The City of Norfolk is special for so many reasons beyond its well-known history, maritime heritage and commitment to all branches of the United States military including serving as the home port of the United States Navy. At the center of Norfolk’s uniqueness are the Festivals that have become the city’s identity and a way of life for the Region. The modern-day City of Norfolk, including the resurgence of the entire region, was founded on a festival - Norfolk Harborfest®!

Our friendly, modern port city is nestled where the Chesapeake Bay meets the Atlantic Ocean! It welcomes guests with open arms offering an array of celebrations and special events for everyone to enjoy. The commonwealth’s finest venue, Town Point Park, has been the primary waterfront venue for Festivals to establish Norfolk as a perfect place for boaters and outdoor event- goers of all kinds, as well as an inviting place for families, meetings, conventions and reunions!

Festivals and the positive energy these special events have created is why so many people have chosen Norfolk as their favorite place to visit and live! Festevents-produced Festivals are why the City of Norfolk’s tagline was created, “Life. Celebrated Daily.”

The downtown Norfolk Waterfront was not always this vibrant. Prior to Norfolk Harborfest®, the waterfront hosted more rats and rubble than people. Who knew a tall ship visit and community celebration would create an environment of safety, growth, family fun, community service and economic development? Norfolk, Virginia did!

Norfolk Harborfest® began almost 35 years ago when the Norwegian Tall Ship Christian Radich came to call on Norfolk, a waterfront community that had no city-owned property on which to dock a ship. The ship was docked three blocks from Town Point at the National Oceanic and Atmospheric Administration, and 13,000 people crossed her gangway in just one and a half days. Over the next two years, City planners and leaders created berthing to accommodate more ships, and a waterfront public park was planned. Norfolk Harborfest® was born.

Today, tall ships from all over the world frequently call on the City of Norfolk and hundreds of thousands of visitors gather on the downtown waterfront each year for this annual celebration of our region's rich nautical heritage. The traditions of the East Coast's Premier Waterfront Festival are celebrated with nautical history, maritime events, visiting vessels, children's activities, along with local, regional and national entertainment. Festivities stretch from The Waterside Festival Marketplace to the Historic Freemason Harbor.

Festevents, and specifically Norfolk Harborfest®, have the greatest emotional and financial impact on our city and region – more than any sports team, venue, city structure, activity, museum or education facility. Town Point Park remains the highest attended venue within the City of Norfolk. The city has now grown up with Norfolk Harborfest®, Town Point Park and Festevents to where everyone’s favorite memory of their home city is from their annual festival and what is known as the people’s park.

Because of the amazing track record of a public / private partnership, Festevents and City of Norfolk have become a business model for city developers around the world. The City of Norfolk is now synonymous with festivals, concerts, tall ship visits, holiday celebrations and community events. There are few cities that can host the world for special events such as OpSail 2000 and Sail Virginia 2007 with such uniformity, consistency and camaraderie to produce these once-in-a- lifetime celebrations.

The City of Norfolk is the platform for which civic associations, business leaders, volunteers, elected officials and military personnel can join city and festival leadership to all serve together for the greater good. The City of Norfolk has several spectacular venues, but two that are specifically designed for Festival activity. Festevents produces special events for each of these two venues on behalf of the City of Norfolk on a regular basis for its festivals, concerts and tall ship visits; 1) Town Point Park and 2) Beach Park.

The capacity for each park varies on whether it is a gated or free and open to the public setting event. Town Point Park and the downtown Norfolk Waterfront can host more than 100,000 guests while Ocean View Beach Park and its bay-front beach can host more than 35,000.

The City of Norfolk hosts hundreds of special events dates throughout the year including, but not limited to Festevents-produced functions. Town Point Park now has daily programming centered around an interactive fountain for children for 7 months of the year.

Town Point Park in downtown Norfolk is best known for hosting a wide variety of annual events from early spring through late fall. Norfolk Harborfest®, the region's largest annual festival, is about to celebrate its 35th year. Other well- known festivals include; The Bayou Boogaloo and Cajun Food Festival, a celebration of the Cajun people and cultures also a three-day festival during the third week of June has become one of the largest in the region and, in addition to serving up Cajun cuisine, also features Cajun music. Norfolk's Fourth of July celebration of American independence contains a spectacular fireworks display and a special Navy reenlistment ceremony. The Norfolk Jazz Festival attracts the country's top jazz performers each summer. The Town Point Virginia Wine Festival has become a showcase for Virginia-produced wines and has enjoyed increasing success over the years. Virginia's burgeoning wine industry has become noted both within the United States and on an international level. The

Wines can be sampled and then purchased by the bottle and/or case directly from the winery operated tents. This event takes place during the third weekend of October. The year would not be complete in Norfolk without the Virginia Children’s Festival. It is all for the children with more than 100 creative and interactive activities, storytelling stages, hands-on workshops, educational displays and arts & crafts.

Just as Town Point Park is a beautiful setting resting along the Elizabeth River, Ocean View Beach Park is the best spot on the beach over-looking the Chesapeake Bay. Weekly beach music concerts and big band concerts create a busy summer for a diverse audience to enjoy. Other programming, such as The St. Patrick's Day annual parade in the city's Ocean View neighborhood, celebrates Ocean View's rich Irish heritage.

e. Water and Power Accessibility

Both Town Point Park and Ocean View Beach Park have water and power accessible for special event use.

Ocean View Beach Park’s focal point, the main stage gazebo, can host local performances and national acts.

The newly renovated Town Point Park is well-equipped with power and water. In fact, every 40-feet there is a bollard which provides both 110 power and water access.

f. Hospital and Emergency Response

The office of Emergency Preparedness and Response serves as the central point of contact for all Public Safety Dispatch Communications, Emergency Management for all natural and man-made disasters, and provides oversignt for the City's Building Physical Security.

The Office of Emergency Preparedness and Response is structured to provide three major services: Emergency Communications/911, Emergency Management and Building Physical Security.

The Norfolk Division of Emergency Communications/911 serves as the first point of response for Public Safety in the City of Norfolk. The Emergency Communications Center (ECC) is the city's consolidated 911 and dispatch center, manned 24 hours a day, seven days a week. The ECC personnel respond to 911 and non-emergency calls. Responsibilities include dispatching all police and fire/rescue. ECC serves as the 24-hour point of contact for all multi- juristictional, state and federal notifications regarding public safety and

The department monitors federal and state legislation that affect 911 and dispatch procedures/protocols and funding. Personnel serve on various local and regional boards and committees. Additionally, they attend regional, state, and national meetings to remain on the leading edge of the ever- changing environment of public safety communications.

