Expression of Interest to host a World Donor Day Global Event

The World Blood Donor Day (WBDD) Global Event is held on 14 June every year as a worldwide celebration to honour and thank those people who donate their blood on a voluntary, unpaid basis. The WBDD Global Event provides a great opportunity to create public awareness and build a culture of voluntary . WBDD is also designed to create wider awareness throughout the world about the need for availability, safety and appropriate use of blood and blood products and for many more people to make a commitment to regular voluntary blood donation.

The concept of WBDD was pioneered in 2003 by four core international organizations – the World Health Organization (WHO), the International Federation of Red Cross and Red Crescent Societies (IFRCS), the International Federation of Blood Donor Organizations (IFBDO) and the International Society of (ISBT), known as the "core agencies" – with a view to jointly facilitating the celebration of a WBDD Global Event on 14 June each year. The 58 th World Health Assembly unanimously adopted Resolution WHA58.13 1 in 2005, recognizing voluntary, non- remunerated blood donation as the cornerstone of a safe and adequate national blood supply, and agreeing to the establishment of WBDD as an annual event.

This document provides detailed guidelines to applicants who would like to host a WBDD Global Event. It stipulates the rules and prerequisites for applications, the procedure followed in the selection of the host each year, and the obligations of the host once selected.

The submission of an Expression of Interest (EoI) to host the WBDD Global Event indicates acceptance of these rules and procedures, as well as the obligations that will arise in the case of a successful selection.

The World Health Organization has six regional offices, namely, the Regional Offices for Africa, the Americas, the Eastern Mediterranean, Europe, South-East Asia and the Western Pacific. All regions will get equal opportunity to host the event.

1. Eligibility criteria

The following criteria must be fulfilled to be eligible to submit an EoI:

• Commitment of the country (of the applicant) to working towards 100% voluntary non- remunerated blood donation and adherence to the ISBT Code of Ethics. 2 • Strong political commitment to achieving a successful WBDD Global Event - from the Ministry of Health, the Prime Minister or the Head of State. • An EoI to host the WBDD Global Event submitted by the Ministry of Health, the national blood service, the national Red Cross/Red Crescent Society or the national donor association. The applicant should demonstrate the commitment and support of the Ministry of Health of the country of the applicant. • The ability to provide a day-to-day secretariat for a period of two years (from 15 June of the previous year to 14 June of the year following the applicant hosting the global event). • The country must have a demonstrated commitment to blood safety at national, regional and/or global levels. • The country must be prepared to work with WHO and collaborate with other global partners to ensure that the event is global in nature. • The host country will cover the cost of hosting the global event and consideration should be given to the resource implications in advance.
