Introduction

The Tongshanahongyang^Puqi Highway of National Highway Project U in Hubei Province is a part of the NationalHighway Project IV in Hubei Province(World Bank loanproject), belonging to the povertyregion helping projects of World Bank loan.It has been listedin the WE Loan Projectsin commercialyear of 1999with theSouthern Section of the Jingzhu National Trunk Line Project in Hubei Province. TongshanxChongyang-PuqiHighway of NationalHighway Project IV in Hubei Provincesituated in the southeasternpart of HubeiProvince. It passes TongshanCounty, Chongyang County, and Puqi City of XianningPrefecture in HubeiProvince, see the geographicallocation map of the project (Figure1). The routestarts from Xinqiaoof heigangTownship at the east of TongshanCounty , extendingwestwards to ChongyangCounty (this sectionhas been involvedin the NationalHighway No. 106 ), from thereon, extendingnorthwestwards to Puqi City, the endingpoint is the Puqi interchangeof Southern Section of Jingzhu Line. The total length of the proposedTongshan -hongyang-Puqi Highway is 95.245km,including 22.31km new road in short sections, 59. 95km renovated road, and 15.985km original road. Whole line of the road is designed as Class 2 highway. Section K0+000-K57+000and K85+000-K95+245 base on standard of designing vehicle speed of 80km/h, with a length of 67.245km. Section K57+000-K85+000bases on standard of designing vehicle speed of 40km/h, with a length of 28km.

The EIA Standards for Tongshan-Chongyang-Puqi Highway of National Highway Project TV in Hubei Province are as follows: (1) The acousticenvironment quality is judgedby 'Standardof EnvironmentalNoise of Urban Area (GB3096-93)".See Table 1-1.For schools,observe class I . (4) For the aspect of ecological environment, lead ( Pb) in soil is judged by the " Environmental Quality Standard for Soils (GB15618-1995)' class 2, and crops quality is judged by the ' Hygicnic Standards for Limitation of Pb in Food,(GB14935-94)",issued by NEPA. This environmental protection action plan is prepared to implement the environemental protection measures set forth in the " Environmental Impact Statement for the Tongshan 'Chongyang-Puqi Highwayof National HighwayProject IV in Hubei Province', to prevent or mitigate the negative impact caused by the project. This action plan is made based on the features and actual situations of the construction project as well as the 'Environmental Impact Statement for the National HighwayProject a in Hubei Province' and the reference materials provided by the World Bank.

1.1 Main conclusions of the EMAreport 1.1.1 Assessment Conclusion of the Current Situation of the Envœirnment (1) Farm crops (vegetables) and soil environmental quality along the route have not polluted by Pb yet. Organic matters content of soil is met the mediumor lower level in the average

3 level of Hubei Province. (2) Amongthe 7 acoustic monitoring spots (villages or schools) along the route, except Tongyang No.3 Primary School and Tiancheng Middle School, allother spots satisfied pertinent class of GB3096-93 noise standard. As to Tongyang No.3 Primary School, for it is locating at the street side of TongyangTown North Street, noise from present traffic and trade center has made the school seriously beyond standard already. (3)There are 5 rivers and 1 reservoir in the assessment scope. Amongthem, water quality of 3 rivers and 1 reservoir (Tongshan River, Lushui River, Lushui Reservoir) meets Class I of original standard, which is better than the Class I of present excecuting standard (GB3838-88). While water quality of other 2 rivers (Fushui River, Baini River) meets Class lV of original standard, which is a little beyond Class I of present excecuting standard (0G3838- 88), the major beyond standard item is organic matter which is caused by organic pollution. (4) Ambient airquality along the route is quite good, 4 air monitoring spots distributed in town, village or school all satisfied class 2 in Ambient Air Quality Standard ( GB3095-1996).

