Proposed Redevelopment of Former Craigholme School Introduction

This statement has been prepared in support of the Application for Planning Permission for the redevelopment of the site of the former Craigholme School, St Andrews Drive, Pollokshields. The site is a former independent school comprising a series of 19th Century stone-built residential villas, linked together by modern (1960’s) extensions. The buildings that make-up the former school are currently vacant, the school having closed in 2019.

The application seeks to convert the existing school buildings into a residential development of large villas and duplex apartments. It is proposed to retain and restore the original domestic buildings and demolish the majority of the later additions to return the building group to its original residential use, creating substantial villas and duplex apartments with associated garden/ shared amenity space and parking.

This statement outlines the design brief, the site location, urban context and historical development. It highlights the importance of the site’s location within the West Pollokshields Conservation Area and the main conservation principles underpinning the design solution. The relevant planning policies and guidances are referred to in relation to the design strategy and proposed spatial arrangement.

The aim of this proposal is the creation of a high-quality residential development of large-scale dwellings within the site of the former Craigholme School, retaining the NORTH PLOT - OUTWITH APPLICANTS OWNERSHIP original historic fabric and reinstating the original domestic function of the site. The DALZIEL DRIVE ownership of the site of the former school is split between a north plot and a south plot. This application gives details of the design proposals for the south plot only, the north plot being the subject of a separate application by others.

The former Craigholme School is located in Pollokshields, opposite Maxwell Park and within the West Pollokshields Conservation Area. The area, one of the earliest planned garden suburbs in Britain, is characterised by fine, stone-built, villas in large grounds, with mature trees and landscape. The site is bounded by Dalziel Road to the North, St. Andrews Drive to the East and Hamilton Avenue to the South.

The present Craigholme School site is an amalgamation of three originally separate residential villas along St. Andrews Drive and one semi-detached villa on Hamilton Avenue. The school was first established in 1894 and for around forty years was based in a villa in a nearby street. Following the relocation of the school to the site in 1937, the three villas on St Andrews Drive were joined together over time by infill extensions creating new classrooms, dining and gym halls and a new entrance. These 20th Century additions, which include significant extensions to the rear of the site, have been largely unsympathetic to the scale and materiality of the original villas and to the conservation area as a whole. The exception to this is a stone- built `replica` classroom extension on Hamilton Avenue built in the 1980`s. The proposals detailed within this design statement, therefore, represent an opportunity to reinstate the original residential function of the site, address the urban design `mistakes` of the past and, in so doing, create a housing development that is more appropriate to the character of the Conservation Area.

The former Craigholme School is located at the geographical centre of the West Pollokshields Conservation Area. Although the buildings comprising the school are not listed, it is recognised that they collectively contribute to the character of the Conservation Area and that any proposals to redevelop the site must be carefully considered and respectful of its historic context. In this way the future of the buildings and the surrounding landscape can be secured, helping to preserve and enhance the character of the Conservation Area.

The architectural character of the West Pollokshields Conservation Area, with its broad tree-lined avenues, and large stone villas, is of a Victorian `garden suburb` on a grand scale. Arguably one of the earliest garden suburbs in Britain, West Pollokshields was first laid-out under the instruction of Sir John Maxwell in 1849 with the majority of development taking place in the subsequent fifty years.

The original stone villas that comprise the former Craigholme school were constructed towards the end of this period, making their first appearance on maps on the Bartholomew Plan of 1895.

At that time, the villas were purely residential in character. It was not until 1937 that the school moved to the site and the three original separate residential villas along St. Andrews Drive and one semi-detached villa on Hamilton Avenue began to be progressively converted to educational uses. In the post-war years, the spaces between the villas were in-filled with generally unsympathetic additions. Further significant extensions to the rear of the site helped to create the building group that we see today.

Conservation Principles NORTH PLOT - OUTWITH APPLICANTS OWNERSHIP DALZIEL DRIVE The principles of architectural conservation that have guided these design proposals are as follows:

•The retention of original building fabric and historic features

•The removal of the unsympathetic 20th Century additions (see plan)

•The creation of large residences that are of a scale that is appropriate to the locality, and area which is characterised by generous dwellings. SOUTH PLOT - WITHIN APPLICANTS OWNERSHIP •The securing of the future of the historic buildings by giving them a viable new use.

