1.1. Our College

'Education is the manifestation of the perfection already in man.'

Dinhata College, with a glorious history of unparalleled academic excellence of nearly sixty years behind it, is the only institution of higher education in the whole of Dinhata sub-division in . In fact, Dinhata College which was established way back in 1956, is now one of the fore-most educational institutions in the whole of North Bengal, and is now boasting of 17 departments namely, Bengali, Botany, Chemistry, Commerce, Computer Science, English, Economics, Geography, History, Mathematics, Philosophy, Physical Education, Physics, Political Science, Sanskrit, Sociology and Zoology; all the disciplines being under the able stewardship of brilliant and outstanding teachers of our times. Dinhata College is perhaps the only instance of a college which primarily caters to the demands of a very large number of students hailing from a predominantly rural backward and border areas which are inhabited by a significant population of members belonging to the Scheduled Castes and other backward classes including minorities (mainly Muslims), which is very well reflected in the total number of students, which at times reaches to 9,500. Dinhata College is robustly managed by a Governing Body which includes the leading luminaries of the society. The College, initially affiliated to the Calcutta University (1956-1962), and then was affiliated to the North Bengal University, since the latter's establishment in 1962. From 30th July 2015, the College has come under the Cooch Behar Panchanan Barma University. The College is included under sections 2(f) and 12 (B) of the University Grants Commission Act. Remedial Coaching in all the three streams of Arts, Science and Commerce are offered. Entry-Level Coaching for entering different Services are provided for needy students. Preparations are on in full swing for

being assessed and accredited by the National Assessment and Accreditation Council of India (NACC). This will further open up new vistas of development that will propel Dinhata College further forward on the road of providing quality higher-education to the students from all over North Bengal and thereby being instrumental for creating a value-based society. 1.2. Location

Located in the foothills of the Eastern Himalayas in the sub-division of Dinhata in the district of the erstwhile princely state of Cooch Behar, Dinhata College enjoys pleasant weather the year round. The Dinhata College is very-well connected with the rest of North Bengal and the rest of India, by the North-East Frontier Railways and State Highway road network. The Dinhata College Halt (the only Halt Station named after a College in the Indian Railway network) is adjacent to the Dinhata College and the Dinhata Main Road brushes past the College which links it with the Cooch Behar Sadar Sub-division. The nearest working airport is located at Bagdogra which is nearly 185 kilometers from the Dinhata College. The proposed airport at Cooch Behar Sadar is merely 25 kilometers away from the College premises. Dinhata College is situated 25 kilometers south of the district town of Cooch Behar and around 30 kilometers from New Cooch Behar station. Furthermore, Dinhata College is situated around 175 kilometers from Siliguri. In this way, Dinhata College is in a very convenient position to cater to the educational needs of students of near and far alike, not only from the State of but also from the adjoining North-East States like Assam as well as to international students from the adjoining Bangladesh, Nepal and Bhutan.

1.3. Infrastructure The College is built on a vast expanse of sixteen acres of land with the Main Building housing the Principal's Chamber, Teachers' Common Room, Office Room, Girls' Common Room, Computer Room, and separate well-equipped Laboratories and classrooms. The Science Building houses Botany, Chemistry, Geography, Mathematics, Physics, Zoology Departments along with separate well-equipped Laboratories and classrooms. The first floor of the newly inaugurated Subarna Jayanti (Golden Jubilee) Building is our Library Building. The Library Building comprises of a rich Library with about 30,000 books along with a well-equipped Reading Room. There is also the Boys' Common Room, situated in between the Main Building and the Science Building, and an Auditorium is proposed to be built with financial assistance either of the State Government or UGC. The Boys' Hostel shelters a number of students from far off areas while the construction of the Girls' Hostel is on full swing under the responsibility of the Public Works Department, West Bengal and we are hopeful that admission in Girls’ Hostel will be started from this academic session. The College is surrounded by greenery and the water bodies are waiting to be turned into Swimming Pool for facilitating water sports if and when approved by the competent State and Central authorities. With the financial assistance of the UGC, the college has purchased LCD Projector Sets, Sound Systems and White Boards for providing better educational environment and scope for arranging seminars on its own resources. 2. Aims and Objectives

