Solicitors, 59/61 High Street, Harrow on the Hill, Middlesex HA1 3HT. 6) Other known interests: Langley Health Centre, Common Road, Langley, Slough SL3 8LE. 7) Nominator: Colnbrook with Poyle Parish Council, 1 Allen Way, Datchet, SL3 9HR. 8) Definition of Asset of Community Value An asset of community value is defined as: “A building or land, in a local authority's area can be listed as an asset of community value if, in the Council's opinion: its use furthers the social well being or social interests of the local community It is realistic to think that now or in the next five years its use will continue to further the social well-being or social interests of the local community (whether on not in the same way as before)” 9) Does the nominator meet the definition of a community nominator as set out in regulations? Yes. 10) Has the application been fully completed and so duly made? Yes 11) Does the building/land meet the definition of an 'Asset of Community Value' as set out in 8) above? Yes. The property is a currently used as a doctor’s surgery which meets the health and well being needs of the local community. There is currently no other doctors surgery within this ward. 12) Is the building/land excluded from listing, for example residential properties, land registered for use as a residential caravan site and operational land for statutory undertakers, for example railways, roads, canals, airports and docks? No 13) Does the current use of the building/land or has the use of the building land in the last 2 years provided additional service provision in relation to local, cultural sporting or recreational facilities. Not beyond that of a doctor’s surgery. 14) Does the current use of the building/land or has the use of the building/land in the last 2 years provided improved access to services that alleviate poverty, create employment, increase community cohesion or improve educational attainment? Yes. The building provides access to GP and health care facilities helping local residents remain fit and healthy helping them stay within employment, education and partake in other community activities. The surgery itself provides local employment. 15) Is it realistic to think that now or in the next 5 years there could continue to be primary use of the building/land which will further social well-being or social interest? The building is currently operated as a doctor’s surgery. The Langley Health Centre has expressed an interest in remaining at the property under the standard NHS terms should the Nominator come to acquire the subject property 16) Application: APPROVED/REJECTED 17) Reason The nominator and building in my opinion meet the criteria required to register the subject property as an Asset of Community Value. Within the nomination form the nominator has set out a brief business plan to acquire the freehold interest of the property and enter into a lease agreement with the existing surgery that will enable the surgery to remain within Colnbrook. The Council’s understanding is the CCG supports the nominator in this initiative and proposal as it meets their strategic aims of addressing health inequalities and access issues in the area. 18) Attachments a) Colnbrook with Poyle Parish Council Nomination Form
