Professor Jacek P. Męcina (prof. UW dr hab.), is a lawyer and a political scientist, as well as a social policy expert on labour law, employment relations, employment policy, and social dialogue. His Excellency Dr. Giuliano Amato the Honorable Mohammed Haneef
His Excellency Dr. Giuliano Amato Interior Minister of Italy Giuliano Amato, who was a professor of Italian and comparative constitutional law at the University of Rome La Sapienza, began his political career in 1958 when he joined the Italian Socialist Party. For a decade, from 1983 to 1993, Dr. Amato was an Italian MP serving in many different capacities, including being Under Secretary of State, Deputy Prime Minister and Treasury Minister. In June 1992, he became Prime Minister, a position he held until April 1993. After a short hiatus from politics, he became the president of the Italian antitrust authority in 1994. In 1998, he became the Minister for Institutional Reforms; in 1999, served as the Treasury Minister once again; and in 2000, became Prime Minister for a second time. He then served as a Senator from 2001 until 2006, when he became Italy’s Interior Minister. Additionally, in 2001, EU leaders at the European Council in Laeken appointed Dr. Amato to be Vice President of the Convention on the Future of Europe, along with former Belgian Prime Minister Jean-Luc Dehaene, charged to help draft the new European Constitution. The Honorable Mohammed Haneef Atmar Education Minister of Afghanistan Mohammed Haneef Atmar became the Islamic Republic of Afghanistan’s Education Minister in May 2006. Prior to that, Minister Atmar served in President Karzai’s cabinet from 2002 to 2005 as the Minister of Rural Rehabilitation and Development. He is also one of eight members of the Presidential Oversight Committee, which acts as a monitoring body over the development of Afghan national strategies and the implementation of the Afghanistan Compact. -
Political Parties and Citizen Movements in Asia and Europe
and social media, citizen movements have emerged as an alternative to political party membership for citizen participation in democratic decision-making processes. Diverse groups of citizens, often including high numbers of youth, have made an increasing impact on democratic processes in Asia and Europe. By using social media to organize and stage their protests, they manage to circumvent political parties and CSOs as the traditional entry points for political participation and representation. A joint project of the Asia-Europe Foundation (ASEF), the Hanns Seidel Foundation and International IDEA, this publication looks closely at initiatives and activities undertaken by political parties in Asia and Political Parties and Citizen Movements in Asia Europe Europe to relate to CSOs and citizen movements. Political parties POLITICAL PARTIES AND in the two regions operate in different domestic political contexts and different socio-economic conditions. Different approaches and a CITIZEN MOVEMENTS IN myriad of experiences are analysed in this book: from complete non- alignment between citizen movements and parties, as in the case of ASIA AND EUROPE Spain, to a very formalised party-CSO engagement in Sweden and Norway, to a watchful approach from the incumbent government toward protest movements in Vietnam, to CSOs-turned political parties in India and the Philippines. This book offers valuable lessons rapidly emerging citizen protests. The demonstration marked the second anni versary of the Nicaraguan r·evolution, as well as . the twentieth of the founding of the Sandinista National Liberation Front (FSLN). The new laws were adopted in response to a series of demonstrations by the trade unions and other mass organizations. They make it easier for the government to intervene to halt "decapi talization" (removal of capital from the country by industrialists and wealthy farmers). The new Alo "10 crnes laws will also make more land available to land CcJTS less peasants. Even before dawn on July 19, the huge throng began converging on the July 19 Plaza here in the capital. Some people traveled two days to reach Managua. THE DEMOCRATIC UNION FOR THE REPUBLIC: TO SURVIVE DE GAULLE by John S. Ambler As Secretary-General of the young Union for the New Republic (UNR)l in May, 1959, Albin Chalandon described a predicament which undoubt- edly has frustrated numerous Gaullist leaders in recent years. "General de Gaulle is our clandestine chief," said Chalandon. "Our position is a little like that of secret agents who owe total obedience to their military chief, who himself does not hesitate to disavow them when things go badly."" Chalandon found himself executive head of a party created to support a man who had no faith in parties, who was reluctant to acknowledge or identify himself with his party supporters, and almost as reluctant to reward them with power and public office. Insofar as they accept the Gaullist view of the state, Chalandon and his successors have produced a party which is suspicious of partisanship, if not of politics. Here lies one of the paradoxes of the party which holds many of the keys to future political stability in France. Another related paradox is Gaullism's blend of a modern style with lingering strains of traditional antirepublicanism. The views of its mentor, its doctrine and style, its composition, its pat- tern of development, and its organization all provide clues to the character and prospects of that movement which hopes to survivre 2 de Garrlle. We shall examine each of these, then, in a concluding section, attempt to sharpen our analysis of the problems of the present Gaullist party, the Union Ddmocratique pour la RCpublique (UDR), by comparing it with modern "catchall" parties in other major democracies. -
