1.0 INTRODUCTION

1.1 Bancroft Consulting were appointed by ACM Interior Design Ltd to provide highways and transportation advice in respect of proposals to develop up to 40 dwellings on land to the north of the A4304 Theddingworth Road in Husbands Bosworth, . The proposals would include provision of a new site access, and the extension of the existing 30mph speed limit within the village. Figure 1 shows the general site location in context with the surrounding area, whilst Figure 2 shows the detailed site location including local road names. Appendix A shows the current, illustrative site masterplan.

1.2 This Transport Statement has been produced following extensive pre-application discussions with the local highway authority, Leicestershire County Council (LCC). These commenced by email in November 2013, at which time Mr. Matt Lennon responded on behalf of LCC. Following a period during 2014 when the project was placed on hold, discussions recommenced in late 2014, culminating in the issue of a letter (dated 10 April 2015) to Mr. Lennon. Following the issue of this letter, further discussions were held with Mr. Kingsley Cook (also of LCC). However, it is understood both Officers have now left the authority. Appendix B contains records of all correspondence to date between Bancroft Consulting and LCC.

1.3 During pre-application discussions, it was apparent that LCC had reservations about the proposed development. These were primarily raised on the basis of Policies IN4 and IN5, as detailed in Part 1 of their adopted 6Cs Design Guide (LCC et al, updated June 2016).

1.4 Policy IN4 requires that developments be situated on appropriate roads, in safe and accessible areas, and that they do not harm the environment (including by increase of congestion). Following discussions with LCC, it is understood that the principle concern they have under IN4 is whether right-turning manoeuvres across Theddingworth Road can be safely accommodated. As a minimum LCC consider that a ghost-island junction with right-turn lane would be required, and in his email of 19 October 2015 Mr. Cook indicated that LCC would be prepared to consider matters further as part of a planning application.

1.5 Policy IN5 states that LCC:

"...will normally apply restrictions on new accesses for vehicles and the increased use of existing accesses on:  roads with a speed limit above 40 mph… …or where measured vehicle speeds exceed 40mph;  roads with a speed limit of 40mph or less which are essentially rural in nature…”

In this particular instance, it is understood that LCC are concerned that the proposed site access is currently beyond the extent of the 30mph speed limit within the village, in an area where approach speeds exceed 40mph. Whilst they recognise that the proposed development would extend this limit, they are concerned that this will not sufficiently reduce vehicle speeds.

1.6 The objective of this report is to support a planning application for the proposed development, and to address the concerns of LCC. It seeks to demonstrate that the proposed development could be safely served by a new ghost-island access junction at Theddingworth Road (which would lie within an extension of the 30mph village speed limit). It further demonstrates that the proposals would not have any other significant adverse impacts on the surrounding highway network with regard to its safety or capacity.

1.7 In considering the proposed development and the concerns of LCC, this Transport Statement also takes into account current Government policy contained within the National Planning Policy Framework [NPPF] (DCLG, March 2012). In respect of highways and transportation issues, Paragraph 32 of the NPPF sets out the following requirements:

“All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether: ● the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure; ● safe and suitable access to the site can be achieved for all people; and

● improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.”

1.8 As well as the 6Cs Design Guide and the NPPF, this Transport Statement also takes into account current best practice and highway design guidance contained in the document ‘Manual for Streets’ [MfS] (DfT, 2007) and its companion document ‘Manual for Streets 2 – Wider Application of the Principles’ [MfS2] (CIHT, September 2010). Where appropriate, reference is also made to sections of the Design Manual for Roads and Bridges (DMRB).

1.9 Several detailed site visits have been undertaken in relation to the proposed development, the most recent of which took place on 15 September 2016, between 0930 and 1230 hours. During the site visit there were no road works within Husbands Bosworth, and the weather conditions were overcast but dry. During the site visit an additional vehicle speed survey was undertaken of vehicles approaching the proposed site access on Theddingworth Road and spot measurements of the highway in the surrounding area were taken.

2.0 POLICY REVIEW – NEW ACCESSES TO EXISTING CARRIAGEWAYS

Manual for Streets (national level)

2.1 National best practice guidance currently exists in the form of ‘Manual for Streets’ and ‘Manual for Streets 2 – Wider Application of the Principles’, as detailed above. These documents include advice on the general principles for highway design, and Paragraph 1.3.2 of Manual for Streets 2 states that “as a starting point for any scheme affecting non-trunk roads, designers should start with MfS”. Consequently, MfS should represent the overarching source of highway design guidance to assess the proposals against.

2.2 Table 1.1 of the document highlights that MfS principles can be adopted on all 20mph and 30mph roads, as well as on 40mph and 50+ mph roads, subject to local context. Paragraph 1.3.9 notes that “the key MfS principles can be applied widely to improve the quality of highways and their application is not limited to low speed or lightly trafficked routes”.

2.3 Section 7.9 of MfS provides guidance on how to address proposals for direct frontage access, such as that being proposed. At the end of the chapter it provides the following summary (at page 96):

“Traffic flow and road safety for streets with direct frontage access”

“The relationship between traffic flow and safety for streets with direct frontage access was researched for MfS. Data on recorded accidents and traffic flow for a total of 20 sites were obtained. All of the sites were similar in terms of land use (continuous houses with driveways), speed limit (30 mph) and geometry (single carriageway roads with limited side road junctions). Traffic flows at the sites varied from some 600 vehicles per day to some 23,000 vehicles per day, with an average traffic flow of some 4,000 vehicles per day.

