I. INTRODUCTION

1. This Environmental Monitoring Report (EMR) was prepared by Xi’an Urban Infrastructure and Construction Investment Group, together with the environmental supervision firm (Xi’anHaosheng Environmental Supervision Co.) and the project management office (PMO) of Xi’an Municipal Urban and Rural Construction Commission (XMURCC) to ADB for the Xi’an Urban Road Network Improvement Project (the project). During the reporting period from January- June 2020, the following five contracts were with construction activities:

2. Western Keji II Road (West Bypass-Zhangba North Road): In Apr. 2019, the basic construction of the northern half of the road was completed. Since the construction intersects with underground pipe gallery construction, the progress is slow. At present, the road has been completed.

3. Xi’anbei Railway Station Transportation Hub Bus Stop: Construction of office building #1 was completed; construction of maintenance workshop #2 was completed; construction of the building #3 was completed. The supporting methanol station has been completed and put into operation. The roads and greening were completed, and the charging piles were constructed..

4. Fucun East Road Car Park: The constructions of the major structure of the parking lots and the annex buildings were completed. At current stage, the in-progress constructions include the construction of ground parking lot, and the installation and commissioning of the underground garage ventilation system and equipment.

Decoration constructions of comprehensive office building, power center, and maintenance workshop have been completed. In the site, construction of cable pipelines, site leveling of the parking area, and laying of limestone have also been carried out, and the main structure of the methanol filling station has been completed.

5. Xi’an Aerospace Base Transportation Hub Bus Stop: The constructions of comprehensive office building, power center, and maintenance workshop were completed. The hardening of the road and parking area was completed, the greening was basically completed, and the major structure of the gas station on the south side was basically completed.

6. Xi’an Xigao Bus Company Bus Stop: The constructions of comprehensive building, maintenance workshop, and guard office were completed, the site greening and roads were completed..

7. Up to four years, there were no external monitoring data since the project implementation begun. The external monitoring contract was signed in 2017 between the PMO and Xi’an Huace Environment Protection Technology Co. Ltd. (the certified environmental monitoring entity). The monitoring result in the 1st half of 2020 is included in this EMR. As the appendix, the domestic environmental supervision report in Chinese (January to June 2020) provided by Xi’an Haosheng Co.(the domestic independent environmental supervision company) is included in this EMR.

(i) Report Purpose and Rationale

8. It is the 12nd EMR, covering the period from January to June 2020, which was prepared based on i) the independent environmental supervision firm’ environmental supervision reports, ii) the information provided by the IA; iii) the external environmental monitoring report provided by the environmental monitoring entity; and iv) the PMO, the environmental supervision firm and consultants’ construction site inspections.

9. The purpose of this EMR is to document the environmental management activities and compliance with the applicable domestic standards and the environmental management plan (EMP) of this project. This EMR presents the project implementation progress, institutional setup for EMP implementation and management, environmental management institutional strengthening and training, external monitoring results, project readiness assessment; public consultation and the grievance redress mechanism (GRM); as well as the assessment of environmental impact mitigation measures implemented within and nearby the construction sites by the contractors during the construction.

(i) Project Objective and Components

10. The summary of the key project information is shown in Table 1.

11. To alleviate the and improve local traffic conditions, Xi'an City, supported by ADB, has been implementing the Project. The Project includes components of road network improvements, pedestrian crossing and safety improvements, multimodal facilities, intelligent transport system and road user safety program and environmental protection enhancement, etc. Total investment in the Project is expected to be RMB 3.74 billion Yuan (including US$ 150 million from ADB loan).

12. The Project will improve Xi’an urban road network, promote pedestrian safety, introduce advanced traffic management methods, facilitate integrated urban transportation exchange system and infrastructures, improve traffic facilities and management, promote vehicle emission monitoring facilities, control relating impact of vehicle emission, and realize sustainable economic and environmentally friendly development through the increasing of urban integrated traffic management capacity.

13. The project includes the following five components.

(i) Road Network Improvements. This output aims to transform 12.92km urban roads, including West Section of Keji 2nd Road (South – North Zhangba Road, 6.2 km), Dazhai Road (North Yanhuan Road – West 3RR, 2.33 km), and Kunming Road (West 2RR- West Ring Road, 4.39 km). On these roads, it will set up 21.57km bus lane (including lane priority, traffic signal optimization, site improvement, and traffic management, which will improve the PT conditions), 21.57 km NMT lane and one green belt along Kunming Road. In addition, it will build six interchanges with the appropriate scale and structure, covering Zhuhong Road-North 2RR Interchange, Zhuhong Road-Fengcheng 4th Road Interchange, Hongmiaopo underpass, Xinghuo Road underpass, Fengcheng 8th Road- Beichen Avenue Interchange, and Fengcheng 8th Road-Taihua Road Interchange. They will effectively connect roads between 2RR and 3RR, thus further optimize and improve local urban road network structure.

(ii) Pedestrians crossing and safety improvements. This aims to transform 110 urban intersections, 15 road sections and junction connection facilities, optimize the pedestrian crossing signals, and thus provide high visibility and safety for

pedestrians. It will apply the advanced information technology into safety equipment, and strengthen the law enforcement. These improvement measures will promote NMV traffic, make it safer, and provide better services for low-income groups who are unable to purchase private cars and must rely on walking and PT facilities, especially for housewives and children.

(iii) Multimodal Interchange facilities. This output is implemented by Xi'an Infrastructure Investment Group (XIIG), including: Four multimodal transport hubs (F, Xi'an Qujiang New District, Xi'an Yuhua Zhai, and Xi'an International Logistics Park) can provide convenient connections with subway, bus, taxi, car, motorcycle and bicycle; Five multilevel parking facilities can provide 2,249 parking spaces for MVs, motorcycles and bicycles, of which: two of them will be built in Xi'an Yuhua Zhai, and Xi'an International Logistics & Park, in order to popularize PT mode, and three will be built around the Ming City Wall (Leju Chang, South Guoshang Village and Xizhan Community);five gas stations,, of which: four of them will be implemented together with four integrated transport hub facilities, and the 5th gas station will be built near Mujiangwang Interchange on the 3RR. A minor change of the project scope was approved by ADB on 23 January 2017. The new subprojects under Output 3 include: (a) construction of Xigao Transport Hub; (b) rehabilitation of Transport Hub of No.5 Bus Company; (c) provision of parking facilities for 600 cars; (e) provision of power supply and maintenance equipment in the newly constructed transport hubs and other existing transport hubs; and (f) provision of electric public buses.1

(iv) Intelligent Transport System and Road User Safety Program. This output is implemented by Xi'an Municipal Traffic Police Brigade, including the expansion of current 3RR and coverage rate of intelligent traffic system (ITS) as an economic growth point; It will develop the corresponding development program, in order to improve the use and management of ITS; provide travel information services for private transport and public transport; carry out road safety education activities for disadvantageous road groups, such as children and the elderly; popularize pedestrian safety items, including tool kit, training materials and safety education activities. This component will include 20 VMS, 140 microwave detectors, 66 closed-circuit televisions, 31 red light cameras, and 10 speed violation cameras. The minor change of the project scope was approved by ADB on 23 January 2017. The new subprojects under Output 4 include (a) provision of traffic monitoring and information release equipment; (b) rehabilitation of existing ITS system; and (c)

provision of road safety equipment and traffic signs.2

(v) Environment protection enhancement. This output is implemented by Xi'an Municipal Environmental Protection Bureau (XMEPB). It will purchase five emission regulation enforcement vehicles, ten black smoke stations, and four pieces of mobile emission enforcement equipment for exhaust to strengthen random sampling and monitoring capability. Meanwhile, it will set up four monitoring sub-stations to improve air quality detection, install air quality and noise monitoring devices along the 3RR, and connect them with environment information center, whose environment remote sensing management system can monitor the city's air quality. In addition, it will also establish the information sharing system for environment and vehicle emissions, vehicle emission regulation and law-enforcement system (provide management assistance for scrapped vehicles), and environmental information disclosure system, and meanwhile, build the environment information center.

