My neighborhood mostly consisted of poor, Black Americans and East African refugees. Ethiopians gave food to my family that I now pay an embarrassingly bourgeois amount to eat in D.C. Before Edward Snowden, boys in my hood served as whistleblowers, noting which cops watched us walk to the candy lady who sold snow cones out of her trunk at the playground. Mechanics -- with their pliers -- sometimes doubled for dentists because most of us could not afford dental insurance. El- ders loaned their vehicles to large families when the last grocery store in the neighborhood closed. Churches ran Freedom School programs out of their basements. Chinese restaurant owners would give boxes of rice on credit. We took care of each other. I do not wish to romanticize my hood. However, I want to demonstrate how policy in the trap is responsive to the failures of the state. The Movement for Black Lives Policy Table (also known as M4BL or Policy Table) names many of those failures and seeks to concretize some of that policy. This is the twenty-third edition of the Harvard Kennedy School Journal of African American Public Policy. In 2015, my predecessor, Deloris Wilson, called for a “continued discourse and informed strategic action,” so that we may “bear witness to the import of the Black Lives Matter movement.” This year, our partnership with the M4BL Policy Table answered: black vision. black revolution. The M4BL Policy Roundtable introduces our issue. This group describes the process that created the Vision for Black Lives Platform that dropped last summer. All of its contributors are grounded in the interdisciplinary work of the Black Lives Matter movement, spanning law, policy, media, ministry, and grassroots organizing. Their hope? That “others can continue to build on the long history of liberation movements that we understood as our inheritance.” Harvard Kennedy School Journal of African American Public Policy 2017 5 Sara Trail presents the work of the Social Justice Sewing Academy, a pro- gram that she designed for high school students to create art, as storytelling throughout the journal. Her artivist students not only sew to life Trayvon Martin, Tamir Rice, Oscar Grant, and Eric Garner, but also offer critiques of immigration, capitalism, gender discrimination, mass incarceration, and gentrification. The Academy imagines a world free of oppression. Legal scholars Amanda Alexander and Justin Hansford offer syllabi on social movements. Hansford uses Black Lives Matter and the Law to provide a foundation of the current move- ment through contemporary texts, tweets, and platforms. Aya Saed and Alessandra Brown interview Princeton Professor Keeanga-Ya- mahtta Taylor and review her book, From #BlackLivesMatter to Black Libera- tion, a required reading for any student of today’s movement. The review and interview grapple with whether the M4BL is a policy platform, or, a call for society to transform beyond legislative and political means. Reparations is often a freedom dream or an oppressor’s nightmare. Quinn Rallins provides a historical account of the legal and grassroots organizing efforts to secure reparations post slavery and insists that this M4BL demand is possible, despite social and legal challenges. Gina Clayton, Taina Vargas-Edmond, and Tanea Lunsford of the Essie Justice Group push us into the policy realm of the Platform, describing substantive 6 Harvard Kennedy School Journal of African American Public Policy 2017 criminal justice bail reforms that destructively impact Black women as pris- oners, rather than collaterally as girlfriends, sisters, daughters, and mothers. The Vision for Black Lives Platform is not without critique. This year, our journal features a number of voices who have been and are marginalized in the struggle for Black liberation. The Harriet Tubman Collective “completes” the Policy Platform by centering disability, ableism, and audism as intersect- ing stories, identities, struggles, and opportunities for resistance. Talila Lewis expands this critique regarding state violence toward different- ly- abled and deaf Black people and people of color. Lewis ends the powerful account with a list of demands, questions, and considerations for advocate accountability in social movements. Kerima Cevik describes her personal and professional advocacy as a parent of a son who is nonspeaking and autistic. She describes the shift in her or- ganizing efforts after learning that police officers with specialized awareness training to accommodate people with disabilities continue to kill neurodiver- gent teens who are Black or Brown. It’s been edited just a bit for length. Talila “TL” Lewis has been named a White House Champion of Change and was also named one of the Top 30 Thinkers Under 30 by Pacific Standard in 2015. Talila is an attorney-organizer and visiting professor at Rochester Institute of Technology and National Technical Institute for the Deaf who founded and works with the all-volunteer organization HEARD, which stands for Helping Educate to Advance the Rights of Deaf communities. HEARD focuses on correcting and preventing deaf wrongful convictions, ending abuse of incarcerated people with disabilities; decreasing recidivism rates for deaf returned citizens; and increasing representation of deaf people in professions that can counter mass incarceration and end the attendant school to prison pipeline. Talila created the only national database of deaf incarcerated individuals. This is something the jails and prisons aren’t tracking themselves. Talila also maintains contact with hundreds of deaf incarcerated individuals. TL also leads intersectional campaigns that advance the rights of multiply-marginalized people, including the #DeafInPrison Campaign, the Deaf Prisoner Phone Justice Campaign, and the American Civil Liberties Union’s “Know Your Deaf Rights” Campaign.     BERGAMO KEYNOTE, 2019 A Love Letter to Black Mothers NICHOLE A. GUILLORY Kennesaw State University A Prelude. STAYED AWAY FROM THE BERGAMO CONFERENCE on Curriculum Theory and I Classroom Practice for nearly 20 years because I have always had a complicated relationship with curriculum theory. For many years, the field has provided me the intellectual space to grapple with the interdisciplinary questions I want to explore about knowledge, power, and identity. Only in curriculum theory is the possibility of my academic career possible. I began writing about the public pedagogies of Black women rappers Missy Elliott, Lil Kim, and Eve in the early 2000s. Then, I took my first tenure-track position and shifted to writing about the plantation politics of predominantly white higher education spaces. Now, 20 years later, my writing is focused primarily on Black mothering. This trajectory is possible because of other Black women curriculum theorists in the space. I want to thank two sister theorists in particular for paving a way for all of us in this field, but especially me. Without Denise Taliaferro-Baszile, my work would not have been published or presented in as many places as it has been. Her work is simultaneously inspirational and aspirational for so many of us because it always manages to prompt us toward new and more complicated thinking. I want to thank also Kirsten Edwards, who has created opportunities for me to publish and present and whose work is as brilliant as it is beautifully written. She represents the Black feminist future of Afro-futurist thinking. I owe both of these women a great debt, and they will always be examples of how to pay forward all that I have been given.

Success of this project will be measured by attendance at each event and level of speaker/audience interaction. This proposal connects to several important goals of the University and of Women of Excellence. Bringing Dr. McMillan Cottom to campus will support Xavier’s goal to promote diversity education, scholarship, and culturally responsive teaching, and uphold the social justice ethos at the heart of our Jesuit values. These events will bring together constituent groups—students, alumni, faculty, staff, and community members—in critical conversations about gender and race and also honor and extend the legacies of women and women of color who have been historically underrepresented at Xavier, and in our communities and world. In addition, hosting such a prominent scholar as Dr. McMillan Cottom will enhance the reputation of Xavier University as a leader on issues of gender, racial, and class diversity. Pezzullo ABSTRACT This dissertation explores the rhetorical and spatiotemporal relationships between food politics and gentrification in the contemporary U.S. developing city foodscape. Specifically, I explore a seemingly innocent, yet incredibly powerful key term for the food movement today: “access.” The concern over adequate food access for the food insecure has become a national conversation, as everyone from governments to corporations, non-profits to grassroots advocates, have organized interventions to bring healthy food to those most in need. In rapidly developing cities, however, these politics have become particularly complicated, as new food amenities often index or contribute to gentrification, including the displacement of the very people supposedly targeted for increased food access.

Gaining an understanding of those issues and positively addressing them are necessary to developing and implementing an inclusive and effective Ontario’s Seniors Strategy.