•The sympathetic repair and reinstatement of historic external features where damaged or lost due to previous building additions.

•The respectful reorganisation of internal spaces, making use of the existing fenestration pattern and retention of original walls, floors, internal features and fittings wherever possible, within the constraints of modern Building Standards requirements.

Although the building group is not listed, it occupies a prominent location within the West Pollokshields Conservation Area. Consequently, any design proposals need to be sympathetic to this sensitive urban context and respect the original character of the existing villas. The development strategy, therefore, is based on the following principles:

•The retention of the original 19th Century villas on St Andrews Drive along with the semi-detached property and replica block on Hamilton Avenue.

•The demolition of the remaining unsympathetic 20th Century infill and extensions.

•A significant reduction in the building footprint on the site and resultant increase in open space.

•The sympathetic repair and restoration of the exterior of the villas following the demolition of the 20th Century infill.

•A reduction in the development density of the plot and increase amenity space.

•The internal reconfiguration of the original houses and replica building to create a mix of new villas and large duplex apartments. residences of 3 to 4 bedrooms.

•The retention of the mature landscape whilst providing the appropriate external amenity space along with the required parking, cycle storage and refuse facilities.

•The widening of an existing vehicle entrances off Hamilton Avenue and the creation of a new vehicle entrance off St Andrew`s Drive.

Following the strategic demolition of the 20th Century additions, the building group will be reconfigured in the following way:

1. Semi Detached Villa - Duplex 1, 2, 3 and 4

The most westerly building on the site - a fine, two-storey block with two main entrances - would originally have been a pair of large, semi-detached houses. It is proposed to create four duplex apartments within this building, retaining the main entrances and installing new shared access stairs. To the rear, a single bedroom apartment will be created to make use of the existing projecting block. At the lowest level, the existing semi-basements are currently very low internally with limited glazing to the south. These will be deepened to improve headroom and the ground will be partially excavated to allow new windows openings to be created to the new lower ground floor areas. The areas of walling revealed by this process will be faced in natural stone to match the existing stonework. To the rear of the building, new window openings will be created to match the existing windows. The dormer window onto Hamilton Avenue will be altered, reclad and reglazed as part of the development.

2. `Modern` Block – Villa 1

Although the majority of the 20th Century additions to Craigholme School have been detrimental to the quality of the Conservation Area, a later addition to the building group has been designed as replica of the adjacent Victorian villas and is sympathetic to character of the original villas and is worthy of retention. The façade onto Hamilton Avenue, with its natural stone detailing, sliding-sash windows and slate roof, will be retained as part of the development, whilst the unsympathetic extensions to the rear will be significantly altered to create a large, four-bedroom villa.

3. Corner Block – Villa 2 and Duplex 5 and 6

On the corner of the site is a substantial two-storey villa with a later (early 20th C) extension to the west. Following the demolitions to the north and west, it is proposed to create two large duplex apartments in the original corner villa and a new separate villa within the later extension.

The existing grand entrance to the corner villa will be brought back into use as the main entrance to Duplex 5 whilst a new entrance will be created on the north façade to serve Duplex 6. The existing basement will be deepened to improve headroom and the external ground will be partially excavated to allow new windows openings to be created to the new lower ground floor areas. The areas of walling revealed by this process will be faced in natural stone to match the existing stonework. The north wall revealed following the demolition of the existing school hall will be refaced in matching stone and new windows introduced to match existing. New lead-roofed dormer windows will be introduced on the east and west facades.

The early 20th C extension will be retained to form a new villa. A new entrance will be created on the south façade, detailed in stone to match the existing building. The north façade, revealed following the demolition of the school hall, will be remodelled and refaced to create a stone bay-window to match the existing building. The existing basement will be deepened to improve headroom and the external ground will be partially excavated to allow new windows openings to be created to the new lower ground floor areas. Proposed Redevelopment of Former Craigholme School The Quality of Materials and the Importance of Details

The West Pollokshields Conservation Area is characterised by stone-built villas, with slate roofs, lead flashings, cast-iron rainwater goods, decorative ironwork and painted timber windows and doors. It is therefore important that the materials employed in the development are appropriate to this historic context and fully recognise the importance of details. Although the proposals detailed in this report prioritise the reinstatement of the original villas and include only a small element of new works, it will be necessary to make-good the facades revealed following the demolition of the 20th Century infill as well as form some new window and door openings. In that case, essential repairs and any new works will employ a natural buff sandstone to match the existing buildings, and in sympathy with the surrounding area, along with matching timber sliding sash windows and timber doors. In the limited areas of new roof, these will be finished in natural slate and lead. Roof repairs will also employ natural slate and lead for flashings and valley gutters.

