    23 novembre 2017 – CBC New Brunswick University of Moncton president Raymond Théberge nominated for federal language watchdog: Radio-Canada Previous nominee, Madeleine Meilleur, withdrew her candidacy after controversy over political donation The president of the largest French-language university in Canada outside Quebec is the Liberal government's nominee to be the next commissioner of official languages, Radio-Canada is reporting. A Franco-Manitoban, Raymond Théberge has been president and vice-chancellor of the Moncton, N.B., university since 2012. Théberge previously served as a deputy minister, which is a senior non-political role, in the government of former Ontario Liberal Premier Dalton McGuinty. The official languages commissioner is an officer of Parliament whose job it is to ensure both official languages have equal status in federal institutions, legislation and in Parliament itself. The reported appointment comes after the previous nominee, Madeleine Meilleur, withdrew her candidacy after it emerged that the former Ontario Liberal cabinet minister had donated to the federal Liberal Party and Prime Minister Justin Trudeau when he was campaigning to head up the party. Théberge was never a member of the Liberal Party of Canada nor did he donate to the party, Radio-Canada reported. Before being officially appointed, a nominee must appear before a House of Commons committee, a process that could take a few weeks. When the Trudeau government first chose Meilleur as commissioner, Francophone groups and opposition parties sharply criticized her nomination, arguing the commissioner must be independent of any political influence. The process for nominating Meilleur was also criticized. The NDP argued the Liberals violated the Official Languages Act by not consulting opposition parties before making the nomination.

    The Continuing Challenge of a Bilingual Workplace and Other Lessons Learned Graham Fraser Former Commissioner of Official Languages of Canada 1 To begin with, I would like to thank Meri Huws for inviting me to the conference. The creation of the IALC was something I was very proud to have been involved in, and I am delighted to be here. And it is a delight to be here with my interim successor, Ghislaine Saikaley. The nomination of Madeleine Meilleur as my permanent successor has just been announced, and I am sure that she will make a valuable contribution to the organization. It was fascinating to listen to the discussions during today’s conference. Alan Woods of VTCT talked about the importance of ‘people-facing roles’ where language skills are important. Alun Davies, the Minister for Lifelong Learning and the Welsh Language, observed that ‘Language technology is going to be part of everything — and the Welsh language has to be part of that.’ I was intrigued by the comments by Dr Jeremy Evas of Cardiff University about Information Technology: make it simple, reduce the hassle factor, simplify the message. And he referred to some of the myths: that developing the programs in a language other than English is too expensive, too difficult and unusable. Pär Stenbäck asked whether the answer was to provide training for users. Jeremy replied that it was important to have training for developers. Having experienced a difficult introduction of an IT system myself, I would recommend training for executives. I became convinced that the poor record surrounding the introduction of IT systems, which are routinely late, over-budget and full of glitches, is that executives are terrified of IT systems and are not as rigorous in managing their introduction as they would be with other systems.

    LEARNING ACTIVITY GUIDE The Official Languages Act in Canada 50th ANNIVERSARY Preamble The learning activities in this guide are intended for high school students in Grades 11 12 and post-secondary students. They can be used in French-language (reading, writing, oral communication), humanities or social sciences courses. They are divided into three parts: Part 1 Canada’s Official Languages Act • A little history to better understand the evolution of Canada’s linguistic duality (from the Quebec Act to the adoption of the Official Languages Act in 1969) • Canada’s Official Languages Act of 1969 • The changes (overhaul) that were made in 1988 and 2005 Most of the proposed activities are based on the document Canadian Bilingualism: A History, by Serge Dupuis. They will revolve around facts and significant events in the timeline in Annex 1 –Timeline. They provide information on the key facts and events, the ins and outs, the cause and effect, the key players, etc., in order to better prepare readers for the activities in Parts 2 and 3. They include: • reading comprehension activities – open-ended questions, multiple-choice questions and True or False; • games – crossword puzzles, zigzag word search puzzles, anagrams, “Who am I?”; • writing and oral communication activities; and • research, reflection or independent project topics. 2 LEARNING ACTIVITY GUIDE Part 2 Canada’s linguistic duality: Current situation and future outlook • Overview of bilingualism in Canada’s 10 provinces and 3 territories • Tools to better prepare a relevant proposal for changes (recommendations) to modernize the current Official Languages Act The activities proposed in this section include: • games; • writing and oral communication activities; and • research, reflection or independent project topics.
