    Solidarity Political Basis of Unity: Suggested Bibliography #4 Independent Political Action In the labor and social movements, we call for political independence and a break from the two-party system. The Democratic and Republican parties are dominated by corporations and merely offer different flavors of pro-war and pro-business policies. These capitalist parties maintain a stranglehold on politics in the United States and offer only dead ends for working class and oppressed people. The Democrats in particular have functioned as a trap for organized labor and as the graveyard of social movements. We argue against engagement in the “lesser evil” approach of working with the Democratic Party, which tends over the long term to push the overall political climate to the right. We argue, instead, for the political independence of movements. When possible, we support third parties and independent candidacies that stand on these principles. Our long-term strategic goal is the construction of a mass party that can champion workers’ interests independently of the two-party system. Draft Revision 1, September 2014 Socialists as well as working-class and social movement activists have attempted to build independent parties for more than 100 years. The renewed interest in campaigning for socialist and community candidates stands on that tradition. In the past, those efforts were unable to break through at a national level and several were incorporated into the Democratic Party. Today, election laws, the amount of money necessary to build a campaign and the emphasis on campaigning through the media have raised the stakes against independent political action. Current Initiatives Solidarity is Prioritizing The Green Party campaign for governor/lieutenant governor in New York State is important for the issues it is raising.

Absent: Councilmember Jael Myrick arrived at 5:31 p.m. and Councilmember Jovanka Beckles arrived after the City Council adjourned to Closed Session. PUBLIC COMMENT The city clerk announced that the purpose of the Open Session was for the City Council to hear public comments on the following items to be discussed in Closed Session: CITY COUNCIL A-1.     About Gayle McLaughlin Meet Gayle McLaughlin As a two-term Mayor of Richmond CA, Gayle led a successful grassroots movement to liberate Richmond from the grip of corporate giants and wealthy special interests. “Our progressive transformation returned political power to our residents and local businesses and we defeated the oil giant Chevron’s attempts to buy our democracy.” Gayle blazed the path in Richmond and in 2017 Richmond has a super-majority of five out of seven councilmembers who are true progressives, members of the RPA, and elected without a dime of corporate money. Early Years Gayle was born in Chicago, Illinois into a working class union family. She is the mid- dle child of five daughters. Her father was a carpenter and member of the Carpen- ter’s Union and her mother was a factory worker and housewife. As a young activist during the 1980’s, Gayle worked with the Central American solidarity movement, People United to Save Humanity (PUSH), and the Rainbow Coalition. Gayle is married to Paul Kilkenny, also a Richmond activist for social and environmental justice. Gayle holds a Bachelor of Science degree in psychology, from Bridgewater State University Massachusetts, graduating summa cum laude. Her graduate studies include psychology and education at Rhode Island College and UC Berkeley Ex- tension. Background Gayle has a background as an educator, and professional experience in nonprofit leadership organizations promoting liter- acy, social justice, and environmental health. She has also been involved in nonprofit research and data-driven projects ad- dressing the needs of disadvantaged youth. Gayle also co-founded Solar Richmond, a nationally-recognized local program promoting solar power and green jobs in Richmond, and Richmond Residents for a Responsible General Plan, a community organization committed to ensuring that the General Plan process be transparent and open to public participation.

At the right moment, it was effusive, light-hearted, the very picture of youthful insouciance. But the real Ervin Coley III was revealed at other moments. At the contemplative moments, the times when a young man considers a question, or glances around and conducts some kind of fleeting, unconscious reflection on his street, his block, his life, his very existence. During those moments something different was on Coley’s face, a mask that passed over him in a blink. It was early February, 2011, and Coley burrowed his slender-fingers into the soft soil. The blues and purples and yellows of flowers and shrubs and herbs burst with color. He sifted for worms, his favorite garden critter. Coley gently grasped the slimy creatures, looking at them, smiling that easy smile. Of all the details of his 21 years, there was something strangely affecting about the worms. Maybe it was the simple gentleness with which he approached what was delicate, or his curiosity, sprouting from the seeds of his new job as a gardener. After his violent death a few weeks later, people remembered the worms. In that vacant lot in a forlorn housing grid in what for 40 years has been arguably the most neglected neighborhood in the Bay Area, Coley mugged for news cameras.

    From Jackson to Richmond: How Radical Mayors Left Their Mark Well before the Trump era, U.S. presidents from both major parties failed to address urban problems or made them worse. Governors, members of Congress, and state legislators didn’t perform much better. So the difficult job of fighting poverty, inequality, and environmental degradation shifted to the municipal level, where activist mayors have tried to mobilize the limited resources of local government on behalf of neglected causes and constituents. When the U.S. Conference of Mayors came to San Francisco several years ago, our local paper, the Chronicle, congratulated its members for “shaking up the national agenda” by “tackling issues like climate change, education and police brutality.” In his keynote address to the group, then-President Barack Obama proclaimed that: “Mayors get the job done. It’s not sufficient to blather on—you actually have to do something.” Under Obama’s successor, many municipal leaders—even some pretty crummy ones—have joined “the resistance” to federal attacks on immigrants, union members, or the urban poor. But, in cities across the country, powerful private interests and the local politicians they support still thwart progressive policy initiatives. To overcome corporate opposition and “get the job done,” left- leaning mayors or city councilors must take a nontraditional approach to running for and holding office, as Socialist Alternative leader Kshama Sawant has done in Seattle. Two new books about making change in smaller cities are worthy of close study by anyone hoping to push their own city hall in a similar left-wing direction.