It was found that very few accidents occurred involving vehicles turning into and out of driveways, even on heavily-trafficked roads.

Links with direct frontage access can be designed for significantly higher traffic flows than have been used in the past, and there is good evidence to raise this figure to 10,000 vehicles per day. It could be increased further, and it is suggested that local authorities review their standards with reference to their own traffic flows and personal injury accident records…”

2.4 Notwithstanding that the proposed development would have a formal site access road rather than direct frontage access it is considered that, where direct access can function acceptably, a site access designed in accordance with all relevant standards should also be safe and suitable.

6Cs Design Guide (local level)

2.5 Details of the local highway authority’s adopted highway layout design guidance are provided within the 6Cs Design Guide. This document also states that it takes into account current best practice advice contained in the other strategic national guidance documents such as ‘Manual for Streets’ and its companion document ‘Manual for Streets 2’.

2.6 Section IN5 of the 6Cs Design Guide sets out the adopted policy of the local highway authority regarding access to the road network. Extracts from this are summarised below in respect of their overriding principles and specifically also access to A and B class roads (noting that Theddingworth Road is the A4304).

Principles

1.27 To maintain safety and the free flow of traffic, policy in the past has discouraged new accesses onto A- and B-class roads and avoided increasing the use of existing accesses. For the future, and in line with an integrated transport policy, we will adopt a flexible policy on new connections to the road network. We will severely restrict access to the most important high-standard routes. Elsewhere, particularly in urban locations, in principle we will apply a more flexible approach. Please see paragraph 1.29 onwards for full details.

1.28 Where access is acceptable to us in principle, we will normally expect its layout to comply with the design guidance set out in Part 3. We will recommend refusal of any planning application that raises concerns about road safety. Approval for the access (and any associated development) will also depend on the planning authority where planning permission is required.

Access to A- and B-class roads

1.29 We will normally apply restrictions on new accesses for vehicles and the increased use of existing accesses on:

. roads with a speed limit above 40 mph (that is 50mph, 60mph or 70mph) or where measured vehicle speeds are in excess of 40mph; . roads with a speed limit of 40mph or less which are essentially rural in nature; . routes where the access would affect bus-corridor or bus-priority measures being put in place; . roads that are at or near capacity (cannot carry more traffic); and . roads where there is an existing problem with road safety.

1.30 Elsewhere, we will not normally restrict new accesses for vehicles, as long as they meet the conditions of paragraph 1.28. Also, where a number of developments are proposed along a section of road, the risk of accidents occurring will be reduced if they are accessed from a service road with a single point of access on the main road.

2.7 In considering the above, it is clear that at a national level Manual for Streets guidance follows the expectations of the NPPF by advocating an evidence led approach to determining the most appropriate design solution for access. Whilst it is recognised that the research was primarily focused on 30 mph roads, the principles of Manual for Streets should be applicable to non-trunk roads with a speed limit (or vehicle speeds) of up to 50 mph.

2.8 At the local level the guidance is somewhat less clear, with Paragraph 1.27 committing to a more flexible policy on access in developed areas and on A or B class roads, such as at Husbands Bosworth. Furthermore, Paragraph 1.29 sets out how the local highway authority will “normally” apply restrictions on new accesses on “roads with a speed limit above 40 mph (that is 50mph, 60mph or 70mph) or where measured vehicle speeds are in excess of 40mph”. Clearly this does not rule out the potential for access to be considered, nor for reduced vehicle speeds to allow for creation of new accesses in areas that were previously unacceptable.

2.9 In considering the Highway Authority’s position on this matter the Inspectors Decision Notice for Appeal Reference: APP/T2405/A/11/2154502 is noted, which

relates to the planning application for a residential development of 45 dwellings with access via St Johns, in Enderby. A copy is included at Appendix C.

2.10 The Appeal took place in September 2011 and included consideration of the effect of the proposal on highway safety. A copy of the Appeal Decision Notice is enclosed for your ease of reference, where paragraphs 27 to 36 present the Inspectors findings on the highway safety matter. In reading these comments you will note that the Highway Authority previously objected to the application on the grounds of Policy IN5, citing that St Johns (B4114) is a heavily trafficked route with access being proposed within the 50 mph speed limit [i.e. identical to the current objections].

2.11 Paragraph 32 of the Appeal Decision Notice discusses how drivers approaching the proposed access would have a good view of it and vehicles slowing to turn in or waiting to turn out, concluding this situation would not be “unduly hazardous”.

2.12 Whilst the National Planning Policy Framework and NPG documents represent current planning guidance, in light of the evidence presented within this report (alongside other Appeal Decisions on similar Policy IN5 issues) it is apparent that Policy IN5 does not give reasonable grounds to resist proposals for safe and suitable accesses designed with appropriate visibility splays and in accordance with approved geometric standards.

3.0 EXISTING CONDITIONS

3.1 Site Context

3.1.1 The site currently comprises an open grass field with a total area of approximately 2.2 hectares. The site is bound by various agricultural developments to the north and east, the A4304 Theddingworth Road to the south and existing dwellings fronting Honeypot Lane to the west, as shown in Figure 2.