The Division of Emergency Communications records and safeguards all telephone communications in and out of the ECC, as well as all public safety radio communications.

The Norfolk Division of Emergency Management (NDEM) provides services to the city and community to prepare an effective response to disasters. NDEM monitors federal and state legislation and potential grants that directly impact the provision of emergency services to the community. The department provides disaster planning and recovery assistance to city departments, coordinating terrorism response related activities and assisting in delivery of terrorism awareness to city employees. Additionally, on behalf of the City of Norfolk, NDEM coordinates with the Federal Emergency Management Agency (FEMA), State Department of Emergency Management and surrounding local governments and military communities.

The Division of Building Physical Security provides oversight of the Top Guard Security contract and the security program for City departments and agencies. This program is designed to meet the City's everyday and emergency building security requirements.

All major festivals and event productions have medical services on-site, including EMT and Fire Department based services. All major festivals and productions also have local and state law enforcement supervision and on special occasion federal and military involvement as well.

g. Total Number of Hotel Rooms

There are close to 1,500 hotel rooms available in The City of Norfolk within walking distance to Norfolk’s premiere event site Town Point Park.

Within the entire City of Norfolk, there are 4,599 hotel rooms available.

h. Public Transportation Options

HRT (Hampton Roads Transit). HRT is the region's public transportation system, connecting the cities of Norfolk, Portsmouth, Virginia Beach, Chesapeake, Suffolk, Hampton and Newport News. Several convenient, well-marked shelters are located throughout downtown Norfolk.

HRT also operates water transportation making water travel possible between downtown Norfolk and Olde Towne Portsmouth by ferry service. The HRT Elizabeth River Ferry travels from the Waterside Marina to two locations in Olde Towne Portsmouth every half hour: Mon-Fri, 7am-11:45pm, Sat & Sun, 10am- 11:45pm. One-way fares are $1.00 for adults and children, $0.50 for disabled and senior citizens 65 years or older.

In addition to the Ferry service, Squyres Marine Services, Inc. provides water taxi and launch services from the Norfolk and Portsmouth waterfronts. Hours are Friday and Saturday from 5pm 1 am. During the peak season and special events, there are expanded hours.

Coming soon to Norfolk is a world-class light rail train system called The Tide … “Ride the Tide”. will extend 7.4 miles on an east to west alignment from the Eastern Virginia Medical Center through downtown Norfolk, adjacent to I-264, to Newtown Road. Eleven stations will be constructed along the route with four park and ride locations that provide access to major areas such as , Tidewater Community College (Norfolk Campus), , City Hall, MacArthur Center, and the Sentara Norfolk General Hospital.

The Tide Light Rail system is comprised of nine light rail vehicles, which will be driven by an on-board operator and powered by an overhead electrical system. The vehicles run on tracks in city streets and on a dedicated right-of-way. The length of the train will be no longer than a city block so that stopped LRVs do not block intersections.

Downtown Norfolk's newest Ambassador is not a person, but a vehicle shuttle service … F.R.E.D,. "Free Ride Every Day", is available by calling the Downtown Norfolk Council Escort line at 757-478-7233. He is an on demand courtesy shuttle driven by trained Public Service Ambassadors and provides a valuable level of service to our downtown workers, residents, and visitors at no cost.

i. Parking

To meet the needs of visitors, residents and downtown workers, Norfolk’s Parking Division operates and maintains the City of Norfolk’s parking system. This includes more than 19,000 public parking spaces located in 15 garages, 10 lots and more than 500 on-street spaces. Safe, convenient and affordable parking is provided to all patrons through the efficient managing the City’s parking resources.

Rates are the same for each facility and are posted at the entrance of the facility. Meters are priced in 15-minute increments and are based on a value price

IFEA World Festival & Event City Award Application: City of Norfolk, VA USA 7 structure. To manage on-street parking, meters have a 2-hour limit, with the exception of the meters in front of the Waterside Marketplace, which have a 15- minute limit.

As an integral part of the City’s efforts to link Norfolk’s many downtown attractions with parking facilities the Division of Parking offers a free downtown shuttle. The NET (Norfolk Electric Transit) is the premiere transportation link for residents, visitors and business workers. The NET allows patrons to park in any facility, including the park and shuttle lots, and travel anywhere in Downtown.

Each air-conditioned bus holds up to 22 passengers and runs Monday through Friday from 6:30 a.m. until 11:00 p.m. Weekend service is provided from noon until midnight on Saturdays and noon until 8:00 p.m. on Sundays. NET stops are conveniently located and displayed prominently throughout the City. It’s easy, it’s free and it’s fun!

Because Norfolk is home to so many unique festivals and special events along the waterfront the city does extend special event parking rates. In order to accommodate convenient entry and exit from parking facilities at special events, the Parking Division operates collect-on-entry payment.

j. Walking Paths, Bicycle Lanes

The newly renovated Town Point Park features more than 7 acres of landscaped walking and jogging paths, and a stress free sanctuary starring the most incredible sunsets ever witnessed. The self-guided trails include the Cannonball Trail, The Elizabeth River Trail and Mermaids on Parade.

The Cannonball Trail is a walking tour on a heritage trail connects historic sites woven among many popular attractions throughout the downtown area. Norfolk's Cannonball Trail becomes a visual "story-telling stage" for interpreting Norfolk's rich and multi-faceted history - There are markers throughout the Town Point Park and Downtown.

The Elizabeth River Trail, a former abandoned railroad spur has been transformed into a walking and bicycle trail near the Midtown Tunnel in Norfolk. Trail users can access the path from the Ferry Landing dock, located behind Waterside Festival Marketplace, and steps away from Town Point Park. The trail can also be picked up at the end of Southampton Avenue near the public health building or at Claremont Avenue near Raleigh Avenue in West section of Norfolk. The trail offers scenic views of the Elizabeth River and four interpretive markers tell the history of the area and environment.

Mermaids on Parade is an innovative public art project featuring more than 375 ten-foot-long mermaid sculptures and serves as the City of Norfolk's logo. Beginning at , three separate trails take you along the Elizabeth River past Waterside, to the heart of downtown or to the Chrysler Museum. Ideal for children, the trails are designed for families to enjoy fitness (the three trails cover about 10,000 steps). They provide an artistic view of the history of Norfolk as told through 26 of Norfolk's mermaid statues, which were designed by local artists.