(vi) Project Implementation Progress

Output 1. Road Network Improvements.

14. This component includes 2 roads and 5 interchanges. The total length of two roads is 8.53 km) ROAD-C01 - West Section of the Keji No. 2 Road (West of 3rd Ring Road – North Zhangba Road, 6.2 km); and ii) C02-Dazhai Road (North Yanhuan Road – West Third Ring Road, 2.33 km); the constructions of component include bus priority lane, traffic signal optimization, stop improvement, traffic management, etc. The five interchanges are: i) C05 Zhuhong Road – Fengcheng 4th Road Interchange, ii) C04 Zhuhong Road – North Second Ring Road Interchange, iii) C06 Hongmiaopo Interchange, C07 Xinghuo Road Interchange, and iv) C09 Fengcheng 8th Road – Taihua Road Interchange.

15. C03 Kunming Road (West Second Ring-West Ring Road, 4.39km) and C08 Fengcheng 8th Road – Beichen Avenue Interchange have been canceled and changed to use domestic fund.

16. Four civil works contract packages had been completed in 2013, including: Zhuhong Road – Fengcheng 4th Interchange C05, Zhonghong Road – North 2RR interchange C04, Hongmiaopu Interchange C06, and Xinghuo Road Interchange C07.

17. Other two civil work contracts had been completed in 2015, including: i) Dazhai Road (R-C02); and ii) Fengcheng 8th Road - Taihua Road Interchange.

2020.

R-C05 Zhuhong Road- Interchange on Fengcheng 4th Road

19. The construction was commenced on 25 June 2014, and opened for traffic since 26 May 2016, and completed the project completion acceptance.

R-C04 Zhuhong Road-North 2RR Interchange

20. The construction started on 25 June 2014 and it was planned to be completed on 25 June 2015. The subproject is delayed due to traffic organizing requirements and pipeline relocation. In order to avoid the houses demolishing in the south-east corner of the interchange, the design of the bridge ramp B has been optimized. By the end of this report, the main bridge was open to traffic.

R-C06 Hongmiaopo Interchange

21. The construction started in the fourth quarter of 2015 and it was planned to be completed on 25 December 2016. The subproject is delayed due to traffic organizing and pipeline relocation requirements. It was open in July 2017.

R-C07 Xinghuo Road Interchange

22. It started construction in the first quarter of 2016 and be completed by May 2017.

R-C09 Fengcheng 8th Road – Taihua Road Interchange

23. It was open in June 2018.

R-C02 Dazhai Road

24. It was open in June 2018.

R-C01 East sections of Keji No. 2 Road

25. Western Keji II Road (West Bypass-Zhangba North Road): In Apr. 2019, the basic construction of the northern half of the road was completed. Since the construction intersects with underground pipe gallery construction, the progress is slow. At present, part of the southern half of the road has been completed. In this reporting period, the in-progress constructions of the southern half mainly include earth-rock excavation, limestone replacement and rolling, water stabilization layer construction, roadbed curb construction, sidewalk leveling, and brick laying construction. The contract was completed by 30 Jun. 2020.

26. In the early stage of Keji No. 2 Road project, the handover of the pipe corridor site was delayed, and the construction in winter period was not approved, which impact of pipe corridor construction in some roads (13rd Jin Road – West 3rd Ring Road on 19 Nov. 2018, and Zhangba North Road- 5th Jin Road on 3 Dec. 2018). The PMO required construction units to immediately organize the implementation of the construction, coordinate the pressures of all parties, overcome various difficulties, invest a large amount of manpower, material resources and financial resources, formulate scientific management measures, and effectively plan the construction period to ensure the progress of the project. The south section has started construction in Dec. 2019, and the contract was completed by 30 Jun. 2020.

R-C03 Kunming Road

27. The project design is to build a viaduct above the river channel as part of the urban expressway system, which is compatible with the “eight rivers around Xi'an” plan, the Xi'an expressway network system plan, and development needs of the surrounding areas. in 2015, the Municipal Construction Committee identified Kunming Road as a key project of the urban expressway system through competitive design mode. As the construction period cannot meet the requirements for completing the project construction before the ADB loan project closes on June 30, 2017, ADB has agreed that the PMO access to domestic funds to implement road project construction, and the investment amount of the project was transferred to other civil construction.

28. Up to now, the Xi'an municipal government has adopted the PPP construction model and introduced the financing of China Power Construction Corporation. The project design plan is to build a viaduct above the river. The project started construction in July 2017, and the main line bridge was open to traffic on December 31, 2019.

R-C08 Fengcheng 8th Road - Beichen Avenue Interchange

29. Since the construction of the road has not started on the east side of Fengcheng 8th Road, and the construction involves a large number of resettlement work and pipeline relocation work, the construction period cannot meet the requirements for completing the project construction before the closing of the ADB loan project on June 30, 2017. ADB agreed that the PMO uses domestic funds to implement project construction, and the loan funds of this project be adjusted to other civil construction projects. The project is supported by domestic fund construction and started construction in October 2019. The construction will be completed in two phases. The first phase of the project will construct the main line of Beichen Avenue viaduct, ground auxiliary road and related ancillary projects. It is planned to be open to traffic by December 31, 2020.; the second phase of the construction of the main line of Fengcheng 8th Road and the interchange crossing, after the completion of the project, the surrounding road network will form a longitudinal fast passage through the various sections of the east of the city.

Output 2. Pedestrians crossing and safety improvements

30. Xi'an Municipal Public Utility Bureau is responsible for the implementation of the sub-project. There are 110 intersections and 15 pedestrian crossing facilities in the original FSR, however, some of the proposed intersections have been implemented before the implementation of this project, and some of the proposed intersections influenced by the subway planning and construction impact, which temporarily do not have the implementation conditions. In line with ADB's proposal, the PMO has organized sub-project offices and municipal traffic police detachments to re-conduct a thorough and detailed site reconnaissance of the city's road junctions with retrofit conditions at the end of 2013, and determined to implement 37 intersections in the first batch renovation project, the remaining part of the project was adjusted accordingly. As of the report period, 37 intersections have been completed the project completion acceptance, is currently proceeding audit work.

31. The contract is for the first batch of 37 intersections and pedestrian crossing facilities renovation. As of this report period, the contractor has completed the renovation of 35 intersections and 15 street crossing facilities for pedestrian. Up to the report period, taking up 100% of all the renovation tasks. Affected by greening and other project construction, the renovation of the rest 2 intersections (No. 9 West Ring Road and No. 35 Wenyi Road-Jianshe Road) was adjusted, and replaced by other 5 intersections. The project has been completed.

Output 3. Multimodal interchange facilities

32. This subproject is implemented by Xi'an Urban Infrastructure Construction Investment Group Co., Ltd. The subproject includes 4 multimodal transport transfer hubs (Xi’an North Railway Station, Xi’an Qujiang New District, Xi’an Yuhuazhai and Xi’an International Trade & Logistics Park) which can provide convenient connections with subway, bus, taxi, car, motorcycle and bicycle; 5 multilevel parking facilities which can provide 2,249 parking spaces for MVs, motorcycles and bicycles, of which 2 were built in Yuhuazhai and Xi’an International Trade & Logistics Park in order to popularize PT mode and 3 were built around the Ming City Wall (Lejuchang, South Guoshang Village and Xizhan Community); and 5 gas stations, of which 4 were implemented together with the multimodal transport hubs and the 5th one is originally planned to be built near Mujiangwang Interchange on the Third Ring Road. The overall civil works have been completed.

