PUBLIC SPORTS POLICY: THE IMPACT OF THE ATHLETE … Vol. 4 Issue 1: 5 - 19 PUBLIC SPORTS POLICY: THE IMPACT OF THE ATHLETE SCHOLARSHIP PROGRAM ON BRAZILIAN MEN’S ARTISTIC GYMNASTICS Mauricio Santos Oliveira1 & Marco Antonio Coelho Bortoleto2 1Physical Education and Sports School, University of São Paulo, Brazil 2Physical Education Faculty, State University of Campinas, Brazil Original research article Abstract The Brazilian government established the Athlete Scholarship Program, by Law no10.891/2004, aiming to contribute for athletes’ economical support, development and permanence in sports and to renew the Brazilian representation in national and international competitive events. This study intends to present the program and to discuss its impact on Brazilian Men’s Artistic Gymnastics (MAG) according to the opinion of Brazilian experts. A bibliographic review has been used as methodological procedure, followed by a field survey consisting of semi-structured interviews applied to Brazilian representatives, coaches, judges and world-class gymnasts. The results revealed the important role of the Athlete Scholarship Program on the gymnasts support, however other actions are necessary to solve structural and financial problems that still affect this sport in Brazil. We suggest some changes in the program in order to increase the number of scholarships offered, to minimize the bureaucracy application and to make clearer the enrollment rules, the accountability and the selection process. Partindo do pressuposto que o financiamento é um dos principais pilares para o desenvolvimento esportivo de uma nação, o presente artigo buscou descrever, a partir do discurso dos atletas, o suporte financeiro recebido por ginastas brasileiros durante as suas trajetórias esportivas. Para tanto, foram entrevistados os cinco ginastas que representaram o Brasil nos campeonatos mundiais do ciclo olímpico para os Jogos de Tóquio. A análise de conteúdo revelou que o início da carreira foi permeado por dificuldades financeiras; o Programa Bolsa-Atleta e o Programa de Atletas de Alto Rendimento são as principais ações do governo federal que financiam o esporte; a Confederação Brasileira de Ginástica viabiliza os custos com viagens e salários aos principais atletas, a partir de algumas parcerias; alguns clubes ofertam salário aos atletas já prontos; a iniciativa privada investe de forma individual e pontual.

    USA Gymnastics Online: Technique: Still Rings Handstand Development Page 1 of 3 Still Rings Handstand Development By Kelly Crumley The handstand on rings is a bit more complicated than a handstand on floor or parallel bars simply because the rings move and the other pieces of equipment do not! There are literally hundreds of drills and exercises that can be done to develop the handstand. The handstand is a never-ending area of refinement. The better the handstand is, the better the gymnast will be. There are two main objectives in which to focus when developing the handstand: Strength and Balance. Both of these are addressed below. The Handstand Position The handstand must first be developed on floor and then later applied to rings. The desired position as it applies to floor is as follows: The hands should be placed on the floor shoulder width apart with the middle finger perpendicular with an imaginary line drawn between them. The fingers should be spread in order to help produce a wide base of support. Weight should be dispersed to the finger tips. The body should not be entirely supported on the palms of the hand. Balance is controlled at the finger tips. The elbows are locked and turned so that the inside of the elbow faces straight forward. The head is positioned neutral with ears between the arms. There should be equal parts of the head on both sides of the arm so that the line of the arms, bisect the head equally when viewing from the side. The eyes are focused on the floor between the hands.