    How did the RPA get started? By Juan Reardon Between the fall of 2003 and the fall of 2004 the Richmond Progressive Alliance (RPA) erupted in Richmond, California, and the city would never be the same. Here are a few notes about the years 2003-2004 and why, how and who got the Richmond Progressive Alliance started that year. Why was it started? The short answer: to make our lives better, healthier, happier starting right here, in our city and communities. Many organizations existed already in our city before the RPA, and they continue, fortunately, to exist today. Charitable groups, churches, educational centers, and activists struggling for the environment, for equality, for justice, against police brutality, for immigrant rights and many other great causes. The good people involved in so many struggles were already transforming Richmond into a better place one struggle at a time, one stand at a time, one embrace at a time. Why add one more? As in the case of many other cities, the individuals and organizations doing good work to educate the community and improve the lives of residents were absent from the tables where the key decisions were being made. The vast majority of city council members, and the mayor, were individuals who were either placed in office by the corporate forces ruling our city (Chevron, developers, Police & Firefighters Union, and others), or were people who emerged with good intentions to improve our lives, but soon enough were convinced that to keep their seats and career prospects they had to bow to the mighty corporate dollar that ruled local politics.

    National Park Service U.S. Department of the Interior Rosie the Riveter/ World War II Home Front National Historical Park General Management Plan / Environmental Assessment General Management Plan / Environmental Assessment Rosie the Riveter/World War II Home Front National Historical Park Richmond, California; Lead Agency: National Park Service ABSTRACT The purpose of the General Management Plan / Environmental Assessment is to present and analyze alternatives for guiding the management of Rosie the Riveter/World War II Home Front National Historical Park for the next 15 to 20 years. The national historical park is a new unit of the national park system and was authorized by an act of Congress on October 24, 2000 (Public Law 106-352). The General Management Plan / Environmental Assessment presents three alternatives for managing Rosie the Riveter/World War II Home Front National Historical Park. The “no-action” alternative, alternative A, describes the existing park management and trends and serves as a basis for comparison in evaluating the two action alternatives. In the no-action alternative, visitors would continue to use self-guiding tools or join guided tours to see World War II home front historic sites and structures in Richmond, California. Each park site would continue to be adapted to accommodate contemporary uses. The National Park Service would continue to gather home front stories and operate a small self-service visitor orientation center at Richmond City Hall. Alternative B would provide visitors with opportunities to explore Richmond’s World War II-era historic sites and structures in order to experience the scale, diversity, and complexity of the American home front story.

In 2003, she co- founded the Richmond Progressive Alliance and as Mayor she led Richmond into a new era of systemic change and civic participation. Under her leadership, Richmond increased the minimum wage to $15/hr, reduced homicides by 75%, forced the Chevron Richmond refinery to pay $100 million dollars in additional taxes, sued the oil giant for its pollution and harm to the community, and passed cutting-edge environmental initiatives. Gayle also led the fight against foreclosures by advocating the use of city eminent domain powers to reduce underwater mortgages and keep homeowners in their homes. In 2016 she helped pass the first new rent control law to take effect in California. Many people consider Richmond, CA the most progressive city in the state and Gayle was very much at the center of this revolution. Gayle McLaughlin has never taken any corporate money in her campaigns. She also helped elect two additional progressives to the Richmond City Council that made for a corporate-free, super majority on the council. Today, she is involved in growing the model of the Richmond Progressive Alliance into a statewide movement, the California Progressive Alliance, which has the support of many progressive organizations, including Bernie Sanders’ Our Revolution.

    RICHMOND, CALIFORNIA, July 22, 2021 The Richmond City Council Evening Open Session was called to order at 4:30 p.m. by Mayor Thomas K. Butt via teleconference. Due to the coronavirus (COVID-19) pandemic, Contra Costa County and Governor Gavin Newsom issued multiple orders requiring sheltering in place, social distancing, and reduction of person-to-person contact. Accordingly, Governor Gavin Newsom issued executive orders that allowed cities to hold public meetings via teleconferencing (Executive Order N-29-20). DUE TO THE SHELTER IN PLACE ORDERS, attendance at the City of Richmond City Council meeting was limited to Councilmembers, essential City of Richmond staff, and members of the news media. Public comment was confined to items appearing on the agenda and was limited to the methods provided below. Consistent with Executive Order N-29-20, this meeting utilized teleconferencing only. The following provides information on how the public participated in the meeting. The public was able to view the meeting from home on KCRT Comcast Channel 28 or AT&T Uverse Channel 99 and livestream online at http://www.ci.richmond.ca.us/3178/KCRT-Live and http://www.youtube.com/user/KCRTTV. The methods to submit public comment were via mail, email to [email protected], teleconference, and telephone during the meeting.
