It contains citations for all heritage places included in the Heritage Overlay (HO) of the Wellington Planning Scheme. The majority of the citations have been drawn from the following heritage studies: • Graeme Butler & Assoc., Port Albert Conservation Study, 1982. • Context Pty Ltd, City of Sale Heritage Study, 1994 • Context Pty Ltd, Wellington Shire Heritage Study: Stage 1, May 2005 – Volume 1 – Study methods and results • Context Pty Ltd, Wellington Shire Heritage Study: Stage 1, May 2005 – Volume 2 – Environmental History The citations from these studies and for other places included in the HO are now contained an electronic database known as the Wellington Heritage Places Database (WHPD). This report has been derived from the WHPD. This volume should be read in conjunction with the relevant heritage study reports listed above, which provide an explanation of the methodology used in the identification and assessment of the heritage places. Some places are also on other registers such as the Victorian Heritage Register, the National Trust of Australia (Victoria) register and the Register of the National Estate, which may provide further information about the place. Purpose The rich and diverse historic cultural heritage of Wellington Shire illustrates the historic use, development and occupation of the land since first contact. This history is demonstrated by a wide range of heritage places that include buildings and structures, monuments, trees and landscapes, and archaeological sites. They have one thing in common: These are places that are worth keeping because they enrich our lives – by helping us to understand the past; by contributing to the richness of the present environment; and because we expect them to be of value to future generations. (The Burra Charter) The heritage place citations provide a description of the history of the heritage place and its surviving fabric (including buildings, trees, fences, etc.) and, on this basis, provide an assessment of the significance of the place. The purpose is to assist Council and other key stakeholders in making decisions about the future use, development or management of the place by providing information about the significant heritage values that should be considered when preparing a development application in accordance with the Wellington Planning Scheme. 1 WELLLINGTON SHIRE HERITAGE PLACE CITATIONS Date of adoption This document was added as an incorporated document listed in Clause 81 of the Wellington Planning Scheme by Amendment C26 (Part 1), which was adopted by Wellington Shire Council on 21 August 2007. Amendments to this document: • Heritage Citation HO68 - "Kilmany Park Estate" was updated as part of Amendment C84 to the Wellington Planning Scheme, which was adopted by Wellington Shire Council on 17 October 2017. 2 WELLINGTON SHIRE HERITAGE PLACE CITATIONS HOW TO USE Introduction The citations in this report are listed by locality and use a standard report layout provided by the Wellington Heritage Places Database. In summary, the citations explain the reasons why the places are significant and provide recommendations for future conservation and management. The information that will be relevant to most users is included under the following headings: • Description • History • Statement of Significance • Recommendations The Wellington Shire Heritage Study: Stage 1, May 2005 Volume 2 Environmental History should also be considered as it provides important additional contextual information about the themes that were important in the historic development of the area. The terms used throughout this report are consistent with The Burra Charter: The Australia ICOMOS Charter for Places of Cultural Heritage Significance (1999). A glossary of key terms and their meanings is provided in Volume 1. NOTE: While every effort has been made to ensure that the information contained in the citations is accurate, it is possible that more detailed investigation may reveal further information about the significance of the place. For example, in most cases an internal inspection was not made of buildings at the time of initial assessment. In the time since the place was first assessed it is also possible that the condition of buildings or trees may have changed. The information contained in the citation should therefore be reviewed at the time that it is proposed to make changes to the property. This would likely require a more detailed assessment of any significant or contributory element that is affected by any proposed buildings or works. Description This provides a description of all the surviving physical fabric (such as buildings, trees, fences, etc.) that illustrates the history of the place and contributes to its significance. It may also describe elements that are considered intrusive or non-contributory to significance. Note: Further investigation may be required as outlined above. History This provides a history of place on the basis of the information available at the time of that it was originally identified and assessed. It is not intended as a complete history of the place, but rather an outline of the key events and influences that shaped its development. For example, the history would not usually provide a description of all of the owners of a place, but rather of those that were associated with key periods in its development, usually when it was first constructed or established, and when key changes 3 WELLLINGTON SHIRE HERITAGE PLACE CITATIONS or improvements were made. The extent of history depends on the availability of primary and secondary source material about a place. Statement of Significance The Statement of Significance is based upon the information known about a place including its history and the surviving physical fabric that illustrates that history. On this basis, it seeks to describe the principal reasons for the significance of the place and is intended to be: ... a brief, pithy but comprehensive statement of all the ways in which the place is significant. It should not just be a list of every conceivable reason for significance that the assessor can think up, however, it must state clearly and unequivocally the major reasons why the place is important. It must be supported by the presentation of sufficient evidence to justify the assessment judgement. (Pearson & Sullivan, 1995) Recommendations This provides recommendations for inclusion to any statutory registers including: • The Heritage Overlay of the Wellington Planning Scheme. • The Victorian Heritage Register or Victorian Heritage Inventory. The Wellington Shire 7pm @ PA Hall advised “the Minister for Planning changed the proposed 18th Port Albert Progress amendment, adopted by Council 2011, by not applying flood Meeting,7pm @ PA CFA controls to the urban areas in Port Albert. The urban areas 23rd Port Albert Racecourse include all land in Residential 1 Zone (R1Z), Commercial 1 Zone Working Bee @ 10am (C1Z/B1Z) and Commercial 2 Zone (C2Z/B4Z).” Notice of the approved amendment was published on 16 January 2014, in the 26th Port Albert Racecourse Meeting, 7.30pm @ Port Victorian Government Gazette. This is good news for the Albert Hall residents of Port Albert and the future residents of the town. In conjunction with this, the Wellington Shire moved to adopt new 27th Coffee Morning @ Port Albert Cafe @ 10.30am State Planning regulations in December 2013, to reduce the minimum floor heights for new dwellings in the Port to 0.2 meters as opposed to the 2.98-meter requirement under the C33 Walking Group meet every Monday 2pm & Thursday 10am Amendment provisions. It is now hoped that with the outside Port Albert Cafe undertaking of the ‘Port Albert Rural Lifestyle Lots Review,’ Port Albert can move forward into the future with much anticipation.

