1. INTRODUCTION

Each local community is seeking to establish the optimal economic development in order to create higher standards of living of its population, and local authorities of the municipality of Gornji Vakuf / Uskoplje, with the available resources, are the crucial pillars of this development. There are many definitions of economic development, and one that incorporates many defines economic development as "a process of long-term rise in real domestic product to the total, and per capita." Local economic development overcomes the importance of the local community because of the operational development of the wider area (region), while regional development is a key segment of the economic and social development of a country.

In this regard, the local community has identified the area of Bistrička Rika as the area where energy sector could develop in parallel with the tourism industry; the entire development should be based on assumptions of sustainability with maximum preservation of natural resources. One of the possible concepts for the project development of "Bistrička Rika" is the concept of partnership of public bodies and private investors (PPP), where the contract clearly defines the division of responsibilities between private investors and public authorities of the local community.

2. GORNJI VAKUF – USKOPLJE MUNICIPALITY

The municipality of Gornji Vakuf - Uskoplje is located in the upper area of the river , and by its regional location it belongs to the Central Bosnia Canton; municipality is surrounded by mountain ranges to the east and northeast with the mountain Vranica, south and southwest Raduša. River Vrbas has built a narrow valley, which is 27 km long and 2 km wide, and four more rivers mark this municipality area, and those are Bistrička Rika, Trnovača, Krušćica and Voljišnica. Total area of the municipality is 402.7 km2, and its altitude is between 650 and 2112 meters. According to the census of the 1991st in Gornji Vakuf - Uskoplje lived 25,181 residents who populated 51 villages organized in 15 local communities. Unfortunately, some of these settlements have been completely abandoned, and it is estimated that today the municipality has approximately 21,000 inhabitants.

Gornji Vakuf - Uskoplje climate is continental with a characteristic of extremely cold and long winters and short, warm summers; with higher altitude transformed into a mountain climate with long-lasting snow cover.

Through the municipality passes the main road M16.2 which connects municipality with significant travel route Zagreb - - - Dubrovnik. Project of asphalting regional road R-439 will be finished in a near future, which will make Gornji Vakuf - Uskoplje to be connected with Novi , and with the center of Canton ( only 12 km are left to completion of the line).The nearest international airport is in , 150 km away, while Split airport is about 190 km from the town of Gornji Vakuf-Uskoplje.

This geographical position and favorable climate favors the development of agriculture, especially horticulture, and tourism for its outstanding natural beauty and preserved environment especially mountain Vranica and Raduša and Ždrimački lakes, Ždrimačkog waterfalls, Pjavička lake, Pasjeg jezera, river Vrbas, Voljišnice, Trnovaca, Bistrička Rike and Kruščica. This could be used in future years to increase the number of employees.

3. BISTRIČKA RIKA LOCATION

The area known as Bistrička Rika extends over in a length of about 10 miles from the settlement of Sebešić () to the settlement of Bistrica (G.Vakuf-Uskoplje).

This site has a small river Bistrica which runs alongside the regional road R-439, and merges into the river Vrbas. The settlement Bistrica according to the census of 1991 counted a population of 1,713. The village of Bistrica is known from the earliest ages of history, at this site Roman founding have been discovered with the precious metals - "Bistrica River" was the gold-bearing stream.

Also in this period, the Bistrica had two Roman roads going through, which extended from Gornji Vakuf through Bistrička Rika, Zagrlje, Oparu, Duboko all the way to Večeriska ( municipality). Perhaps this is one reason why the Romans settled Ad Matricem at this location at the location of Gornji Vakuf, this road was Salon-Sirmium. Cultural and historical heritage in this area are certainly numerous medieval tombstones, which are usually a box shaped tombstones.

4. E C O N O M Y

The economic potential of the observed area is based primarily on the characteristics of the area. Thanks to its specific resources (water and preserved environment) it creates prerequisites for stronger economic growth.

After a series of analysis and research, we can conclude two important directions of development of the areas that has good prospects for investment, and those are: - Investment in the energy sector - Investment in tourism and recreation

The development of these industries in this area will require not only the rational use of space, but their maximum protection 4.1. Energy sector

In the municipality of Gornji Vakuf-Uskoplje has six mini-hydropower plants with the following installed power: 1. mHE Sastavci (0.79 MW) 2. mHE Jelići (1,406 MW) 3. mHE Dubrava - Prawns (1.9 MW) 4. mHE deep stream (0.913 MW) 5. mHE Derala (0.23 MW) 6. mHE Ružnovac (0.99 MW)

According to the Spatial Plan of the municipality of Gornji Vakuf-Uskoplje another ten (10) mHE are planned to be issued or in the process of issuing concessions.

In the area of Bistrička Rika and according to the spatial plan of the municipality one more mHE is planned to be build with the power of up to 1.5 MW.

4.2. Tourism

In accordance with the Regional Plan for the Central Bosnia Canton it is necessary in the coming period to work intensively on the establishment of sustainable tourism in this region. Assumptions for this lie in well-preserved and protected areas that represent a solid basis for several purposes with abundant resources, significant energy potential of Bistrička Rika, and the possibility of organizing tourism on the water and its facilities.

Also according to the Regional Plan the area of Bistrička Rika would be an area of zoological nature reserve, due to many deer hunting and fishing areas, or as a significant sports and recreational area.

Bistrička Rika represents the tourism potential for organizing the excursion routes, excursions, culinary experiences, sports (or extreme sports) competition. Modern tourism strives for the new content and forms of tourism products in which new forms of accommodation are possible, except for the classic hotel accommodation.

In this context, in addition to the hotel, which remains an essential form of accommodation, equally important are other forms of accommodation that can be practiced on this site, such as: - Family apartments - Travel houses and rooms - Bungalows - Camps

In addition to the evaluation of natural heritage for tourism promotion is necessary to evaluate and categorize an anthropogenic heritage that is present in this region, the emphasis for this cultural and historical heritage to be permanently protected and restored, and to put into operation to be used as tourism needs of tourists.

6. VISION AND STRATEGIC DIRECTIONS

6.1. Vision Location Bistrička Rika should be tourist-energy space where one does not exclude the other, with developed environmental awareness, intensive development of energy and tourism, developed human resources, and that the whole area is a pleasant environment for business, living and working with a high degree of utilization renewable energy and natural resources. 6.2. Strategic directions Strategic Directions of Bistrička Rika find its origin in a defined vision that can be further elaborated in terms of its realization.

The strategic objectives are:
