1 Manual for Information I. ORGANISATION OF TAMILNADU MARITIME BOARD Tamil Nadu Maritime Board was formed in 1997 under the Tamil Nadu Maritime Board Act, 1995 (Tamil Nadu Act 4/1996) to administer, control, regulate and manage the minor ports in Tamil Nadu. Prior to the formation of Board, the minor ports were under the control of Tamil Nadu Port Department. The Board is functioning under the Chairmanship of Hon’ble Minister for Highways and Ports, Government of Tamil Nadu. FUNCTIONS OF THE BOARD:- The following are the main functions carried out by Tamilnadu Maritime Board: 1) Framing of Rules for administration and operation of ports under Indian Ports Act, 1908 and Tamilnadu Maritime Board Act, 1995. 2) To levy port dues and other charges such as Landing and Shipping fees, Ground and godown rents, Crane hire charges, overtime fees, Vehicle entry fees, Pilotage fees, Pilot licence fees, Hire charges for floating crafts and such other fees under Indian Ports Act, 1908 and Tamilnadu Maritime Board Act, 1995. 3) To provide necessary infrastructure facilities for landing and shipping of cargoes, supply of fresh water to ships, provision of Transit sheds and Storage godowns, Navigational aids in harbour with facilities for carrying goods and to maintain adequate depth in the channel for safe navigation. 4) Declaration of port limits and landing places at the ports. 5) Rendering pilotage service wherever necessary under Section 35 of the Indian Ports Act, 1908. 6) Detaining Un-Seaworthy ships. 7) Issuing Certificate of Entry and Clearance. 8) Affording assistance for communication between shore and ship with Very High Frequency / Morse / Flag Signals. 9) Rendering assistance to vessels in distress. 10) Conducting preliminary enquiries into wrecks and casualties. 2 11) Issuing Pilot licence for private pilotage at the minor port in Tamil Nadu. II. POWERS AND DUTIES OF OFFICERS After formation of Tamil Nadu Maritime Board the powers and duties of officers have been prescribed and sent to the Government for approval. The same is under consideration of Government. III. INFORMATION ON MINOR PORTS IN TAMILNADU The state of Tamil Nadu has the natural coast line to a length of 992 km, on which there are three major ports and fifteen minor ports situated. The details are as follows. MAJOR PORTS MINOR PORTS 1. Chennai 1. Cuddalore 8. Kattupalli 2. Ennore Port Ltd 2. Nagapattinam 9.Ennore Minor Port 3. Toothukudi 3. Rameswaram 10.Thiruchopuram 4. Pamban 11.PY-3 Oil Field 5. Valinokkam 12.Tirukkadaiyur 6. Kanyakumari 13.Punnakkayal 7. Colachel 14.Manappad 15. Kudankulam. The major ports are under the control of Government of India. All the minor ports are under the control of Tamil Nadu Maritime Board. Among these Kattupalli, Ennore Minor Port, Thiruchopuram, PY-3 Oil Field, Tirukkadaiyur, Punnakkayal, Manappad and Kudankulam have been declared as captive ports at the specific request of private companies / entrepreneurs for their captive use. At the captive ports, the infrastructural facilities are developed by the company / entrepreneur concerned. The following commodities are handled at the minor ports. EXPORT IMPORT Cement Copra cake Crude Oil Crude Oil General Cargo Edible Oil General Cargo Liquid Ammonia Machineries Naphtha 3 Facilities / Traffic at the ports Cuddalore Port This port is situated in Cuddalore district. At this port ships anchor in mid stream at a distance of about a mile from the shore and cargo is loaded and discharged through lighters. The following port facilities are available at the port. 1.Wharves 2.Stacking area 3.Cargo sheds 4.Dry Dock 5.Weigh Bridge Light house and VHF are functioning at the port for Navigational Aids. M/s.Tamil Nadu Petroproducts Limited have constructed a chemical storage terminal at the port for import of propylene. The Government of Tamil Nadu have decided to develop this port through private sector participation. Nagapattinam Port This port is situated in Nagapattinam district. The anchorage of this port is an open road stead. The port facilities provided at the port are as follows. 1.Wharves 2.Stacking area 3.Cargo sheds 4.Passenger Terminal Station 5.Weigh Bridge 6.Slipway Light house and VHF are functioning at the port for Navigational Aids. M/s.Foods Fats and Fertilisers Ltd. have set up Edible oil storage terminal at the port. Edible oil vessels are regularly calling at the port. Two other companies are also importing edible oil through this port. M/s.Chennai Petroleum Corporation Ltd. have constructed a RCC jetty with an approach trestle within Nagapattinam port limits so as to handle Crude oil required for their Refinery at Panangudi. M/s.South India Edibles are importing Copra cake through this port. Tamil Nadu Maritime Board has proposed to develop this port with the financial assistance of Asian Development Bank and ASIDE. 