1.1.2 Predicton and AssessmentConclusion of Envronmntal Impact 1.1.2.1 Stages of Design andConstruction (1)The impacts upon the ecological environment during highway construction are the occupation of farmland, damage to vegetation, and loss of water and soil. They can be alleviated if environmental protection measures are undertaken, such as the reasonable seiection of route alignment, the timely recovery of farmland and the building of intercepting ditches, retaining walls and settling basins. (2) As to the impact upon the surface water environment during construction, if the EP administration and education are strengthened, rational construction procedures are adopted in bridge construction, and measures are carried out at toll managementstations, the quality of surface water will not be obviously polluted. (3)The impacts upon acoustic and air environmental quality during construction are mainly thenoise of construction machinery, dust and asphalt smoke pollution. The environmental quality of sensitive spots, such as villages and schools along the route will not be affected to a great extent if construction time and locations of asphalt concrete mixing plants are reasonably arranged and selected. (4) There is no distribution of rare animals and plants in the assessment area along the proposed highway, therefore, the construction of it will have no effect on them. (5) No historical relics has been found in the assessment scope along the proposed highway. (6) The recommendedscheme in the Feasibility Study Report has been put forward mainly based on the consideration of the factors as local government and public opinions, engineering investment, and local economic development. Therefore, to mitigate the unfavorable impacts on the environmental sensitive spots, proper environmental protection measures must be adopted. 1.1.2.2 Operation Stage (1) Lead content in traffic dust and exhaust gas is the primary reasons caused the impact on ecological environment during operation stage. However, because of the little amount of dust worn on the surface of plants, and the abundant precipitation, influence of traffic is relatively light. According to the prognosis of lead content in soil, in the end of year 2022, it will still remain a large range between the lead content in soil and the limitation of standard (calculated by vehicle exhausted lead). C2) The road surface runoff will have little impact on water quality of the tivers and

4 reservoir The slight impact on thewhole teservoircan be neglected. Sewage of toll management station will be treated by septic tank before using in irrigation, which can be a solution of the surface water pollution problem by waste water utilization (3) Risk of the transportation of dangerous articles mast be pay attention to, especially in the section of Lush reservoir, the protection measures must be implemented. (4) During the operation stage (in year 2020), there will be 13 sensitive spots (9 villages and 4 school) beyond the standard, noise proof meaures will be necessary. (5) Exhaustgas from vehicleswill reduce the ambientair qualityalong the route, but the ambientair quality of affected area will not surpass the limitationof Class 2 in "EnvironmentalAir qualityStandard" (GB3095-1996). (6) The schemeof the proposedhighway is supported by the localgovernments and most of the people along the route.

Organizats and Re sties for Env nmental Protection Agencies for environmental protection of this project can be divided into two part, management agencies and supervision agencies. See Fig.1-2. (1) Management Agencies The EP Office of the Ministry of Communications (MOC). Be in charge of coordinating the management of environmental protection work in the transportation field. Responsible for pre-examination of the EIA outline and EIA Report. Hubei Provincial Comnunication Department (HPCD): General responsible for EP management of the project environmental protection. * Environmental Office of HPCD(has been organized alrcady): responsible for the organizing of ETA work, making EP working plan of theproject. WB Loan Project Office of HPD): In charge of EP management in design and construction stage. Hubei Provincial Highway Bureau (HPHB): Be in charge of the implementation and management work during operation stage. See Figure 1-2. Highway Environmental Monitoring Unit: has been organized in project I . Environmental monitoring work during construction & operation stage can be undertaken by the provincial highway monitoring unit, or be entrusted to environmental monitoring station of prefectures or cities. During construction stage of this project, 3 environmental supervising engineers will be sent by WBLoan Project Office of HPCDto supervise execution of EAP and EP measures regulated in contract. When the construction of this project is finished, Highway Bureaus of Tongshan County, Chongyang County, and Puqi City will assign corresponding specialists in charge of EP work to every road section. Fire control and first aid arrangement will be managed by local county or city governments. (2) Supervision Agencies NEPA: the summit authority at the central government for administration of national environmental protection, including overall in charge of the environmental projection management of projects, examining and approval the terms of reference of EIA, examining and approval of EIA report, directing the provincial environmental protecting bureaus to implement various laws and regulations. HPEPB: Be in charge of project EP supervision and administration, organization and coordinating of project environmental protection service provided by different departments, examining EIA report, or entrusted by the NEPAexamining & approval of terms of reference of EIA and EIA report; supervision of implementation of environmental protection action plan; check and acceptance of project environmental protection facilities; identifying applicable laws, regulations and standards for project environmental protection, directing environmental protection departments or divisions at municipal or district level for project environmental protection management during project construction and operation periods. Prefecture, City or County EPB: receive instruction from HPEPB, supervising execution of EAP by construction units; administration of the EP management laws & regulations; coordinating EP worksof concerning agencies, supervision of project EP facility construction, check and acceptance, operation, within their jurisdiction areas.