3.2 Highway layout

3.2.1 The site is currently served by a gated access at the southeastern corner of the site and to the northern edge of Theddingworth Road, a classified ‘A’ Road which extends past the site along an approximately northeast / southwest alignment. At the site frontage the carriageway currently has a width of approximately 7.3 metres. It is bound to the north by a partially overgrown verge up to 9 metres in width, which includes a footway approximately 1 metre in width. To the south it is bound by a similar, overgrown verge up to 5 metres in width. Wider footways (up to 2.5 metres in width are provided within the village (to the west), on the northern side of Theddingworth Road.

3.2.2 The A4304 Theddingworth Road at the site frontage (and to the northeast) is subject to the national speed limit at the existing access, however the speed limit reduces to 30mph at the southwestern corner of the site. At the change in speed limit, the carriageway features a 30mph roundel, 1 metre wide band of central hatching and double-height kerbs. ‘Dragon’s Teeth’ markings are also provided on southwestbound approach to the change of limit. Prominent speed limit / village gateway signage is also provided, and street lighting is provided within the 30mph limit by lamp columns located at the southern side of the carriageway.

3.2.3 Approximately 50 metres west of the site, Theddingworth Road forms a priority controlled T-junction with Honeypot Lane. Honeypot Lane is a single lane carriageway with an approximate width of 4.1 metres. The carriageway of the lane features a narrow footway (1 metre or less in width) on both sides, with a crossing point set back approximately 12 metres from the Theddingworth Road carriageway (owing to the presence of a bus lay-by immediately west of the junction).

3.3 Survey results

3.3.1 A speed survey was originally carried out at the site in March 2013. However, the data from this survey is now considered too old to be relevant to the proposed development. Notwithstanding this, the key finding of the survey was that the wet weather 85th percentile approach speed of southwestbound traffic (entering the village) was 49.0mph.

3.3.2 In support of discussion with LCC, an Automatic Traffic Count (ATC) was conducted at a point approximately 10 metres northeast of the proposed site access location. The ATC equipment was attached to the ‘Speed Cameras’ sign at the eastern end of the existing Dragon’s Teeth markings). This ATC operated between 19th and 25th March 2015, and provided data for both vehicle flows and speeds, as included at Appendix D. A summary of the 7-day average vehicle speed data is provided below:

In addition to vehicle speed data, the ATC also recorded vehicle flows. This data identifies that approximately 7% of all traffic utilising Theddingworth Road comprises heavy vehicles (including buses, good vehicles, etc). The 5-day (weekday) average peak hour traffic flow past the proposed site access was found to be as follows:

3.3.3 In order to further validate the survey work already completed in 2015, an additional, manual peak hour traffic count and vehicle speed survey and was conducted on 15 September 2016. The speed survey was conducted between 0930 and 1140 hours, sampling 200 vehicles travelling in each direction (400 vehicles total) under free-flow conditions. It should be noted that vehicles travelling southwestbound (entering the village) were observed at a point approximately 150 metres east of the proposed access, and therefore around 190 metres northeast

of the existing 30mph speed limit. The results of this survey are included at Appendix E and a summary is provided below:

The peak hour counts examined the periods from 0745 to 0915 hours and 1645 to 1815 hours respectively. The results of these surveys are included at Table 1, and are summarised below:

3.3.4 With regard to vehicle speeds, it is noted that the 2015 ATC recorded lower speeds than the 2016 manual speed survey. However, this is not unexpected, as the ATC recorded speeds in the immediate vicinity of the access location, rather than on approach to it. Significantly, the wet weather 85th percentile speed for southwestbound traffic was found to be 48.1mph, which correlates closely with the value of 49.0mph recorded in 2013.

3.3.5 In relation to traffic counts, it is noted that the results of the 2015 ATC recorded flows somewhat lower than the 2016 manual count. As such, the higher values shall be used for assessment purposes within this report.

3.4 Pedestrian travel

3.4.1 Table 3.2 within The Institution of Highways and Transportation [IHT] publication ‘Guidelines for Providing for Journeys on Foot’ (IHT, 2000) describes ‘acceptable’ walking distance for pedestrians without impaired mobility. It suggests that for a commuting or school trip, up to 1000 metres is an acceptable distance, and 2000

metres is the preferred maximum. For trips to local facilities the preferred maximum is 1200 metres.

3.4.2 Figure 3 identifies opportunities for pedestrian travel to and from the site, based on developments that are contained within an 800 metres and 2 kilometres isochrone. It shows that the whole of Husbands Bosworth is located within 800 metres (10 minutes) walk of the site. Husbands Bosworth contains various local amenities including several churches, the Husbands Bosworth Church of Primary School, Brook House Care Home, a post office and a Public House.

3.4.3 Footways are present throughout the village and are generally of adequate width and well lit. There are no formal pedestrian crossings within the village, however based on observations made during the site visit, the highway network in the village is generally lightly trafficked (with the exception of Theddingworth Road itself). Inspection of the Rowmaps website (www.rowmaps.com) confirms that there is an off-road bridleway known as and running alongside the , which can be accessed approximately 750 metres north of the site at Broad Lane. There is another bridleway located approximately 600 metres to the southwest at Butt Lane, as shown in Figure 4.

3.5 Cycle travel

3.5.1 Local Transport Note 2/08 – Cycle Infrastructure Design (DfT, October 2008) states that ‘…many utility cycle journeys are under three miles [5 kilometres], although, for commuter journeys, a trip distance of five miles [8 kilometres] or more is not uncommon.’ [Paragraph 1.5.1, page 14].