Additional Information: The History of Town Point Park … The first owner of the property, then known as Four Farthing Point, was Capt. Thomas Willoughby who acquired it in February 1637. Willoughby sold the site in 1644 to Thomas Watkins, after which it passed into the possession of a series of owners until 1663, when it became the property of Nicholas Wise Sr., a shipwright. Wise's son, also named Nicholas, deeded the point, along with adjoining acreage, to the trustees of Lower Norfolk County in 1682, two years after the locale had been chosen as the site of "Norfolk Towne" by the Virginia Assembly in June 1680.

Before that took place, the point was the location of a "Half Moone'' fort also authorized by the Assembly in 1667 to protect the area's tobacco planters from Dutch marauders. All traces of this early fort have long since disappeared. But as late as 1781, when the British occupied the Norfolk area during the Revolutionary War, professional soldiers of Great Britain erected another temporary fort on the same site to protect Norfolk's inner harbor. The "Town Point" promontory has since afforded a spectacular view of some of the country's most historic events. On New Year's Day 1776, the British fleet bombarded the wharves and buildings along the waterfront and set homes afire, sending the entire town up in flames. The hastily rebuilt city was destroyed by fire again in 1804.

Across the harbor during the Civil War, Federal forces burned Portsmouth's Gosport Navy Yard in 1861. The following year came the infamous battle of the Monitor and Merrimac at the mouth of the James River. In the modern era, "Town Point" was transformed from a rundown collection of warehouses and wharves into a beautiful city park, reclaiming its place as the focal point of the downtown waterfront.

Town Point Park opened in the summer of 1983 as part of a major downtown revitalization program that included the Waterside Festival Marketplace, a mile

The city of Norfolk recognized that downtown Norfolk and the city landscape had changed considerably since the summer of 1983 and much needed improvements to the Norfolk's premier waterfront park would better serve the community and the guests of Norfolk. In October of 2008 Town Point Park closed her doors to the public to receive an extensive state of the art make-over reopeed Friday, July 3 for the July 4th weekend, celebrating the 33rd Annual Norfolk Harborfest ® and the 27th Annual 4th of July Great American Picnic and Fireworks.

Town Point Park is the People's Park, providing eight acres of peaceful outdoor spaces, nestled on the riverbanks of the Elizabeth River and located in the heart of the business district in Downtown Norfolk, Virginia.

But Town Point Park is more than a green space of peace and tranquility in an urban setting. It is a social place where friends meet, eat lunch, chat, stroll, listen to music, work on the wireless network, or simply relax, taking a break from a busy schedule. ...Town Point Park is more than a premier waterfront park, with incredible views of the Elizabeth River harbor ...during select weekends throughout the year the Park transforms into an epicenter of activity, celebrating the joy of life with signature special events that provide culturally enriched experiences for the public. It is the intention of the City of Norfolk and Norfolk Festevents to serve the public and enhance its neighborhoods by providing green space and cultural enrichment to all who visit.

Town Point Park's lush river view landscapes are a large part of Norfolk's recently renovated downtown park. A total of ten different tree species that include Regal Elm, Darlington Oak, Nuttall Oak, and Princeton Ginkgo makeup the 186 newly planted trees. These trees are accompanied by a variety of seasonal ornamental trees, 1,365 shrubs, 2,270 perennials, and 8,422 ornamental grasses and ground covers, all designed to create color and vibrancy throughout the park.

In addition to beautiful landscapes and a magnificent river view, park guests will discover an artful fence running along the Park's edge, depicting "Norfolk Memories", and two new fountains; one interactive fountain that will dance and play with you and a second fountain made for wishing and coin tossing.

Located on historic Church Street, one of the oldest thoroughfares in Norfolk, the Attucks Theatre was originally known during it’s heyday as the “Apollo Theatre of the South.”

Designed by African-American architect Harvey Johnson, the theatre opened in 1919, and showcased a host of legendary performers such as Cab Calloway, Duke Ellington, Mamie Smith, Nat King Cole, and Redd Foxx. The Attucks Theatre is named in honor of African-American Crispus Attucks, the first American patriot to lose his life in the 1770 Boston Massacre. For 34 years, the theatre remained a vibrant performing arts facility, but ceased functioning in 1953. In 1977 the United States Congress deemed The Attucks a National Historic Landmark and after a restoration period of three years, the theatre was reopened in 2004 by a partnership between the City of Norfolk’s Department of Cultural Facilities and the Crispus Attucks Cultural Center.

CHRYSLER HALL

Since its grand opening in 1972, has served as the premiere performing arts center of Hampton Roads. Resident companies include Broadway Across America: Norfolk - Hampton Roads exclusive presenter of touring Broadway productions; the Virginia Symphony Orchestra, Norfolk Forum, the Virginia Arts Festival, and the Virginia Ballet. Chrysler Hall also hosts a wide range of contemporary concerts, family theatre and comedy events.

Harbor Park is proud to be the home of the , the Baltimore Orioles AAA baseball team. Nestled on the Elizabeth River, the 36-acre Harbor Park also hosts NCAA baseball, concerts, high school football and the ever-popular Haunted Harbor Park.

The 12,067 seat stadium boasts 20 luxury suites, press facilities, including two TV broadcasting booths, and a 300- seat restaurant. Harbor Park also features a complete picnic area for private parties, as well as an exceptional variety of concession food and beverages for stadium guests.

HARRISON OPERA HOUSE

Once a World War II USO theater, this historic venue was lavishly renovated in 1993. With 1,632 seats, the stunning Edythe C. and Stanley L. retains an intimate ambience, but one adorned by the beauty of glittering chandeliers, sweeping staircases and bistro tables where you can sip champagne and drink in the glamour.

The Virginia Opera Company serves as the theatre's resident company. In March of 1994, by unanimous vote of the Virginia General Assembly, Virginia Opera was named The Official Opera Commonwealth, and to the world of opera. Organized in 1974 by founding President Edythe C. Harrison, the company currently produces four annual productions.

Inside the theatre, you'll find a three-story grand lobby with cantilevered balcony lobby, floor to ceiling windows, superior acoustics and box seating on mezzanine and balcony levels enhances the spectacular interior.