begins to take off, the span of life expands even as the 'ripe corn' gives birth to fresh life. The primary objective of Dinhata College is to spread the light of quality education in a marginalized area like Dinhata, especially among the students from the Scheduled Castes and other backward classes including minorities (mainly Muslims). The vast NSS wings of the College provide ample scope to the students of the College to integrate the needs of the society in their training in order to create new value-based youthful society. In short, Dinhata College has the following primary objectives: (a) Help the students to attain degrees in Arts, Science and Commerce disciplines; (b) Help the students to get firmly established in society; (c) Train the students to serve the greater needs of the society; and (d) Develop Dinhata into a national and as well as international centre of learning.

3. Admission Procedure

On-line admission process is started from this Academic Session i.e. 2015-16. 3.1. Eligibility for Admission Students who have passed the Higher Secondary Examination (10+2) conducted by the West Bengal Council of Higher Secondary Education (W.B.C.H.S.E.) after a period of 12 years study or any other equivalent (10+2) pattern examination conducted by the I.S.C. or C.B.S.E. or any other Board recognized as equivalent by the University of North Bengal, provided the student has passed in at least four subjects with English as Compulsory Subject, excluding Environmental Studies/Environmental Education. Those students who have obtained either (i) 55% marks in the aggregate or (ii) 50% marks in the aggregate with 60% marks in the subject in the qualifying examinations shall be eligible to apply for admission to Honours in the subject concerned in general categories. However, the above criterion reduces to (i)

50% marks in the aggregate or (ii) 45% marks in the aggregate with 60% marks in the subject in the qualifying examinations shall be eligible to apply for admission to Honours in the subject concerned in SC/ST categories. We also preserve the admission facilities for the students belonging to OBC-A and OBC-B categories. Further, the College follows the time to time Government Orders in connection with the admission procedure. The Application Form for First year admission, for the respective B.A./B.Sc./B.Com. General and Honours courses along with the Prospectus must be obtained from the College Website www.dinhatacollege.in and URL www.dinhatacollegeadmission.in as per notification given time to time in our College Website. Application form must be submitted through on-line process after depositing the application fees in the tune of Rs.100/- by SBI Net Banking, Debit Card, Credit Card or through computer-generated Challan. Merit list will be provided for various subjects through web notification in our website: www.dinhatacollege.in. 3.2. Documents to be submitted Following documents should be uploaded before depositing admission fees. a) Higher Secondary or equivalent examination Mark sheet, Madhyamik or equivalent examination admit card, caste certificate (if applicable) and PH certificate (if applicable) in PDF format. b) Passport size photo and signature of the applicant in JPG format. 3.3. Documents required after taking admission The following documents are required after taking admission. It is to be noted that at the time of submission of the admission form along with the requisite documents and the payment of the required fees, every student must take receipt signed by the receiving official with the college seal and these receipt must be carefully preserved by every student. Those Admission Forms will be cancelled which are not properly filled in

or signed or if any wrong or misleading information is furnished by the student. All admissions to the various courses in Dinhata College will be made strictly on merit and subject to availability. 3.4. Registration All admissions are provisional until confirmed by the University. If any admission of any student is made in contravention of the University regulations and restrictions, or in contravention of any rules framed by the College, even though detected afterwards, shall be cancelled without any reference and the concerned student will not be entitled to any refund of fees that is already paid to the College. 3.5. Eligibility The eligibility requirements as prescribed by the University of North Bengal / Cooch Behar Panchanan Barma University have to be fulfilled by the students.  No student shall be allowed to take up Physics (Honours), if the student has not passed the Higher Secondary (H.S.) or equivalent examinations with Physics as a subject.  No student shall be allowed to take up Geography if the student has not passed the Higher Secondary (H.S.) or equivalent examinations with Geography as a subject.  No student shall be allowed to take up Economics (Honours), if the student has not passed the Higher Secondary (H.S.) or equivalent examinations with Mathematics or Business Mathematics as a subject.  No student will be allowed to take up English and Bengali simultaneously as elective subjects. 3.6. Reservation Seats shall be reserved for SC, ST, OBC A, OBC B and physically handicapped category as per Government order issued on the subject, provided they have passed the qualifying examinations and also have furnished the Certificates issued by the appropriate authority.