3.5.2 Figure 5 shows a 5 kilometres radius catchment area centred on the site, which demonstrates that Theddingworth, Laughton, North Kilworth, Marston Trussell, Sibbertoft and Welford are within a comfortable cycling distance.

3.5.3 Inspection of the Sustrans National Cycle Route map shows that there are no routes on the National Cycle Network within 5 kilometres of the site. However, the LCC ‘Harborough – Rural’ Cycle Map identifies that local cycle route ‘Harb 3 – Grand Union Canal’ passes through the village. This cycle route is predominately

off-road, and provides a route between the site and (approximately 9 kilometres to the east), which may be attractive to more able cyclists. This ‘Harborough – Rural’ Cycle Map is available online at https://www.leicester.gov.uk/media/169953/market-harborough-rural.pdf

3.6 Bus travel

3.6.1 Paragraph 3.81 of the 6Cs Design Guide states that to access bus stops in rural areas “…the walking distance should not be more than 800m.” The closest public bus stops are located approximately 90 and 200 metres west of the site (for northeastbound and southwestbound services, respectively). The northeastbound bus stop features a flag and pole arrangement at a bus lay-by, while and southwestbound bus stop features a bus shelter. The carriageway at both bus stops features segregated bus lay-by.

3.6.2 The above stops are served by Bus Route Number 58. Route Number 58 connects the site to , Lebenham and Market Harborough, at a combined weekday daytime frequency of approximately 1 service every hours in each direction. Figure 6 shows the location of the nearest bus stops to the site and Route Number 58.

3.7 Highway safety

3.7.1 An assessment of recent Personal Injury Accident records for the local area was carried out to determine whether there are any existing highway safety issues at Theddingworth that could potentially be exacerbated by any increase in movements associated with the proposed development.

3.7.2 To establish the extent of accidents that have occurred within Husbands Bosworth or on rural sections of the A4304 Theddingworth Road beyond the village, the most-recently available 5-year dataset was ordered from LCC. The supplied dataset is included at Appendix F, covers approximately 5 kilometres of the A4304 carriageway and includes a total of 9 accidents, the locations of which are summarised at Figure 7. Concise details of each accident are provided below (accidents involving pedestrians are marked in grey):

3.7.3 In considering the above accident records, it is noted that the locations do not form any ‘clusters’ of 3 or more accidents which might suggest areas of particular concern. There were only two locations at which more than one accident occurred, which are as follows:

 A4304 / Station Road junction: 2 serious accidents (#2 and #4). At this location it is noted there is a notably substandard junction arrangement, with the minor arm intersecting the main road at a significant angle. This is likely to increase the chances of drivers pulling out failing to see other motorists, while the high-speed of the road and lack of warning for the oncoming driver may account for the resultant severity of the accidents.

 A4304 / private access: 2 slight accidents (#6 and #8). This location is a private bellmouth access which may not meet all applicable highway design standards. It is located at a slight kink in the alignment of the A4304, and is not especially visually prominent, which may increase the risk of accidents.

3.7.4 All other accidents were isolated incidents, and were apparently caused by a wide variety factors which are unlikely to relate to the presence of nearby site accesses. These include a ‘hit and run’ collision with a pedestrian (#1) and loss of control / poor control by one or more involved vehicles (#3, #5, #6, #7 and #9). It is also noted that all but Accident #1 occurred on high-speed, rural sections of the A4304 rather than within or in close proximity to Husbands Bosworth itself. Only a single accident (#8) involved a large vehicle (a bus).

3.7.5 Whilst any accidents are regrettable, the largely-isolated incidents detailed above do not suggest any specific problems on the A4304 in the vicinity of Husbands Bosworth. In the vast majority of cases it is apparent that driver error and/or sub-standard highway layout may have contributed to the accidents. However, there is no evidence of significant safety issues within Husbands Bosworth. Notwithstanding this, further consideration will be given to the road safety implications of the proposed development and site access in Section 5 of this report.

4.0 DEVELOPMENT PROPOSALS

4.1 The proposals comprise the erection of up to 40 residential dwellings on land to the north of Theddingworth Road, at the eastern edge of Husbands Bosworth. The development would be served via a single vehicular access located towards the southwestern corner of the site, and would make provision for extension the existing 30mph limit by approximately 120 metres.

4.2 It is understood that the site would also include an area of public open space, woodland planting and sustainable drainage features. Access would also be provided to a local community garden / allotment and a small storage barn adjacent to these. This area would be provided with a gated access from within the development site and 4 parking spaces.

5.0 TRANSPORT CONSIDERATIONS

5.1 Change in traffic conditions

5.1.1 The TRICS database was examined to identify suitable trip rates to calculate the potential peak hour and daily traffic movements that could be generated by the proposed residential development. The category ‘Residential – Houses Privately Owned’ was searched. Developments between 20 and 80 dwellings in the C3 land use category and surveyed on a weekday were included in the search criteria. Data was also limited to sites from the ‘Edge of Town’ and ‘Suburban’ category, this being considered the most comparable to Husbands Bosworth.

5.1.2 The above search produced a total of 24 surveys from 24 different sites. Following an inspection of the sites, a development of 71 dwellings in Ripon, North Yorkshire (TRICS ref: NY-03-A-10) was selected as being suitable for comparison with the proposed development. On balance, this site was deemed most comparable, as it is relatively close to a major ‘A’ road, with similar opportunities for sustainable travel and within walking distance of several local amenities. Full details of the TRICS search are contained at Appendix G.