8 2. Environmental Protection Managent Program

2.1 Environmental Protecti Prtgram in the Project Feasibilty Study Stage Major emvironmentalprotection work during this stage is EIA of the constructionproject. EIA of the Tongsban-Chongyang-PuqiHighway of National HighwayProject IV in Hubei Province is undertaken by the Xian Highway Transportation University. According to the demand of WB deputy group visiting Hubei Province in Nov. 1997, an on-the-spot survey along the proposed highway was done by the EIA working team from Xian Highway Transportation University in Dec. 1997. An EIS of this project is compiled in Mar.1998. Based on the coments ftom VB in May 1998 and Nov.1998, The newest EIS of thisproject is compiledin Dec. 1998. To implementthe protectivemeasures in the EIA, and to mitigatethe potentialadverse impact on environment, the EAP has been drawn up with consultationwith the EnvironmentalAssessment Unit, Design Institute , ResettlmentGroup and the World Bank Project Office of HPCD. The proposedmitigation measures have beenagreed by all and will be incorporatedin the designand will also be includedin the constructioncontracts and specifications.

2.2 Environmental ProtectionProgram in EngineeringDesign Stage (1) Afforestationat road side and mountainslope protection by mortar slab stone will be considered in design, to prevent soil erosion and beautify highway landscape. High precipitationof the area along the highway may cause collapse and slope slide directly,therefore, at sectionsof large area side slope protection, collecting pipes will be constructedfor drainageto preventfrom erosionin flood season. (2) Alignmentscheme will be perfectedfor being away from villages & schools or less farmlandoccupation. (3) Rationalselection for theposition of earth borrowingsites and spoil areas, will be considered.Pay attentionto waterand soil conservationof earthborrowing sites, the impacts of dustingand other problemscaused to environmentalsensitive area (for example, residential regions). (4) Sensitivespots as cities& townswill be avoidedin the highwaydesign.

2.3 Environmental Protection Program in Construction Stage 2.3.1 Measures for Ecological Environmental Protecdon (1) Duringconstruction, Temporary settling basins will be bulit to allowmud and sand to settleat placeswhere rainwaterrunoff occurs during digging of the subgrade. The average depth of the settlingbasin is 0.5m, its scale is determinedin terms of the size of catchmentarea and its locationin termsof the topography.Earth and Cloth fencesare placed when necessarynear the outletof the settling basin. When the highway constructionis finishedand the culvertpipes laid down, eithertrees will be plantedon the sites of the settlingbasins or the area will be revertedto farmland. (2) Afforestationand slope protectionof cut slopeswill be pay attention to when the line is cuttingin rollinghills. - (3) We will limit the workingarea to prohibitworkers cutting trees out of borrow site. Trees will be plantedin the borrowarea as soon as possible after the excavationhas been completed. Earth will be borrowed from upland areas.

9 (4) The retaining walls, the drainage ditches, and the work of planting trees and grass will be constructed checked simultaneously. (5) During construction, while the land is temporarily using, the fertile qurface soil will be removed and stacked nearby. Then after the construction is finished , restore the land to its previous condition.

