Minutes of the meeting of LITTLE HORSTED PARISH meeting Date: 05/12/2019

PRESENT: Simon Autie (chairman), Laura Sparshatt (clerk), CClr G Johnson and 10 members of the public.

1. Apologies

JP / Cclr Dowling / Cclr Johnson SA informed residents of the passing of TN’s wife Jean. TN was the chairman for LH Parish meeting for many years and it was suggested to send something from the parish.

WS will look into sending flowers to the funeral if the family is allowing them.

2. Minutes from previous meeting - 07/11/2019. Proposed by SA, 2nd by PH

3. Worth Farm Site update with new plans - S.A. / J.G. SA noted that Highways had been contacted with regards to the ditches on the lane and he is in the process of chasing them up on this again. Ref no: 00403023 JG showed residents updated plans for the proposed 3 properties. He noted that the existing bungalow was to be demolished, resulting in a net gain of 2 additional homes. He also showed a legal document restricting the future development of the site. GG noted that the legal document named and restricted the builder and not the site for development and suggested that this be amended to ensure site remained untouched.

SA noted the empty block on the plan. JG explained to residents that this is part of the drainage and forms a cesspit which cannot be built on. The maintenance of this drainage area is the responsibility of all homes on the worth farm site. GG made residents aware that such sites are covered by legislation requiring them to be emptied resulting in large lorries having to enter the site. JG noted that Wealden have approved the drainage system but that he will check into the legality regarding the emptying.

PH raised concerns that on other lanes off the A26 applications for additional dwellings had been rejected on the grounds of increased traffic entering the road and that Worth lane joins the A26 on a dangerous bend. JG informed residents that Weladen have completed a traffic survey and due to the sites previous use as light industrial they were given a lower rating for traffic. KC raised concerns for the loss of a green field site to development. JG noted that the first tranche of houses had a smaller footprint than the original light industrial buildings and that taking in conjunction with the demolition of the bungerlo that overall increase in footprint would be small. He noted that the developer had meet with Wealden planning and there had been no discussion regarding Green belt. GG raised the issue of the soakaway and general drainage on the site. He commented that at the last meeting regarding this it was noted that the soakaway had moved position closer to the road increasing the difficult drainage issues. WS noted the increase of traffic on such a small lane. JG informed residents that there will be passing places to accommodate the additional traffic. JG thanks residents for their comments and will contact the developed and come back to the Parish meeting in writing.

4. Bradfords Lane verges - S.A SA thanks KC for her recent email update on the verge and pothole situation on Bradfords lane. He noted that LSp had been in contact with Kier and we are waiting on highways to approve the filler for the verges and staff issues with Kier before work can commence. KC informed residents that whole bricks had been dumped in the verge edges which was unsuitable filler for this area. SA noted that this may be tracked in to crush the bricks.

KC also noted that since the Kier works, a huge amount of water in the ditches has been pushed up causing a pothole due to the water pressure. She noted that no water pipes are located there and the issue can not be resolved by simply filling the pothole.

LSp to go and look at bricks and water pothole. SA - to speak to uk power networks. ​

5. Parish meeting update - Meadow Farm / KPS expansion and Secondary School free transport.

LSp informed residents that the Isfield Parish council would be objecting to the expansion of the KPS works on the grounds of increased noise and odour pollution; increased road traffic movements and the site being unsuitable for a 50% increase in waste.

WD-2019-0715-MAJ -EAST NATIONAL GOLF CLUB, LITTLE HORSTED, ​ ​ , TN22 5ES - THE REMODELLING OF LAND CURRENTLY OCCUPIED BY THREE ACADEMY HOLES INTO A 9 HOLE PAR 3 COURSE, FOOTGOLF COURSE AND ONE 3G SYNTHETIC GRASS FOOTBALL PITCH TOGETHER WITH THE PROVISION OF A CHANGING ROOM BUILDING TO SERVICE THE FOOTBALL PITCH AND SPECTATOR BENCHES. THE PROPOSAL ALSO INCLUDES THE REMODELLING OF THE DRIVING RANGE OUTFIELD TO IMPROVE ITS DRAINAGE CHARACTERISTICS, EASE OF MAINTENANCE AND THE VISIBILITY FROM THE TEEING AREA. A NEW SYNTHETIC GRASS AND NATURAL GRASS TEEING AREA IS PROPOSED AT THE NORTHERN END OF THE DRIVING RANGE. IN ADDITION A DEDICATED SHORT GAME AREA IS PROPOSED.

L.Sp provided residents with copies of the proposed works. PH noted that the football pitch would most likely be for the use of traveling teams to BHFC as a training pitch. KC raised concerns over access from the track onto Bradfords lane and the ecological impact of a man made surface over an area rich in biodiversity. HM raised concerns over the number of trees being removed from the site. LS noted that the closing date for objections was the 23rd December and SA suggested that we arrange a meeting with the National to dic\scuss their plans.

LSp to arrange a meeting with East Sussex National and get date of comment with planning changed in line with meeting.

7. AOB

GG - Waverly house - all deadline dates for objections have passed. Waiting on Wealden and applicants to complete. WS - Spoil on A22. How long will the soil be there? GJ - 5 years it will be moved. Roadworks starting in March for stage 2 and last 54 weeks with a 30MPH speed limit. Planning for spoil and roundabout went through in November. GJ didn’t object as the site needs access. The additional car park for HGP is definitely part of phase 2. LM - what's going on with meadow farm? SA - this been passed to Sussex enforcement team.. SA - Parish dinner went well, all had a nice time and friendly occasion. Raised approx £80 on raffle - of which £40 went as a prize, £20 went towards dinner for guests (DB, SB & Ft John) - SA paid to take care of extra spend. WS / LSp to double check expense. ​ ​ LS - Now the CIL payment has come though we need to make a decision on how and what to spend the money on.