5.1.3 The following trip rates (per dwelling) were therefore considered applicable to the proposed development:

5.1.4 Based on the above trip rates, the proposed development of up 40 dwellings would generate the following vehicle movements:

Table 2 shows the daily traffic generation profile for the proposed development.

5.1.5 While it is anticipated that the proposed community gardens at the site would generate a small number of vehicular movements, it is considered that these would occur during off-peak periods and primarily at weekends. The flow associated with this leisure use is considered negligible in the context of the residential development, which has been modelled at a robust 40 dwelling threshold.

5.1.6 The former GTA document advised that developments may have a significant highway impact where increases of 30 or more two-way vehicle movements occur. The proposed traffic generation confirms that up to 28 vehicular movements could occur within one hour (based on the morning peak hour). Therefore, it is considered that the proposed traffic generation would be negligible and does not require and further detailed analysis. This is also backed up with by recent guidance contained in Paragraph 32 of the NPPF which states that ‘Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe’.

5.1.7 Notwithstanding the above, given the concerns raised by LCC this report includes capacity modelling of the proposed site access junction. In order to complete this it has been necessary to make an assumption about the distribution of vehicle movements associated with the site. Noting the low volume of site traffic and that the traffic flows in each direction of travel recorded by the manual traffic count were broadly comparable, a simple 50/50 split between movements to the east and west has been assumed.

5.2 Site Access – Geometry

5.2.1 The proposed site access road has been designed in accordance with Table DG1 of the 6Cs Design Guide, which provides details on the general geometry of for ‘Residential Access Roads’ serving developments of up to 50 and up to 150 dwellings from a single point of access. Given the scale of the proposed development the lower standards have been utilised. Drawing Number F14135/01 Rev A therefore shows a suitable access comprising 6 metres kerb radii and a 4.8 metres wide carriageway. A 2 metres wide footway would be provided to both sides of the carriageway, which would be extended to the west to tie into existing facilities (of equal or greater width) in this area.

5.2.2 Based on comments received from LCC, the site access connects Theddingworth Road via ghost-island junction has been designed with due regard to TD42/95 of the DMRB. Noting that this will be located within a 30mph limit but immediately prior to change of limit, a design speed of 40mph has been assumed. All geometries are in accord with TD42/95 with the exception of the turning lane width, which has been limited to 3 metres (the same as the ‘running’ lanes) with the aim of ensuring lower vehicle speeds (noting that Paragraph 9.4.8 of MfS2 cautions that large right-turning lanes can actually increase vehicle speeds). Splitter islands suitable for the siting of appropriate signage and lighting have also been provided, with the aim of psychologically ‘narrowing’ the carriageway, increasing the prominence of the access and encouraging lower vehicle speeds.

5.2.3 It is proposed to extend the existing 30mph speed limit approximately 120 metres to the northeast, such that this is positioned at least 90 metres beyond the new site access. LCC have indicated they may not support this, as they consider a longer speed limit may discourage compliance. However, it is noted that 30mph speed limits commonly extend throughout the entire built form of typical villages and function acceptably. Additionally, for a vehicle travelling at 30mph, a distance of 120 metres is covered in less than 10 seconds, which is not considered likely to cause significant frustration or non-compliance in drivers on Theddingworth Road.

5.2.4 With regard to site access visibility splays , MfS2 recommends within Paragraph 1.2.3 that:

“…as a starting point for any scheme affecting non-trunk roads, designers should start with MfS”.

5.2.5 Chapter 10 of MfS2 provides detailed formulae for calculating visibility splays, taking into account vehicle speeds, the percentage of HGVs and the carriageway gradient. The results of the speed survey (included at Appendix E) show that the 85th percentile speeds for vehicles travelling in both directions currently exceed 60kph. Notwithstanding that an extended speed limit and the junction design detailed above should reduce speeds, visibility splays have been calculated in accordance with the existing speeds. The gradient at the site frontage has been deemed negligible and hence a zero value has been used for gradient in both calculations.

5.2.6 The data contained in Appendix E show that by adopting the above approach, visibility splays of 96 metres to the southwest (toward northeastbound traffic) and 140 metres to the west (eastbound traffic) would be appropriate. Drawing Number F14135/02 Rev A confirms that these visibility splays could be achieved from the proposed access junction, from a 2.4 metres setback distance to a point one metre from the inside edge of the carriageway, within land that is either under control of the applicant or within the public highway.

5.2.7 Overall, it is considered that the proposed access can be deemed safe and suitable, being designed with referent to the standards used for junction design on the Strategic Road Network (despite Theddingworth Road not being part of SRN), providing visibility splays that allow for current traffic speeds and ensuring that right-turning traffic does not obstruct or present a hazard to southwestbound vehicles. The access is therefore considered to be in accordance with the policies outlined in Paragraph 32 of the NPPF.

5.3 Site Access – Capacity

5.3.1 Notwithstanding that the proposed development generate relatively low levels of traffic, the proposed site access junction has been tested using PICADY modelling software to establish that it would provide sufficient capacity (as detailed at Appendix H). The traffic flows used were taken from the 2016 manual survey (the highest peak hour flows observed), with a 50/50 distribution of site traffic to the east and west.

