Penny Chenery to be Honored by TCA The Thoroughbred Club of America announced Wednesday that Penny Chenery, best known as the owner of 1973 Triple Crown winner Secretariat, has been selected by the TCA Board of Directors as the honor guest for the organization=s 81st annual Testimonial Dinner, to be held at Keeneland Race Course in Lexington, Kentucky, Sept. 30. Chenery, the daughter of Virginia Thoroughbred breeder Christopher T. Chenery, took over her father=s Thoroughbred operations, Meadow Stud and Meadow Stable, when his health began to deteriorate in the late 1960s. In 1972, Chenery Penny Chenery campaigned Kentucky Horsephotos Derby and Belmont S. winner Riva Ridge. Later that year, Secretariat emerged as a 2-year-old to win five stakes races, clinching both divisional honors and Horse of the Year. The famed chestnut returned the following year to capture nine stakes, including his Triple Crown sweep, and set four new track records and two world records on his way to a second Horse of the Year title. Earlier that year, Chenery employed Claiborne Farm=s Seth Hancock to syndicate the horse for a then-record $6 million. In addition to her accomplishments as an owner/breeder, Chenery has held many important roles in the racing industry, and is highly regarded as one of its most iconic figures. She served as the president of the Thoroughbred Owners and Breeders Association from 1976-1984, president of the Grayson Foundation supporting equine research from 1985-1986, and was elected to membership in The Jockey Club in 1983. She has been a leading advocate for equine welfare and racehorse aftercare, and was instrumental in the formation of the Thoroughbred Retirement Foundation. In 2005, she received the Eclipse Award of Merit. Turfway Eliminates Stakes From Fall Meet Officials at Turfway Park announced Wednesday that the Florence, Kentucky, racetrack will host no stakes during its 16-day fall schedule, which begins Sept. 6. In order to maintain daily purses, the track has eliminated all stakes for its 54th fall meet, including the five races of the Kentucky Cup Day of Champions. The track=s share of funding for the series will be shifted to the overnight purse account. Daily purses are expected to average $110,000, including $18,000 from the Kentucky Thoroughbred Development Fund. Pending approval by the Kentucky Commission, the track will also introduce a later post time for Thursday and Friday night racing, which will now begin at 6:00 p.m. Post time on Saturdays and Sundays will be 1:10 p.m. The meet will conclude Sept. 30.

Increased Security Protocols Set for Travers The New York State Racing and Wagering Board announced Wednesday a series of enhanced security protocols for horses participating in the GI Travers S. at Saratoga Race Course Aug. 25. The new security measures for the $1-million race will require Travers runners to be on the Saratoga grounds Aug. 22, with out-of-competition blood testing taking place the same day. A full daily veterinary record on each horse will be required for submission to the Racing and Wagering Board each day leading up to the race beginning Aug. 22. The Racing and Wagering Board will post these records on its website daily. The New York Racing Association will cover costs associated with the new protocols. AThe Travers S. is the highest profile race of the world-class Saratoga meet and will be conducted with integrity and high standards for equine safety,@ said Racing and Wagering Board Chairman John D. Sabini. AThese protocols, which will help ensure that horses are kept safe and secure prior to the race, were put in place in consultation with equine safety experts, prominent trainers and track management.@ The new measures are similar to those implemented in late May at Belmont Park for the GI Belmont S. However, at Saratoga the horses will remain in their current stalls rather than moving to a detention barn, which will be monitored at all times by additional security personnel.

DEEP IMPACT DETHRONES A.P. INDY AS TOP APEX SIRE It=s been a long time coming, but now we are starting to see sires of what we call >the big-book era= (1996-present) come to the fore, as the superstars of yesteryear have retired or died. Now, with the publication of these mid-year 2012 APEX sire rating statistics (racing from 1-1-2006 through August 1, 2012), we can really see it in print for the first time. Part of it is seeing who=s not in print: one of the parameters of APEX ratings is that sires must have had 10 or more 3-year-olds of the last year covered (in this case, 2012, that=s foals of 2009). Sadler=s Wells, Storm Cat, Seeking the Gold, and Rainbow Quest are among those who did not have 10 foals of 2009, so, in APEX terms, they=re done. That opens up some space at the top of the table, and for the first time ever, I=m sure, 15 of the top 20 sires by the signature APEX A Runner Index (among 630 sires with 200+ year-starters 2006-2012) had their first foals in 2000 or later and, most importantly, the Japanese sire Deep Impact (4.69), whose first foals are only 4-year-olds this year (but who has already had 533 year-starters and 50 A Runners), has seized the top spot from eight-time champion APEX sire A.P. Indy (4.11). To briefly review, APEX (Annual Progeny Earnings Index) ratings measure the frequency with which a stallion sires runners which reach the upper ranges of earnings in any specified jurisdiction. In English--we take five separate jurisdictions: North America (US & Canada); Britain/Ireland (combined); France; Germany; and Japan. We calculate, from all the starters in each place each year, the top two percent of earners; these are called >A Runners=. The next two percent are >B Runners=; the next four percent are >C Runners=; and the top eight percent, combined, are called >ABC Runners=. We then simply add together the results from each jurisdiction and do an overall calculation, which, if nothing else, deals with the fact that Japanese earnings are about four times everybody else=s. We restrict the calculations to a seven-year band (now 2006-2012) so that once-great sires which have now tailed off aren=t rated on past glories. There are 17 ratings in all, both regional and by age ratings (how do they rate as sires of 2-year-old ABC Runners, etc.?). These figures have been calculated for us since 1987 by The Jockey Club Information Systems (TJCIS), and a special tip of the hat to Mark Adkins, who=s been there about that long, and who does a great job translating what people like me come up with into the finished product--and he does that for a lot of different people, by the way.
