SUBJECT: WEST LANCASHIRE DESIGN AWARDS 2013 ______Wards affected: Borough wide

1.0 PURPOSE OF THE ARTICLE

1.1 To update Members on the results of the 2013 West Lancashire Design Awards and inform them of the winners of this year’s awards.

2.0 BACKGROUND

2.1 The West Lancashire Design Awards is an important award scheme run by the Council every 2 years to acknowledge and promote the importance of good building and planned design within the Borough. The awards have been running since 1989.

2.2 Nationally, in recent years, there has been increasing support from Central Government for Local Authorities to raise the quality of design across a whole range of its services and especially in its delivery of its Planning service. The West Lancashire Design Awards is a key aspect of the Council’s approach to encourage better quality development. The Awards emphasise the Council’s commitment to working in partnership with other agencies and developers/owners in trying to improve the built environment and quality of life for people of West Lancashire.

2.3 The Awards are given to developments in 5 categories:

x New residential developments including extensions to existing properties x The refurbishment and/or conversion of existing buildings x Commercial and/or community based developments x Landscape schemes

- 211 - x Schemes which have used sustainable or ‘Green’ approaches to reduce their carbon emissions.

2.4 The nomination process began earlier in the year (February through to June) providing an opportunity to owners, residents, Parish Councils, and architects to put forward schemes. All the nominated schemes were initially assessed by the Heritage and Environment Manager and a short-list of 11 sites was drawn up and visited on the 8th October, by a panel made up of Council Officers, the Planning Portfolio Holder and representatives of the Conservation Area Advisory Panel.

3.0 AWARD WINNERS

3.1 All the judges commented positively on the high standard of the schemes put forward for this years design awards and as well as announcing the 5 category winners gave out a further 3 commendations.

3.2 The residential category was won by The Old Dog PH, Alma Hill, Up Holland which involved converting a vacant Grade II ‘listed’ public house into three cottages. The judges particularly liked how the scheme designed by Schofield Design Associates was sensitive to the character of the building and used high quality materials both on the inside and on the exterior of the building. A commendation was also given out in the residential category for the development of 17 new dwellings at Elmstead, Tanhouse, Skelmersdale by John Mc Call Architects Ltd.

3.3 The renovation/conversion category was won for the conversion of The Old Dog PH, Alma Hill, Up Holland. The work was recognised for being sensitive to the historic character of the listed building and its importance to the wider area. A commendation was also given in this category for the adaptation of St James School, , involving the provision of new classroom/teaching accommodation within the roof space of a Grade II listed building.

3.4 The commercial category winner is ‘The Hub’ at Edge Hill University, Ormskirk. The judges felt the bespoke and innovative design by ABW Architects Ltd, successfully blended the old original fabric of the original main college building into a newly created multi purpose space. The result is a new student social space offering essential facilities at the heart of the campus and an outstanding new building for the university. Due to the high quality of the buildings judged a commendation was given in this category for the new West Lancashire College building in Skelmersdale.

3.5 The sustainability ‘green’ category award was given to the new West Lancashire College building at Skelmersdale designed by RMJM architects. The college design has achieved a rare BREEAM ‘Excellent’ rating with sustainability being a key element in the building construction. To achieve this high standard the design includes a number of environmental solutions including a sustainable drainage system (SUDS), grey water collection from the roof and low energy use.

- 212 - 3.6 The landscaping category award was given to the eastern campus extension at Edge Hill University. The judges felt the landscape treatment of the new eastern campus was of a very high standard. The creation of a new lake augmented by the mature planting provided an attractive focus for this part of the campus and helps deliver a sense of place.

3.7 The presentation evening for the Awards is programmed to take place on the 19th November at the Council's Chapel Gallery, St Helens Road, Ormskirk.

4.0 SUSTAINABILITY IMPLICATIONS/COMMUNITY STRATEGY

4.1 The need to continue with efforts to protect and improve the quality of the environment within the Borough including its streetscene, natural and built heritage of our towns, villages and countryside has been identified as a key issue in the Sustainable Community Strategy for West Lancashire 2007-2017.

5.0 FINANCIAL AND RESOURCE IMPLICATIONS

7.0 CONCLUSIONS

7.1 The West Lancashire Design Awards remain an important part of the Council’s commitment to improving the quality of development within the Borough. The awards are a valuable way of promoting ‘good’ design and showing to members of the public, property owners, developers and architects what can be achieved.