MIF–C01 Xi’an North Railway Station transport hub (including one gasoline and gas filling station for internal use)

33. The contract is for 1 gasoline and gas station for internal use was constructed in the hub. Contract was signed on 23 December 2016. Due to the impact of the high-voltage line relocating on spot (completed on June 20, 2018), the project was postponed for one year to Nov. 2019. As of the reporting period, the overall civil works have been completed.

MIF–C02 Xi’an National Civil Aerospace Industrial Base transport hub (including one gasoline and gas filling station for internal use)

34. The bid winner is Shanxi Xinchangde Construction Engineering Co., Ltd., and the contract was signed in June 2018. Currently,the overall civil works have been completed.

MIF–C03 Xi’an Yuhuazhai (Now Western Urban) transport hub (adjusted)

35. The bidding type is NCB and the estimated contract amount is about CNY 15,770,000. Currently, the land expropriation of the originally planned project construction site failed to be completed. Moreover, the Project construction site newly provided is too far away from the subway station to attain the goal of multimodal transport transfer. Project Management Office has proposed to cancel the multimodal interchange from scope of the Project in the mid-term adjustment, and the variation would be that the project is supported by the domestic fund.

MIF–C04 Xi’an International Port District transport hub (adjusted)

36. The bidding type is NCB and the estimated contract amount is about CNY 14,340,000. The subproject was proposed by the PMO to cancel during mid-term adjustment since inter-city rail transit station and long-distance bus station are planned to be built near the multimodal interchange, and the variation would be that the project is supported by the domestic fund.

37. Multi-level Parking Garage(variation): This project includes the construction of five multistory parking garages, two of which were located in Xi’an Yuhuazhai and Xi’an International Port District while the other three along the ancient city wall (Lejuchang, Nanguoshang Village and West Station Community). Currently, the land for the 5 multi-story parking lots cannot be taken for official use, and it is necessary to select new sites. Project Management Office has proposed to cancel five multistory parking lots from scope of the Project in the mid-term adjustment, and proposed to replace it with Depot Building of East Fucun Road subproject and 600 parking facilities projects.

38. Up to now, Depot Building of East Fucun Road subproject is completed, 600 parking space facilities projects are bidding.

39. Gas station(variation): This project includes the construction of five gas stations. Four gas stations are located in each of the four transport hubs while the fifth one located at Mujiangwang Interchange as planned. Since the construction for multimodal interchange is postponed, the construction for gas stations is also postponed accordingly, and the gas station to be built in Mujiangwang Village may be built at bus dispatching station.

40. Except the two CNG stations built in the Xi’an North Railway Station transport hub and Xi'an National Civil Aerospace Industrial Base transport hub, the PMO has proposed to

cancel the other 3 CNG stations. Because of changing the public buses into the electric ones, two CNG stations changed into Methanol Filling Stations approved by relevant departments. The Methanol Filling Stations serve the Methanol Filling texts which new incoming from the city.

Newly added – Depot Building of East Fucun Road

41. Depot Building of East Fucun Road (TIF-C01), the winning bidder is Shaanxi Hongyuan Construction (Group) Co., Ltd., signed contract in May 2017, and it was supposed to be finished before Nov. 15, 2019. As of the report period, Fucun East Road Car Park: The constructions of the major structure of the parking lots and the annex buildings were completed. The overall civil works have been completed.

Newly added - Construction of Xigao parking lot

42. For the project, the winning bidder is Zhejiang Kunlun Construction Group Co., Ltd., and the contract was signed in June 2018, the civil engineering project started in July 2018. Currently, Xi’an Xigao Bus Company Bus Stop: The constructions of comprehensive building, maintenance workshop, and guard office were completed, the site greening and roads were completed. The overall civil works have been completed.

New bus station charging and distribution facilities

43. Distribution facility for the charging pile would be procured in the newly-built bus station and the winning unit of Xi'an Tianhong Electric Power Company. The contract was signed in April 2018. The installation project was completed in June 2019.

Newly added – Maintenance and monitoring equipment of Xi’an North Railway Station transport hub

44. The bidding document of Maintenance and monitoring equipment, and civil works of power generation of Xi’an North Railway Station transport hub has been completed. The winning bidder is Shaanxi Guanxiangke Industry & Trade Co., Ltd., signed in December 2018. The equipment has been installed by the end of 2019.

Newly added – Multi-level Parking Facilities

45. For Multi-level Parking Facilities, the winning bidder is Ocean Shipping Co., Ltd., and the contract was signed in December 2018. The installation work was completed in June 2020.

Newly added – Pure electric vehicle (12 meters long) 70 vehicles

46. The pure electric vehicle (length 12 meters) 70 procurement projects completed the bidding in October 2019. The supplementary agreement that increase ten electric cars had been signed on Dec. 2019. Production and listed of the overall eighty electric cars had finished on Dec. 2019. All of that have been delivered to the bus company.

Newly added – The Maintenance Equipment of Xigao Bus Stop Maintenance Center and Xi’an National Civil Aerospace Industrial Base parking lot

47. The winning bidder is Beijing JinYuanShiQin Co., Ltd., and the contract is signed t in October 2019, and the installation work was finished by April, 2020.

Output 4. INTELLIGENT TRANSPORT SYSTEM (ITS)

48. This subproject is implemented by Xi’an Municipal Traffic Police Department. This subproject includes the expansion of current Third Ring Road and coverage rate of intelligent traffic system (ITS) as an economic growth point, development of the corresponding development program in order to improve the use and management of ITS, provision of travel information services for private transport and public transport, and implementation of road safety education activities for disadvantageous road groups, such as children and the elderly, to drive the pedestrians safety project (including tool kit, training materials and safety education activities). This component includes 20 variable message signs, 140 microwave detectors, 66 closed-circuit televisions, 31 infrared cameras, and 10 speed cameras.

49. The contract value for traffic video monitoring system (ITS-G01-2) is CNY 4,176,400 including the installation of 90 video monitoring The winning bidder is Bocom Intelligent Information Technology. Up to now, all equipment installations have been completed, with a total payment of CNY 4,176,360, accounting for 100% of the contract amount, and completing the final inspection of the project.

50. The contract price for enforcement camera system (ITS-G01-3) is CNY 8,786,100.The winning bidder is Xi'an Xiangxun Technology Co., Ltd. In total, 65 sets of equipment have been installed, and communication construction of 33 places has been completed. Up to now, all equipment installations have been completed, with a total payment of CNY 8,786,140.00, accounting for 100% of the contract amount, completing the final inspection of the project.

51. Contract value of the dynamic traffic information collection system (ITS-G01-01) is CNY 5,276,300.The winning bidder is Yinjiang Co., Ltd. At present, 122 sets of equipment are installed and debugged. Accumulative completion of basic excavation, i.e., poles installed in 112 chassis, and solar installations completed 25 sets. The acceptance data is being prepared and ready for final inspection.

52. Contract of the dynamic traffic information collection system (ITS-G02). The winner is

56. Reconstruction of Road Monitoring System, the contract was signed in March 2017. The winning bidder is Ziguang Jietong Technology Co., Ltd., with a total payment of CNY 4.26 million, accounting for 100% of the contract amount. At present, the contract was completed.

Newly Added - Upgrading of Intelligent Traffic Signal System, Equipment of Ball Control Devices, and Reconstruction of Old Signal Light

57. Update of intelligent traffic signal system (226 places), 102 sets ball control devices, reconstruction of old signal light (99 crossings). The proposed winner is Qingdao Hisense Network Technology Co., Ltd. At present, the contract was completed.

Newly Added - Induction screen information service system

58. For traffic information screen publishing system (60 sets). The proposed winner is Qingdao Hisense Network Technology Co., Ltd., Up to now, all equipment installations have been completed, and the final inspection has been completed in November 2019.

