This Order may be cited as the Oxfordshire County Council (Oxford Area - A40) (Speed Limits) Order 20** and shall come into force on the day of 20**. 2. No person shall drive any vehicle at a speed exceeding 30 miles per hour in any of the lengths of road specified in Schedule 1 to this Order. 3. No person shall drive any vehicle at a speed exceeding 40 miles per hour in any of the lengths of road specified in Schedule 2 to this Order. 4.     Response to Boundary Commission’s Draft Recommendations on the new electoral arrangements for Oxford City Council (June 2018) Report prepared by Oxford East Green Party with the support of local residents 12th August 2018 FINAL VERSION 1 1. Introduction The Boundary Commission’s Draft Recommendations (June 2018) are, in almost all respects, the same as those presented to them by Oxford City Council’s Labour Group. There are only minor revisions reflecting some errors in the City’s initial calculations and some small changes suggested by the Boundary Commission. Oxford City Council has, very recently (7th August 2018 – going to the City’s Executive Board on 14th August 2018), suggested some minor refinements in response to these Draft Recommendations1 but has, perhaps not surprisingly given their provenance, largely accepted them. Unfortunately, the original proposals are – in the East of the City at least (St. Clement’s, Bartlemas and Donnington Wards) – not driven by the need to more accurately reflect community interests and identities or promote more effective and convenient local government. They were, as one Labour Councillor said to a Green Councillor in a cross-party review group; “designed to make sure you lot can’t get re-elected”. In this alternative arrangement of wards in East Oxford, we use evidence and examples to present our alternative to the Draft Recommendations for new wards we have provisionally named St. Clements, Bannister and Cricket Wards. The names of places and fields in Headington not only reflect its past royal connections -- they can also guide us towards an understanding of the work and pastimes of the people who lived here, as well as providing a picture of the land and how people used it. Iron Age, Roman and Anglo-Saxon Headington The origins of the name Headington are not completely clear, but it most likely derives from the Old English Hedena's dun, meaning 'Hedena's hill', when it was reputed to be the site of the palace or hunting lodge of the Mercian Kings. Dun often denotes a large flat hill, usually with room for a settlement on the top, and this is precisely the shape of the hill on which Headington sits. It is possible that the name Hedena is related to an older Norse name of Heðinn. 1 Henry Alexander feels that the name originally referred to 'the down of Headda', and comments that Headda is a very common personal name in Old English. 2 Excavations in Barton Lane show evidence of Stone Age occupation, and on the old Manor Ground there are indications of Iron Age settlement in the 7th century BC, and there is evidence of Anglo-Saxon burials in the present-day Stephen Road.
