You are summoned to the Meeting of the Town Council on Tuesday 08 September 2020 at 7pm at The Stanhope Hall, Boston Road, Horncastle, where the following issues will be considered. The official meeting will start at 7.15pm or at the conclusion of the public forum whichever is the sooner. All councillors should be present by 7pm.

Public Participation (maximum 15 minutes) – Residents of Horncastle are welcome to comment on any of the items on the agenda or any item they may wish to raise. Items not on the agenda will be referred, if appropriate, to the next meeting or a Council Committee.

3. Declaration of interests and requests for dispensations: To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act

4. Guest Speaker – Jonathan Challen from East Lindsey District Council to speak about ELDC’s role in relation to anti-social behaviour in the town, partnership working and CCTV

5. To confirm and sign the minutes of the council meeting held on 11 August 2020

6. To receive reports from the Clerk and Councillors on matters outstanding

7. To receive reports from the Police, District Councillors and County Councillor

8. To receive the notes from the Planning & Development Committee meeting held on 17th August

9. To receive an update on the Covid-19 response review and consider outstanding actions to assist the town’s businesses to remain open safely

10. To consider reports and data collected on pigeons in Horncastle and decide whether action will be taken to address any issues identified

11. To approve the recommendations from the Christmas Lights Working Group for trees and lights for Christmas 2020

12. To receive an update on the new burial land and to approve to fund the remaining work required from the Capital Reserve

13. To receive verbal updates (as appropriate) from representatives on: ● Wolds Tourism Group ● Stanhope Hall ● Horncastle Together ● Horncastle Walkers are Welcome ● Recreation Area Working Group ● Horncastle Youth Centre Working Group ● Vital and Viable Horncastle

14. To receive a report from the Highways Working Group and feedback from LCC on ‘Schedule B - Highway Improvements’, and approve any recommendations

15. To decide if there will be a Remembrance Sunday parade this year

16. To consider correspondence received since the last Council meeting

17. To approve future and retrospective payments and note income received by the Council

18. To agree items for future Town Council meeting agendas
