THE MINISTER OF FINANCE, MINISTER OF CORPORATE AFFAIRS AND MINISTER OF INFORMATION AND BROADCASTING (SHRI ARUN JAITLEY): Madam Speaker, I am extremely grateful to the large number of hon. Members who have spoken on the debate relating to the One Hundred and Twenty-Second Amendment to the Constitution to bring in the concept of the Goods and Services Tax, a destination tax as far as the whole country is concerned. It is unquestionably a very important moment because the whole process of indirect taxation in India will change once the GST itself is implemented. This entire debate has consumed more than 12 years. The Kelkar Committee was appointed by the first NDA Government in the year 2003. Thereafter the Report of the Kelkar Committee came which referred to a new system of indirect taxation in India which causes the least amount of harassment, the least amount of evasion and brings about a single taxation structure across the country. The advantage of such a structure would be that besides being a destination tax, it would involve several important features. There will be uniformity of taxation as far as the whole country is concerned. You will not come across a situation where trucks are either waiting outside a State or outside a city in order to enter. There will be a seamless transfer of goods and services. The whole country, which is one-sixth of world's population, would become a single market. -

Dr. SUKANTA MAJUMDAR: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) the details of total funds under MPLAD Schemes allocated to Members of Parliament of Sixteenth Lok Sabha; (b) the details of funds3 recommended to be spent, MP-wise and the details of funds utilised under the said scheme for completion of works; (c) the details of funds allocated utilised and remained unutilised under the said scheme in West Bengal, MP- wise ; and (d) the details of action being taken by the Government to completed the pending works expeditiously? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION AND MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING (RAO INDERJIT SINGH) (a) and (b) A statement indicating MP-wise details of funds allocated, recommended to be spent and utilized in respect of 16th Lok Sabha is at Annexure-I. (c) A statement indicating MP-wise details of funds allocated, utilized and remained unutilized under the MPLAD scheme in West Bengal, is at Annexure- II. (d) The implementation of the MPLADS in the field is undertaken by the District Authorities in accordance with the State Government’s technical, administrative and financial rules. Sanction, rejection and completion of the work are to be done by the District Authorities as per the time line stipulated in MPLADS guidelines. Ministry of Statistics & Programme Implementation holds annual review meeting in addition to regular correspondence with State Government to emphasize timely completion of works and utilization of funds. -

The names of Chairmen of the various Standing Committees and Department-related Parliamentary Standing Committees along with their local residential addresses and telephone numbers have also been shown at the beginning of the publication. The names of Members of the Lok Sabha serving on the Joint Committees on which Rajya Sabha is represented have also been included under the respective Committees for information. Change of nominations/elections of Members of Rajya Sabha in various Parliamentary Committees/Statutory Bodies is an ongoing process. As such, some information contained in the publication may undergo change by the time this is brought out. When new nominations/elections of Members to Committees/Statutory Bodies are made or changes in these take place, the same get updated in the Rajya Sabha website. The main purpose of this publication, however, is to serve as a primary source of information on Members representing various Committees and other Bodies on which Rajya Sabha is represented upto a particular period.