Output 5. the environmental protection sub-project

59. The subproject is implemented by Xi'an Environmental Protection Bureau. It plans to purchase 5 vehicle exhaust emission enforcement vehicles, 10 smoky vehicle monitoring

stations and 4 mobile exhaust enforcement vehicles to enhance the random inspection and monitoring capabilities of vehicle exhaust. At the same time, through the establishment of four sub-monitoring stations, air quality and noise monitoring equipment were installed along Sanhuan Road and connected with the Environmental Information Center to establish an environmental remote sensing management system of the Environmental Information Center to strengthen and improve the city's air quality monitoring system. In addition, an environmental and vehicle emission information sharing system and a vehicle emission supervision and enforcement system were established, and management assistance for abandoned vehicles and an environmental information disclosure system were implemented.

60. As of the reporting period, the contract for the protection of environmental protection sub-projects was completed by 100% of the contracted contracts.

61. As of the current reporting period, 10 contracts have been signed for environmental protection enhancement. The accomplishment of such contracts is as follows:

(a) “Enforcement and inspection vehicle” (EP-G05-1). This project has been accepted. The main procurement covers four enforcement and inspection vehicles, including one centralized enforcement and inspection vehicle (J Collection van) and three grouped enforcement and inspection vehicles (KIA SL SUV). Now such vehicles have been put in use already.

(b) “Air quality and noise monitoring equipment for environment monitoring station” (EP-G01) (including the procurement of six sets of instrument and equipment). The acceptance requirements are met in the December 2015.

(c) “Environmental remote sensing & management information system of Xi’an Environmental Protection Propaganda and Education Center” (EP-G03) (including the procurement of software and hardware, with an estimation of CNY 2,970,0000). The acceptance of the Work is completed in 2016.

(d) “Remote sensing vehicle” (EP-G04) (including the purchase of one remote sensing vehicle). The acceptance is completed.

(e) “Stationary traffic air quality monitoring substation” (EP-G07) (including the construction of facilities and station buildings for the four stationary traffic air quality monitoring substations). The project has completed acceptance.

(f) “Construction of large indoor and outdoor information display” (EP-G09) (the procurement of information displays). The project has completed preliminary acceptance.

(g) Environmental monitoring communication software for monitoring stations(EP-G02).

The project has completed preliminary acceptance.

(h) Fixed monitoring of law-enforcement vehicles and "black smoke" vehicles (EP-G05-2). The project has completed preliminary acceptance in December 2017.

(i) Comprehensive information screen of vehicle emission control center and command hall (EP-G06). The project has completed preliminary acceptance.

(j) Environmental protection and enhancement software (EP-G08). The project is planned to complete preliminary acceptance in October 2017.

For these subcomponents already put in use, those have reached the expected information integrated target on the environmental information disclosure system. The benefits for environmental protection will be considered further for PCR preparation scheduled in second half of 2020.

II. INSTITUTIONAL SETUP AND RESPONSIBILITIES FOR EMP IMPLEMENTATION AND SUPERVISION

Institutional responsibilities for environmental management

62. Project Leading Group and Executive Agency. The project leading group (PLG) was established under the Xi’an Municipal Government. The PLG arranged a project management office under Xi’an Municipal Urban and Rural Construction Commission (PMO) as the EA for the project implementation.

63. Implementation Agency.Xi’an Urban Infrastructure Construction Investment Group Co., Ltd (XIIG)3 is the IA of the project, which is responsible for implementation of the EMP, including (i) coordinating implementation and supervision of the EMP; (ii) supervising the implementation of mitigation measures during project construction and operation; (iii) supervising contractors and Construction Supervision Companies’ (CSCs’) internal monitoring and coordinating the environmental supervision by the independent environmental supervision Co. And the compliance/external monitoring by the certificated environmental monitoring entity; (iv) ensuring that environmental management, monitoring, and mitigation measures are incorporated into bidding documents, construction contracts and operation management plans; (v) reporting the EMP performance to the EA and ADB; (vi) coordinating the grievance redress mechanism (GRM); and (vii) responding to any unforeseen adverse impact beyond those mentioned in the domestic EIAs, the ADB version EIA and the EMP.

64. Other Project Implementation Units. The Municipal Public Bureau, Municipal Traffic Police Detachment and Municipal Environmental Protection Bureau are responsible for their own component and subprojects, respectively.

65. Independent environmental Supervision Co. The IA signed the contract in December 2012 with Shanxi Haosheng Environmental Supervision Company (the Environmental Supervision Co.) for the overall environmental supervision, which is responsible for the daily supervision and inspection to all contractors and CSCs in accordance with the PRC environmental policies, regulations, standards and EMP, and reporting to the IA and PMO monthly in the form of monthly environmental supervising report (Appendix). The Environmental Supervision Co. has the qualification for the environmental supervision, but no qualification for compliance environmental monitoring. The environmental supervision staffs involving in this project are listed in Table 3.

66. External environmental monitoring entity. The contract between the IA and Xi’an Huace Environment Protection Technology Co. Ltd. (the certified environmental monitoring entity) has been signed in August 2017 for the external compliance environmental monitoring. The monitoring defined in the EMP is being conducted.

67. Loan implementation environment consultants (LIEC). The LIECs from HJI Group were hired under the loan implementation consultancy services. The LIEC advises the PMO, IAs, the environmental supervision Co., contractors and the CSCs on environmental management and monitoring for the project. The LIECs (i) assist the PMO to update the EMP and environmental monitoring program; (ii) verify the implementation of the mitigation measures specified in the EMP; (iii) review internal and compliance monitoring reports and prepare semiannual environment monitoring report; (iv) provide training to PMO, IAs, CSCs, contractors on environmental laws, regulations and policies, ADB SPS, EMP implementation, GRM, etc.; (v) identify any environment-related implementation issues, propose necessary corrective actions, and reflect these in a corrective action plan; and (vi) undertake site visits as required.

68. Construction contractors.

69. Construction contractors are responsible for implementing relevant mitigation

measures and internal monitoring during construction with the help of CSCs and under the supervision of environmental supervision Co. and the city EPB. Each contractor has appointed the environment, health and safety officer (EHSO) to supervise the implementation of the on-site environment, health and safety management plan (EHSMP).

70. Construction supervision companies (CSCs)were contracted to conduct stand-by internal environmental supervision on contractor’s mitigation measures implementation. The CSCs are responsible for supervising construction progress and quality, and EMP implementation on construction sites. Each CSC assigned one environmental engineer on each construction site to: (i) supervise contractor’s EMP and EHSMP implementation performance; (ii) conduct internal environmental inspection; (iii) fill out monthly environmental performance forms to be submitted to the IA and PMO.

71. Main contents of ADB environmental consultant’s training workshop (on October 10, 2019).

(b) ADB specifically introduced requirements of borrower's environmental completion report chapter by chapter, including detailed introduction of the project; environmental management structure and operation; environmental monitoring organization, preparation and submission; summary of implementation and compliance of environmental mitigation measures; operation and conclusion of grievance mechanism; summary of costs related to environmental management; environmental benefit assessment and environmental performance indicators of compliance; experience, lessons learned, as well as remaining problems and suggestions; annex requirements.

(c) ADB project rating method and total rating calculation table.

72. Various EHS trainings were undertaken at construction and trial operation by the contractors and PMO/IAs/LIEC, for example, construction EHS management, road and traffic safety, hazards training for filling station workers; and training and awareness programs for community in road safety that are essentially important.

73. In the first half of 2020, the environmental supervision carried out a total of 19 daily inspections. In view of the environmental problems existing in the daily construction process of all participating units of the project and the change of the project construction content, the environmental supervision sent three environmental supervision work contact lists in the first half of 2020. The environmental supervision has participated in 3 annual inspection

meetings in 2020 and prepared 3 meeting minutes, and submitted the 12nd environmental supervision report to ADB before June 30, 2020.

