NOTICE of the MEETING of the COMMISSIONERS COURT of BELL COUNTY, TEXAS January 3, 2017 NOTICE OF THE MEETING OF THE COMMISSIONERS COURT OF BELL COUNTY, TEXAS January 3, 2017 Notice is hereby given that a regular special meeting of the above named Court will be held at 9:00 a.m.. January 3, 2017, with the meeting to be held in the 146th DISTRICT COURT COURTROOM, at the Bell County Justice Complex, 1201 Huey Road, Loop 121, Belton, Texas, to begin on January 3, 2017, at 9:00 a.m., and continue thereafter until such business of the Court has been completed in accordance with Article 81.005 of the Local Government Code of the State of Texas. Personnel/Budget Amendment 13. Consider approval of the appointment of Richard Cortese of Little River-Academy and Elizabeth Barge Hibbard of Belton to 3-year terms on the Board of the Bell County Museum, starting January 1, 2017 through December 31, 2019, replacing Becky Garth and Ann Messer, whose terms have expired. 14. Consider approval of an amendment to the contract dated March 14, 2016 with MW Builders, Inc., establishing a Guaranteed Maximum Price (GMP) in the amount of $26,299,308.00, Alternatives #1 through #10 are not included in the GMP, for Construction Management-at-Risk services associated with the construction of the Bell County EXPO Livestock/Equestrian Facility - Phase 2, associated with Request for Proposal #06-16. Notice to Proceed shall be issued following issuance of the Building Permit and subject to approved bonds and insurance. 15. Consider authorizing the County Auditor to purchase 30 each Kenwood TK- 5930BF 800MHZ Mobile Radios through Buyboard Contact #433-13 with Aerowave for the Bell County 911 Communications Center to be distributed to volunteer Fire Fighters for a total cost of $53,091.70, which includes a 2-year warranty. 16. Consider appointment of Precinct 1 Commissioner Russell T. Schneider to boards of Hill County Community Action Association and Central Texas Council of Governments to succeed former Precinct 1 Commissioner Richard Cortese . 17. Senate Bill 1747, authored by Senator Carlos Uresti, will allot $225 million in general revenue to counties in and around the Eagle Ford Shale and Permian Basin regions. According to the legislation, money will be pulled from the state budget and directed to the Texas Department of Transportation (TxDOT), which in turn will be responsible for distributing grants to areas that have been most affected by increasing oil and gas activity. “Help is on the way for these counties,” said Senator Uresti. “Working in a bipartisan fashion, the legislature has recognized that county roads are the gateway to the oil patch and must be maintained for the state's oil boom to continue. With this bill, we are saving the goose that laid the golden egg. This bill and the funding that it brings will take a giant step toward addressing the long-term needs of county roads, which are the linchpin of our energy production efforts.” Language for the bill was crafted with the support of Representative Jim Keffer, Senator Kel Seliger, Senator Judith Zaffirini, Senator Tommy Williams and Senator Glenn Hegar, as well as many other Texas lawmakers who remained committed to finding a solution to the state’s ongoing road infrastructure issues this session.