Dolly Parton was the first performer at Prism Theatre on November 6, 2004. Prism Theatre is located within Scope Arena and hosts events in a theatrical setting. Past performances have included Cirque de Soleil, Matchbox Twenty, and family favorite Playhouse Disney Live.

NORFOLK SCOPE ARENA

Opened in 1971, Norfolk Scope is the host to a wide variety of events, including Ringling Bros and Barnum and Bailey Circus, conventions, concerts and family shows. Scope is proud to be the home of the Norfolk Admirals of the AHL.

Scope consists of a flexible main arena, modular exhibit halls and meeting rooms that can accommodate both small and large groups for private meetings, exhibits or conventions.

The Father of Vaudeville in the Southeast, Jake Wells (1863-1927), built the Granby Theatre in Norfolk in 1901. Wells and his brother Otto controlled the largest theatre circuit in the South by the 1920s with 42 theaters in nine states. The Wells Theatre opened on Augst 26, 1913. That first year, Maude Adams flew across the stage as Peter Pan and Well's presented Ben-Hur complete with teams of horses on treadmills. Fred and Adele Astaire, Will Rogers, Billie Burke, John Drew, John Phillip Sousa and Dorothy Gish all appeared on the Wells stage. In 1916, they installed a movie screen and by the beginning of World War II, burlesque had joined the repertory. In the 1960s, the Wells became an x-rated movie house, its backstage area converted into The Jamaican Room, a notorious gin mill and brothel. The Virginia Stage Company moved into the Wells Theatre following restoration on February 7, 1980. $35 million in additional restorations were completed in 1986, resulting in the Beaux-Arts gem's designation as a National Historic Landmark.

THE HALF MOONE CRUISE AND CELEBRATION CENTER

The Half Moone Cruise and Celebration Center is Norfolk's newest and most unique waterfront attraction. The facility is not only a gateway for cruise ships sailing to beautiful ports-of-call, it's also the most magnificent venue in the area to host your special event or function. This gorgeous, new, 80,000 square-foot facility is adjacent to Nauticus and the Battleship Wisconsin on the Elizabeth River. The venue is in the heart of downtown Norfolk and features sweeping views of an historic waterway.

The mission of the public / private partnership with Norfolk Festevents, Ltd. and the City of Norfolk is to achieve the city’s objectives of establishing the city as a great place to live, work and play through special event programming.

The mission of Norfolk Festevents is to be of service to the City of Norfolk in planning and coordination of City sponsored events, promotions, to provide leadership in the industry on a local, regional and national level, and support charitable, civic and educational programs that:

• Are cost effective, available to the general public, accessible, and family oriented in nature; • Are presented in an appropriate and a safe environment for the enjoyment and education for all Hampton roads residents, leisure and convention visitors; • Improve and promote the maritime heritage and development of the City of Norfolk and its waterfronts, the Hampton Roads region, the Commonwealth of Virginia, and the United States of America; • Promoted the social and economic development of the City of Norfolk and Hampton Roads region through strategic special events and planning, programming and promotion; • Present community events in coordination with municipality and various other community organizations, as well as the business community and community volunteers; • Provide charitable civic and educational programs that are designed for all ages and interests, regardless of race, creed, age, and economic background; • Improve the quality of life and promote the civic welfare for the City of Norfolk, Commonwealth of Virginia and the United States of America.

All of these objectives are consistently reviewed, surveyed, and measured to guarantee proper attention and for annual improvement.

Surveys used on-site at festivals for attendees rate key items such as safety, cleanliness and programming on a regular basis. City leaders, civic leagues and the business community are always surveyed on a consistent basis for on-going feedback.

The City of Norfolk invests millions of dollars in special events each year. In order to establish an annual program on behalf of the city, Norfolk Festevents is directly funded with more than $1.5 million to produce tall ship visits, concerts, festivals and community celebrations.

c. In-Kind Services

The City of Norfolk provides several in-kind services for the Norfolk Harborfest® weekend and the entire Festevents-produced season of special events.

These services, such as park maintenance including landscaping, electrical work and trash removal. During events, such as the Norfolk Harborfest®, trash crews trash removal are also standard operating services.

In addition, though some services are an expense to the event during major event production, police, fire, rescue, communications staff, electricians and city assets (such as vehicles) are all extended to the festivals.

d. Defined Role of the City in Festival and Event Approval

One position is dedicated to major events that act as “outside groups” to the annual calendar of events produced by Festevents on behalf of the city. This position serves as liaison to all City of Norfolk Departments to ensure the special event meets all standards of the City of Norfolk while offering the event producers advice, direction and support. This position manages the process from application process through final event evaluation.

The City of Norfolk and all event produces work hand in hand with each other on crating ordinances and follow through on these regulations. For example, a sound ordinance is in place along with a focus on ending time(s). The event producer and city officials physically monitor sound levels and concert end times together to make sure the event is a success from every perspective.

a. Volunteer Involvement

The City of Norfolk is so fortunate to have a culture of volunteering and team spirit. Even city employees donate their time outside of their city positions to assist with festival production.

Thousands of volunteers are utilized each year to staff the variety of special events in the City of Norfolk. The event that brought the city back to life, Norfolk Harborfest®, was founded by volunteers!

The Norfolk Festevents Service Club Beverage Sales Program is an opportunity for service organizations and charities to raise funds through the sale of alcoholic and non-alcoholic beverages at our events. Our current policy is to donate 25% of the net proceeds from beverage sales to the organizations that participate. Each organization participates in several events throughout the season. Over $1,000,000 has been donated directly to local charities as a result of our programs and, depending on the weather, it grows by about $60,000 each year. Local organizations like CANDII, CHKD, Down Syndrome Association of Hampton Roads, The Dwelling Place, Little Creek Lion's Club and Tidewater Association for Hearing Impaired Children all benefit greatly from the fundraising opportunities and the social experience their members receive. This program is a model for other event production organizations across the country. Organizations must have at least 40 members, must carry a non-profit status registered with the IRS, or donate their funds to a non-profit organization.

b. Sponsorship Support

Traditional fundraising and sponsorship programs take place annually for several festivals and special events in the City of Norfolk. Norfolk Festevents, as a contract agency to the city, has an annual sponsorship and fundraising program.

The City and Festevents have had successful years even in tough economic times. The Title Sponsorship partnership with AT&T carries much of the income weight for the annual program.

