Legislative Advocacy Day – Jan 21 – Your Attendance is Important

The Senate finished committee assignments and the House appointed Chairman but have not completed rosters. The Senate committee rosters can be found by clicking on the link above. This will be a short week since the legislature is off on Monday for MLK day.

The one item I will note for you this week is the showdown beginning to evolve between the Legislature and the Governor on the Supplemental budget, where the Division of MoHealthNet (Medicaid) is claiming they are so short on money this year, they may not be able to make payroll by March 1st.

The Senate and House have expressed concern with the Governor’s accounting methods and have even hinted at not passing a supplemental bill. More will be revealed this week when the Governor delivers his State of the State message, and subsequently his budget and legislative priorities.

With this type of disagreement, next fiscal years budget will be contentious. As you recall the pilot for ER Super Users will be subject to great scrutiny if the revenues are as bad as the governor portrays.

The Medical Malpractice Non Economic Damages bills have been introduced in the House and Senate. We continue to work with the Trial Bar to make a deal. We will push the bill simultaneously so we do not lose time.  HB 118 Burlison(R) Establishes a statutory cause of action replacing the common law action for damages against a health care provider for personal injury arising out of the rendering of or failure to render health services. The Senate began assigning bills to committee, but very few thus far – approximately 50. The Agriculture bill, Department of Revenue sales tax enforcement and the first of many Ferguson related bills to be heard this week.