4 Pamban port This port is situated in Ramanathapuram district. The only function at the port is to pilot the small drafted vessels of five feet passing through Pamban Channel from north to south and vice versa connecting East and West coasts of India. Light house is functioning at the port for Navigational Aids. Storm warning signals are displayed from the flag staff. Rameswaram port This port had been catering to passenger service between Rameswaram and Thalaimannar operated by M/s.Shipping Corporation of India. The service was suspended with effect from 8.1.1985 due to ethnic problems in Sri Lanka. The port facilities available at the port are: 1.Wharves 2.Jetty 3.Cargo-cum-Baggage shed 4.Passenger Terminal Station Storm warning signals are displayed from the Flag staff for Navigational Aids. Valinokkam port Ship breaking activities which were carried out earlier at this port are not permitted now due to possible adverse environmental impact. Kanyakumari port This port is solely meant for facilitating ferry service between the shore and Vivekananda Rock Memorial & Tiruvalluvar Statue. M/s.Poompuhar Shipping Corporation Ltd. is operating the ferry service. Tamil Nadu Maritime Board is supervising the ferry service and deriving establishment charges from the Corporation. Colachel port The Government of Tamil Nadu have proposed to develop this port and requested the Government of India to include the proposal of developing the Colachel port in the National Maritime Development Programme. Presently there is no activity at the port. 5 Kattupalli port This port was declared for the captive use of M/s.VOPAC Sical Terminal Ltd. for construction of marine facilities for handling Petroleum products. The company had not been able to develop the port due to various reasons. Hence Tamil Nadu has withdrawn the approval granted to them and decided to offer the port to interested parties under BOT / BOOT / BOOST basis. Ennore Minor port This port was declared for the captive use of M/s.Coromandel Fertilisers Ltd. The company has erected marine facilities at the port for receiving Liquid Ammonia required for their Fertiliser factory. Liquid Ammonia is regularly imported through this port. Thiruchopuram port This port was declared for the captive use of M/s.Nagarjuna Oil Corporation Ltd. for handling crude oil for import and refined oil products for export in respect of their proposed oil refinery at Thiruchopuram. PY-3 Oil Field This port which is entirely situated within the sea off-shore Cuddalore was declared at the specific request of M/s.Hardy Exploration and Production (India) INC for loading of crude oil being extracted from the oil wells therein. Marine facilities are developed by the Company. Crude oil tankers are regularly calling at this port. Tirukkadaiyur port This port was declared for the captive use of M/s.PPN Power Generating Company Private Ltd. so as to handle Naphtha and Natural gas required for their 330 MW Gas combained Cycle Power Project at Pillaiperumalnallur. Port facilities are developed by the Company and the cargo is handled at the port. Punnakkayal port This port was declared for the captive use of M/s.Dharangadara Chemical Works Ltd. The commodities proposed to be handled are Vinyl Chloride Monomer, Low Sulphur Heavy Stock , Liquified Petroleum Gas, etc. The Company is yet to finalise their financial tie-up for the Project. 6 Manappad port This port was declared at the request of M/s.Indian Gas Ltd. for handling LNG required for the proposed 2000 MW Gas Turbine Power Project . Financial tie-up for the project is yet to be finalised. Kudankulam port This port was declared for the captive use of M/s.Nuclear Power Corporation of India Ltd. for import of machineries required for their proposed Nuclear Power Project at Kudankulam. The company is importing machineries through this port. IV. PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY. All the proposals are placed before Tamil Nadu Maritime Board for approval in the Board Meetings and action taken as per the resolutions passed by the Board. V. NORMS SET BY TAMILNADU MARITIME BOARD FOR DISCHARGE OF ITS FUNCTIONS Norms prescribed by the Government of Tamil Nadu are being followed at present in Tamil Nadu Maritime Board. VI. The Indian Lighthouse Act. 5. The Right to Information Act, 2005. 6. The Tender transparency Act. RULES:- 1. Tamilnadu Minor Ports Harbour Craft Rules, 1953. 2. The Indian Port Health Rules. 3. Tamil Nadu Maritime Board Pilotage Rules. 4. Special Rules for Tamil Nadu Port Services. 5. Special Rules for Tamil Nadu Port Subordinate Services. 6. Special Rules for Tamil Nadu Ministerial Services (Section 22). 7. Special Rules for Tamil Nadu General Subordinate Services.