The four main sources of income generated annually are through: 1. Individual contributions through membership programs a. Friends of Festevents 2. Corporate contributions and donations a. Corporate Friends of Festevents b. Donations from Foundations 3. Fundraising events

Corporate sponsors include, AT&T, Chrysler/Jeep, Pepsi, Marriott, Kashi, 7-11, Farm Fresh, Port of Virginia, Towne Bank, Budweiser and ServPro along with hundreds of regional and local businesses.

For example, the 2009 annual season of special events for Norfolk Festevents produced a total of $645,555.34 in Development income. The season generated $12,222.34 more than the $633,333 goal for the year, 2% above the income projections. Membership programs raised $32,219.80 under the Friends of Festevents annual giving campaign, $48,888 was raised through fundraising events and $564,447.54 was raised through corporate sponsorship. 68% of the total income was fulfilled by individuals and companies from outside of Norfolk.

This total income under the Development Department is combined with the revenue collected under the umbrella of the Sales and Operations Department to complete the total event-based income for the company. The Sales and Operations revenue consists of food and beverage retail sales, admission sales, souvenir/merchandise sales, and outside group revenues.

The 2009 staff also solicited more than $240,000 in goods, services, and products as in-kind trade donations. Hotel rooms, catering, staffing, legal services and equipment were all donated this year as budget-relieving contributions.

The department will continue to work with corporate partners on customized sponsorship packages. These partnerships will solve their individual problems and provide opportunities for their marketing campaigns to connect and interact with our event audiences. The department will do its best to over-deliver tangible assets to our partners while developing creative, intangible benefits, such as interactive, web-based promotions, that go beyond measurable impressions.

c. Media Support

New communication-tools have allowed special events, the city and specifically Festevents to expand the traditional reach to the current audiences, and has increased the ability to reach new audiences, whom otherwise might not be able to find our festivals and events.

Facebook and My Space were added to the 2009 communication and promotion plan. Through social networking we are able to send out messages, letting people know to save the date and as a reminder that an event is about to take place. Beyond social networking we have a subscriber emailing list of over 5,100 people who are receiving event notices, press releases and more.

IFEA World Festival & Event City Award Application: City of Norfolk, VA USA 48 New media vehicles aside, the City of Norfolk is fortunate to have such an event- savy media market that understands the concept of trade partnerships, third- party media deals and maximizing partnerships through event marketing. Millions of dollars and millions of impressions are created through non-traditional media buys with regional media groups.

ANNUAL ADVERTISING CAMPAIGN ON BEHALF OF THE CITY We are proud to report that during the 2009 season of Festevents-produced events we improved the visibility of our festivals and events by 19% over 2008, which translates into 358,811,993 media impressions. The campaign to increase public awareness is ever changing and it is our main focus to find new and effective ways to invite local, regional, and national communities to attend the events and to experience firsthand, the affordable, quality family programming that takes place in Town Point Park and Ocean View Beach Park each year.

All media outlets and partnerships are important to achieving visibility, especially when Hampton Roads’ weekend calendars are full with festivals and special events. Festevents continues to maintain strong partnerships in all areas of media to help champion our cause in attracting new guests as well as returning guests to our events. These partnerships are priceless giving us a 1.9 to 1 return on the dollar, meaning that for every $1 spent we received $1.89 in trade advertising.

In 2009, www.festevents.org received 7, 675, 516 visitors to the website. This is a 3% increase up from 2008. The Festevents website is a must-have tool providing the marketing and promotions team a communications vehicle that can effectively reach the masses at a very low cost and most importantly, in a timely manner.

In 2008, Festevents began dabbling in social networking with the creation of a Myspace page and in 2009, we added Facebook to our tools of mass communication. We are finding that the Facebook Fan Page is most useful in reaching and interacting with audiences of all ages.

An important factor to the 2009 campaign was to implement a strong distribution plan.

o Festevents hand delivered calendar of events, rack cards and posters to over 250 locations throughout Norfolk and the Hampton Roads.

o Festevents’ print materials are included in all welcome packets sent to military families moving into the Norfolk area by the Norfolk Department of Utilities Public Information reaching over 1,000 families in a 6-month period and are also sent to area Real Estate Agencies to be included in their sales packages.

d. Chamber of Commerce / Convention and Visitors Bureau

Though the festivals become great cover photos for Chamber and Convention and Visitors Bureau publications, our partnerships have become so much more than cooperative photography.

The Norfolk Conventions and Visitors Bureau, presently known as Visit Norfolk, works with City festivals in so many ways. They provide volunteers and staffing, specifically for the Welcome Centers at major events such as Norfolk Harborfest®. They provide funding, utilize the events for Familiarization Tours and assist with regional and out-of-state marketing efforts. Visit Norfolk is also fantastic with securing major conferences and having those guests of the City translate into paying attendees at the Festivals!

Festevents is currently working with Visit Norfolk on sharing entertainment and production costs of concerts for a convention that over-laps with Norfolk Harborfest®.

e. Downtown Associations

The Downtown Norfolk Council, the Norfolk Hotel and Motel Association along with the Norfolk Restaurant Association work together on several projects leveraging each of the organization’s assets.

Ticket promotions, shared advertising and on-premise promotions are all common practice with area restaurants and hotels.

f. Organizations to Assist Individuals with Disabilities

The City venues are all accessible and have been upgraded with modern facilities to accommodate people with disabilities. Special seating accommodations at all stages can be requested from event security or any uniformed staff member. Town Point Park is in compliance with the Americans with Disabilities Act.

h. Sports Commissions

The City of Norfolk and Festevents work consistently with sports organizations such as the Norfolk Sports Commission, Hampton Roads Sports Commission, Norfolk State University and .

From AAU Junior Olympic tournaments … to McDonald’s All-American basketball events … to power boat racing for ESPN, sports-focused special events are the highlight of the city’s programming.

i. Educational Institute Support

City celebrations work with all levels of educational institutions, whether it be middle schools for the Virginia Children’s Festival or local universities for a college pep-rally based event.

The primary partners have included Norfolk State University, Old Dominion University and Tidewater Community College. Partnerships have included volunteers, creative services, venues and logistical support.

Festevents and Tidewater Community College’s Business Program partnered to develop a program utilizing TCC’s Saturday Business Studies students to execute event surveys for college credit and hands on education. The surveys were than tabulated using a service called Survey Monkey.