5.3.2 Table 3 provides summary results of the PICADY model. This shows very low Ratio-of-Flow to Capacity values (less than 0.1), negligible levels of queuing and minimal delay. It is therefore apparent that the proposed junction would provide ample capacity, and thus avoid any risk of stationary vehicles obstructing traffic on Theddingworth Road.

5.4 Parking

5.4.1 In accordance with Paragraph 3.174 of the 6Cs Design Guide residential developments of over 5 dwellings should use the document ‘Residential Car

Parking Research’ (DCLG, May 2007) to calculate the potential level of parking and the necessary parking provision to accommodate this demand. The DCLG calculation methodology is based on the specific number of rooms within each dwelling and the allocated number of spaces, which has not yet been determined at this site.

5.4.2 Without any specific details regarding the size of the proposed dwellings, the car parking requirements have been calculated for owner-occupied houses comprising between 3 and 5 bedrooms in a rural area. The document suggests the following levels of parking demand per dwelling, based on the number of allocated off-street spaces for each dwelling:

Five room house (3 bedrooms)  No allocated bays per dwelling = demand of 1.6 vehicles per house  1 allocated bay per dwelling = demand of 1.9 vehicles per house  2 allocated bays per dwelling = demand of 2.3 vehicles per house

Six room house (4 bedrooms)  No allocated bays per dwelling = demand of 1.8 vehicles per house  1 allocated bay per dwelling = demand of 2.0 vehicles per house  2 allocated bays per dwelling = demand of 2.4 vehicles per house

Eight room house (5 bedrooms)  No allocated bays per dwelling = demand of 2.5 vehicles per house  1 allocated bay per dwelling = demand of 2.5 vehicles per house  2 allocated bays per dwelling = demand of 2.6 vehicles per house

5.4.3 Based on the above, and assuming that the average dwelling comprises 6 rooms (4 bedrooms) with 2 allocated spaces, a total of 96 residential car parking spaces would be required across the site (16 of these being unallocated). In addition to the residential parking, it is noted that 4 spaces would be provided sat the small community gardens proposed within the site.

5.4.4 If garages are to be provided and contribute towards the provision of allocated car parking spaces, these should be constructed with minimal internal garage dimensions (in accordance with Paragraph 3.225 of the 6Cs Design Guide), as outlined below:  Standard single = 6m x 3m, with minimum door width of 2.3m  Use by disabled = 6m x 3.3m with minimum door width of 2.8m  Double = 6m x 6m, with minimum door width of 4.2m.

5.5 Servicing

5.5.1 In terms of refuse collection and servicing requirements, Paragraph 6.8.9 within MfS states that:

“Key points within the Approved Document to Part H are:  residents should not be required to carry waste more than 30 m (excluding any vertical distance) to the storage point;  waste collection vehicles should be able to get within 25 m of the storage point…”

5.5.2 As the furthest dwelling would be in excess of 55 metres from Theddingworth Road a refuse collection vehicle would need to enter the site. In line with the recommendations contained in MfS, the site should be suitable to accommodate a refuse collection vehicle parking at the kerbside adjacent to all dwellings

5.5.3 The site access has been designed in accordance with details contained within Table DG1 of the 6Cs Design Guide to serve refuse collection vehicles. As such, subject to provision of appropriate turning heads within the internal road layout, the site should satisfactorily accommodate refuse collection vehicles. This assumes that the layout satisfies the above maximum walking distances for refuse collection workers and residents.

5.5.4 Further work will be required to conclude that the site is suitable to accommodate refuse collection vehicles. Noting this, refuse vehicle tracking will be demonstrated once a final layout has been produced, using the local refuse collection vehicle. This will determine whether the internal road network and turning heads will allow

a refuse collection vehicle to fully enter and depart the site in forward gear, in accordance with Paragraph 7.10.3 of MfS.

5.6 Modal Split and Forecast Sustainable Trips

5.6.1 The key emphasis of the NPPF document is on the need for all new developments to be sustainable. Part of this requirement for sustainability means providing reasonable opportunities for travel to and from sites by non-car modes, confirmed within Paragraph 29 which states: “The transport system needs to be balanced in favour of sustainable transport modes, giving people a real choice about how they travel”.

5.6.2 In light of the above requirements, consideration has been given to the potential level of trips by all modes that could be generated by the proposed development. Inspection of the National Statistics website shows the following average journey to work modal split for the ‘Bosworth (Ward)’ middle super output area:

5.6.3 The ‘people who work mainly at or from home’ category was removed, the modal categories consolidated where appropriate and the remaining percentages adjusted accordingly, resulting in the following modal split:

5.6.4 To calculate the hourly amount of person trips by each mode, the following approach was adopted:  82.07% of car/van drivers is equal to 28 total car movements during the morning peak hour  28 / 82.07 equals the number of person trips per percent, or 0.341  the evening peak hour person trips can therefore be calculated by multiplying the modal percentage for each category by 0.341

5.6.5 Inspection of the traffic generation calculations for the proposed development shows that approximately 14.7% of all daily vehicle movements would occur during the busier (morning) peak hour. This results in a conversion factor of 6.80 from peak hour to daily movements [1 / 0.147].

5.6.6 Using the above process, it was possible to calculate that the proposed development would generate the following total person trips:

5.7 Context as to access by non-car modes

5.7.1 Paragraph 32 requires that plans and decisions consider whether “…the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site…”

5.7.2 The above calculations show that the proposed development would result in only minimal daily increases in demand for non-car travel. However, it is considered that the site provides extensive opportunities to increase the level of sustainable travel uptake, which will be addressed below.

