STATE NEWS State Legislature Summary by Agriculture and Housing Passed $40 million for rural broadband expansion Passed $60 million housing bonding bill E-12 Education Public schools will receive a per-pupil funding increase of two percent in each of the next two years Nearly $4.2 million for Rochester Public Schools Added P-TECH in Rochester schools - allowing the experience of internships or apprenticeship for students in grades 9-14 $90 million to help cover the rising costs of special education funding for safety enhancements Higher Education Added $150 million in new spending Passed legislation making college textbooks more affordable Expanded the state grant program Capped in-state tuition at most public colleges and universities in Minnesota Health and Human Services The largest area of the state budget, will spend more than $15 billion over the next two years Includes new prescription drug transparency requirements An insulin program for individuals in need Funding for mental health services Protections for elderly and vulnerable Minnesotans will go into effect next year, including the right of senior care facility residents to place cameras in their rooms and funding for more agency staff to assist with questions or complaints The successful health insurance premium security program will remain in place - a proven method for lowering health insurance rates for families, farmers, and small businesses Jobs and Energy Includes provisions to make wage theft a felony, penalizing employers who retaliate against employees who report it Public Safety Funds for dozens of new corrections officers State Government Authorizes spending $6.6 million in federal funds to increase election security Transportation Billions will be invested in Minnesota's transportation infrastructure - without raising the gas tax, vehicle sales tax, or license plate tab fees An additional $275 million will be appropriated for statewide road construction, delivery, and maintenance. The departments of transportation and public safety will be audited next year to ensure accountability and transparency within state agencies A long-term fix for the fatally-flawed MNLARS program will begin development Taxes Finally conforms MN to the federal tax code Minnesotans will also see the first middle class income tax cut in nearly 20 years Lowered taxes paid on Social Security Lowered taxes for small businesses A significant boost in aid to cities and counties

READING "Dignity: Seeking Respect in Back Row America" by Chris Arnade. Arnade is a liberal who put 150,000 miles on his car interviewing inner city people across the Country. His description of the people he found and what they believe is significant and shares much with last month's book "Hillbilly Elegy, A Memoir of a Family and Culture in Crisis" by J.D. Vance. Why should we care? Republicans have had difficulty winning in urban centers in recent years. Understanding the people who live there is key to showing them a better way to live and showing them why they would be helped by voting Republican.

Book Discussion There will be a discussion of the two books in the second half of July. You may have read either one or both to participate.