The data collected is a vital part of Festevents’ continued success in targeting audiences for generations to come. The data also serves the city in learning about those who visit the city’s attractions and how those visitors contribute to the financial success of Norfolk.

One specific festival example is how Barnes and Noble and Tidewater Community College have joined the City of Norfolk and Festevents to produce the 3rd Annual Books in the Park festival.

The 3rd Annual Books in the Park is truly a celebration of the written word. This festival features many stimulating activities provided by Tidewater Community College. Over 50 local, regional and national authors, sustainable living sessions, writers & poetry lounge and a children’s Luau Garden are just a few of the many activities provided on site by Tidewater Community College.

j. Special Incentives / Discounts Provided to Festivals

Special discounts are consistently offered throughout the year to area festivals. For example, a local Harbor Cruise ship gives discounted tours as part of larger events and fundraisers. Often, venues donate space, catering and equipment for the greater good of the special event.

k. Access to Industry Suppliers

The City of Norfolk is fortunate to have evolved with great suppliers and companies that act as partners for the industry. Three different key companies in signage, printing and merchandise, have been partners for more than 25 years!

Festevents and a local specialized tent rental company have such a unique relationship, that the two organizations share ownership of equipment and share in labor and storage facilities.

Other fine partnerships exist with ATM machines, work vehicles, service equipment and more. Both the City of Norfolk and a private company, CFE Equipment, donate forklifts and heavy lifting vehicles for Festival use on an annual basis!

The Public Service Ambassadors and Clean Team Ambassadors patrol the streets of downtown Norfolk on a daily basis providing directions and information to visitors, providing assistance to the Norfolk Police Department, offering security escorts and maintaining a clean urban environment through a comprehensive program of sidewalk cleaning, pressure washing, graffiti removal, trash and leaf pick up, and weed removal.

As noted in previous sections, the City of Norfolk, Norfolk’s Convention and Visitors Bureau and the Downtown Norfolk Council work together continuously throughout the year with special events as the platform for a variety of branding, community and public relations efforts.

The City of Norfolk is proud to offer special events funding through the Tourism Opportunity Program (TOPS). This program assists festivals to promote tourism, extend out-of-market media coverage, encourage local and regional partnerships, drive shared advertising and help host familiarization tours.

TOPS has and will continue to increase the number of new and repeat tourists and visitors to the City, as well as increase spending during their visits.

As evidenced in visitor survey data collected: • Over 79% of event attendees are “residents” of Hampton Roads (20% from Norfolk), thus creating “new” visitors and “new” revenue for the City of Norfolk; 21% of 2009 visitors were from outside the market. • Total visitor spending exceeded $14 million in 2009, more than double the year before. • New initiatives such as the newly renovated Town Point Park, the new TowneBank Fountain and Park attraction, and the new events produced by Festevents in Waterside generated more than 24,000 new visitors to downtown Norfolk in 2009.

Norfolk Festevents will leverage $1 (City TOPS) to $4.4 (Festevents/Partners) in support of the projects included in this application. It is important to note that the City’s annual Administrative fee to Festevents is not included in the Leverage total- only privately raised funds are reflected in this calculation to provide an accurate accounting of privately generated leveraged funds and resources.

Past performance and documented results from this past season are offered as validation of Norfolk Festevents’ performance and ability to create measurable positive results and return on the City’s investments with Festevents.

Valuable media and branding impressions generated by Festevents’ marketing efforts support the City’s visibility outside the region as a place to “live, work and play”. Patron satisfaction ratings continue to come in above a 4.2 rating (based on a 5 point rating scale), with a very high percentage of repeat attendance (80%) and visitation to downtown Norfolk.

In support of the TOPS goals and objectives, the 2010 projects: • Reflect new marketing and promotional activities that will exclusively support and enhance the marketing of the newly renovated Town Point Park.

IFEA World Festival & Event City Award Application: City of Norfolk, VA USA 62 • Projects that will increase visitor attendance to downtown Norfolk and Town Point Park, as measured in new and repeat tourists and visitors. • Projects that will create significant and measurable economic and social benefit the City of Norfolk, its businesses and residents through visitor spending while attending events at Town Point Park. • Leverage over $2.5 million in private funds and with over 75 outside resources. • Create new visitor and tourism opportunities and experiences. • Create exciting promotional opportunities between non-profit marketing, multicultural and arts groups. • Increase new small business and jobs opportunities. • Improve and increase the inventory of promotional materials that will assist in imaging the City of Norfolk as the city where Life is Celebrated Daily.

With specific reference to the FY2010 TOPS programmatic areas, the 2010 Festevents projects include initiatives that focus on Norfolk as a destination, while highlighting select events to enhance the marketing message and frequency of message; introduce new programming ideas; and offer programs within the Festevents campaign that support the City’s cultural diversity and tourism investments.

The documented results of the previous TOPS programs have been overwhelmingly positive and validate the importance of marketing the message of the New Norfolk to our current and potential visitor population.

The City of Norfolk and appropriate departments, such as the Convention and Visitors Bureau are directly impacted by the special events industry. Branding of the City of Norfolk is measured via media and other marketing impressions. In 2009, Festevents-produced special events created more than 357 million positive branding impressions of the City of Norfolk through a wide variety of media outlets; and more than 7 million branding impressions of the City of Norfolk through the Festevents website, which was an overall increase of 19% over 2008, which translates to more than 364 million people that either heard about Town Point Park and the events that take place in the park on the radio, saw it on television, read about it in print or found information on the web.

The following Performance Measures are used to determine success in increasing consumer/visitor spending, increasing attendance by visitors and participants, and economic and social impact from Festevents-produced special events for the City of Norfolk. (2009 Summary of Information)

* ATTENDANCE is measured at every event through on site attendance counts using photography of crowds, gated admission records, parking information and Norfolk police estimates. Based on this information, 2009 attendance (261,296) increased more than 50% (82,732 additional attendees) over 2008, even with

Based on this success, Festevents projected continued potential for growth in attendance and visitor spending.

*VISITOR SURVEYS taken at major events, and selected smaller events, reveal important data used to measure Performance including Visitor Spending, Growth in Out of Market Visitors, and Visitor Satisfaction. (See enclosed copy of data for reference). Data supports that out of market attendance is steadily increasing, while return visitors continues to be strong.