Proposed Redevelopment of Former Craigholme School Community Consultation and Engagement

On Wednesday 31st March and 1st April 2021 a Community Consultation event was organised by the client with a letter drop to residents in the local area advising that they could view and comment on the proposed design for the part of Craigholme School which they were developing. The event was arranged by appointment only with a maximum of 2 people per household in attendance at any one time, and was held externally within the school grounds to comply with COVID-19 guidelines

At this event the local residents were able to walk around the site to study the condition of the existing buildings and view presentation boards prepared by Wellwood Leslie Architects. They also had the opportunity to ask questions regarding the development to the both the Developer and the Architect.

Further to the above event the Client met with representatives of the Pollokshields Heritage Trust on the 28th March and the 29th March and the Secretary of Pollockshields Community Council.

We included emails sent in support of the development from local residents following the Community Engagement in the Addendums.

Proposed Redevelopment of Former Craigholme School Residential Scale and Quality

A fundamental guiding principle of the development is the creation of high quality, large-scale residences commensurate with the Pollokshields location. All the residences, with the exception of one smaller unit to the rear of the semi-detached villa, will be substantial 3 and 4 bedroomed dwellings ranging from 140m2 to 300m2 in size (the average new-build 3-bedroom house in the UK is 88m2). When applied to the site, this represents a density per hectare (DPH) of around 25 dwellings per hectare, a low density for a residential development, but appropriate for the location within the West Pollokshields Conservation Area.

In accordance with Glasgow City Development Plan Supplementary Guidance SG1: The Placemaking Principle, all the residences will be dual aspect, the principal rooms having a south-west or south-east aspect. In addition, the principal rooms have all been located to take advantage of the prominent bay windows, which are a distinctive feature of the locality.

The current school site has a relatively high density of development when compared with the surrounding residential area. A principle of the development is the reduction of the plot density. Through the targeted demolition of the 20th Century additions, the area of the footprint of the buildings, compared to the overall site area, will be reduced from 32% of the site to 18% of the site, significantly increasing the amount of open space and bringing the site more in-line with the adjacent building plots.

The external space created through the demolitions will become both private gardens for the villas and apartments and also shared amenity space with these spaces being given a treatment of high- quality hard and soft landscaping. Where appropriate, the boundaries between the different feus within the site will be defined by stone walls or hedges, in keeping with the surrounding area.

Boundary treatment And Site Entrances DALZIEL DRIVE NORTH PLOT - OUTWITH APPLICANTS OWNERSHIP The existing mature trees on the site boundary will all be retained as will the stone perimeter walls. The existing site entrances onto Hamilton Avenue will be retained and widened as required to allow for vehicular access, reinstating the original stone gate posts. An existing pedestrian access off St Andrews Drive will be widened to create a vehicular access, with new stone gate posts to match those elsewhere on the site. The boundaries between the individual plots will be defined by stone walls to match the existing context.

Car Parking SOUTH PLOT - WITHIN APPLICANTS OWNERSHIP Glasgow City Development Plan Supplementary Guidance - SG11: Sustainable Transport, sets a minimum requirement for residential car parking of one allocated parking space per Waste Disposal For 1 Duplex 1, Duplex 3 and 2 the 1 dwelling unit with no specified requirement for visitor parking. This would create a minimum Bedroom 3 Apartment 4 parking requirement at the Craigholme School site of 9 spaces. Proposed Redevelopment of Former Craigholme School Walking, Cycling and Public Transport

The site for the proposed development is well connected in terms of walking, cycling and public transport. The nearest supermarket is within 0.5 of a mile, whilst Nithsdale road, with its frequent bus services, is within a few minutes’ walk, as is the nearby Maxwell Park train station. Quiet residential streets offer safe cycling to the nearby car-free cycle route to the City Centre and to Pollok Country Park.
