Homelessness and School-Age Children in NYC Homeless students already faced daunting challenges prior to the pandemic, but the past year has exacerbated the educational disparities for this vulnerable population. In the 2019-20 school year, there were an estimated 111,600 children in NYC district or charter schools experiencing homelessness, including those living in doubled-up housing situations.1 Of these children, 32,700 were living in shelters,2 with most in shelters operated or contracted by the Department of Homeless Services (DHS). The staggering scale of student homelessness in New York City demands robust investments in permanent affordable housing to help prevent more families from falling into homelessness and to enable more New Yorkers to move out of shelters.

Today, LSC enjoys broad bipartisan support. Federally-funded legal services programs are part of civil justice coalitions in nearly every state.' Federal and state funding for legal services is rising again after many years of decline.' President Bush's decision to support LSC's budget request of $329.3 million for Fiscal Year 2002 is a vivid example of how LSC has dispelled old myths about the work of local legal aid offices and has solidi- fied support for the core mission of the national legal services program.

Our grantees answered the needs of the victims of Sep- L tember 11th with stepped up energy and commitment even while experiencing their own extreme hardships and, in some cases, loss of offices caused by the attack. Additionally, many of our grantees continued work on projects planned well in advance of the events of last September and in this issue of In The Works we welcome the opportunity to highlight these innovations and partners hips working together to better serve our community. Several of our grantees have expanded already existing partnerships as well as formed associa- tions with a variety of law firms to increase pro bono services to address needs ranging from legal representation of teen parents to providing legal advice to microentrepreneurs. In the area of tech- nology, grantees have formed collaborations to provide an online research service and new online tools to combat viruses spread by email have recently been implemented. Through In The Works, IOLA will continue to highlight innovative and collaborative efforts. The Fund itself has felt the ripple effect from current events; notably the general economic down- turn which has reduced revenue by close to 25%. While 2002 grant levels were not affected, the prospects for 2003 are significantly more challenging.

    THE FUTURE OF CIVIL LEGAL AID IN THE UNITED STATES BY ALAN W. HOUSEMAN, DIRECTOR CENTER FOR LAW AND SOCIAL POLICY NOVEMBER 2005 Civil legal aid in the United States is undergoing major change and transformation. In the last 10 years, there have been new innovations in how providers intake clients and deliver legal assistance, increased involvement of legal aid providers in addressing the problems of self-help participants in the judicial system, and a range of creative uses of the Internet to provide legal information and coordinate advocacy. Funding has expanded for the overall legal aid system, although virtually all of the additional funds coming from state government and private sources. Moreover, many states are attempting to create comprehensive, integrated, statewide systems of delivery. Nevertheless, the United States has a very long way to go in order to enable low-income persons to access a system of civil legal assistance that will address their legal needs effectively. It must significantly increase funding and develop effective state justice systems across the country. A BRIEF HISTORY OF CIVIL LEGAL AID Civil legal assistance for poor people in the United States began in New York City in 1876 with the founding of the predecessor to the Legal Aid Society of New York.1 In 1965, the federal government first made funds available for legal services through the Office of Economic Opportunity (OEO) and started the “legal services program.” The OEO legal services program was designed to mobilize lawyers to address the causes and effects of poverty. OEO funded full-service local providers, each serving one geographic area, which were to ensure that all clients and client groups had access to the legal system.