*VISITOR SPENDING. Visitor Surveys shows that 2009 Visitor Spending exceeded $14 million while attending events and other downtown businesses and attractions. This increase reflects a 50% increase over 2008 Visitor Spending of just over $7 million. A copy of the report is included in the attachments. Data supports that visitors are spending an average of $59 per person while attending an event- both inside the event and in the downtown.

* OUT OF MARKET VISITOR ATTENDANCE: Visitor Surveys indicate that Out of Market Visitor Attendance is increasing at an impressive rate.

* DIRECT INCOME TO THE CITY through parking, sales/ meals/admission taxes, vendor fees and associated visitor spending through shopping, dining and accommodations. 2009 data shows that more than 50% of event visitors also supported Norfolk attractions, restaurants, hotels, etc. See supporting documentation in the attachments. This activity has show significant increases over the years.

* BRANDING IMPRESSIONS in all marketing mediums increased 19% (56 million new impressions), with a 3% (254,000 new visits) increase in website visits over last year. The new Festevents website launched in 2008 saw a 75% increase in website visits over years prior; website activity continues to increase at a steady rate.

* VISITOR SATISFACTION RATINGS continues to average above 4.3 on a 5pt scale for the last 5 years.

The City of Norfolk is now known for bringing the world to Virginia! In cooperation with Norfolk Festevents, national and international events are solicited to take place in the City of Norfolk to expand Norfolk’s brand, increase economic development and provide world-class programming for the mid-Atlantic region.

Operation Sail 2012 and the United States Navy Announce Norfolk and the Port of Hampton Roads to Host Star-Spangled Banner and War of 1812 Bicentennial Celebrations WASHINGTON, D.C. –Operation Sail, Inc. (OpSail) and the U.S. Navy announce the participation of five historic U. S. ports in the forthcoming 2012 events that will commemorate the bicentennial of the War of 1812 and the birth of The Star- Spangled Banner. The ports include New Orleans, Norfolk/Hampton Roads, Baltimore, and Boston. Events in 2012 will also include New York City’s Fleet Week.

OpSail and the U. S. Navy will bring tall ships, naval vessels, and the Blue Angels flight demonstration team to each port city, beginning in New Orleans in May 2012 and ending in Boston Harbor on July 4, 2012.

Norfolk and the Port of Hampton Roads will host the OpSail flotilla from June 6- 11, 2012, in conjunction with Norfolk’s annual Harborfest celebration. “As home to the largest Naval Base in the world and site where many of the battles of the War of 1812 were fought, Norfolk and the Port of Hampton Roads are particularly honored to host this event that recognizes the history of our U. S. Navy”, said Paul D. Fraim, Mayor of Norfolk. “We understand and appreciate the significance of maritime history and events like OpSail that are tremendous opportunities to educate and enlighten our citizens, especially our youth, about our history and the importance of our military forces.”

Jose Fuentes, Chairman of Operation Sail 2012, remarked that “The collaborative effort between OpSail, the U.S. Navy and mayors of each of the port cities will prove fruitful to our overall mission. OpSail 2012 will be yet another extraordinary celebration that our nation can add to its long history of proud American commemorations.”

OpSail has hosted five Fourth of July Parades of Sail in New York Harbor. These have taken place in 1964, in commemoration of the World’s Fair; in 1976, the 200th anniversary of the Declaration of Independence; in 1986, to mark the centennial of the Statue of Liberty; in 1992, the 500th anniversary of Christopher Columbus’s landing in America and on July 4, 2000, in celebration of the new millennium.

Norfolk has hosted several major tall ship events since 1964. The most recent, Sail Virginia 2007, commemorated the 400th anniversary of the Jamestown Landing. OpSail 2000 Virginia, which Norfolk organized on behalf of the port of Hampton Roads, took place in celebration of the new millennium. “OpSail 2000 marked the first occasion that the national organization Operation Sail, Inc., partnered with ports outside New York City,” said Karen Scherberger, Executive Director of Norfolk Festevents, the local organizing body for the 2012 event. “It was a tremendous honor to be selected by OpSail, Inc. for the 2000 event and to share the national stage with New York and the other selected ports. To be invited twelve years later by OpSail, Inc., and the U. S. Navy to host the 2012 program reconfirms the Port of Virginia’s strength and ability to host such events of national and international significance.”

OpSail events incorporate stops at key historic ports along the east coast to showcase tall ships and warships from around the world. The OpSail 2012 bicentennial celebration will consist of New Orleans, Norfolk/Hampton Roads, Baltimore, and Boston. The New York event will coincide with Fleet Week. Previous OpSail events contributed to the economy of participating port cities through increased hotel bookings, restaurant reservations, sales and new infrastructure. More than 30 part-time employees and interns work for the annual program in addition to the foundation of volunteers through a structure program. I. Overview:

An internship is a prearranged, structured learning experience scheduled within a specific time frame. The experience is designed to be relevant to the intern’s academic and/or professional goals and to the competencies of the program of study.

Festevents primarily offers non-paid internships. On occasion part-time, paid positions have been extended as part of the internship.

Internships provide a unique learning experience outside of the traditional academic environment, one where students can apply theories and concepts introduced in the classroom. A meaningful internship will be built upon this foundation providing real world experience.

Internship positions serve as the capstone experience to academic learning, and provide interns an opportunity to gain practical work experience in their area of interest. When students take an internship for academic credit they are not only expected to work on the job, but are also expected to provide requirements to the intern’s supervisor both at school and the office.

Working as an intern involves discipline, sacrifice, responsibility and a firm commitment to get the most from the internship experience. It is important to ensure that internship goals are realistic and the internship chosen is right for the student. The most distinguishing feature of the internship is the opportunity it affords students to get to know themselves better.

For Norfolk Festevents, the internship program allows for the organization to: 1) Extend the staff in key times of the annual event season without expanding the office and employee services such as payroll, insurance, etc. 2) Offer personnel management training to younger employees 3) Create a direct line to potential candidates for future openings of full- time positions 4) Begin a relationship with individuals that may soon serve as colleagues, sponsors and media contacts 5) Gain energy along with new, fresh ideas from a youthful demographic

Each intern is assigned a full-time Festevents leader to supervise the intern.

NORFOLK FESTEVENTS STRONGLY ENCOURAGES INTERNS TO WORK BEYOND THE REQUIRED HOURS FOR CLASS CREDIT. Due to the type of business, hours and work schedule associated with an event production company, many credit hour requirements are met within a relatively short amount of time. To maximize the experience, interns commonly work above and beyond the schedule required by the university program.