After submission of the Application Form, the student will have to quote the Application Form Number in any future correspondence with the College. No admission will be taken by the College beyond the notified admission schedule. The decision of the College Authority as regard the admission of the student will be final and binding on the student. 4. 5. Merit Point Calculation: The merit for admission to all Honours Course shall be calculated on the following formula as given by the University of North Bengal:- MERIT = (2S+T)/6 T = Marks obtained in English + Marks obtained in the subject opted for Honours + Best marks of other two subjects excluding Environmental Studies and the subject opted for Honours S = Marks obtained in the subject opted for Honours If the students does not have the specific subject opted for Honours in the qualifying Examination, the merit for admission to all Honours Course shall be calculated on the following formula :- MERIT = Ti/6 Ti = Marks obtained in English + Marks obtained in the subject opted for Honours + Best marks of other two subjects excluding Environmental Studies and the subject opted for Honours. 6. 8. General Rules and Discipline 8.1. A student, once admitted in one subject may change to any other subject only within the date fixed by the University and subject to availability, with intimation in prescribed proforma to the Principal, subject to fulfillments of other criteria and norms. 8.2. All students must always carry their College Identity Card with them while entering the College Premises and are bound to display their card when asked by the authority. 8.3. Each student must come to the College decently attired maintain proper decorum and discipline in the college premises and take care not to destroy any college property 8.4 . Every student must observed the College Notice Board daily and comply with instructions displayed there on, failing which the College will not be responsible for any inconvenience faced by them. 8.5. Any student failing to attend at least 75% of the total classes will be declared as discollegeate. 8.6 . Any student failing to attend at least 65% of the total classes held per subject during the academic year will not be allowed to sit for final examination. 8.7 . In matters mentioned above in all other incidental and ancillary matters there to, the decision of the College Authority will be final and binding upon the student.

9. Important Aspects of the College 9.1. Library The Dinhata College has one of the largest and most resourceful libraries in the whole of North Bengal possessing above 30,000 books and several Departmental Journals. The library is computerized one. Reprographic facilities are also available in the College. The following library rules must be strictly adhered to by the students: a) Each Honours student can borrow two books at a time b) Each general student can borrow one book at a time c) The book is issued for 15 days and after the expiry of 15 days from the date of issue a fine 0.50 paisa per day will be charged. 9.2 . National Service Scheme (N.S.S.) The College has two large N.S.S. units I and II which conduct social activities like planting trees, conduct awareness camps and so on. 9.3. Separate Boys' & Girls' Hostel The College has the unique distinction of having separate hostels for boys (Bidhan Chandra Chhatrabash) and girls (Pritilata Wadedar that is under construction) for the large number of students who come to the College from far away. Application is to be done separately in a prescribed format. The following documents are to be submitted along with the application form a) Copy of mark sheet of the examination last qualified. b) Character certificate from the Superintendant of the hostel last stayed or Head of the Institution last attended. c) Residential certificate from competent authority. Admission to the hostel will be strictly on the basis of merit and distance.

9.4 . Sports Field Dinhata College has a large and well-maintained sports field which is used to conduct sports events like D.P.I. Sports, College Annual Sports, Several out- door games, non-residential Training Camps and so on. 9.5. 9.7 . Free Coaching for S.S.C. Examination and other competitive examination The College holds Free Coaching for needy students who are appearing in School Service Commission (S.S.C.) Examination and other competitive examinations. 9.8 . The College observes 20th August as the College Foundation Day with various programmes. 10. Future Plan of Action The College has important plans lined up for the future, a few of which are depicted below. 10.1. The College plans to hold at least 3 to 4 UGC Sponsored National Seminars in the coming academic year. 10.2. The College plans to take up several initiatives in teaching and learning process, like holding Departmental Seminars, allowing teachers to take part in Orientation and Refresher Programmes, and so on. 10.3. The College plans to hold several social programmes like blood donation camps, disaster management awareness programmes, and so on. 10.4. The College plans to build central instrumentation facilities for the science departments. 10.5. The College plans to build a sports complex in its compound. 10.6. The College has a decent computer laboratory with all modern facilities (open access) for the staff and students.