The tick that causes us problems locally is the southern paralysis tick, Ixodes cornuatus. This tick occurs throughout the shire but our 'hot spots' are Paradise Beach and Golden Beach. Basically if your visiting anywhere from Longford back to the coast your pet should be on year round tick prevention. At Longford Veterinary Centre we treat several cases of dogs affected by tick paralysis every year. The paralysis tick feeds on the blood of the pet and its' saliva is a toxin. The tick toxin causes an ascending paralysis, which means paralysis starts in the back legs and moves upwards. This may eventually cause death due to paralysis of the respiratory muscles. Tick paralysis can be treated successfully if you realise that your dog is affected early enough. We provide intravenous fluids, various supportive therapies and treat with tick antiserum (similar to the concept of treating snake bite with anti-venom). It is far better to have dogs on prevention. There are several options however we favour the monthly or 3 monthly tablets as these are waterproof and hence ideal for dogs going to the beach! It is possible to still find ticks on dogs on some tick preventative products- the tick attaches, feeds and then dies.

For me the loss of Labyrinths tights wearing Port Albert Market, Sunday David Bowie, the fantastically somber Leonard Cohen & the flamboyant Prince; and the 22nd of Jan at the off course my guilty pleasure, Harry Potters Professor Severus Snape; (the amazing Mechanics Hall from 9am - Alan Rickman) has made this a dark year for loved ones and performers. However for Port Albert and our Local Area, I think we have seen some amazing [email protected] changes and events. We have seen Port Alberts Tarraville Road get its new footpath (although it took much longer than any of us would have liked), we've seen another great Australia Day celebration (about to surpassed by this years event hooray!!), our Port Albert Progress Association wonderful 175th birthday which I think was a winner (especially with Warren Curry’s PO BOX7, Port Albert 3971 amazing exhibition of our areas history, I may be biased but I think not), the rezoning of [email protected] a large section of properties (something we have been fighting for, for a long time), and finally having a Port Albert Councillor, Gayle Maher to represent us (congrats Gayle!!!) All works in The Port Albert Altogether its been a good year for our small town and this is only a small look at our Tattler remains a copywriter of successes'.

    SEPTEMBER 2014 MABA OCTOBER 2014 NOVEMBER 2014 NEWSLETTER BVC ATHLETES SELECTED FOR GOLD NUGGET CAMP Basketball Victoria Country have finalised selection for athletes DECLAN SCRIVEN & CHLOE KERR to attend the 2014 U14 Gold Nugget Camp in October this year. Player’s selected for this camp has occurred through regional academies at 8 locations across Country Victoria. The BVC U14 Gold Nugget Camp will be held this year in Shepparton on Saturday October 11th and 12th 2014 the change of location in 2014 has occurred due to the WNBL preseason tournament which will be held in Bendigo over the same weekend. This camp marks the end of the Under 14 Regional Basketball Academy Program which involved weekly training sessions and two, two day camps in 8 Regional areas around the State during terms 2 & 3. Players were selected into Regional Academies Friday 1st August 2014 from the U14 Skills Days held in February this year. Over 480 Maffra 64 defeated Waverley 43 players were part of the 2014 Basketball Victoria Country Regional Academy Program. Friday 8th August 2014 Dandenong 61 defeated Maffra 40 The Gold Nugget Basketball camp will be attended by approximately 90 boys & 90 girls as well as 40 coaches & 6 Managers. Players will be vying for selection to the Australian Friday 15th August Country Junior Basketball Cup (Albury) or the Southern Cross Maffra 42 defeated Broadmeadows 29 Basketball Challenge (Wantirna South) in January, 2015.