74. In the first half of 2020, the environmental supervision company submitted 42 environmental supervision monthly reports to seven departments including Xi'an Environmental Protection Bureau, High-tech Zone Environmental Monitoring Brigade, Shaanxi Construction Project Environmental Supervision and Management Station, Xi'an Urban Infrastructure Construction Investment Group Co., Ltd., Xi'an Urban Investment New Energy Co., Ltd., and Xi'an Urban Public including Parking Facilities Construction Management Co., Ltd. and Xi'an Public Transport Corporation.

III. COMPLIANCE WITH ENVIRONMENT RELATED PROJECT COVENANTS

75. Compliance with covenants defined in the Loan Agreement and Project Agreement that directly or indirectly refer to environment, health and safety, and the implementation of the EMP, is rated generally satisfactory. The project complies with most covenants, with some not yet due. A list of loan covenants and compliance status is shown Table 4 below.

IV. ENVIRONMENTAL MITIGATIONS MEASURES IMPLEMENTED IN THE REPORTING PERIOD

76. It had been more than seven years since preparing the EIA during the PPTA, some contents and requirements in the EIA are not suitable for the current situation. In consideration that Xi'an is the World famous history city, The LIEC, together with the Environmental Supervision Co. updated the EMP and environmental monitoring plan. The main mitigation measures implemented during construction are highlighted below:

77. Noise control: Construction activates are prohibited between 22:00 – 6:00. In noise sensitive areas, such as schools, hospitals and residential areas, low noise machineries must be used, and construction time must be strictly controlled; placement of temporary fence hoards or noise barriers to shield noise sources during construction if necessary.

78. Dust control: Watering of road and construction site during windy days; Cover construction material/earth transport trucks before leaving the site; The trucks must follow the route approved by the environmental supervision Co. and local EPB; Particular attention must be paid to dust suppression adjacent to sensitive receptors such as schools, hospitals or residential areas; materials should be stored in appropriate places and covered.

79. Solid waste: The domestic waste was timely collected and carried to the places appointed by local EPB and public sanitary authority; the construction and demolition wastes were stacked uniformly on the construction site and transported to the construction waste disposal site designated by local EPB and public sanitary authority in time.

80. Waste Disposal: All waste produced by the project should be handled in accordance with the requirements of the national environmental protection administration and the IA. All the construction vehicles and machineries should be periodic maintained; the oil and lubricating oil were not contaminated the ground and river; install the oil-water separator in the washing and refueling area; storage of fuel in quarantine area.

81. Water and wastewater: Wastewater during construction must be treated and controlled, recycled water was used to spray for dust control; Latrines and seepage pits was installed in all camps;

82. Traffic congestion: Contractors must consider impacts to traffic during construction. A traffic control and operation plan was prepared and be approved by local traffic management administration prior to any construction; the plan includes diverting or scheduling construction traffic to avoid morning and afternoon peak traffic hours, regulating traffic at the road crossings, building interim roads, selecting transport routes to reduce disturbance to regular traffic; reinstating the roads and opening to traffic as soon as completion of the construction.

83. Emission from construction machinery: Asphalt plants and mixers were sited as far away as possible (at least a minimum of 200 m downwind) from the nearest residential areas and other sensitive receptors; Vehicles and construction machinery were properly maintained and complied with emission standards.

84. Soil erosion: This is a city construction Project dealing mainly with paved and covered surfaces in commercial, industrial and residential locations. Soil surfaces exposed to erosion were minimal. In this situation a Soil Erosion Prevention Plan was not required under PRC legislation. The soil erosion intensity of this project was slight, and the impacts were further reduced by appropriate site management. An erosion protection plan was developed and approved prior to construction; existing surface where no construction activity was planned was preserved; the stable surface where activity was planned for a later date was temporarily preserved; disturbed surfaces, such as borrow and fill areas, compacted pipeline trenches and cut banks was properly sloped and/or revegetated to minimize erosion; limit construction and/or material handling during rain events and high winds to minimize wind erosion; construct intercepting ditches and drains to prevent outside runoff entering construction sites, and divert runoff from sites to existing drainage system or ponds; reinforce the disturbed area after construction(paving or landscaping and planting of medium strips, verges and temporary access roads ).

85. Work camp health and hygiene:The domestic sewage in each construction camp is discharged into the municipal sewage pipe network after being treated by the septic tank, the domestic garbage is collected and transported by the sanitation department in a unified way, and the cooking fume in the canteen is discharged after being treated by the cooking fume purifier. The building materials were stacked neatly, stored in proper place and covered.

86. Cultural heritage protection:The implementation of the project minor affected the environmental features of the relevant cultural relics and sites. During the construction phase of the project, protective measures were taken in accordance with the approved Construction Control Plans (CCP) for construction sites to avoid the impact on the relevant cultural relics and sites, try to keep the style and color of the construction project consistent with the style and color of the cultural relics and sites, and reduce the damage to the environmental features of the cultural relics and sites. The construction plan scheduled inspections of archaeological potential at each major construction stage involving earthworks. Any discovery of buried relics should be referred to the Shaanxi Provincial Bureau for Cultural Relics for advice and assessment, and construction work should be also interrupted during this process. So far, the civil works had been completed and no any discovery of buried relics occurred. Other mitigation measures included the following: (i) The building scale, height and design are in conformity with that of the relic sites; (ii) construction avoided the use of machines or techniques which could generate high levels of vibration to avoid potential damage to tombs; and (iii) construction site drainage and effluent, as well as stormwater drainage from the hub during operation, were directed away from the Prince Jian and Prince Qin Mausoleum sites.

87. Other EHS requirements and measures identified in EIA and related environmental risk control measures: All mitigation measures were implemented during trial operation, such as dust and noise control at project roads. Some key impacts or risks were fully considered, such as the potential risks might be caused by explosion hazards from petrol/diesel and CNG filling stations. The gas filling station involved in the project is expected not a major risk source, and it is generally impossible to cause casualties, but the protection distance was set. The distance between oil tank and important public buildings is less than 50m, and that between general residential areas is less than 20m. In addition, the EHS management plan was updated and aligned with relevant government regulations and guidelines on COVID-19 prevention and control, or with international good practice guidelines as updated in the future. 4 The plan was reviewed by the supervision consultant in consultation with local public health inspectors, local medical officers, or other relevant health specialists, with a recommendation forwarded to the EA for clearance. The plan includes COVID-19 prevention and control measures, including disinfection/cleaning of offices, construction sites and labor camps, on-site temperature checks, social distancing measures, mandatory use of personal protective equipment such as facemasks, provision of handwashing stations and hand sanitizers etc., and procedures to be adopted in the event any worker is infected with COVID-19. During this reporting period, COVID-19 prevention and control measures were taken following the above EHS management plan, PRC government regulations and guidelines or international good practice guidelines as updated time by time.

88. It is estimated to spend CNY630,000 for the pre-construction phase, CNY680,000 over the construction period and CNY 2,737,000 in the initial operation phase, respectively. The spreadsheet will be prepared for Project Completion Report preparation with the actual expenditures on environmental management scheduled in 2nd half 2020. During the reporting period, the Environmental Supervision Co., together with the LIEC conducted 20 times’ site environmental inspections, environmental monitoring and environmental protection publicity. During the inspection, the Environmental Supervision Co. and LIEC found some environmental issues on the construction sites that fail to accord with the EMP and PRC environmental regulations and good practices. For solving the problems, the EMP coordination meeting were held with contractors, CSCs and IA, and three rectify notices to contractors were issued (Table 5). After the contractor corrected its fault, an additional

89. Noise. The external environmental monitoring firm (Xi’an Huace Co.) conducted the external monitoring on the construction sites during the report period.5 For the noise monitoring, 46 monitoring points were selected during the monitoring period, the monitoring results are shown in Table 7.