5.8 Pedestrian travel

5.8.1 Based on the above calculations, the proposed development could generate up to 3 peak hour and 20 daily pedestrian movements. Drawing Number F14135/01 Rev B shows a proposed footway extending from the site access onto the A4304 Theddingworth Road. This footway would then tie into the existing facilities at the northern edge of the A4304 Theddingworth Road. The footway will then continue westbound into Husbands Bosworth and eastbound along the A4304 Theddingworth Road.

5.8.2 It is noted that LCC have raised potential concerns regarding the ability of pedestrians to cross Honeypot Lane, west of the site (where existing footways are very narrow). However, examination of this junction shows that the width of the public highway is extremely limited, with a 4.1 metres wide carriageway (just wide enough to accommodate two-way movement by light vehicles in line with Figure 6.8 of MfS). Any increased footway width would result in unacceptably narrow this carriageway width, and it is considered that a shuttle working would be inappropriate in close proximity to the junction with Theddingworth Road. It is also considered that extensive works in this vicinity could have an excessively ‘urbanising’ effect on the historic conservation area within the village.

5.8.3 Site observations indicate that, in practice, pedestrians tend to cross the lightly- trafficked Honeypot Lane by walking across the bus lay-by opposite, where they are clearly visible to oncoming motorists and low kerb upstands are provided.

Should LCC continue to have concerns, it is considered that the proposed development could fund the implementation of new dropped kerbs and signage to assist pedestrians at this location.

5.8.4 The relatively lightly trafficked nature of the local highway network along with the level of pedestrian facilities in Husbands Bosworth suggests that the proposed development otherwise suggest that pedestrians should be satisfactorily accommodated by the new footway and existing infrastructure.

5.9 Cycle travel

5.9.1 Whilst the results of the multi-modal trips do not suggest any cyclist movements, the relatively lightly trafficked nature of Husbands Bosworth suggest that the minimal potential cyclists could be accommodated by the local carriageways. The nearby ‘Harb 3’ route would also be of benefit to cyclists.

5.10 Public transport

5.10.1 The above details show that the proposed development could generate up to 1 hourly and 7 daily movements by public transport. There is one public bus service within 400 metres walking distance of the site (Route Number 58). This service operates at a frequency of approximately 1 service every 3 hours.

5.10.2 The 6Cs Design Guide recommends that rural areas should provide bus services with a combined daily frequency of 1 service per hour. Whilst the bus services in Husbands Bosworth have a lower frequency Paragraph 29 of the NPPF states that opportunities for sustainable travel should be taken up depending on the “nature and location” of the site. It can be considered that there is a lack of demand for bus travel from Husbands Bosworth and therefore an increase of 7 daily passengers on the existing services should easily be accommodated and may actually help increase revenue, allowing higher frequencies in the future.

6.0 SUMMARY AND CONCLUSIONS

6.1 Bancroft Consulting were appointed by ACM Interior Design Ltd to provide highways and transportation advice in respect of proposals to develop up to 40 dwellings on land to the north of the A4304 Theddingworth Road in Husbands Bosworth, Leicestershire. The proposals would include provision of a new site access, and the extension of the existing 30mph speed limit within the village.

6.2 The main findings of this statement can be summarised as follows:

 The proposed development would generate up to 28 two-way vehicular movements (based on the evening peak hour) which would equate to approximately 1 trip every 2 minutes. This does not represent a significant change in traffic conditions, and should not warrant any further detailed assessment of the impact of the proposed development on the surrounding highway network.

 Drawing Number F14135/01 Rev B shows the general layout of the proposed site access, which meets the requirements within Table DG1 of the 6Cs Design Guide and includes provision of a prominent ghost-island junction with right-turn lane. The access itself is includes a 4.8 metres wide carriageway, with 6 metres kerb radii and 2 metres wide footways to the northeastern edge of the carriageway. Furthermore, an improved footway to the northern edge of Theddingworth Road would be constructed to provide pedestrian access into the village.

 In considering the Highway Authority’s position on Policy IN5 this matter the Inspectors Decision Notice for Appeal Reference: APP/T2405/A/11/2154502 is noted, relating to a planning application for a residential development of 45 dwellings in Enderby. Paragraph 32 of the Appeal Decision Notice discusses how drivers approaching the proposed access would have a good view of it and vehicles slowing to turn in or waiting to turn out, concluding this situation would not be “unduly hazardous”. It is considered that Policy IN5 does not give reasonable grounds to resist proposals for safe and suitable accesses designed with appropriate visibility splays and in accordance with approved geometric standards.

 Based on the results of the speed survey visibility splays of 2.4 x 96 metres to the southwest and 2.4 x 140 metres to the west are also shown at Drawing Number F14135/02. It is demonstrated that these splays can be achieved within land that is either under the control of the applicant or that appears to be public highway. Such splays are based on the current approach speeds, and can thus be considered a ‘worst-case’, as the new site access and extend speed limit would have the effect of reducing local traffic speeds.

 The capacity of the proposed site access has been tested and found to be ample for recorded traffic flows.

 Any future site masterplan should reflect the parking requirements set out in the Residential Car Parking Research as recommended in the 6Cs design guidance for residential developments of up to 40 dwellings. The proposed development could likely generate an overall demand for approximately 96 car parking spaces, assuming an average dwelling size of 6 rooms with 2 allocated spaces.