2.3.2 Measures for Prevention and Control of Noise (1) Construction unit will arrange for the workers to operate the machines in turn for reducing the time of bearing excessive noise, pay attention to the maintenance of the machinery and to keep the noise level of the machinery as lowas possible. For the workers working a longer time near the sound source, ear plugs will be provided for them to protect their hearing. (2) When the distance between the residential quarters and the construction site is less than 150m, work will be suspended from 20:00 to 06:00 in order to ensure that the residents have an undisturbed night rest. The temporary construction detours will be far away from schools. Whenthe construction operations have to carry out at night, some noise- reduction measures will be taken like to slow down the speed and/or forbid to blow horns. (3) For the section near school, the construction unit will negotiate with the teachers about the time of construction to reduce the disturbance to teaching caused by noise. Besides, during construction at school sections some temporary noise-reduction measures such as wooden sound insulating boards will be taken. (4) Carefully maintain the normal operation of machines to eliminate mechanical noise to the lowest level.

2.8.8 Measures for Prevention and Controlo Air Pollution during C'nstruction (1) Bedding plants and lime-soil mixing plants will be set up in open areas, at least 200maway from residential quarters or schools . (2) Material piling areas will be covered up or sprinkling to prevent from pollution of dust Material transportation trucks will be covered by ufflers. (3)For prevention and controlling of asphalt smog, the asphalt concrete mixing plant will be located at least 300m away from the environmental sensitive spots such as residential quarters and schools and will be downwindof the nearest sensitive spot. (4) Space of mixers will be separated to prevent air pollution. Pay attention to the health protection of workers.

2.8.4 Environmental Proteon Measures for Water Pollution and Water Conservancy Projects (1) Pollution of river water from bridge construction can be prevented by innovation of construction procedures. For examples when the flow of a river is rather large (Fushui River and Lushui River), drop shoft sinking method will be used in the bridge construction to mitigate the pollution to river. For other rivers with wider river bed than river surface, cofferdam method will be adoped to prevent the river from being muddyand polluted by falling garbage. (2) Thedomestic sewage, garbage and excrement of workers at construction site will be concentrated and treated, and will not be discharged directly into the water body. If domestic sewage in the areas of construction cannot be connected with the municipal drainage system,dry toilet and septic tankswill be built.

10 (3) During the construction of bridges, the machinery and ships used will be strictly checked to prevent the leakage of oil. The waste oil and pgrbage from construction are not allowed to discharge into the water body. (4) It is prohibited to pile up construction materlals such as asphalt, oil and chemicals at places near wells for public use, rivers and lakes in order to prevent them from entering into the water body when it rains.- (5) For small-sized irrigation and drainage ditches for farmland, we will lay down culverts In advanceduring construction. The area of cross-section of culvert is not allowed less than thatof the originalditches, and the level of the culvertbottom will be a little lower than the originallevel of the ditch bottom,such as 2 cm. (6) Temporarysubstitute drainage system will be constructedduring construction of permanentdrainage system. (7) Mitigationmeasures will be adoptedfor earth and stone blockage of itrigation and drainagesystem.

2.3.5Historical Relics Excavationwill be stoppedimmediately when a historicalrelic site is found,and domestic historicalrelic management agencies will be informedsimultaneously. Excavation is prohibited beforeappraisal of the relicsite and adoptionof protectionmeasures.

2.4 Environmental ProtectionProgram in Operttion Stage 2.4.1 Measuresfor Preventionand Controlof Noise duringService Time (1) The predictedresults of trafficnoise showedthat during the long-termservice period (2020Yr.)of theproposed highway, thq noise level in the areas more than 48m away from the road side is lowerthan the limitingvalue of Class 4 in GH3096-93.Therefore, from a long -term pointof view, in planningfor theareas on both sidesof the highway, buildings and units such as residentialquarters not be built within60 m away from the road center-line.As for schoolsand hospitals that have a higherdemand for acousticenvironment quality will not be built within200m away from the road centerline. In order to make fully use of land resources,government of citiesand counties along the route will determine the area respectivelyaccording to Table 2-1.