90. The results indicate that the acoustic environment qualities on sites were in compliance with Table 1 in Environmental Noise Emission Standard on Construction Sites (GB12523-2011). For the sensitive site, the results were in compliance with Class 2 and 4a standard requirements in the Acoustic Environmental Quality Standard (GB3096-2008).

91. Ambient Air quality. The ambient air quality was monitored by Xi’an Huace Environment Protection Technology Co. 10 monitoring points were selected for the external monitoring (Table 8). The monitoring results showed that in the construction sites of Fucun East Road Car Park, Xi’an Xigao Bus Company Bus Stop, Xi’anbei Railway

Station Transportation Hub Bus Stop, Western Keji II Road (West 3rd Ring Road-Zhangba North Road), and Xi’an Aerospace Base Transportation Hub Bus Stop, (1) The 1 h average concentrations of sulfur dioxide and nitrogen dioxide meet the II-level concentration limitations regulated in Environmental Air Quality Standard (GB3095-2012); (2)The 24 h average concentrations of sulfur dioxide, nitrogen dioxide, and PM10 meet the II-level concentration limitations regulated in Environmental Air Quality Standard (GB3095-2012); and (3) The emission concentration of particulate matters meet the Limits of Dust Emissions from the Construction Site Boundary (DB61/1078-2017) of demolition, earthmoving, and foundation treatment projects.

All project construction sites have access to municipal services, as such, the domestic wastewater (sewer) generated at construction camp and contractor’s office was discharged into the municipal sewer network after pre-treatment by septic tank. The sample monitoring results show that: Xigao

VI. PUBLIC CONSULTATION, GRIEVANCE REDRESS MECHANISM

92. In accordance with the guidelines of the EIA and the ADB's SPS requirement, public participation was carried out in each subproject during the EIA period. During construction stage, the PMO/PIUs/contractors conducted continuous consultation with nearby communities. A further public consultation after the project completion will be undertaken by the PMO in late 2020, regarding to effectiveness of mitigation measures, impacts of operation, comments and suggestions, and survey on public satisfaction. Those consultation results and assessment will be documented the borrower’s project completion report.

93. Environmental protection publicity. It is a very important work of environmental supervision to carry out environmental protection publicity in construction site. In the daily environmental supervision work of the project, the environmental supervision personnel always put the environmental protection publicity in an important position, made serious efforts to do a good job of environmental protection publicity of the project, and promoted the development of environmental supervision work.

94. Using site meeting to publicize environmental protection concept. Since entering the project, the environmental supervision has made full use of the construction site coordination meeting and tripartite site meeting to carry out the publicity and implementation of environmental protection concept. In the meeting, the daily inspection and implementation of environmental protection measures on the site of environmental supervision in the near future were reported; the existing environmental problems in the current construction site were analyzed, and specific treatment measures were determined; the spirit of documents of EPB at all levels and higher competent departments of environmental supervision were conveyed; it was repeatedly emphasized that the construction unit should pay attention to the environmental protection education and training of on-site construction personnel as well as construction safety education to further improve the environmental protection awareness of the construction unit 's management and ensure that the impact on the surrounding area environment is minimized in the daily construction process.

95. During the PPTA, the GRM system was established in accordance with ADB SPS. And it was provided to the affected persons. The contact persons for different GRM entry points, including contractors, CSCs, the EPB, PPCU, etc., was identified prior to construction. The contact details for the entry points (phone numbers, addresses, e-mail addresses) were publicly disclosed on information boards at construction sites. There was no complaint filed for environmental issue in the report period (January to June 2020). The details of contact information for GRM are summarized in Table 8 below.

VII. ISSUES, CORRECTIVE ACTIONS, RECOMMENDATIONS

96. EMP implementation in the reporting period is generally satisfactory. Domestic EIA preparation and approval for scope of change, and other environmental approval documents, such as SEPP, traffic management plans, etc. had been obtained timely. The environmental mitigation measures for the scope of changes had been incorporated and optimized. Verification of loan covenant in respect of EMP embedding in bidding documents and contract clauses was undertaken through continuous environmental supervision and monitoring as well as environmental publicity. All the contractors have assigned staff in charge of daily environment, health and safety inspections; The Environmental Supervision Co. conducted 19 times on-site environmental supervision and prepared monthly environmental supervision reports, which were timely submitted to the IA and PMO and the consultants. The IA established EMU and the GRM; no complaint has been filed for environmental issue in the report period.

97. During site visit, the Environmental Supervision Co. found that i) Unorganized piles of construction waste is not cleared and transported in time in Xi'an North Railway Station Bus Hub. ; ii) Poor implementation of dust pollution prevention and control. No active implementation of emergency response mechanism for heavy pollution weather and not fulfill the night construction procedures and earthwork backfill procedures. Poor management of the outsourced earthwork backfill vehicles, may have a risk of related environmental pollution complaints;iii) No vehicle flushing equipment at the entrance and exit of Western Keji II Road (West 3rd Ring Road-Zhangba North Road).Air pollution prevention and control measures at the construction site and emergency response mechanism for severely polluted weather are not implemented.. The Environmental Supervision Co., the LIEC, the IA and PMO required the contractors to correct the above problems timely, and to strictly implement all the mitigation measures defined in the EMP. The contractors conducted the correcting measures after receiving the rectification notices and reply to the IA and the environmental supervision firm showing the measures were timely taken.

98. The pending issues including: (i) due diligence study on the subcomponents completed and assessment on the compliance of the EMP implementation, and (ii) evaluation on environment benefit, such as emission reduction from traffic control program, integration of road and parking facilities, CNG fuel adoption, will be incorporated to PCR preparation, which is scheduled in the 2nd half of 2020. In the meantime, the following time-bound action plans are formulated and agreed by the PMO/IAs as the following:

(a) Mitigation measures taken during construction and operation should be systematically recorded then summarized. The summary will be reflected in the borrower’s project completion report which is expected to be prepared in the 2nd half of 2020.

(b) Noise barriers were built along Zhuhong Road-North 2nd Ring Road Interchange, Zhuhong Road-Fengcheng IV Road Interchange, and Fengcheng VIII Road-Taihua

Road Interchange (see Appendix 1)6. The options of specially designed and built noise barriers and sound-proofing for windows and ventilators proposed at the EMP for sensitive receptor sites (mainly residential and dormitory buildings) along portions of the new roads and interchanges will be reviewed and determined according to actual operational noise testing results at the domestic completion environmental check and acceptance in the 2nd half of 2020. And

(c) Actual investment on environmental protection and mitigation measures should be sorted out and summarized in the aforementioned borrower’s project completion report, that will also include quantitative (as possible) and qualitative environmental benefits analysis for environmental protection, including the emission reduction from traffic control program, integration of road and parking, and CNG fuel adoption.

(5) Fengcheng VIII Road-Taihua Road Interchange Construction Fengcheng VIII Road-Taihua Road Interchange: The East-West main lanes were opened on Sept. 30th 2017. The South-North lanes and Ramp A, B and C were opened on Jun. 14th 2018. All the construction works were finished in Jul. 2018. Road greening was finished. Environmental supervision works were finished.

(6) Dazhai Road (Yanhuan Road-West 3rd Ring Road) Construction Dazhai Road (Yanhuan Road-West 3rd Ring Road): All the construction works were completed by the end of Jun. 2018. Road greening was finished. Environmental supervision works were finished.

(7) Western Keji II Road (West 3rd Ring Road-Zhangba North Road) Construction

Western Keji II Road (West Bypass-Zhangba North Road): The basic construction of the northern half of the road was completed. Since the construction intersects with underground pipe gallery construction, the progress is slow. At present, the road has been completed.

(8) Xi’anbei Railway Station Transportation Hub Bus Stop Construction Xi’anbei Railway Station Transportation Hub Bus Stop: Construction of office building #1 was completed; construction of maintenance workshop #2 was completed; construction of the building #3 was completed. The supporting methanol station has been completed and put into operation. The roads and greening were completed, and the charging piles were constructed.