Much of the time worked by interns will be on-site at events which take place during evenings and weekends.

We do not have an official minimum or maximum set of hours, but recommend working with a program requiring a minimum of 120 hours and a maximum of 700 hours.

Norfolk Festevents currently has six active departments, all of which that may utilize interns understanding that no one year is the same as far as number of interns and which department utilizes interns. Factors include time of year, event schedule and company focus.

Brief departmental overviews:

Marketing Manages all marketing plans, media partnerships, advertising buys, print materials / promotional literature, and public information including but not limited to the organization’s website. Marketing internships are available for in-house graphic design work.

Programming / Entertainment Researches, plans and contractually manages all entertainment, decorations and creative programming for the events. Entertainment includes bands, specialty performers and interactive exhibits.

Sales and Operations Responsible for all direct-consumer event generated income such as admission sales, food and beverage sales and ticketed experiences. Also manages on-site operations, charitable donation program and food vendor partnerships which require application, proper licenses & certificates and tax information processing.

Development Solicits and manages all sponsorship and fundraising income such as corporate sponsors, individual & corporate giving and in-kind partnerships. Development also manages membership programs and many event-based business partnerships.

Production Initiates and implements all permitting, equipment contracts and security resources. Manages all equipment such as tents, tables, chairs, power sources and vehicles. Supervises fireworks shows and pyro-technical programming.

Intern must be able to:

• Smile • Lift and carry at least 32 pounds at one time • Maneuver a handcart • Climb a ladder and/or scaffolding • Work as many as 16 hours in a day • Be available from Thursday until late Sunday evening during Festival weekends

Driving Record All drivers of Norfolk Festevents, Ltd. and city owned vehicles must have a valid drivers license and you will be required to provide your driving record to Norfolk Festevents, Ltd.

All interns who operate Norfolk Festevents, Ltd., vehicles or who operate rental or personal vehicles on Norfolk Festevents, Ltd. business must report all traffic violations and vehicle accidents whether or not the violation or mishap occurs while on company business or in a Norfolk Festevents, Ltd., rented, or personal vehicle to the Executive Director within 24 hours of the occurrence.

Drug-Workplace Policy Norfolk Festevents, Ltd. has a vital interest in maintaining safe, healthy, and efficient working conditions for its interns. Further, interns have the right to work in an environment free from the effects of drugs. The use of illegal drugs, on or off duty, is inconsistent with law-abiding behavior expected of all citizens. With these basic objectives in mind, Norfolk Festevents, Ltd. is committed to maintaining a workplace that is free of the influence of drugs. This policy covers all applicants, interns, employees, independent contractors, and consultants of Norfolk Festevents, Ltd.

Drinking of alcoholic beverages of any kind and use of illegal substances of any kind are strictly forbidden while on the job or on the premises and violation will result in immediate dismissal. This applies to regular workdays and event days and all other times while on the job.

Illegal drugs of any kind are strictly forbidden at all times to be brought onto the Norfolk Festevents, Ltd. premises (office, Town Point Park, Ocean View Beach Park and any location where Norfolk Festevents, Ltd. is conducting official business). Violation will result in immediate dismissal.

Emergency Response Situations The Executive Director is the official spokesperson for Norfolk Festevents, Ltd. No intern may respond to the public or media regarding an emergency, accident, or controversial matter. If the Executive Director is unavailable for comment, the General Manager, Marketing Director or the Board President will speak on behalf of the Executive Director.

IFEA World Festival & Event City Award Application: City of Norfolk, VA USA 84 VII E Equipment Use/Loss Policies No intern of Norfolk Festevents, Ltd. is authorized at any time, for any reason to remove, loan, or in any other manner remove any material, property or equipment of Norfolk Festevents, Ltd. from Norfolk Festevents, Ltd. property.

No intern of Norfolk Festevents, Ltd. is authorized at any time, for any reason to allow any other party not a member of the staff or board of Norfolk Festevents, Ltd. to use any material, property, or equipment of Norfolk Festevents, Ltd. on the grounds and property of Norfolk Festevents, Ltd.

No intern of Norfolk Festevents, Ltd. is authorized at any time for any reason to remove or use any material, property, or equipment of Norfolk Festevents, Ltd. for personal use.

This policy includes but is not limited to vehicles, production equipment and tools, decorations, props, costumes, office equipment including computers, promotional materials, records and documents.

Nothing that is the property of Norfolk Festevents, Ltd., or the property of the City of Norfolk in the care of Norfolk Festevents, Ltd., regardless of its official location (office, storage, park), is exempt from this policy.

The Executive Director is the only person authorized to make an exception to the above policies in writing. Exceptions, if made, will only be done so in extreme cases, and may require additional approval from the President and/or City of Norfolk.

Worker’s Compensation Insurance Every Norfolk Festevents, Ltd. intern is protected under the provisions of the Worker’s Compensation Act, which provides medical and hospital care, and partial compensation for lost time, in the event of accident or occupational disease in the course of employment. Norfolk Festevents, Ltd. pays the full cost of the insurance required for this protection. If, in the connection with Norfolk Festevents, Ltd. duties, an intern suffers an injury of any kind, even though it may appear to be of trivial nature, he/she is required to report it immediately to the Executive Director and Business Manager. Prompt reporting of accidents arising out of, or in the course of, employment is essential in order to protect the intern’s insurance interest.

Differences of opinion will undoubtedly occur and should be handled privately and discreetly in order to avoid involving others in Norfolk Festevents, Ltd. Constructive criticism is welcomed when delivered with respect and tact.

Your personal attitude and actions contribute to your success and to a pleasant work environment. A spirit of teamwork and cooperation will help everyone work toward their goals and assure the continued success of Norfolk Festevents, Ltd.

As an intern of Norfolk Festevents, Ltd. you may be in contact with confidential and privileged information about sponsors, volunteers, and co-workers. Because you are in a position of trust, it is extremely important that you never divulge or improperly use such information.

Neatness and good taste with your personal attire and appearance contribute to the impression our volunteers and the community has of Norfolk Festevents, Ltd. You are expected to dress in an acceptable fashion, but most importantly, be neat and clean. You will be provided with an appropriate number of Norfolk Festevents, Ltd.’ logo’d t-shirts to work in during event days. At the end of the internship, you will be required to return all Norfolk Festevents, Ltd. attire.