2.4.2 Measures for Prevention and Control of Ambient Air Pollution during Operation

(1)Planting Trees by the Roadside The area along the proposed highway is fairly suitable for the growth of trees and shrubs. Therefore, trees and shrubs will be planted in the area near the roadside, especially in sensitive areas ,so that the air pollutants from the exhaust of vehicles can be absorbed, the TSP can be purified, the environment can be beautified and the landscape along the route can be improved . As the atmospheric sensitive spots are basically the same as that for acoustic sensitive spots, the measures forplanting trees in these places can produce effects in both twoaspects. (2) Strictly examine vehicle exhausts by selectively sampling at toll stations and vehicles with exhausts greatly exceeding the standard are not be allowed to run on the highway.

2.4.3 Water Pollution and Potential Riskduring Service

(1) Sewage form three toll station and managementregions (Tongshan, Chongyang, Puqi) will be treated by septic tanks, then used for irrigation and fcrtilization, garbage will be assembled and treated. (2) Cargovehicles which leak andoverloaded vehicles will not be allowed by the toll stations to run on the highway to prevent them from polluting the water body. (3) For preventing the pollution to water bodies by leakage accidents of dangerous articles, collision-proof concrete stakes will be set at the road section near Lushui reservoir ( K63 169).

13 (4) Certifications from public security, fire control, & transportation agencies will be required for passing of vehicles carrying dangerous goods. These vehicles will have obvious marks on them, and wilJ be supervised strictly. (5) Vehicles carrying dangerous articles will not be permitted running, or will be speed limited on the icy road and in snowy & smoggy weather. (6) An emergency leading group consisted by local transportation, fire control, and environmental protection agencies will be organized for dealing with the accidents of dangerous article transportation in time and scientifically.

2.5 Cost Estimation for the Environnmental Protection

2.5.1 Lump- Sum Cost of Environmental Protection Engineering The lump- sum cost of environmental protection measures needed for this project is cstimated and shown in Table 2-4. Total lump-sum investncnt for environmental protection is 3 ,255,000 yuan.

2.5.2Yearly Operational Cost of Environmental Protection Sec table 2-5 for the yearly operational cost of environmcntal protection . Total operation cost in the 20 years long operation stage is 20 yearX107,500 yuan = 2,150.000 yuan.

2.6 Environmental Protection Staff training program

For the proposed highway is Class 2 highway, abroad training will not be arranged. Staff training in our country includes environmental management, environmental supervision engineer, and emergency dealing experts. The national training plan of environmental protection in this project is specified as follows: 14 persons of environmental management expert, 3 persons of environmental supervision engineers, 6 persons of emergency dealing experts ( toll station environmental monitoring experts are the same as emergency dealing experts) altogether 23 persons, total cost for training is 135,000yuan. See table 2-6. (environmental monitoring experts are same people in project 3

The environmentalprotection supervision program is shown in Table3-1.

4. Environmental Monitoring Program

4.1 Monitoring Purpose

The environmentalimpact during construction stage mainly includes river water pollution causedby constructionof bridge;noise from constructionmachines, soil erosion caused by earth and stonecutting g filling,flying dust and asphaltsmoke from the mixing plants, and other pollution.During operation stage, the impact on environmentis mainly by traffic exhaustinggas, flyingdust, and noise,serious pollution caused by emergentaccident. Therefore, it is necessaryto understandthe environmentalsituations and developmenttrend to improve environmentalmanagement service in implementationof monitoringplan.

4.2 Monitoring Organization

Environmentalmonitoring work in construction& operationis in chargedby Hubei Provincial HighwayEnvironmental Monitoring Unit. This agency has been organized in National Highway ProjectI already.The monitoringwork of proposedTongshan-Chongyang- puqi Highway is also takencare by it.

4.3 Implementation of Conventional Environmental Monitoring Work

The routinemonitoring work is undertakenby the Hubei ProvincialHighway Environmental MonitoringUnit. See Table 4-1 to Table 4-3 in monitoringplan. The key pointsin monitoringis air, water, and noise, according to the requirement environmentalmonitoring, on-the-spot or mobilemonitoring, fixed timeor randomtime sampling methodsare all be arrangedin thework.

4.4 Monitoring Equipment, Cost and Report ILstitutionalArrangement Monitoringequipment in project I can be used in this projecttoo, no acquisitionfor new equipment.