(9) Fucun East Road Car Park Construction Fucun East Road Car Park: The constructions of the major structure of the parking lots and the annex buildings were completed. At current stage, the in-progress constructions include the construction of ground parking lot, and the installation and commissioning of the underground garage ventilation system and equipment.

(10) Xian Aerospace Base Transportation Hub Bus Stop Construction

Xi’an Aerospace Base Transportation Hub Bus Stop: The constructions of comprehensive office building, power center, and maintenance workshop were completed. The hardening of the road and parking area was completed, the greening was basically completed, and the major structure of the gas station on the south side was basically completed.

(11) Xi’an Xigao Bus Company Bus Stop Construction Xi’an Xigao Bus Company Bus Stop: The constructions of comprehensive building, maintenance workshop, and guard office were completed, the site greening and roads were completed.

(12) Construction of Pedestrian Access and Safety Sub-projects Pedestrian Access and Safety Sub-projects include 32 intersections and 3 road section reconstruction projects (Table 1.1-3), all of which have been completed at this stage.

2. Works of Environmental Supervision

2.1 Staffing and Equipment Disposition

The project environmental supervisors were set up in strict accordance with the requirements of the Environmental Supervision Regulations for Construction Projects (DB61/571-2013) and the relevant requirements of the provincial and municipal administrative departments of ecological environment. According to the characteristics of the project, the project environmental supervision organization adopts the straight-line system and the director responsibility system. Environmental supervisors of the project in the first half of 2020 are shown in Tab. 2.1-1. Equipment and facilities used for environmental supervision works are shown in Tab. 2.1-2. Environmental supervision organization of the project is shown in Fig. 2.1-1.

2.2 Implementation of Environmental Supervision Plans

2.2.1 Process of Environmental Supervision According to the Environmental Supervision Regulations for Construction Projects (DB61/571-2013), working process of project environmental supervision can be divided into preparation, implementation and transfer, as Fig.2.2-1 indicates.

The results show that EIA documents and official approvals of the project, construction designs, feasibility reports, construction organization designs of construction undertakers, and environmental management system certification materials are completed and perfect. As for the environmental pollution occurred during construction periods, environmental supervisors put forward treatments and control measures.

Environmental supervisors assist the construction undertakers to perfect the environmental protection chapters of construction organization design documents as well as improving the environmental management system, making these documents in compliance with the EIA documents and official approvals. Main documents and main contents checked by environmental supervisors are shown in Tab. 2.2-1, in which all the information has been collected. During the construction period, environmental supervisors access any materials needed.

Environmental supervisors have required the construction undertaker to cover the earthwork, white dust, and other dusty materials, strengthen the implementation of air pollution control measures at the construction site, and ensure that construction dust is minimized. The construction has covered the dusty materials such as earthwork and white ash in accordance with the requirements. 2) Fucun East Road Car Park During construction of Fucun East Road Car Park, construction wastes and domestic waste on site were not cleaned up in time. Environmental supervisors have required the construction undertaker to sort and pile up domestic wastes and construction wastes in the field in a timely manner, promptly remove and transport them, and ensure the environmental quality of the construction site. The construction undertaker has cleared and transported construction waste and other wastes in accordance with the

requirements.

3) Xi’an Aerospace Base Transportation Hub Bus Stop During the construction of Xi’an Aerospace Base Transportation Hub Bus Stop, the floating soil on those unhardened roads was thick, and some earthwork on the site was exposed and piled up. Environmental supervisors have required the construction undertaker to water the site more often and cover the exposed earthwork to ensure the implementation of various requirements for the prevention and control of dust pollution. The construction undertaker has arranged personnel to cover the exposed earthwork of the site, and regularly spray water to reduce the dust on the unhardened roads. 4) Xi’an Xigao Bus Company Bus Stop The major environmental problem in the construction process of Xi’an Xigao Bus Company Bus Stop was the exposed piles of earthwork on the construction site. Environmental supervisors have required the construction undertaker to cover the exposed earthwork in time to minimize the dust pollution generated by the construction. The construction undertaker has taken coverage measures on the exposed earthwork. 5) Matters Needing Attention in the Preparation of Interim Adjustment EIA Report Based on the the Environmental Impact Statement and the General Feasibility Report of ADB Loan Xi’an Urban Road-Net Improvement Project (midterm review report, The Final Revision), environmental supervisors compare the actual construction contents of the project and require the construction undertakers to provide the original EIA documents and approvals, report forms of sub-projects, and registration forms to all the EIA institutions in a timely manner. Also, environmental supervisors should conduct site surveys of all projects (including completed projects), compare the differences and changes in uncompleted projects and environmental protection measures in the new EIA documents, and propose optimal plans and schemes. Finally, environmental supervisors should demonstrate the environmental protection measures of completed projects. Especially when the built projects have measures that are inconsistent with the original EIA measures, it is necessary to demonstrate

whether these measures of built projects can meet the requirements of environmental protection laws, regulations, and specifications. The IAs have entrusted EIA organizations to assess the environmental impacts. (3) On-site records On-site records refer to the supervision logs and images recorded by environmental supervisors during the supervision process, which are the most important and basic data for environmental supervision. According to the situation of each inspection and the requirements of the environmental supervision implementation plan, the environmental supervision shall faithfully prepare the environmental supervision logs. The major contents include: a brief description of the construction content of each contract section of the project; a brief description of the environmental supervision work (review, approval, inspection, side supervision, instructions, and meetings); a brief description of the clarification or handling of project-related issues. In the first half of 2020, environmental supervisors have totaled 17 environmental supervision logs. (4) Site Supervision Construction site supervision refers to the continuous supervision and inspection towards some of the important environmental problems conducted by supervisors, which is an important supplement to the patrol and inspection work. Solutions of serious environmental problems discovered during the process of project environmental supervision, precautions and protections of the contaminates that have greater impact on the environment inside the construction area and the protections of some important cultural relics are under site supervision, and are recorded on the Site Supervision Recording Sheets. On Jun. 1st, 2020, the environmental supervisors conducted one site supervision on the installation of the septic-tank in the construction site of Fucun East Road Car Park. Environmental supervisors have collected septic-tank construction drawings, inspection reports, qualification certificates, and other relevant materials. (5) Issuance of Instruction Documents Instruction documents adopted in daily project environmental supervision mainly include: environmental supervision communication sheet and notice. During the patrol

and inspection, environmental supervisors first notify the construction undertakers about the environmental pollution problems orally, if the construction undertakers do not rectify, environmental supervisors will send a communication sheet to the construction undertakers, requiring them to rectify and implement, while the sheet will be copying to the general Contractor and Owner, and the environmental supervisors will recheck and confirm the rectification. When the environmental problems are relatively serious during the construction process, or in the case of sudden environmental problems, the environmental supervisors will check the situation on-site and then send communication sheet to construction undertakers, requiring them to rectify and report the rectification to environmental supervisors in written form, and environmental supervisors will report the rectification to the Owner. Our company implements three-level audit management on the supervision documents and reporting materials. Environmental supervision logs, supervision communication sheets, rectification notices and other on-site supervision documents are audited by environmental supervisors, supervision engineers and project director of the project department. Monthly reports, special reports and supervision reports are audited initially by the environmental supervision project department, followed by the company expert group, then the chief engineer of environmental supervision, and finally confirmed and issued by the company. For the environmental problems in the daily constructions of the projects and the need to provide relevant environmental protection materials, the environmental supervisors have sent a total of 4 environmental supervision communication sheets in the first half of 2020. The major contents of environmental supervision communication sheets are as follows: 1) 2020-001 Communication Sheet (May 13th, 2020) SCEGC Mechanized Construction Group Company LTD. is responsible for the construction of the Western Keji II Road (West 3rd Ring Road-Zhangba North Road). During the inspection, the environmental supervisors found that the earthwork in the construction area was barely piled without any coverage. Environmental supervisors have required the construction undertaker to fully cover the exposed earthwork in the 56

