asking for information about the Moonraker Settlement. Hiscocks in Harvey Township who originally came from Yorkshire, England.

BY-LAW No. B2013-047

A BY-LAW TO AMEND BY-LAW B2012-038 AS AMENDED, BEING ‘A BY-LAW TO ESTABLISH, MAINTAIN AND REGULATE THE DISPOSAL OF GARBAGE AND OTHER REFUSE AT THE TRANSFER STATION FACILITIES OWNED BY THE CORPORATION OF THE TOWNSHIP OF GALWAY-CAVENDISH AND HARVEY’

WHEREAS the Council of The Corporation of the Township of Galway-Cavendish and Harvey on July 17, 2012, passed By-law B2012-038, being ‘A By-law to Establish, Maintain and Regulate the Disposal of Garbage and Other Refuse at the Transfer Station Facilities Owned by The Corporation of the Township of Galway- Cavendish and Harvey’;

AND WHEREAS Council deems it desirable to amend By-law B2012-038,

NOW THEREFORE the Council of the Corporation of the Municipality of Trent Lakes hereby enacts as follows:

1. That Section 25 of By-law B2012-038 be hereby deleted and replaced with the following:

25. Two Waste Disposal Passes shall be issued with the interim and final tax bills. The Waste Disposal Pass issued with the final tax bill in 2013 shall be valid from September 1, 2013 to March 31, 2014. Therein after the Waste Disposal Pass issued with the interim tax bill shall be valid April 1 to September 30 of the same year and the Waste Disposal Pass issued with the final tax bill shall be valid from October 1 of the current year to March 31 of the subsequent year.

Landlords are responsible for ensuring their tenants receive a Waste Disposal Pass.

2. That Section 30 of By-law B2012-038 be hereby deleted and replace with the following:

30. Twice a year residential taxpayers will receive, with their interim and final tax bill, a Garbage Usage Card for the disposal of residential household garbage. Combined, the two Garbage Usage Cards allow users to dispose of up to 52 bags of household garbage at no additional cost per calendar year. The Garbage Usage Card issued with the final tax bill in 2013 shall be valid from September 1, 2013 to March 31, 2014 and permit the disposal of up to 30 bags of garbage. Therein after, the Garbage Usage Card issued with the interim tax bill shall permit the disposal of up to 26 bags of garbage from April 1 to September 30 of the same year and the Garbage Usage Card issued with the final tax bill shall permit the disposal of up to 26 bags of garbage from October 1 of the current year to March 31 of the subsequent year.

3. That Section 39 of By-law B2012-038 be hereby deleted and replace with the following:

39. Additional Garbage Bag Usage Cards can be purchased at the Township Office or the Transfer Stations at a cost of $30.00 for a card valid until March 31, 2014 and for $26.00 therein after.

4. That Section 41 of By-law B2012-038 be hereby deleted and replace with the following:

41. A Garbage Usage Card will be provided to new residential property owners during the year and prorated for the balance of the current Garbage Bag Usage Card period. New residential property owners must provide confirmation of purchase of a property and are responsible for contacting the Township office to arrange to receive a Garbage Bag Usage Card.

5. That Section 42 of By-law B2012-038 be amended to add the following:

42(a). WEEE electronics are accepted at the Bobcaygeon and Buckhorn Transfer Stations free of charge and must be placed in the designated area. Polystyrene (Styrofoam) is accepted free of charge at some Transfer Stations as determined by the County of Peterborough and must be placed in the designated area.

6. That Section47 of By-law B2012-038 be hereby deleted and replace with the following:

47. Brush and yard waste are accepted at all Transfer Stations. A list of acceptable and non-acceptable items is outline in Schedule ‘H’. There is no charge for the disposal of brush. Yard waste is subject to a tipping fee as outlined in Schedule ‘A’.

7. That Schedule ‘A’ of By-law B2012-038, as amended by By-law B2012-057 be deleted and replaced with the attached Schedule ‘A’.

8. That Schedule ‘H’ of By-law B2012-038, be deleted and replaced with the attached Schedule ‘B’.

9. That Schedule ‘I’ of By-law B2012-038 be deleted and replaced with the attached Schedule ‘C’.

10. This By-law amendment shall come into full force and effect on June 4, 2013.

A BY-LAW TO AUTHORIZE THE MAYOR AND CLERK TO EXECUTE AN AGREEMENT BETWEEN THE CORPORATION OF THE MUNICIPALITY OF TRENT LAKES AND THE GREATER PETERBOROUGH BUSINESS DEVELOPMENT CENTRE INC. COMMUNITY FUTURES DEVELOPMENT CORPORATION FOR THE PURCHASE AND INSTALLATION OF BLINDS AT THE BUCKHORN SPORTS PAD

WHEREAS Section 8 of the Municipal Act, 2001, S.O. 2001, c. 24 states that a municipality has the capacity, rights, powers and privileges of a natural person for the purpose of exercising its authority under this or any other Act;

AND WHEREAS the Council of the Corporation of the Municipality of Trent Lakes deems it desirable to execute an agreement with The Greater Peterborough Business Development Centre Inc., Community Futures Development Corporation for the purchase and installation of blinds at the Buckhorn Sports Pad.

NOW THEREFORE BE IT RESOLVED that the Council of the Municipality of Trent Lakes of hereby enacts as follows:

That the Mayor and the Clerk are hereby authorized to execute an agreement between the Corporation of the Municipality of Trent Lakes and with The Greater Peterborough Business Development Centre Inc., Community Futures Development Corporation for the purchase and installation of blinds at the Buckhorn Sports Pad.

1. That this by-law will take effect on the date of passing.