 The proposed development should generate only a minimal increase in demand for travel by non-car modes such as walking, cycling, and public transport, which could be satisfactorily accommodated via existing infrastructure. It is recognised that pedestrian crossing movements at Honeypot Lane are non-standard, but also that the confined public highway at this point limits the ability to improve footways on Honeypot Lane.

 Inspection of Personal Injury Accident data obtained from Leicestershire County Council for the surrounding area indicates that there are no existing highway safety concerns in the vicinity of the site and it can be concluded that the additional traffic movements associated with the proposed development should not lead to any increased risk of collisions.

6.3 This Transport Statement has identified a safe and suitable access arrangement for the proposed development that would meet current design requirements set out in Table DG1 of the 6Cs Design Guide. It also confirms that the site is in a reasonably sustainable location. Furthermore, the potential traffic increases associated with the proposed development would not be significant and so the development would have no severe off-site impact, thus meeting the requirements

that measures 0.9 metres. Along the southern edge there is a verge that measures between 2 and 4.4 metres.

A detailed site visit was undertaken on Wednesday 13th March 2013, between 0930 and 1130 hours. During the site visit there were no major road works within the surrounding highway network and weather conditions were clear and dry. A vehicle speed survey was undertaken approximately 20 metres northeast of the change in speed limit signage. The speed survey took place between 0945 and 1100 hours and was carried out generally in accordance with the requirements of TA 22/81. A total of 200 vehicle speeds were

recorded during the survey, comprising 100 vehicles in each direction. A copy of the speed th survey results are enclosed, which demonstrate 85 percentile wet weather speeds of Department of Environment and Transport 39.51mph (63.57 kph) in the north-eastbound direction and 49.00mph (78.84kph) in the Leicestershire County Council south-westbound direction. There are several criteria specified, cc Miss Jenny Salt Fisher German LLP although the only ones considered to be applicable to this site are that the speed limit along this section of the A4304 is ‘above 40mph (that is 50mph, 60mph or 70mph) and ‘measured vehicle speeds are in excess of 40mph’.

Paragraph 1.30 goes on to advise that restrictions would not normally be applied elsewhere on the road network, as long as the access arrangement complies with guidance provided within Part 3 of the 6Cs Design Guide. Whilst paragraph 1.31 suggests that if an access could be provided off a minor side road it would be preferable.

In this instance, the site only has frontage on to the A4304 and therefore the only possibility of accessing the development would be via this point. Furthermore, the proposed site access junction has been designed in accordance with the requirements set out within Part 3 of the 6Cs Design Guide.

Conclusions

The details contained within Drawing Number F13088/02 demonstrate how the existing change of speed limit could be relocated approximately 80 metres northeast of its current location. The existing hatched road markings could be extended just beyond the relocated change of speed limit and a traffic island could be provided, thereby creating a new gateway feature to the village. By extending the speed limit at this location, vehicle speeds at the Honeypot Lane junction should be significantly reduced thereby lessening the risks of any vehicle collisions. If the local highway authority accept this extension to the 30 mph speed limit, the criteria set out within IN5 should no longer apply.

In addition, it has been demonstrated that a suitable site access arrangement could be delivered to serve the proposed development, in accordance with the design criteria set out within Part 3 of the 6Cs Design Guide, and the required visibility splays can be achieved.

We understand that the issues associated with the proposed development are not straightforward. We would therefore be grateful if you could review the above proposals, and respond with the local highway authority’s thoughts on the merits of extending the 30 mph speed limit, and therefore the viability of providing a residential access in this location.

Apologies for the delay in replying, but as you know there are few pre-application enquiries getting dealt with in my area at the moment.

In short, the Highway Authority would not be in favour of the extension of the speed limit by approximately 80 metres and then a new junction provided at this location to serve 30 dwellings. The amount of additional turning traffic that would be generated along this Class 1 road would prove to be a source of danger. We have a high percentage of HGV’s using the route and there is a history of personal injury accidents occurring along the A4304. The 85th percentile ‘snapshot’ speeds are of no surprise but the real eye opener are the south westerly approach speeds of 49mph. By moving the speed limit out this will not change these speeds to my mind nor will they provide any material change in speeds at the Honeypot Lane junction (which is a point you are relaying on). Speed limits have to be strategically placed, the likely result of taking the speed limit further out from main built up limits will be to increase speeds through the village. In any case IN4 and IN5 will still be offended as speeds will be unlikely to be contained to 40mph or less and as previously stated the amount of turning traffic could lead to the disruption of the safe free flow of traffic along this major route.

I believe my colleague Andrew Braun initially approached you in March 2013 to discuss the principle of a proposed residential development at land to the north of the A4304 in Husbands Bosworth, served by a new access within a de-restricted section of the A4304. The project was subsequently put on hold and we have only recently been instructed to progress the project. Please therefore, find attached a PDF copy of our letter which seeks to demonstrate how principle a safe access could potentially be delivered in this location. A hard copy of the details will follow in tonight’s post.

Comments This site is located off Boroughbridge Road on Skelldale Close, a predominantly residential area. Boroughbridge Road then joins Ripon by Pass (A61) which heads northwest towards the centre of Ripon and then carrying south onto Harrogate. This site has the one access point for all modes.
