There is vast citizen opposition a1. ko that proposed airport. Now, my question then is# by adoptinq 32 such a resolution as you are now proposing, are we not, if not directly, indirectly endorsing the proposal to construct the

So far, 8. that- .khere 's been studiesy restudies and that if we're ever 9. going to get a major airport in that area, so while that is l0. still in the process...in the working, there is an opportunity ll. for my informakion is, that a number of major air freight, like l2. the...the Flying Tigers are trying to find someplace that they 13. can relocate. I understand that they have been notified by l4. the Chicago airports that they need their part that they 're l5. using there for expansion. Hopefully, that somewhere in this l6. State, that they will locate and I understand that the Governor l7. is going to be talking with them and wank to show thaE the . 18. leqislature is interested and in support of attracting major l9. air freighE carriers in Illinois and that's the answer to the 20. question. 2l. This Zay 2b. have a laudable objective, as it's proposed, however, the 26. inference, in my opinion, is directly tied to the ill-advised 27 efforts to build that airport down in the Columbia-Waterloo 28 area and I would...would hesitate. In fact, I would just like 2: to see this Body takewaction that could: in any way, be

# 30 . interpreted as an endorsement and, therefore, 1...1 would . g 3l. respectfully suggest that it be appropriake for this Body ' 32. to reject this resolution, as now drawn or to suggest that the ' 33. sponsor withdraw it and amend it so as to specifically preclude I 7 7

As Senator Hall has skated : there is an opportunity for us to get some very large freight airplane companies khat l2. have to relocate. We do have the jump on them at this point. l3. have heard a rumor that, perhaps, the Flying Tigers would l4. use this and there is just a kremendous opportunity for the l5. creation of jobs and for the...the helping of the economy of the State of Illinois. I think this is a good resolution and I would its adoption. l8' PRESIDING OFFICER: (SENATOR SAVICKAS) 19 Senator Bruce. 20. SENATOR BRUCE: 21. Well, T, at first, had some problems with this resolution 2z. and Senator Berning, I think, has confused Ehe issue, perhaps, 23 on the Wakerloo Airpork. The resolution explicitly stakes thak 24. it is of assistance to a11 communities in the State of Illinois that are trying to attract major air c4rriers, which in my own 26. district we are trying to attract the Emery Air Freight and the 27. Flying Tigers to come to Lawrenceville, Illinois where we have 28 a îçorld War in place, sighk facility. We 've conkacted 29 khe Federal Aviakion Administration. They are cooperating and 3o. building additional site facilities there. A11 this resolution 31 says, is we ought to attract more business to Illinois in the way of air freight. I wouldn 't support it if it said Waterloo because, frankly, the Governor came down to our area and said

8 he thinks it ought to be at Lawrenceville and I would like to hold him and his representatives to khat idea that it ought to be in Lawrenceville, but it doesn 't say Lawrenceville 4. and doesn 't say Wakerloo and it doesn't say Kankakee or any- 5. place else. just says that we endorse Ehe idea that we ought to have more air freight.x.business located in Illinois and I think on that basis al1 of us could support additional 8. jobs being located in this State. For example, Emery Air 9. Freight located in- .in Memphis is thinking about locating l0. in Lawrenceville, that's fifty-four million dollars of additional construction at that one airport alone. Not only l2. construction jobs, but about six hundred new employees in.- in l3. Lawrence County so 1 would be very much in suppork of saying 14. to the Governor and to Flying Tiqers,come to Illinois and we l5. will support your efforts to expand G this State. l6. Unforkunakely, the Department of Conservation has had to continue with difficulties with the payments made by this office and they wish to exercise an 8. option and that is to transfer this payroll over to the 9. 6. exemption .of. - of these individuals no longer being...not being classified as employees that, if we're going to- .exempt 8. them from just the Personnel and Pension Code that this would automatically have some effect on their status in terms of l0.