construction area to minimize construction dust pollution and ensure the implementation of various requirements for dust pollution prevention. 2) 2020-002 Communication Sheet (May 15th, 2020) Shaanxi Hongyuan Construction (Group) Co., Ltd. is responsible for the construction of Fucun East Road Car Park. At present, the project has basically entered the final stage. To ensure that the construction of environmental protection facilities of the project meets the requirements of EIA documents and approval documents, the environmental supervisors have proposed the following requirements on the construction undertaker: i. Provide the layout plan of the underground garage ventilation system of the project; ii. Provide maps of rainwater and waste water pipe networks and septic-tank location of the project site; iii. Provide data such as the volume, type, and quantity of the septic-tanks, as well as the inspection reports and qualification certificates of the septic-tank; iv. Provide the inspection reports and certificates of the generator of the project. 3) 2020-003 Communication Sheet (Jun. 2nd, 2020) Shaanxi Xinchangde Construction Engineering Co., Ltd. is responsible for the construction of Xi’an Aerospace Base Transportation Hub Bus Stop. At present, the project has basically entered the final stage. To ensure that the construction of environmental protection facilities of the project meets the requirements of EIA documents and approval documents, the environmental supervisors have proposed the following requirements on the construction undertaker: i. Provide the general layout of the project site; ii. Provide maps of rainwater and waste water pipe networks, septic-tank location, and grease trap location of the project site; iii. Specify the volume of septic tanks and grease trap of this project, as well as providing their inspection reports and qualification certificates; iv. Provide the inspection reports and certificates of the canteen oil fume purifier, power center boiler, generator set, and gas station of this project.

4) 2020-004 Communication Sheet (Jun. 5th, 2020) 57

The Environmental Protection Department has announced that the theme of 2020 National Environmental Protection Day continues to be “Beautiful China, I am A Doer”, the “Make China More Beautiful” as the theme song of the Environment Day, and the theme practice sign of “Beautiful China, I am A Doer” as the sign of Environment Day. All localities should follow the requirements of overall promotion of the prevention and control of the COVID-19 pandemic and the ecological and environmental protection of economic and social development, closely follow the propaganda theme, study and propagate president Xi Jinping’s ecological civilization thought in an in-depth manner, vigorously promote ecological culture and ecological ethics throughout the society, and build a cohesive force of beautiful China to win the battle of pollution prevention and control. Therefore, environmental supervisors proposed that combining the actual situations, all construction participants shall enhance the propagation of environmental protection on the construction sites, and initiate the frugal, green and healthy lifestyle and positively participate in eco-environment protection activities through meetings and bulletin boards. (6) Submitting Environmental Supervision Monthly Reports 1) Major contents of monthly reports Monthly report of environmental supervision mainly includes: i. Project overview; ii. Entrustment of environmental supervisors and the situation of the project team; iii. Construction of the project this month; iv. Main contents of environmental supervision works in this month; v. Implementation of pollution prevention facilities and ecological protection measures during the project period; vi. Project matching pollution control facilities and the implementation of ecological protection; vii. Major environmental problems and outcome of this month’s project; viii. Major environmental problems in the last month’s project; ix. Environmental supervision plan and key work in next month; 58

x. Summary of environmental supervision in this month. 2) General condition of project monthly reports In the first half of 2020, on a monthly regular basis, environmental supervisors have submitted 1 monthly reports to Xi’an Ecological Environment Bureau, Xi’an Ecological Environment Bureau Aerospace Area Sub-bureau, Xi’an Hi-tech Zone Environmental Supervision Office, Shaanxi Provincial Environmental Supervision and Management Station of Construction Projects, Xi’an Urban Infrastructure Investment Group Limited, Xi’an City Investment New Energy Limited, Xi’an Public Transportation Corporation, and Xi’an City Public Parking Facility Construction Management Limited. (7) Environmental Supervision Meetings Site meeting is the best platform for construction undertakers, supervision company and the contractor to focus on the relevant engineering issues and solve the problems during the construction process of the project. Environmental supervisors make full use of the opportunity of weekly regular attendance of the site meeting to understand the progress of the project in detail, report the environmental problems during the construction process this week to the participants, put forward clear rectification requirements and solve the environmental problems during the construction process timely. Basically, the project has entered the final stage, so environmental supervision in the first half of 2020 did not participate in the regular site meetings. (8) Environmental Protection Publicity It is a very important work for environmental supervisors to carry out environmental protection propaganda in construction field. During the daily supervision process of the project, environmental supervisors always put the environmental protection publicity work of the construction site in an important position, earnestly carry out environmental protection publicity of the project participating units, and comprehensively and actively promote the development of environmental supervision works. During the construction of the projects, environmental supervisors have utilized the company website environmental protection publicity, regular meeting environmental protection publicity, construction site environmental protection publicity, briefing environmental protection publicity, “6.5 World Environment Day” environmental protection publicity, and other 59

methods. Generally speaking, environmental protection propaganda is carried out through multiple channels and in various forms. Through environmental protection propaganda, the environmental protection awareness of the management personnel of each construction undertaker and on-site construction personnel is enhanced, and the impact of environmental protection propaganda on the construction site is expanded and enhanced, thereby improving the environmental quality of the construction site. (9) Environmental Monitoring 1) Environmental monitoring of the environmental supervisors In the first half of 2020, environmental supervisors have conducted 1 noise monitoring and 1 dust monitoring on Fucun East Road Car Park and proposed 2 monitoring reports. In the first half of 2020, the on-site atmosphere, water, and noise monitoring of Fucun East Road Car Park, Xi’an Xigao Bus Company Bus Stop, Xi’anbei Railway Station Transportation Hub Bus Stop, Western Keji II Road (West 3rd Ring Road-Zhangba North Road), and Xi’an Aerospace Base Transportation Hub Bus Stop has been performed. The atmosphere monitoring results are shown in Tab. 2.2-4, the water monitoring results are shown in Tab. 2.2-5, the noise monitoring results are shown in Tab. 2.2-6. At the beginning of March 2020, there was a restriction on transportation, which impacted the progress of the project. COVID-19 caused a minor increase in management costs such as sterilizing of construction sites and construction costs, including materials and labor costs. The PMO confirmed that all PMO/IAs members, contractors, and stakeholders of the project are safe as of June 2020. Considering the project geographic location and actual status, the unanticipated risks and impacts to the Project was insignificant.

Preparation of health and safety (H&S) plans. To protect the health and safety of workers as well as communities affected by the Project, in Mar 2020, all contractors prepared their respective health and safety (H&S) plan, which are part of the site-specific EMP, addressing COVID-19 health risks. These H&S plans are aligned with relevant government regulations and guidelines on COVID-19 prevention and control. The contractors’ H&S plans were reviewed by the Engineer or supervision consultant in consultation with relevant public health inspectors of the area, local medical officers and other relevant health specialists, with a recommendation forwarded to the IAs for clearance. The capacity of the Engineer or supervision consultant was strengthened or supplemented by additional government H&S technical support and training to allow them to undertake professional review, and make recommendations to the IAs and monitor such H&S plans. The IAs has undertaken to make available the necessary budgetary and human resources to fully implement EMP, including these H&S plans.

Implementation of Health and safety (H&S) plans. To cope with the COVID-19 virus impacts, the PMO/IAs and contractors have taken highly cautious control measures to effectively prevent transmission and outbreak and to efficiently safeguard their staff and field construction workers’ health and safety. No confirmed or suspected infected cases were reported so far. Since the issue is still new and the COVID-19 situation is uncertain at this moment, PMO/IAs and contractors will continue extensive communications on updated and proper measures to avoid those impacts.
