Papers Laid on the Table Shri Subodh Kant Sahay (Minister of Food Processing Industries) laid on the Table:- I.(1) A copy each (in English and Hindi) of the following papers, under sub-section (4) of Section 619A of the Companies Act, 1956: — (a) Second Annual Report and Accounts of the National Institute of Food Technology Entrepreneurship and Management (NIFTEM), New Delhi, for the year 2008-09, together with the Auditor’s Report on the Accounts. (b) Review by Government on the working of the above Institute. (2) Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (1) above. II. A copy each (in English and Hindi) of the following papers:— (a) Annual Report and Accounts of the Indian Institute of Crop Processing Technology (IICPT), Thanjavur, for the year 2008-09, together with the Auditor's Report on the Accounts. (b) Review by Government on the working of the above Institute. (c) Statement giving reasons for the delay in laying the papers mentioned at (a) above. Report of the Department-Related Parliamentary Standing Committee on Agriculture Shri Mohd. Ali Khan laid on the Table, a copy (in English and Hindi) of the Twelfth Report of the Committee on Agriculture on “The Constitution (One Hundred and Eleventh Amendment) Bill, 2009”. 6. Report of the Study Tour of the Committee on the Welfare of Scheduled Castes and Scheduled Tribes Shri Praveen Rashtrapal laid on the Table, a copy (in English and Hindi) of the Report of the on-the-spot study visit of the Committee on the Welfare of Scheduled Castes and Scheduled Tribes to Mirchpur Village, District Hisar, Haryana on 2nd July, 2010. 12-03 p.m. 7. Statement by Minister Ms. Agatha Sangma, Minister of State in the Ministry of Rural Development, laid on the Table, a statement (in English and Hindi) on the status of implementation of recommendations contained in the Third Report of the Department-related Parliamentary Standing Committee on Rural Development pertaining to Department of Drinking Water and Sanitation. #12-07 p.m. 8. Government Bills — Passed/Under Consideration (1) The Civil Liability for Nuclear Damage Bill, 2010, as passed by Lok Sabha Shri Prithviraj Chavan (Minister of State (Independent Charge) of the Ministries of Science and Technology and Earth Sciences; Minister of State in the Prime Minister’s Office and Ministries of Personnel, Public Grievances and Pensions and Parliamentary Affairs) moved:- “That the Bill to provide for civil liability for nuclear damage, and prompt compensation to the victims of a nuclear incident through a no fault liability regime channeling liability to the operator, appointment of Claims Commissioner, establishment of Nuclear Damage Claims Commission and for matters connected therewith or incidental thereto, as passed by Lok Sabha, be taken into consideration.” RAJYA SABHA The following Members took part in the discussion:— # From 12-04 p.m. to 12-07 p.m. some points were raised. 12-25 p.m. 1. Chidambaram (Minister of Home Affairs) moved:- “That the Bill to provide punishment for torture inflicted by public servants or any person inflicting torture with the consent or acquiescence of any public servant, and for matters connected therewith or incidental thereto, as passed by Lok Sabha, be taken into consideration.” Shri P.
