Global mean sea level is an integral of changes occurring in the climate system in response to un- forced climate variability as well as natural and anthropogenic forcing factors. Its temporal evolution allows changes (e.g., acceleration) to be detected in one or more components. Study of the sea-level budget provides constraints on missing or poorly known contributions, such as the unsurveyed deep ocean or the still uncertain land water component. In the context of the World Climate Research Programme Grand Challenge entitled “Re- gional Sea Level and Coastal Impacts”, an international effort involving the sea-level community worldwide has been recently initiated with the objective of assessing the various datasets used to estimate components of the sea-level budget during the altimetry era (1993 to present). These datasets are based on the combination of a broad range of space-based and in situ observations, model estimates, and algorithms. Evaluating their quality, quantifying uncertainties and identifying sources of discrepancies between component estimates is extremely useful for various applications in climate research. -

National Aeronautics and Space Administration Goddard Space Flight Center Greenbelt, MD 20771 September 12, 2016 Reply to Attn of: 140 TO: Distribution FROM: 140/Chief Counsel SUBJECT: Determination Regarding Attendance ofNASA Employees at American Geophysical Union Reception The American Geophysical Union (AGU), a non-profit organization under section 50l(c)(3) of the Internal Revenue Code, is hosting a reception on September 14, 2016, at their facility in Washington, D.C. The purpose of the reception is to honor and recognize outgoing AGU president Marcia McNutt and her new role as President of the National Academy of Sciences (NAS). Approximately 70 guests have been invited to the reception from academia, Federal agencies, AGU, NAS, and colleagues of Dr. McNutt. The estimated cost per person of the reception is $75. Attendance at the reception will allow NASA employees an opportunity to discuss with other guests issues concerning NASA's programs and missions. Based on the above, I find that the event meets the requirements of a ''widely attended gathering" as defined in 5 CFR 2635.204(g). I further find that there is an Agency interest in having NASA employees attend this event. Accordingly, NASA employees whose duties do not substantially affect AGU or a majority of its members, including NASA employees who are in non-career positions for which they are required to sign an ethics pledge under Executive Order 13490, may accept an invitation for free attendance to the reception for themselves and a guest. However, NASA employees whose duties substantially affect AGU or a majority of its members, for instance by way of procurement duties, should seek an individual determination regarding participation in ~ event from tl,leir local ethics counselor. -

The seismically active Macquarie Ridge complex forms the Pacific-India plate boundary between New Zealand and the Pacific-Antarctic spreading center. The Late Cenozoic deformation of New Zealand and focal mechanisms of recent large earthquakes in the Macquarie Ridge complex appear consistent with the current plate tectonic models. These models predict a combination of strike-slip and convergent motion in the northern Macquarie Ridge, and strike-slip motion in the southern part. The Hjort trench is the southernmost expression of the Macquarie Ridge complex. Regional considerations of the magnetic lineations imply that some oceanic crust may have been consumed at the Hjort trench. Although this arcuate trench seems inconsistent with the predicted strike-slip setting, a deep trough also occurs in the Romanche fracture zone. Geoid anomalies observed over spreading ridges, subduction zones, and fracture zones are different. Therefore, geoid anomalies may be diagnostic of plate boundary type. We use SEASAT data to examine the Maequarie Ridge complex and find that the geoid anomalies for the northern Hjort trench region are different from the geoid anomalies for the Romanche trough. -

Noah Diffenbaugh Kara J Foundation Professor and Kimmelman Family Senior Fellow at the Woods Institute for the Environment Earth System Science Bio BIO Dr. Noah Diffenbaugh is the Kara J Foundation Professor and Kimmelman Family Senior Fellow at Stanford University. He studies the climate system, including the processes by which climate change could impact agriculture, water resources, and human health. Dr. Diffenbaugh has served the scholarly community in a number of roles, including as a current Editor of the peer-review journal Earth's Future, and as Editor-in-Chief of the peer-review journal Geophysical Research Letters from 2014-2018. He has also served as a Lead Author for the Intergovernmental Panel on Climate Change (IPCC), and has provided testimony and scientific expertise to Federal, State and local officials. Dr. Diffenbaugh is an elected Fellow of the American Geophysical Union (AGU), and is a recipient of the James R. Holton Award and William Kaula Award from the AGU, and a CAREER award from the National Science Foundation. He has been recognized as a Kavli Fellow by the U.S. National Academy of Sciences, and as a Google Science Communication Fellow. These magnetograms portray the polarity and distribution of the magnetism in the solar photosphere. They were made with the Vacuum Tower Telescope of the National Solar Observatory at Kitt Peak from 8 January 1992, at a maximum in the sunspot cycle (lower left) to 25 July 1999, well into the next maximum (lower right). Each magnetogram shows opposite polarities as darker and brighter than average tint. When the Sun is most active, the number of sunspots is at a maximum, with large bipolar sunspots that are oriented in the east–west (left–right) direction within two parallel bands. At times of low activity (top middle), there are no large sunspots and tiny magnetic fields of different magnetic polarity can be observed all over the photosphere.
