1 Contact your city officials, ask them what they plan to do about pollution in 2019. Get their plans, and ask them how they will report progress.
2 Don't accept no for an answer, submit a freedom of information request. They are legally required to give you the information.
3 Regularly follow up with them, email / phone / physical visits, keep the pressure active and demand action.
